Jamestown, ND (KCSi-T.V. News) — The North Dakota Highway Patrol reports a car semi accident Wednesday (Mar 13, 2013) about 12:30 p.m., on Highway 52 at Buchanan, injured two individuals.
The report says, a car operated by 24 year old Brittany Nelson, of Camden, South Carolina and a semi pulling an enclosed semi trailer driven by 27 year old Amelia Vanniekerk of Jamestown were both southbound.
Where the area transitions from two to four lanes, the car changed from the right lane to the left lane and struck the truck.
The car spun out of control and continued to strike the left side of the truck and trailer, until the car entered the east ditch and came to rest.
Injuries to the occupants of the car Brittany Nelson and four year old Emma Nelson were reported as minimal, and were taken to Jamestown Regional Medical Center by Jamestown Area Ambulance Service.
All involved were wearing seatbelts.
The Highway Patrol also reports, that no injuries were reported at the Highway 52 bypass intersection a half mile north of Jamestown about 8:40-a.m., Wednesday.
The report says, a Freightliner pulling an enclosed semi trailer operated by 64 year old Mirjana Rorbek of Maple Ridge, B.C. was stopped at a stop sign facing eastbound at the interchange.
A car driven by 34 year old Anne Keffeler of Buchanan was southbound on Highway 52 traveling about 50 mph.
The truck failed to yield at the intersection and pulled out in front of the southbound car, to continue north. The truck driver said sunrise was a factor.
The car slid into the truck’s trailer causing substantial damage to the windshield area of the car.
The accident remains under investigation by the NDHP.
Valley City, ND (KCSi-T.V. News Mar 13, 2013) — The Barnes County Sheriff’s Office reports an accident between a pickup and school bus Wednesday morning about 9:30 on I-94 near Eckelson led to an injury.
The injured person was taken to Mercy Hospital in Valley City for treatment.
No children were reportedly on the bus at the time of the collision.
Also on Wednesday morning a van rollover occurred on I- 94 near Sanborn, and a pickup rollover, also near the Eckelson exit. With a total of five accidents reported at the Barnes County Dispatch Center.
Jamestown, ND (KCSi-T.V. News Mar 13, 2013) — The Jamestown Police Department wants to warn Jamestown residents of a convicted sex offender who is working in the City of Jamestown.
53 year old Eric David Lacey is a white male, 6 feet 2 inches tall weighing 280 pounds with green eyes and brown hair.
He is currently residing at the Stutsman County jail, and has no vehicle.
Lacey has been assinged a high risk assessment by the North Dakota Risk Level Committee, Office of the Attorney General.
He was convicted on April 9, 2009 in federal court, in California, on a North Dakota federal warrant, for possession of child pornography.
Disposition: 60 months supervised probation
On November 18, 2008 Lacey was convicted in Federal Court in North Dakota of possession of material-sex exploitation of minors, after a search of his Bismarck residence.
FBI agents found DVD movies depicting child pornography.
Disposition: 60 months supervised probation.
Lacey is not wanted by police at this time and is currently serving the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Attempts to harass, intimidate, or threaten these offenders or their families, landlords, or employers will be turned over for prosecution.

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session, and then recessed into closed Executive Session on Wednesday morning, (Mar 13, 2013) at City Hall.
The purpose of the session was to consult with the City Attorney concerning territorial service claims made by Stutsman Rural Water District.
At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.
Attending the Executive Session were: Mayor Andersen, City Council Members Kourajian, and Brubakken….City Administrator Jeff Fuchs, Assistant City Attorney Mary Jensen, City Attorney Ken Dalsted on the phone, along with legal counsel Tammy Norgaard, from the Vogel Law Office in Fargo, also on the phone, and City Engineer Reed Schwartzkopf, along with City Fire Chief Jim Reuther.
Following the closed Executive Session, the City Council reconvened into the open Special Session.
Mayor Andersen said there was no action to be taken by the City Council and the meeting was adjourned.
The open portion of the meeting was shown live on CSi 67.
Under a previous Resolution, the City Council, on March 6, 2013, tabled consideration of awarding bids for the water and sewer district that would service the Titan Machinery building under construction across from Jamestown Regional Medical Center, which needs to be awarded by March 30th this year, or re-bid.
Despite the continued impasse, construction on the Titan building has restarted.
C.I. Construction, President and project manager for the Titan Machinery project, Robert Thompson says, construction workers have installed a water line from the building to the east edge of the property, allowing continued construction of the building and space around the structure.
Thompson adds the plan is to finish the building and have either the City of Jamestown or Stutsman Rural Water connect to its line after a decision is reached, as to which entity will provide Titan with water.
Jamestown, ND (KCSi-T.V. News) — The 35th Annual Runnin’ O’ The Green will be taking off on Saturday March 16, 2013, from the hill by Frontier Fort.
Proceeds go to the Elks Camp Grassik, and local cancer patients.
Registration the day of starts at the Frontier Fort at 10a.m.
On Wednesday’s (Mar 13, 2013) Wayne Byers Show on CSi Cable 2, Larry Knoblich said the 2012 had an all time high number of registrants, at 2,300.
He stressed that there is no requirement to consume alcoholic beverages to be a part of the run.
Last year a total of $7,600 was given to cancer patients, and $25,000 in cash or in-kind donations went to the Elks Camp Grassik.
Each registrant pays a fee of $10, which goes to benefit the Elks Camp Grassick, and area cancer patients.
All participants must be at least 21 years of age, and no alcoholic beverages are allowed outside of any establishment.
Participants are asked to walk on streets and sidewalks, and not on private property.
Dispose of litter in the Dumpsters placed along the route.
In 2012 a number of individuals were cited by police for such offenses as DUI, open container of alcohol, minor in possession, assault and urinating in public.
The event will have six “heats” of 400 each, starting at 2-p.m., and then every ten minutes until all runners have left.
Runners will have their cards checked at the participating pubs, along the route…The Buff Bar, the Knights of Columbus, the Elks Club, Wonder bar, Corner Bar the Office Bar, and the All Vets Club, finishing at Shady’s at the Gladstone Inn & Suites.
Those establishments with outside fenced in areas, are the only locations that alcoholic beverages will be allowed outdoors.
Again this year rides will be given to the start area, with the designated drivers operating on tips only, and any money given to them will be given to Relay for Life, or other charities.
Again this year Iverson Construction will be the official drivers.

The Jamestown City Council has approved street closings, and vendor policies for the 2013 Runnin ‘O The green on March 16th, in Jamestown.
At last report the Council approved a Resolution to approve the (10) requests for street closings and/or permits to allow alcoholic beverages in fenced areas for the March 16, 2013, St. Patrick’s Day Run, for the following: Buffalo Lanes, Inc.; Buffalo City Rotisserie Grill; Corner Bar; Cork and Barrel, Inc.(Elk’s location); Frontier Fort & Grill; Knights of Columbus; Office Bar & Lounge; Shady’s; Vets Club; and Wonder Bar Sports Bar.
Also approved is a Resolution to approve the following policy relative to street vendors
during the St. Patrick’s Day Run:
1) Closing of 2nd Street SE in the 100 Block for vendors;
2) Allowing vendors to apply for a permit to locate on Second Street SE in the 100 Block, based on permit applications being submitted and processed, and city staff assigning them to a specific space based on the order of submitted applications;
3) That the City Council require a vendor permit fee of $50 for each vendor on 2nd Street SE in the 100 Block to cover the cost of closing the street and providing waste containers for the refuse.
4) That all vendors participating in the St Patrick’s Day activities only be allowed to park adjacent to curbs in order to maintain a fire lane down the center of the street;
5) Any bar which has been approved for the closure of a street will be allowed to have a vendor(s) in their authorized closed area without the payment of the $50 City vendor fee.
Jamestown, ND (KCSi-T.V. News Mar 13, 2013) — St. James Basilica in Jamestown is celebrating the election of Pope Francis at a eucharist at 7 O’Clock Wednesday evening.
At the Eucharist, parishioners will pray to God for Pope Francis a “Pastor for your Church who will please you Lord by his holiness and show watchful care to us. May the wondrous grace of Your majesty gladden us with the gift of a shepherd who will instruct us by his virtues and imbue our minds with the truth of the Gospel.” (prayer from the Roman Missal for the election of a Pope).
As St. James basilica is intimately linked to the Chair of Peter, it is to be a center of special liturgical and pastoral ministry.
BISMARCK, N.D. (AP) – The bishop of the Catholic Diocese of Bismarck says the election of Cardinal Jorge Mario Bergoglio as Pope Francis marks a joyous and holy moment.
Bishop David Kagan says the new pontiff has an excellent reputation as a priest, bishop and cardinal. He’s known for his scholarship and for his devotion to the Catholic Church and its mission to spread the Gospel.
Kagan says that with the election the ordinary work of the Holy See will begin again, and that includes the duty of appointing bishops – including a new bishop for the Diocese of Fargo.
Bergoglio is the first ever pope from the Americas. The 76-year-old archbishop of Buenos Aires has spent nearly his entire career in Argentina.

Jamestown, ND (KCSi-T.V. News) — The Jamestown Fire Department is hosting a “Volunteer Firefighter Recruitment Presentation” on March
26th, 2013 at the main fire station at 7:00pm.
The fire department over the past few years has found it hard to recruit new volunteer firefighters; we are not the only fire department that is experiencing the decrease in volunteer firefighters.
There are a number of reasons why I believe it’s been so difficult to recruit new firefighters.
It is a big commitment for the firefighter
Family commitments
Training has increased tremendously; this is mostly due to the fact of keeping the firefighter safe.
At this time, our department roster is (4) firefighters short of the full roster of (38). Our goals are too hopefully sparks some interest within the community and recruit some new volunteer firefighters.

DICKINSON, N.D. (AP) – Trial has been scheduled next month for a Dickinson insurance agent accused of stealing $30,000 from a client.
Assistant Attorney General Jon Byers says Scott Biggs has rejected a proposed plea agreement.
Judge Zane Anderson set trial for April 3-5.
Biggs has pleaded not guilty to five felony theft of property charges. He could face 45 years in prison if convicted.
State Insurance Commissioner Adam Hamm has ordered Biggs to stop doing business in North Dakota.
BISMARCK, N.D. (AP&KCSi-T.V. News Mar 13, 2013) – The North Dakota Aeronautics Commission says 8,000 more passengers boarded airlines in the state than during the previous February.
Williston led the way with a boarding increase of 138 percent, but Minot, Bismarck, Grand Forks and Fargo also had their best Februarys on record.
Statewide, boardings climbed by more than 10 percent to 93,679 in February.
Commission director Larry Taborsky says airlines have been responding to increased demand by increasing the number of flights and available seats.
Taborsky says that if the airports had additional capacity, the numbers would be even higher.
BISMARCK, N.D. (AP) – City leaders have voted to expand the downtown Bismarck Civic Center’s Exhibit Hall and to study a possible new events center on the city’s north side.
The expansion project will cost $27 million. A new events center could cost $150 million.
City commissioners have been debating what to do since voters last November rejected a $90 million Civic Center expansion. Mayor John Warford says the Exhibit Hall expansion will meet immediate convention needs. He says it would be ideal to also have an events center on the city’s north side.
Work on the expansion likely will start this spring and be mostly done in time for a big oil conference in May 2014. Officials say it’s possible that a north-side event center could be on the election ballot that year.
BISMARCK, N.D. (AP) – A North Dakota State University study says the economic impact of the state’s oil industry increased nearly sevenfold in terms of dollars between 2005 and 2011.
The study released Wednesday puts the value of oil and gas production, exploration, refining, payroll and other activity at $30.4 billion in 2011. That’s up from $4.4 billion in 2005.
The North Dakota Petroleum Council commissioned the NDSU study at a cost of about $30,000.
The report says the oil industry accounted for nearly 41,000 full-time jobs in 2011, or about 9 percent of the state’s workforce. The study estimated the oil industry accounted for only about 5,000 jobs in 2005.
The study estimates that every dollar spent in the state by the oil industry in 2011 generated $1.59 of business activity.
FARGO, N.D. (AP) – An event billed as North America’s largest sugar beet trade show is being held in Fargo this week.
The International Sugarbeet Institute is Wednesday and Thursday at the Fargodome. The event is in its 51st year.
Event organizer Don Lilleboe tells Agweek that the show has keynote speakers each day but that the emphasis is on providing a venue for companies in the sugar beet industry to talk with farmers.
As many as 125 companies will display products and equipment to the estimated 3,000-4,000 people who will attend.

VATICAN CITY (AP Mar 13, 2013) – Argentine Cardinal Jorge Bergoglio elected pope – first pontiff from Americas.
He has chosen the name, Pope Francis.
White smoke is billowing from the chimney of the Sistine Chapel, meaning 115 cardinals in a papal conclave have elected a new leader for the world’s 1.2 billion Catholics.
The new pope is expected to appear on the balcony of St. Peter’s Basilica within an hour, after a church official announces “Habemus Papum” – “We have a pope” – and gives the name of the new pontiff in Latin.
The conclave was called after Pope Benedict XVI resigned last month, throwing the church into turmoil and exposing deep divisions among cardinals tasked with finding a manager to clean up a corrupt Vatican bureaucracy as well as a pastor who can revive Catholicism in a time of growing secularism.
The new pope was elected on the fifth ballot — chosen in one of the fastest conclaves in years. And a quick decision hadn’t been expected, since the church had been in turmoil after Pope Benedict’s surprise resignation. The election also came amid revelations of mismanagement, infighting and corruption in the Holy See bureaucracy. The names mentioned most often among cardinals who could be chosen as pope included Angelo Scola (SKOH’-lah), the archbhishop of Milan, and Marc Ouellet (wehl-EHT’), the Canadian who heads the Vatican’s bishops’ office.
WASHINGTON (AP) – A meeting is under way on Capitol Hill between President Barack Obama and House Republicans. It’s part of Obama’s stepped-up effort to improve relations with lawmakers whose votes he needs in order to push ahead with his second-term agenda. But neither side is backing down from positions that have prevented an agreement on deficit reduction in the past. And Obama, in an interview broadcast this morning on ABC, said, “It may be that the differences are just too wide.”
WASHINGTON (AP) – The U.S. federal budget deficit jumped in February from January, though it is still running well below last year’s pace. Higher taxes and an improving economy are expected to hold the deficit below $1 trillion for the first time since President Barack Obama took office.
SEATTLE (AP) – Authorities in Washington state are making plans for the return of a homicide suspect who was arrested at a Lincoln City, Ore., motel after a daylong standoff. A spokesman for the King County prosecutor’s office says he anticipates charges will be filed against Michael Boysen. He’s accused of killing his grandparents after they welcomed him to their Seattle-area home following his release from prison Friday. Boysen in serious condition at a Portland, Ore., hospital. He was found with self-inflicted cuts when police entered the motel room yesterday to arrest him.
