Bismarck, ND (KCSi-T.V. News Mar 8, 2013) — The National Weather Service rports, that despite recent snow and its moisture content, the flood outlook as of today, in the James River basin remains low.

Current forecasts show less than a 5 percent chance of flooding of any type at Grace City in the northern basin. and at LaMoure in the southern basin.

That’s is a decrease from a 10 percent flooding probability at Grace City two weeks ago.

Pipestem Creek at Pingree is now at a 7 percent chance of flooding compared to an 11 percent chance of flooding forecast two weeks ago.

Pipestem Dam Manager,Bob Martin, says the snow depth had increased from 10.8 inches to 15.2 inches over the past two weeks.

Moisture content in the snow increased from 1.79 inches to 2.13 inches during that time..

Martin says the moisture content at its present amount, is really not at levels of concern.

The National Weather Service says there is still a concern with overland flooding especially south of Jamestown, and could be affected by the amount of spring rain on the snow pack.

The current long range forecasts have equal chances of above- or below-normal precipitation for the three-month period.

On Thursday, Pipestem Dam was releasing 2 cubic feet per second matching inflows from springs and keeping the reservoir level steady.

No water is presently being released from Jamestown Dam.

ST. PAUL, Minn. (Mar 7, 2013) –  The U.S. Army Corps of Engineers, St. Paul District, will begin the drawdown of four of its western area reservoirs to the maximum drawdown elevations in preparation of spring flooding forecasted by the National Weather Service.

The Corps’ drawdown plans include:

Baldhill Dam, near Valley City, N.D., is targeted to reach its maximum drawdown elevation of 1,257 feet by the end of March. The Corps initiated part of the drawdown in October 2012. The reservoir is currently just above elevation 1,262 feet.

As of Thursday the flood outlook in the Sheyenne River Valley for any major flooding is low. That could change pending additional amounts of snow, and spring rains.

Homme Dam, located near Park River, N.D., will be lowered to its maximum elevation of 1,064 feet by the end of March. The Corps initiated part of the drawdown at the dam in November 2012. The Corps will begin the final portion of the drawdown at the reservoir March 8. The pool is currently at elevation 1,076 feet.

Lake Traverse, near Wheaton, Minn., is targeted to reach its maximum drawdown elevation of 974 feet by the end of the month. The reservoir is currently one foot below the conservation level with two feet remaining.

Orwell Reservoir, near Fergus Falls, Minn., is targeted to reach its maximum drawdown elevation of 1,050 feet by the end of March. The reservoir is currently just above elevation 1,063 feet.

 

  FARGO, N.D. (AP) – The mayor of North Dakota’s largest city says he has “no serious concerns” with the recent National Weather Service report that calls for major spring flooding along the Red River.
 
     The weather service in a report released Thursday gives the river in Fargo a 50 percent chance of cresting just under 34 feet, or about 16 feet above flood stage.
 
     Crest predictions in the new outlook are up slightly from last month.
 
     Fargo Mayor Dennis Walaker says city officials will discuss the report Monday in their second flood meeting of the season. He says they will base their planning on the 50 percent prediction.
 
     If the 34 feet number holds, a temporary clay dike would likely be built in front of city hall, but few other structures would be threatened.

Jamestown, ND (KCSi-T.V. News) — On March 2, 2013 the YMCA/Larson Center, in Jamestown, hosted the Annual Polar Plunge event for Special Olympics North Dakota.

More than 20 people registered for this event and despite the cold weather, took the plunge into icy waters. In 20 degree weather, many Jamestown College students and community volunteers and many more spectators came to support the event and raise awareness for the athletes of Special Olympics North Dakota.

Over $5,000 has been raised so far, that’s more than a $230 average raised per person.

The event was recorded by CSi-T.V.10 THE REPLAY CHANNEL, with the showing dates TBA

Some of the top fundraisers included Jamestown College, and Valley City State University.

Jamestown College raised more than $1000 and took home the Golden Plunger award.

The award goes to the Plunge Team that raises the most money.

VCSU raised more than $800 for the event.

Wade Wintermeyer, a Special Olympics North Dakota athlete from Jamestown raised $1160 and came in as the top individual fundraiser at the event.

FARGO, N.D. (KCSi-T.V. News Mar 7, 2013) — Fourteen North Dakota companies will travel March 16-23, 2013, to Beijing and Guangzhou, China, to showcase the state’s high-quality agricultural commodities and food products to some of the China’s largest food manufacturers and processors.

Going along on the trip will be representatives of Dakota Pride Co-op, of Jamestown.

Organized by the North Dakota Trade Office (NDTO), the North Dakota Department of Agriculture (NDDA) and the Northern Crops Institute (NCI), the “Better for You Food Ingredients” event will be led by Agriculture Commissioner Doug Goehring and officials from the NDTO and NCI.

The event includes a conference and exhibition designed to further introduce North Dakota’s high-quality food ingredients to the Chinese food manufacturing market.

NCI crop specialists will give presentations to Chinese buyers, and research and development specialists and food manufacturers, while chefs prepare Chinese dishes with North Dakota value-added ingredients including: flax, sunflowers, barley, wheat, flour, pasta, soybeans, peas, lentils and dry edible beans.

BISMARCK, N.D. (AP) – A North Dakota Senate committee is mulling a resolution that would study the effects of climate change in the state.

Hazelton resident Jeffrey Magrum told lawmakers that a lot of money already has been spent worldwide studying climate change. Magrum says if the state wants to spend money, it should buy more snowplows to help clear North Dakota’s roads.

Magrum says he’s a construction worker and works outside in North Dakota’s brutal winters. He says global warming is a good thing for him.

Valley City resident Sharon Buhr urged lawmakers to a study the effects of climate change and provide funding for it. She says people need to know what the impacts are to the state.

 

GRAND FORKS, N.D. (AP) – Grand Forks police are searching for three males believed to have robbed two local convenience stores.

Authorities say two of the suspects walked into a Loaf ‘N Jug shortly after 10 p.m. Thursday and threatened to harm the employee, though no weapons were displayed. They fled with the store’s cash drawer.

About an hour later, a similar incident occurred at a Super Pumper store. Police believe the two robberies are related.

No one was hurt in either robbery.

 

 MOORHEAD, Minn. (AP) – Police have arrested two men in a shooting that wounded a 23-year-old man in Moorhead.
 
     The Red River Valley SWAT Team executed a warrant at a home in Fargo around 11 a.m. Thursday and arrested a 19-year-old man without incident. He’s in the Clay County Jail on suspicion of attempted murder.
 
     About an hour later, a 23-year-old Moorhead, Minnesota man was taken into custody after being interviewed about the shooting. He’s being held on suspicion of drug conspiracy.
 
     Police say the victim was shot inside his home Wednesday. He underwent surgery for injuries to his abdomen and arm and is expected to recover.
 
     Moorhead police seized more than 2 pounds of marijuana and almost $11,000 cash from the victim’s home.
 
     Police are still trying to locate a third suspect.

 

FORT YATES, N.D. (AP) – A Fort Yates woman accused of stabbing her boyfriend’s cousin to death will remain in custody until her trial.
 
Magistrate Judge Charles Miller ordered Morning Star Brown be held in the custody of the U.S. Marshal pending trial. Miller said Brown appeared to be a danger to herself and the community and a risk to not appear at future court hearings.
 
     The judge also found that there was probable cause for the charge against Brown.
 
     Brown has been charged in federal court with second-degree murder for allegedly stabbing Jarrett Two Bear to death at his home in Fort Yates. Fort Yates is on the Standing Rock Indian Reservation, so that’s why the charges are in federal court.

 

GRAND FORKS, N.D. (AP) – Thieves broke into a Grand Forks wire supply business over the weekend and stole more than 6  1/2 tons of copper wiring worth an estimated $110,000. Dakota Supply Group President Tom Rosendahl says that the theft is different from typical copper thefts because it targeted a wholesale supplier rather than an electrical contractor.

 

 BISMARCK, N.D. (AP) – The state Board of Higher Education will meet in May to discuss allegations made against Chancellor Hamid Shirvani.
 
     The  board will meet to discuss alleged violations of the state’s open meetings and open records laws and possible violations of state Board of Higher Education policy.
 
     The decision to meet came up Thursday during a board meeting at Bismarck State College.
 
     Student representative Sydney Hull requested the meeting following information he says he received from current and former North Dakota University system employees.
 
     Board President Duane Espegard says the board will examine each allegation during the May meeting.

 

 BISMARCK, N.D. (AP) – Abortion-rights lawyers are readying to face a series of anti-abortion laws, including one in North Dakota, meant to challenge the Supreme Court’s 1973 Roe v. Wade ruling that established a nationwide right to abortion.
 
     Legislators in several states are weighing bills divisive even within the national anti-abortion movement.
 
     Arkansas legislators adopted the nation’s toughest abortion law in the face of certain legal challenge – a ban on most abortions after 12 weeks of pregnancy. Some activists welcomed the law, but others fear the ban is headed toward emphatic rejection in court and prefer incremental strategies.
 
     In North Dakota, the House of Representatives has passed a bill that would ban doctors from performing an abortion if a fetal heartbeat is detected, which can occur as early as six weeks into pregnancy.

 

BISMARCK, N.D. (AP) – Vicitms of a crime in North Dakota have 72 hours to report it to law enforcement in order to be compensated for losses under a state program.
 
     North Dakota’s Senate endorsed a House bill on Thursday that extends that amount of time to 96 hours, or four days.
 
     North Dakota’s crime victim compensation fund pays some medical and funeral costs and other expenses resulting from a crime.
 
     To receive the compensation, a victim must cooperate with the investigation and prosecution of the offender.
 
     The amount a victim can be compensated is capped at $25,000.
 

 

 BISMARCK, N.D. (AP) – A federal judge has halted pipeline construction on the Northwest Area Water Supply project, saying it might influence a federal government study on the project’s impact.
 
     Congress first authorized NAWS in 1986 to bring Missouri River water to northwestern North Dakota. It’s been under construction since 2002 but the state of Missouri and the Canadian province of Manitoba have sued.
 
     Manitoba officials fear the possible transfer of harmful organisms into the Hudson Bay Basin. Missouri officials fear a depletion of the river that supplies water for homes and industry.
 
     Judge Rosemary Collyer in Washington, D.C., initially ordered a more thorough environmental review of NAWS in response to Manitoba’s lawsuit. She says in her latest ruling that federal officials must finish studying all aspects of the project including the water source.

 

BISMARCK, N.D. (AP) – Hunting and fishing in North Dakota is a billion dollar business.
 
     A report compiled by North Dakota State University and released by the state Game and Fish Department concludes that anglers and hunters contributed $1.4 billion to the state’s economy during the 2011-12 hunting and fishing seasons.
 
     The study found that hunters and anglers spent $643 million on equipment, travel, lodging, food and other items. Those expenditures generated nearly $727 million in secondary economic benefits.
 
     Game and Fish Director Terry Steinwand says the report shows that outdoor recreation in North Dakota is important not only for quality of life but also for the economy.

The Jamestown College men’s basketball team’s season came to an end Thursday with an opening round loss at the NAIA National Tournament at Point Lookout, Mo.

The Jimmies (15-19) fell to the tournament’s No. 2 seed Cardinal Stritch (Wis.) (31-3) by a score of 74-56.

Mark Hoge (junior, Ironton, Minn.) led the Jimmies in scoring with 21 points. The team’s lone senior, Jared Sutherland (Grand Rapids, Minn.) added 10.

Dakota State upset No. 5 seed Warner Pacific 89-80 on Thursday

The Jamestown College women’s basketball team has advanced to the Sweet 16 round of the NAIA National Tournament for the second consecutive year.

The Jimmies defeated Menlo (Calif.) 70-54 in opening round play Thursday in Sioux City, Iowa. Bridget Schuneman (senior, Lino Lakes, Minn.) led the Jimmies with 19 points. Kayla Roemmich (senior, Bottineau, N.D.) added 10. Amber Ramlo (senior, Jamestown) grabbed 14 rebounds.

The Jimmies (27-5) will face Eastern Oregon at 1:45 p.m. Friday. The Mountaineers (32-2) defeated Southwestern (Kan.) in their opening round game 86-54.

     MINOT, N.D. (AP) – LaMoure-Litchville-Marion used a 9-0 run late in the game to beat Dickinson Trinity 52-49 Thursday at the North Dakota boys Class B basketball tournament.
 
     Trailing 44-42, the Loboes (22-2) went on a 9-0 run to take a 51-44 lead. They led 52-49 when Jacob Volk’s three-point shot for Trinity (22-3) at the buzzer bounced twice off the rim.
 
     Volk led all scorers with 28 points on 11-for-22 shooting. He had four three-pointers, including one that gave the Titans a 44-42 lead with 4:56 to play. He was 4-for-6 on three-pointers.
 
     Brady Thielges led LaMoure-LM with 18 points. Anthony Olson had 11 points and 12 rebounds and Jared Meilkejohn added 18 points in Minot.

     Trenton edges Cavalier 54-52 at state B
 
     MINOT, N.D. (AP) – Trenton rallied from a five-point deficit after three quarters to beat Cavalier 54-52 on Thursday in the first round of the North Dakota boys Class B basketball tournament.
 
     Trenton Hove and Lane Huck paced the Tigers (23-2) with 16 points apiece. Hove had four of Trenton’s five three-pointers and hit six of 18 shots from the field.
 
     Jade Bentz had 10 points and half of his team’s 18 rebounds. Michael Rademacher chipped in 10 points and three assists.
 
     Cavalier (19-6) dominated the boards in out-rebounding the Tigers 46-18. But the Tornadoes shot just 42 percent from the field and 20 percent from three-point range.
 
     Spencer Robbins had 24 points and 10 rebounds, and Ryan Chrest added 14 points for Cavalier in Minot.

     Milnor’s beats Shiloh Christian 60-56
 
     MINOT, N.D. (AP) – Wyatt Mund’s double-double helped Milnor rally from a 15-point deficit to beat Shiloh Christian 60-56 Thursday at the North Dakota boys Class B basketball tournament.
 
     Mund finished with 32 points and 16 rebounds. His breakaway layup with less than 10 seconds left broke a 56-56 tie and Britton Bussman’s steal and layup as time ran out sealed the deal.
 
     Shiloh Christian (17-8) took a 15-point lead early in the second quarter thanks to a hot start from three-point range. Shiloh finished the game 9-for-15 from behind the arc.
 
     With the game tied 56-56, Bearstail missed a jumper and Mund wound up with the ball on the break. He hit the game-winning basket and seconds later, Bussman stole an inbounds pass.

 NEW YORK (AP) – New York Yankees reliever Mariano Rivera plans to announce Saturday that he will retire after the 2013 season, a person familiar with the decision told The Associated Press yesterday. The 43-year-old closer is baseball’s saves leader with 608 and is regarded as one of the best clutch pitchers in history, posting a record 42 postseason saves with an 0.70 ERA while helping the Yankees win five World Series championships.
 
     JUPITER, Fla. (AP) – St. Louis Cardinals shortstop Rafael Furcal (fur-KAHL’) will undergo Tommy John surgery on his right elbow next week and expects to miss the upcoming season. The 35-year-old Furcal has been sidelined since reinjuring the elbow he hurt late last season. Furcal and the team had tried rehab rather than reconstructive surgery in the offseason.

 MIAMI (AP) – Tiger Woods will be part of a five-way tie for the lead when the second round of the Cadillac Championship begins at Doral this morning. Woods opened with a 6-under-par 66 that leaves him tied with Freddie Jacobson (YAHK’-uhb-suhn), Sergio Garcia, Graeme McDowell and Bubba Watson. Economists surveyed by FactSet forecast that employers added 152,000 jobs in February, about the same as in January. The unemployment rate likely dipped to 7.8 percent from 7.9 percent.

     CARACAS, Venezuela (AP) – Leaders from five continents are in Venezuela to attend the funeral of President Hugo Chavez. The ceremony will mark a dramatic exit for a president who quarreled publicly with presidents and kings and ordered troops via live television to defend his country’s borders. A former congressman represents the U.S. which Chavez often portrayed as a great global evil.
 
     LONDON (AP) – Researchers say a rough, whitish crystal recovered from the wreckage of 16th century English warship may be a sunstone, a special kind of mineral believed by some to have helped medieval seafarers navigate the high seas. Some historians say they used transparent calcite crystals – whose properties can allow a skilled sailor to guess the position of the sun during overcast or foggy days.
