Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session Wednesday afternoon (Mar 6, 2013) at City Hall.
The Council met in Executive Session with the City Attorney to consult about the territorial service claims by Stutsman Rural Water District.
At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.
Attending the Executive Session were: Mayor Andersen, City Administrator Jeff Fuchs, City Attorney Ken Dalsted, City Fire Chief Jim Reuther, and City Council Members, Kourajian, Gumke, Brubakken, and Buchanan.
Following the Executive Session the Special Session was reconvened.
Mayor Andersen said there was no action to be taken by the City Council, on issues discussed at the Executive Session.
Under Resolutions:
The Council then tabled consideration of awarding bids for the water and sewer district that would service the Titan Machinery building under construction across from Jamestown Regional Medical Center, which needs to be awarded by March 30th this year, or re-bid.
The bids, previously expired requiring re-biding.
The area is under contention by the city and SRWD regarding the service claims.
The awarding of the bids was tabled at the March 4, 2013 City Council meeting, as at that time Mayor Andersen was unsure how to proceed, based on negotiations at that time with SRWD.

Dispite the continued impasse, construction on the Titan building has restarted.
C.I. Construction, President and project manager for the Titan Machinery project, Robert Thompson says, construction workers have installed a water line from the building to the east edge of the property, allowing continued construction of the building and space around the structure.
Thompson adds the plan is to finish the building and have either the City of Jamestown or Stutsman Rural Water connect to its line after a decision is reached, as to which entity will provide Titan with water.
Jamestown, ND (KCSi-T.V. News ) — The James River Valley Library System Library Board has hired Bill Kennedy of Jamestown as a development director, to raise funds for a new library building.
Kennedy was hired to rais funds for a new library building, working a on a 40-hour-a-week contract for $34 an hour.
His salary will be paid with money the library has put aside.
The library system was recently pledged a donation of half a section of land, valued at approximately $900,000.
Jamestown, ND (KCSi-T.V. News Mar 6, 2013) — Representatives from the Jamestown/Stutsman Development Corporation are on hand at the North Dakota Winter Show in Valley City.
On Wednesday’s Wayne Byers Show on CSi Cable 2, JSDC, CEO, Connie Ova said,
the Winter Show booth is staffed by the JSDC, along with Great River Energy, and Cenex Harvest States, to answer question about economic development, along with the upcoming plants coming to the Spiritwood Energy Park.
She noted that late this summer will be the groundbreaking for the GRE facility, with the opening in 2014.
She added that the railroad spur line will be built along with that project.
Groundbreaking for the CHS fertilizer plant will be in 2014, and scheduled to be on line in 2016.
She pointed out that at the April JSDC board meeting, a representative will be on hand from ElderMark, talking about updates and future plans.
April 30th will be the JSDC Annual Meeting with more information coming on that.
At this month’s JSDC monthly board meeting, Ms. Ova said the board of directors authorized a Flex Pace interest buy down for Two Rivers Printing which would lower interest costs associated with the business acquiring a new location, at the former Waggin’ Tails Doggy Daycare location in Jamestown.
The loan would be a maximum of $54,000 that is used, plus a grant from the Bank of North Dakota, to lower the interest on the loan Two Rivers Printing will use to purchase the building.
Owners plan to expand the business and add additional employees.
The Flex Pace interest buy down reduces the interest expense of the real estate loan.
Once the primary loan is paid off, the business repays the JSDC over a two-year period.
The board action must be approved by the Jamestown City Council, and the Stutsman County Commission.
In other economic development notes, the Ag Week luncheon is planned by the Jamestown Area Chamber of Commerece Ag/Energy Committee, with featured speaker Endless Harvest, Project Manager, Steve Frohlich.
He will give updates on the commercial greenhouse project, looking to locate in Stutsman County.
The luncheon will be on Tuesday March 19, 2013 at the North Dakota Farmers Union building in Jamestown, noon-1-p.m.

WATFORD CITY, N.D. (AP) – Two Watford City teenagers died when the sport utility vehicle they were riding in spun out of control on an icy highway in northwestern North Dakota, collided with an oncoming semitrailer and split in half.
The Highway Patrol says 17-year-old Hank Allen and 18-year-old Austin McCaulley died at the scene Tuesday afternoon on U.S. Highway 85 west of Watford City in McKenzie County.
The driver of the SUV, 17-year-old Fenton Matthew, of Watford City, was flown to a Minot hospital with unspecified injuries. The driver of the semi was not hurt.
FARGO, N.D. (AP) – A North Dakota man has pleaded guilty to driving drunk and killing another man.
U.S. Attorney Timothy Purdon announced Wednesday that 36-year-old Louis John Dunn, of Fort Totten, pleaded guilty to a charge of involuntary manslaughter.
Prosecutors say Dunn drove drunk and into on-coming traffic on the Spirit Lake Indian Reservation before striking another vehicle. The driver of that car, Andrew Greywater, died from his injuries.
The charge carries a maximum penalty of eight years in prison.
Sentencing is set for May 29.
FORT YATES, N.D. (AP) – A Fort Yates woman is accused of stabbing her boyfriend’s cousin to death.
30-year-old Morning Star Brown has been charged with second-degree murder in the death of Jarrett Two Bear.
Brown is scheduled to appear at a preliminary hearing and detention hearing on Thursday morning in federal court in Bismarck. She is now in the custody of the Burleigh County Detention Center.
According to an affidavit from the FBI agent, Brown, Two Bear and Brown’s boyfriend started drinking Sunday morning. By mid-afternoon, Brown reportedly became intoxicated and argumentative.
Brown allegedly stabbed Two Bear and he died during a flight to a Bismarck hospital. Brown also reportedly tried to cut her wrists after the incident.
GRAND FORKS, N.D. (AP) – Members of a Grand Forks economic development group are delaying acting on a request by Cirrus Aircraft’s for a loan to help the company expand.
The city’s Growth Fund Committee decided not to act on the company’s request for a $950,000 loan to purchase equipment and expand its Grand Forks production facility.
The new loan would increase Cirrus’ monthly payment to the city from $70,000 to about $90,000.
Committee Chairman Doug Christensen says he was concerned about adding more debt. He says company financial reports showed “significant losses” in 2012 and liabilities due in 2013.
But Cirrus Vice President for Business Administration William King objected to questions about the company’s financial stability. He says the company has always met its obligations.
FARGO, N.D. (AP) – A man who served several years in prison for a string of business burglaries in the Fargo area in 2009 is a suspect in a recent burglary.
Forty-five-year-old Jeffrey Goodijohn, of neighboring Moorhead, Minn., is charged in the Feb. 16 burglary of FM Exhaust and Brake – a business that authorities say he burglarized four years ago. Police say more than $12,000 was taken from a safe at the business last month.
Goodijohn is still on probation for his earlier crimes, which included 16 business burglaries.
The public defender listed in court documents for Goodijohn did not comment Wednesday, saying she had not yet officially been given the case.
GRAND FORKS, N.D. (AP) – North Dakota Lt. Gov. Drew Wrigley is the featured speaker for spring commencement at the University of North Dakota, his alma mater.
Graduation ceremonies are scheduled May 11 at 1:30 p.m. in the Alerus Center.
Wrigley was sworn in as North Dakota’s 37th lieutenant governor on Dec. 7, 2010. He previously served as U.S. attorney for North Dakota from 2001 to 2009.
Wrigley graduated from Fargo South High School in 1984 and is a member of the school’s Hall of Fame. He studied economics at UND and graduated with honors in 1988. He graduated from law school in 1991 from American University in Washington, D.C.

WASHINGTON (AP) – Efforts by Senate Democrats to win a speedy confirmation of John Brennan as CIA director have run into a snag. Republican Sen. Rand Paul has begun what he calls a filibuster of Brennan’s nomination. His remarks have been centered on what he says is the Obama administration’s refusal to rule out the possibility of drone strikes inside the United States against American citizens.
CARACAS, Venezuela (AP) – On this first day of the post-Hugo-Chavez era in Venezuela, many supporters of the late president are venting anger at the United States, accusing it of conspiring with opposition forces in Venezuela to destabilize that country. The coffin carrying the body of Chavez was taken Wednesday to a military academy, as tens of thousands of Venezuelans lined the streets of Caracas or walked with the casket. People are also stocking up on supplies, uncertain about the country’s future in the aftermath of Chavez’s death.
NEW YORK (AP) – Some family members of Sept. 11 terror victims are angry over new flight-safety rules that will allow small knives to be carried onto planes. The rules go into effect next month. They’ll also permit souvenir baseball bats, golf clubs and other sports equipment. Debra Burlingame, whose brother was the pilot of one of the hijacked planes, says small pocketknives can be just as lethal as the box cutters that are still banned.
WASHINGTON (AP) – A Federal Reserve survey showed the U.S. economy expanded in all parts of the country in January and February, helped by strong auto sales, a continued recovery in housing and improved job prospects. The Fed says 10 of its 12 regions reported moderate or modest growth, while Boston and Chicago districts reported slow growth. Consumer spending increased in most regions. Housing markets showed more strength in nearly all parts of the country.
WASHINGTON (AP) – If your public tour of the White House has been canceled, House Speaker John Boehner (BAY’-nur) says you should come visit the Capitol instead. Boehner said tours there will continue, despite mandatory spending cuts that led the U.S. Secret Service and the National Park Service to halt public tours of the White House, starting Saturday, until further notice. Boehner said alternative spending cuts have been put in place at the Capitol to keep the public tours and other regular activities on schedule.
