In world and national news…

WASHINGTON (AP) — A federal watchdog says White House counsellor Kellyanne Conway violated the federal law prohibiting government officials from using their positions to influence political campaigns.

The Office of Special Counsel, which is unrelated to Robert Mueller’s office, says Conway violated the Hatch Act twice last year when she advocated for Republican Roy Moore and against his Democratic rival, Sen. Doug Jones, in the Alabama’s Senate race.

Special Counsel Henry Kerner is sending his office’s findings to President Donald Trump Tuesday “for appropriate disciplinary action.” Trump will decide what — if any — punishment she will receive. The White House has not immediately commented on the report.

Conway came under fire for violating a different ethics provision last year, when she urged Trump supporters to purchase Ivanka Trump brand products.

SEOUL, South Korea (AP) — A South Korean official says North Korean leader Kim Jong Un has agreed to hold a landmark summit meeting with South Korea’s president next month and impose a moratorium on nuclear and missile tests if his country holds talks with the United States.

South Korean presidential national security director Chung Eui-yong said the two Koreas agreed to hold their third-ever summit at a tense border village in late April. He also said the leaders will establish a “hotline” communication channel to lower military tensions, and speak together before the planned summit.

Chung led a 10-member South Korean delegation that met with Kim during a two-day visit to Pyongyang, North Korea’s capital. The delegation returned on Tuesday.

CHARLESTON, W.Va. (AP) — Some West Virginia counties are reopening schools after the Legislature passed a 5 percent pay raise for teachers and others in a deal to end a statewide walkout that closed schools for nine days.

Union leaders haven’t said whether they’re calling for an end to the strike, pending a ceremony at the governor’s office later Tuesday.

But Kanawha County’s school system announced in phone calls to parents that schools would reopen Wednesday. Several other county school systems made similar announcements on Twitter.

It wasn’t immediately clear whether all 55 county school systems would reopen. A state Department of Education spokesman didn’t return an email message.

Both the House of Delegates and the state Senate unanimous passed the pay raise for teachers, school service personnel and state troopers. Other state workers will have to wait for a budget bill to pass before getting their 5 percent raises promised under the deal.

NASHVILLE, Tenn. (AP) — The former lead body guard who had an extramarital affair with Nashville Mayor Megan Barry has pleaded guilty to theft of property.

Robert Forrest’s plea Tuesday morning came shortly after Barry pleaded guilty to the same charge and announced her resignation from office.

The revelation of the affair derailed the first term of a mayor who was seen a rising star among Democrats.

MOSCOW (AP) — The Kremlin says Russia has not been approached to help in an investigation over how and why a former Russian spy was found critically ill in a shopping mall in a town in southern England.

British media have identified him as Sergei Skripal, 66, who was convicted in Russia on charges of spying for Britain and sentenced in 2006 to 13 years in prison.

Skripal, who is said to have suffered exposure to an “unknown substance” was freed in 2010 as part of a U.S.-Russian spy swap. A woman was also found unconscious Sunday afternoon in Salisbury, about 90 miles (145 kilometers) west of London.

Dimitry Peskov, President Vladimir Putin’s spokesman, said Tuesday that there has been no request for help but that “Moscow is always ready to cooperate.”
