BISMARCK, N.D. (AP) – A North Dakota Senate committee is mulling a resolution that would study the effects of climate change in the state.

Hazelton resident Jeffrey Magrum told lawmakers that a lot of money already has been spent worldwide studying climate change. Magrum says if the state wants to spend money, it should buy more snowplows to help clear North Dakota’s roads.

Magrum says he’s a construction worker and works outside in North Dakota’s brutal winters. He says global warming is a good thing for him.

Valley City resident Sharon Buhr urged lawmakers to a study the effects of climate change and provide funding for it. She says people need to know what the impacts are to the state.

ST. PAUL, Minn. (Mar 7, 2013)  – The U.S. Army Corps of Engineers, St. Paul District, will begin the drawdown of four of its western area reservoirs to the maximum drawdown elevations in preparation of spring flooding forecasted by the National Weather Service.

The Corps’ drawdown plans include:

Baldhill Dam, near Valley City, N.D., is targeted to reach its maximum drawdown elevation of 1,257 feet by the end of March. The Corps initiated part of the drawdown in October 2012. The reservoir is currently just above elevation 1,262 feet.

Homme Dam, located near Park River, N.D., will be lowered to its maximum elevation of 1,064 feet by the end of March. The Corps initiated part of the drawdown at the dam in November 2012. The Corps will begin the final portion of the drawdown at the reservoir March 8. The pool is currently at elevation 1,076 feet.

Lake Traverse, near Wheaton, Minn., is targeted to reach its maximum drawdown elevation of 974 feet by the end of the month. The reservoir is currently one foot below the conservation level with two feet remaining.

Orwell Reservoir, near Fergus Falls, Minn., is targeted to reach its maximum drawdown elevation of 1,050 feet by the end of March. The reservoir is currently just above elevation 1,063 feet.

FARGO, N.D. (AP) – The National Weather Service has slightly increased the expected spring flood levels at the Red River in Fargo, but city officials say they’re prepared for the worst-case scenario.

The weather service report released Thursday shows a 50 percent chance the river will reach 33.8 feet in Fargo and a 5 percent chance it will make 38.2 feet.

The February outlook listed a 5 percent chance of the river going to 37.8 feet.

Major flood stage is considered to be 30 feet, though recent efforts by Fargo and Moorhead, Minn., officials to improve protection has fortified most of the metropolitan area to 37 or 38 feet.

The outlook for the Devils Lake basin shows a 50 percent chance of increasing by about 2 feet, which is mostly unchanged from February.

GRAND FORKS, N.D. (AP) – Thieves broke into a Grand Forks wire supply business over the weekend and stole more than 6  1/2 tons of copper wiring worth an estimated $110,000 wholesale.

Dakota Supply Group President Tom Rosendahl says the theft is different from typical copper thefts because it targeted a wholesale supplier rather than an electrical contractor.

Copper thefts are not unusual because scrap prices for the metal are about $3.50 per pound. They’ve been even higher in recent years.

Minnesota U.S. Sen. Amy Klobuchar has introduced legislation to make metal thefts federal cases. North Dakota U.S. Sen. John Hoeven is a co-sponsor of the bill.

In world and national news…

WASHINGTON (AP) – The White House says President Barack Obama does not have the authority to use a drone to kill a U.S. citizen on American soil if the citizen is not engaged in combat. The assertion comes from Attorney General Eric Holder in a letter to Sen. Rand Paul. The Kentucky Republican has held up the nomination of John Brennan as CIA director amid claims that the administration could use drones to target Americans suspected of terrorism.

UNITED NATIONS (AP) – China’s U.N. ambassador is urging calm and a return to negotiations aimed denuclearizing the Korean peninsula Thursday, after Beijing joined the U.S. and the rest of the U.N. Security Council in approving tough new sanctions against North Korea. In Pyongyang, a North Korean general told a massive crowd that the country is ready to fire long-range, nuclear-armed missiles at Washington which he says will be “engulfed in a sea of fire.” The White House says the U.S. is fully capable of defending itself against a North Korean missile attack.

BOSTON (AP) – A late winter storm has swept into New England, dumping a mix of snow and rain that has some coastline communities preparing for heavy street flooding and evacuations. Emergency management officials are worried about getting through two more high tides before the storm is expected to end. In the seacoast town of Scituate (SIT’-choo-eht), Mass., about a dozen streets are closed after this morning’s high tide sent 2 to 2 1/2 feet of water washing into some areas.

WASHINGTON (AP) – A National Transportation Safety Board investigation is painting a more dangerous picture of a January fire aboard a Boeing 787 than previously portrayed. The report says mechanics and firefighters made repeated, unsuccessful attempts to put out the blaze through smoke so thick they couldn’t see the battery. The Japan Airlines plane had just landed at Boston’s Logan International Airport after an overseas flight. Passengers and crew had just gotten off the plane when a cleaning crew smelled smoke.

WASHINGTON (AP) – Visitors to the nation’s capital won’t get a clean look at the Washington Monument for a while. Workers started building scaffolding around the 555-foot-tall obelisk Thursday. They’ll be making repairs to stonework damaged in a 2011 earthquake. The work will include sealing cracks, repointing the mortar and strengthening weak spots.
