WASHINGTON (AP) – The House is expected to vote today on a bill that would block the Obama administration from waiving any work requirements in the 1996 welfare reform law. House Republicans say President Barack Obama is trying to get rid of the work requirement. The administration says state officials have been concerned that the welfare law’s work requirements create bureaucratic hurdles to placing welfare recipients in jobs.

A photo shows 16-year-old Ma’Lik Richmond and 17-year-old Trent Mays carrying the girl by her arms and legs. Richmond tells ABC’s “20/20” the photo was a joke and the girl was a willing participant.
