BISMARCK, N.D. (AP) – A Bismarck woman accused of burning her 31-year-old disabled son with a cigarette has pleaded not guilty to a felony charge.
Sixty-one-year-old Joyce Osterlund is charged with endangerment of a vulnerable adult. She pleaded not guilty Monday in Burleigh County Court.
Osterlund’s son told police his mother was upset because he was playing his guitar too loud.
Osterlund was charged in January.
FARGO, N.D. (AP) – Cass County prosecutors have added 14 counts against a Fargo investment broker accused of bilking 18 investors out of more than $900,000.
Robert Medhus (MAY-hoos) was originally charged with two counts of theft of property. The amended complaint filed recently includes 13 counts of securities fraud and one count of selling unregistered securities.
Authorities say the new charges are the result of an investigation by the North Dakota Securities Department, which accuses Medhus of running a “complex Ponzi-like scheme” for more than 10 years.
Medhus allegedly forged client checks, created fake investment account statements and failed to invest client assets as promised.
Each of the 16 counts carries a maximum penalty of 10 years in prison.
Defense attorney John Goff did not immediately return a phone message seeking comment.
MANNING, N.D. (AP) – A judge has thrown out a second petition filed by Dunn County residents seeking a grand jury investigation of Gov. Jack Dalrymple for campaign contributions from the oil industry.
Judge William Herauf ruled the petition lacked signatures from qualified voters.
Herauf threw out more than 100 signatures from people who listed post office boxes and other questionable addresses such as a crew camp. That left the group about 50 signatures short of the required 205.
The judge also ruled that Dunn County is not the appropriate venue for the allegations, which he said in November when dismissing a similar petition.
The petition alleges that oil industry contributions to Dalrymple’s gubernatorial campaign could be considered bribery. Dalrymple’s campaign called the allegations baseless and politically motivated.
FARGO, N.D. (AP) – The former top lawyer for North Dakota’s University System says he was forced out after clashes with Chancellor Hamid Shirvani over alleged open meetings violations.
Pat Seaworth says Shirvani repeatedly instructed Board of Higher Education staff to circumvent open meetings laws. Seaworth says he resigned under pressure last November after more than 20 years as a lawyer for the university system.
Shirvani has come under fire for his leadership style. The state Senate has approved a measure that would provide money to buy out his contract. The Board of Higher Education has scheduled a special Thursday meeting to discuss allegations about illegal meetings.
A spokeswoman tells The Associated Press that Shirvani and the board “have always strived to operate in full compliance with the law.”
BISMARCK, N.D. (AP) – North Dakota wildlife officials reported no cases of chronic wasting disease after testing deer that were killed in the 2012 hunting season.
Chronic wasting is a fatal disease in members of the deer family. The state Game and Fish Department began monitoring it in 2002.
Wildlife veterinarians looked into samples taken from more than 1,300 deer in the western third of the state in 2012.
Officials say three mule deer in state history have tested positive, one each in 2009, 2010 and 2011. All three were within 15 miles of each other.
More than 23,000 deer, elk and moose have tested negative for the disease.
BISMARCK, N.D. (AP) – North Dakota wildlife officials have moved a dozen bighorn sheep away from a well-traveled highway, with the help of a helicopter.
Several sheep in the last few years have been killed by vehicles along Highway 85 in Theodore Roosevelt National Park. Traffic on the highway has increased since the start of the oil boom.
Game and Fish Department officials say the helicopter crew captured one ram, seven ewes and four lambs. The sheep were trailered to a release site and set free.
BISMARCK, N.D. (AP) – A group that represents North Dakota’s oil industry is opposing a Republican-sponsored House bill that would restructure oil taxes in the state. North Dakota Petroleum Council President Ron Ness says the measure is too complex and costly for companies.
BISMARCK , N.D. (AP) – North Dakota lawmakers are mulling a proposal that would extend the length of a legislative session by 40 days.
The North Dakota constitution limits North Dakota legislative sessions to 80 days every two years. The proposal would raise the time limit to 120 days.
Fargo Rep. Scot Kelsh says the resolution has bipartisan support.
Kelsh says legislators don’t have enough time during the current 80-day limit to adequately review measures. He says additional time also would allow more time for the public to comment on bills.
In Sports…
BISMARCK, N.D. (AP) – North Dakota wildlife officials are continuing to cut back on moose and elk licenses.
State Game and Fish Department officials say 111 moose licenses are available this year, 32 fewer than 2012. The number of elk licenses is being trimmed from 301 to 261.
Four bighorn sheep licenses will be issued this year, same as a year ago.
Game and Fish Department officials say the drop in moose tags is due in part to a downward population trend in the northeastern part of the state.
The cutback in the number of elk licenses continues a reduction program that began in 2010 in Theodore Roosevelt National Park.
North Dakota has auctioned one bighorn license each year since 1986 to raise money for sheep management, and will do so again this year.
GRAND FORKS, N.D. (AP) – The University of North Dakota men’s hockey team is ranked fourth in the country in both polls heading into the playoffs.
Quinnipiac, Minnesota and Miami hold the top three spots in both polls.
UND hosts unranked Michigan Tech this weekend in the first round of the Western Collegiate Hockey Association playoffs.
NFL…
MINNEAPOLIS (AP) – A person with knowledge of the deal tells the Associated Press that the Minnesota Vikings have traded receiver Percy Harvin to the Seattle Seahawks. In return, the Vikings will get a package that includes the Seahawks’ first-round draft pick in April. Harvin missed the final six games last season with an ankle injury.

UNDATED (AP) – Gonzaga (gahn-ZAG’-uh) is still No. 1 in the new Associated Press men’s basketball poll. The Bulldogs won their only game last week after taking over the top spot for the first time in school history. That earned them 54 first-place votes from the nationwide panel of 65 voters. Duke got the other 11 and moved up a spot to No. 2.
Indiana slipped to third and was followed by Louisville and Georgetown.
The week’s lone newcomer is Missouri Valley Conference champion Creighton, which returns after being out of the poll the last four weeks.

TOKYO (AP) – Andruw Jones scored the winning run on a sacrifice fly in the bottom of the ninth inning to lift the Netherlands past Cuba 7-6 in a group one, second round game in Tokyo. The Netherlands joins defending champion Japan as a qualifier for the semifinals in San Francisco.
The U.S. starts group two, second round play Tuesday night with a game against Puerto Rico in Miami. Italy and the Dominican Republic square off in a second-round game tomorrow afternoon.
In world and national news…
VATICAN CITY (AP) – Cardinals are now behind the sealed doors of the Sistine Chapel at the Vatican, where they will remain until a new pope is elected. At a Mass before the process began, they heard a final appeal for unity amid divisions and uncertainty over who will lead the 1.2 billion-strong Catholic Church and tend to its many problems.
KABUL, Afghanistan (AP) – Officials say all five American service members died when their helicopter crashed near Kandahar city. The crash remains under investigation but the NATO military coalition says “initial reports” showed no enemy activity. The deaths made yesterday the deadliest for U.S. forces so far this year. Two American soldiers were gunned down in an insider attack.
WASHINGTON (AP) – The Food and Drug Administration says some thorny issues mean the dawn of calorie counts on most restaurant chain menus, in supermarkets and on vending machines won’t come soon. The issues revolve around the FDA’s trying to figure out who should be covered. The restaurant industry has signed on, but not supermarkets, convenience stores and other retailers that sell prepared food.
BYRON, Maine (AP) – The small western Maine town of Byron won’t be requiring residents to own guns. About 50 registered voters turned thumbs down on an article that read: “Shall the town of Byron vote to require all households to have firearms and ammunitions to protect the citizens?” Even Bruce Simmons, who proposed the measure, says it should have read “recommend’ rather than “require.”
TEHRAN, Iran (AP) – Iranian media say authorities are planning to sue Hollywood over the Oscar-winning “Argo” because of the movie’s allegedly “unrealistic portrayal” of the country. Several news outlets report that a French lawyer is in Iran for talks with officials over how and where to file the lawsuit.
