Approved a Resolution accepting Final Plans and Specifications for Storm Sewer Improvement District 51 and authorizing Engineer to Advertise for bid. KLJ said the area is near the Winter Show building to improve drainage.

 

Approved a Resolution accepting Final Plans and Specifications for Sanitary Sewer Improvement District 62 and authorizing Engineer to Advertise for bid. KLJ said the work entail sewer line, re-lining.

City Commissioners approved an Application for Property Tax Exemption Improvements to 628 11th Ave SW. City Assessor Hansen said the request is for improvements to the newly named Ridgeview Apartments, which will significantly improve the value.

 

Approved a Special Alcoholic Beverage Permit for City Lights for a  VCSU event at the Barnes County Museum.

 

Approved transferring property from Valley City to NDDOT, for installation of a box culvert for hillside stabilization and  drainage near the underpass area.  The Commission approves that  the land be deeded.

Jamestown  (CSi)  With one more competition this weekend in Fergus Falls, the James River Figure Skaters have had another very successful season of competition skating.

On Thursday’s Wayne Byers Show on CSi Cable 2, Judy Jorgensen said, among the successes, the Club’s three senior skaters all qualified for the Archie Vraa Artistic competition in Moorhead, Minnesota, as only the top two skaters in each group are chosen to compete.

This season the Club attended  five competitions.  Over all the skaters won 135 metals this season, with 12 fourth place finishes, 23 third place, 33 second place, and 67 first place.

Judy pointed out that competitive skaters test before a panel of judges in three competitive disciplines, include the categories of moves in the field (figure skating) free skate and dance.

 

Also on our show, Judy said this year’s Ice Show’s theme is “Magnificent Musicals.”

Judy will return to the show on March 14th joined by Coach Mark Vasarhelyi.

 

 

MOORHEAD, Minn. (AP) — A Milwaukee woman is charged with attempted murder after allegedly trying to kill the Minnesota state trooper who tried to help her after a crash on Interstate 94.

Prosecutors allege 30-year-old Melody Gray held a 9 mm handgun to the head of Trooper Mark Peterson and tried to pull the trigger after the car she was driving spun out of control near Moorhead Monday. The gun did not fire.

Peterson was trying to handcuff Gray’s passenger, 29-year-old Domonique Crayton, also of Milwaukee. The car was reported stolen in Wisconsin.

The trooper shot Gray in the arm. She was taken to a hospital in Fargo, North Dakota. Crayton remains jailed.

The Minnesota Bureau of Criminal Apprehension says Gray and Crayton have outstanding warrants out of Milwaukee for kidnapping and other charges.

 

 

MINOT, N.D. (AP) — Minot police say a teenager was shot multiple times at an apartment complex, but is expected to survive his wounds.

Authorities say the 18-year-old man was shot Wednesday night at an apartment building on the city’s northwest side. KFGO reports the victim fled to another location where someone called 911. He was taken to Trinity Hospital in Minot.

The shooter remains at large.

 

 

FARGO, N.D. (AP) — A formal investiture ceremony is being held in Fargo for new 8th U.S. Circuit Court of Appeals Judge Ralph Erickson.

The ceremony is scheduled for 1:30 p.m. Friday at the Sanctuary Event Center.

President Donald Trump nominated Erickson last June. The Senate in September confirmed him to the St. Louis-based appeals court. He replaced the retired Kermit Bye, starting last October.

Erickson has served in various judicial positions for nearly a quarter century. In 2003, he was nominated by then-President George W. Bush and confirmed by the U.S. Senate to serve as a federal judge in North Dakota.

The 8th U.S. Circuit Court of Appeals handles appeals from federal courts in the Dakotas, Arkansas, Iowa, Minnesota, Missouri and Nebraska.

 

 

FARGO, N.D. (AP) — Health officials say Fargo’s first needle exchange program could be operational within a month.

The Fargo/Cass Public Health Department is administering the program aimed at providing addicts not only with clean needles, but with resources for treatment and health care.

The department’s substance abuse prevention coordinator, Robyn Litke Sall, tells KFGO there has been an alarming increase in diseases such as Hepatitis C in the last five years. And, that it’s largely attributed to the use of dirty needles by drug addicts.

The exchange program will operate in a vacant, city-owned building. State approval is pending.

Sioux City, IA   In the NAIA Division II Women’s National Basketball Tournament First Round action on Thursday afternoon, the Valley City State Vikings season came to an end, defeated by The University of  St. Francis 56-47.

The Fighting Saints (21-9)  go on in the tournament to take on College of the Ozarks on Friday.

The Vikings finish the season at 25-5 a school record for wins in a season, and won this season’s Women’s NSAA Championship.

JAMESTOWN, N.D. (AP) — Three finalists have been chosen for the North Dakota Miss Basketball award. Seniors Anna Holen from LaMoure-Litchville-Marion, North Star’s Stephanie Miller and Raegan Linster of Fargo Davies have been nominated by the North Dakota Associated Press Sportscasters and Sportswriters Association. The award will be announced after the Class A girls state championship game on Saturday in Fargo.

 

 

GRAND FORKS, N.D. (AP) — Olympic women’s hockey standouts Monique and Jocelyne Lamoureux (LAM’-uh-roo) got a hero’s welcome in their hometown of Grand Forks, North Dakota. The twins helped the USA win the gold medal in South Korea. They were welcomed home Thursday with a ceremony at Ralph Engelstad Arena attended by hundreds of people. Gov. Doug Burgum declared the day as Monique and Jocelyn Lamoureux Day in the state.

MINNEAPOLIS (AP) — Kyrie Irving returned from a one-game absence to help Boston fend off Minnesota, putting up 23 points, seven rebounds and eight assists to pace the Celtics in a 117-109 win over the Timberwolves. Al Horford added 20 points, eight rebounds, six assists and tough defense on Karl-Anthony Towns for the Celtics, who stayed two games behind Toronto in the Eastern Conference race with their sixth win in the last seven games. Nemanja Bjelica scored a career-high 30 points for the Timberwolves.

 

MINNEAPOLIS (AP) — The Boston Celtics are breathing a little easier after a scary fall by Jaylen Brown. He left the game at Minnesota after landing hard on his back following a dunk late in the third quarter. Brown lost his grip on the rim as he finished the play, falling awkwardly to the court. He was evaluated for concussion-like symptoms but said to be feeling all right and in good spirits afterward.— Kevin Durant’s 37 points, 11 rebounds and four blocks carried the Warriors to a 110-107 win over the Spurs. Draymond Green hit the go-ahead basket down the stretch had had a triple-double of 11 points, 12 rebounds and 10 assists. Golden State improved to 7-0 since the All-Star break despite playing most of the game without Steph Curry, who was lost for the night to a rolled right ankle early in the first quarter.— Russell Westbrook had 27 points, eight rebounds and nine assists as the Thunder crushed the Suns, 115-87. Timberwolves…

Minneapolis  (AP)  For Derrick Rose, what’s old is new again. Rose has signed with the Minnesota Timberwolves in a move that reunites the 2011 NBA MVP with three mainstays from his days in Chicago — coach Tom Thibodeau, as well as Jimmy Butler and Taj Gibson. The Timberwolves did not release the terms, but a person familiar with the situation told The Associated Press that the deal is for the remainder of the season.

 

College Basketball…

RENO, Nev. (AP) — Ahmaad Rorie scored 30 points, 22 in the second half, and Fabijan Krslovic had two critical baskets late on his way to a double-double to lead top-seeded Montana to an 84-76 win over eighth-seeded North Dakota in the Big Sky Conference quarterfinals. Krslovic had the first of back-to-back jumpers with three minutes left to start an 8-0 run.

 

 

UNDATED (AP) —Top-ranked Virginia was able to breeze into the ACC semifinals with a dominant performance against Louisville.

Kyle Guy scored 19 points and the Cavaliers improved to 29-2 by whipping the Cardinals, 75-58. Guy shot 7 of 14 from the field and 4 of 6 from 3-point range in his first game since spraining his left knee during the Cavaliers’ regular-season finale against Notre Dame.

Devon Hall had 14 points for the Cavs, who damaged the Cardinals’ shot at an NCAA Tournament berth.

Next up for the Cavaliers is No. 19 Clemson, which has reached the ACC semifinals for the first time in seven years by knocking off Boston College, 90-82. Gabe DeVoe scored 25 points and Shelton Mitchell had 21 for the Tigers, who were 9 of 17 from beyond the arc.

— Jay Wright became the winningest coach in Villanova history with 414 as the second-ranked Wildcats hammered Marquette, 94-70 in the quarterfinals. Mikal Bridges hit four 3s and delivered 25 points, while teammate and Big East player of the year Jalen Brunson scored 21.

— Third-ranked Xavier has reached the semifinals after Trevon Bluiett scored 27 points and Kaiser Gates had 16 in an 88-60 rout of St. John’s. The Musketeers outscored the Red Storm 55-31 in the second half and improved to 28-4.

Over in the Big 12 tourney

— Malik Newman poured in a career-high 30 points and Svi Mykhailiuk (svee mihk-HAH’-lehk) added 13 in leading No. 9 Kansas to an 82-68 win over Oklahoma State in the quarterfinals. Devonte Graham added 10 points, four rebounds and nine assists as the top-seeded Jayhawks moved to 25-7.

— Keenan Evans scored 25 points and Jarrett Culver added 13 to send No. 14 Texas Tech to a 73-69 win against Texas in the quarterfinals. The Red Raiders won for just the second time in their last six games despite Jacob Young’s 29 career-high points on 6-for-7 shooting from 3-point range for the Longhorns.

— West Virginia reached the Big 12 semifinals as Esa Ahmad contributed 21 points and Dexter Miles Jr. added 19 to send the 18th-ranked Mountaineers past Baylor, 78-65. Jevon Carter also had 18 points and 11 assists as WVU earned a meeting with Texas Tech.

In other conference tournament games involving ranked teams:

— Allonzo Trier scored 22 points and 15th-rated Arizona went on a 14-0 run in the second half to beat Colorado, 83-67 and advanced to the Pac-12 semifinals. Dusan Ristic had 15 points and 11 rebounds to help the Wildcats overcome a tough performance by Deandre Ayton, who had just 10 points on 4-for-14 shooting.

— Jordan Caroline had 21 points and 10 rebounds to lead No. 22 Nevada to a 79-74 victory over UNLV in the Mountain West quarterfinals.

 

 

 

 

NHL…

UNDATED (AP) — The Tampa Bay Lightning still lead the NHL’s Atlantic Division by six points over Boston after both teams won on Thursday.

Anthony Cirelli scored once and set up two others as the Lightning rolled to their fourth straight win, 5-3 over the Rangers. Tampa Bay went into overtime in each of its previous six games, but Tyler Johnson’s goal made it 5-1 late in the second period before the Lightning coasted the rest of the way.

Tampa Bay has won eight of its last nine and leads the league with 47 victories and 98 points.

The Bruins earned their fifth straight win as Brad Marchand scored with 22 seconds left in regulation to lead a 3-2 against the Flyers. Riley Nash and Brian Gionta (jee-AHN’-tah) also scored for Boston, while Zdeno Chara (zuh-DAY’-noh CHAH’-rah) and David Pastrnak (PAS’-tur-nak) each had two assists.

 

— The Predators have the first double-digit winning streak in team history after Austin Watson provided a short-handed tally and Viktor Arvidsson added a goal and an assist in a 4-2 win over the Ducks. Pekka Rinne (PEH’-kuh REE’-nay) made 31 saves and improved to 18-1-1. Nashville kept its six-point lead over Winnipeg in the Central Division.

— Patrik Laine (LY’-nay) has nine goals in his last four games after scoring two more in the Jets’ 3-2 triumph over the Devils. Laine ran his point streak to 10 games and Connor Hellebuyck (HEH’-leh-buhk) stopped 35 shots as Winnipeg won for the ninth time in 11 games.

— The Golden Knights rolled to a 4-0 win at Detroit as Marc-Andre Fleury turned back 28 shots in his third shutout of the season and 47th of his career. Cody Eakin and Alex Tuch (tuhk) each scored twice as Vegas won for the second time in six games to move 10 points ahead in the Pacific Division.

— The Sharks are back in second place in the Pacific after Martin Jones recorded his fourth shutout of the season in a 2-0 triumph over the Blues. Jake Allen also had a shutout until Mikkel Boedker (MY’-kul BAHD’-kur) furnished San Jose’s first power-play goal in a month, scoring with 7:48 remaining.

— Jeff Carter scored once and assisted on the tiebreaking goal by Trevor Lewis as the Kings topped the Capitals, 3-1. Kyle Clifford also scored and Jonathan Quick stopped 25 shots in helping Los Angeles keep Washington one point behind the first-place Penguins in the Metropolitan Division.

— The Blue Jackets pulled out a 5-4 win against the Avalanche on Seth Jones’ goal 59 seconds into overtime. Jones also had two assists and Thomas Vanek scored twice for Columbus, which blew a 4-2 lead in the third period before winning its third in a row.

— Roberto Luongo (loh-AHN’-goh) stopped 40 shots in his 75th career shutout to send the Panthers to their seventh victory in eight games, 5-0 over the Canadiens. Vincent Trochek (TROH’-chehk) had a goal and an assist, and Keith Yandle set up three scores as Florida stayed two points behind Columbus for the final Eastern Conference playoff berth.

— Sebastian Aho (AH’-hoh) snapped a tie with a power-play goal in the third period of the Hurricanes’ 3-2 decision over the Blackhawks. Justin Williams had a goal and an assist as Carolina stayed four points back of Columbus for the second wild card in the East.

— Connor McDavid scored the tying goal with 1:50 left in regulation before netting the deciding shootout goal to complete the Oilers’ 2-1 win against the Islanders. New York has lost its last seven games, the last three coming in extra time.

— Jacob Josefson scored the winner in the shootout as the Sabres defeated the Senators 4-3. Marco Scandella, Sam Reinhart and Scott Wilson had goals in regulation for Buffalo, which got 37 saves from Robin Lehner (LEH’-nur).

UNDATED (AP) — New York Yankees slugger Aaron Judge says he is “right on track” to be ready for opening day, after having arthroscopic surgery on his left shoulder in November. He says the shoulder has been feeling good after a bit of soreness early in spring training.

Judge set a major league rookie record with 52 home runs last season and batted .284 with 114 RBIs and league highs of 127 walks and 128 runs scored. He was the unanimous choice as AL Rookie of the Year and finished second to Houston’s Jose Altuve (al-TOO’-vay) in the AL MVP voting.

 

— The Kansas City Royals have picked up some pitching help by working out a minor league contract with Ricky Nolasco, one day after Jesse Hahn was placed on the 60-day disabled list. Nolasco spent the past two seasons with the Los Angeles Angels, where he went 6-15 with a 4.92 ERA a year ago. The 35-year-old right-hander is 114-118 with a 4.56 ERA across 12 seasons with the Angels, Dodgers, Marlins and Twins.

 

GOLF-VALSPAR CHAMPIONSHIP

PALM HARBOR, Fla. (AP) — A tournament alternate is the first-round leader at the Valspar Championship at Innisbrook.

PGA Canadian rookie Corey Conners opened with a 4-under 67 that puts him one stroke ahead of Nick Watney, Kelly Kraft and Whee Kim.

Tiger Woods is three shots back following his first opening-round under par since 2015.

 

In world and national news…

SEOUL, South Korea (AP) — China’s foreign ministry says it hopes all parties to the North Korean nuclear dispute will “show their political courage” in restarting negotiations, and pledges its support in working toward that goal.

Spokesman Geng Shuang on Friday said China welcomes and supports the “positive inter-Korean and U.S.-North Korea interactions.”

Geng told reporters at a regularly scheduled press briefing that China hope that all parties “will continue to strive for the political resolution and lasting peace and stability on the peninsula.”

China is North Korea’s most important ally and trading partner, although it has agreed to increasingly harsh United Nations economic sanctions in a bid to steer the North back to talks. In the 2000s, Beijing hosted several rounds of six-nation denuclearization talks involving the Koreas, China, Russia, Japan and the U.S.

 

 

TALLAHASSEE, Fla. (AP) — Authorities in Florida are releasing the panicked 911 calls related last month’s deadly school shooting as a gun-control bill sits on the governor’s desk.

The Broward County Sheriff’s Office on Thursday released audio of 10 of the 81 calls its 911 center received during the Feb. 14 shooting at Marjory Stoneman Douglas High School that left 17 dead and its aftermath. Calls came from students hiding in classrooms and parents who were getting calls and text messages from their children.

Meanwhile, Gov. Rick Scott has yet to say whether he’ll sign a gun-control bill that challenges the National Rifle Association but falls short of what the Republicans and survivors of the massacre demanded. Scott says he wants to take his time and talk to the affected families. He has 15 days to sign it, veto it or let it become law without his signature.

 

 

BEIRUT (AP) — Amid a lull in Damascus’ embattled rebel-held suburbs, the International Committee of the Red Cross says it’s delivering the remaining aid to eastern Ghouta.

ICRC says a convoy of 13 trucks, including food parcels for 12,000 people, has entered the town of Douma on Friday. The delivery consists of the remaining aid that was not offloaded during a humanitarian aid mission to the enclave on Monday that was cut short because of deteriorating security.

The trucks had been stuck at the Wafideen crossing the entire week, waiting to enter to offload the remaining food parcels and flour bags.

ICRC spokeswoman Indy Sedky says the trucks crossed into eastern Ghouta “after getting security guarantees from all parties to make sure no incident will happen during the presence of our team” there.

 

 

PARIS (AP) — Researchers have found evidence that one of Turkey’s largest telecommunications providers is using Canadian hardware to hack into the computers of hundreds of internet users along the country’s border with Syria.

The revelation comes as Turkey presses its offensive against Kurdish rebels dug in along the country’s frontier with northwestern Syria, a conflict which has cost scores of lives and threatens to disrupt the U.S.-led effort to extinguish the Islamic State group.

The findings come from Internet watchdog Citizen Lab, which traced the hacking activity to the Turkish provinces of Adana, Hatay, Gaziantep, Diyarbakir as well as parts of the Turkish capital, Ankara.

Citizen Lab linked the hacking to telecommunications company Turk Telekom and to devices made by Canadian firm Sandvine.

 

 

LONDON (AP) — British authorities have deployed members of the military to assist police in their investigation of the ex-Russian spy was attacked with a nerve agent.

London’s Metropolitan Police said in statement that it had requested assistance from the military to remove a number of vehicles and objects from the site of the attack that left former spy Sergei Skripal and his daughter in critical condition. The military was asked to help as they have “the necessary capability and expertise.”

The Ministry of Defense regularly assists the emergency services and local authorities in Britain.
