Bismarck, ND (KCSi-T.V. News) — On Thursday (Mar 14, 2013) the North Dakota Department of Transportation (NDDOT) sponsored safe driving presentations at Jamestown and Valley City Schools.

Nationally known speaker, Tyler Presnell of Washington, spoke to the students.

At the age of 14, Presnell was involved in a car crash that has left him with a permanent brain injury that affected his short-term memory.

Presnell, who shared his story, and travels the country speaking to students about the importance of traffic safety and making positive choices involving motor vehicles.

Valley City Junior High Principal, Dan Larson, and Jamestown High School Principal, Bill Nold said, “Motor vehicle crashes are the leading preventable cause of death among 15 to 19 year olds in North Dakota. This is why it was important to bring this traffic safety presentation here today – to protect the future of our students.”

The NDDOT has provided resources to develop a new safety program centered on teens, called “Think About It.”

The “Think About It” slogan and associated activity was developed by a youth committee consisting of four students from Bismarck High School and Century High School.

The committee decided on the “Think About It” slogan to urge teens to think about their actions rather than simply telling them what, or what not, to do.

The goal of the initiative is to decrease the number of crashes and fatalities involving teens on North Dakota roadways.

BISMARCK, N.D. (AP) – North Dakota has several areas ranked among the fastest-growing in the nation in new Census Bureau population estimates.

North Dakota Census Committee Chairman Rod Backman says North Dakota’s workforce and economy have been expanding for years and the estimates are reflecting the growth.

The boom in the western oil patch is a big reason. The Census estimates show Williston is the fastest-growing micropolitan area in the country, Dickinson is the third-fastest and Minot is 25th-fastest. A micropolitan area is one that has a population between 10,000 and 49,999.

Backman says the estimates refer to residents and not to temporary workers or those who view their home residence as being in another state. He says officials believe there are more than 30,000 people living in crew camps in the oil patch.

BISMARCK, N.D. (AP) – Lawyers for American Crystal Sugar are asking the North Dakota Supreme Court to reconsider a decision to grant locked-out workers unemployment benefits.

The petition to rehear the case was filed with the state Supreme Court this week.

The Court ruled last month that more than 400 locked-out workers in North Dakota are eligible for unemployment benefits from Job Service North Dakota.

Crystal Sugar spokesman Brian Ingulsud says the company pays into an insurance fund so the unemployment benefits “have an impact on us.”

Fargo attorney Dan Phillips represented the locked-out workers. He told The Forum that petitions to rehear cases are unusual.

Nearly 1,300 American Crystal Sugar workers in North Dakota, Minnesota and Iowa have been locked out since Aug. 1, 2011, after their union rejected the cooperative’s proposed contract.

WILLISTON, N.D. (AP) – North Dakota’s Washington delegation is calling on the Transportation Security Administration to develop a plan to replace the full-body scanners that are being yanked from airports in Bismarck, Minot and Grand Forks.

Sens. John Hoeven and Heidi Heitkamp joined Rep. Kevin Cramer in writing a letter to TSA Administrator John Pistole, who oversees airports such as North Dakota’s.

TSA is removing the full-body scanners to comply with the FAA Modernization and Reform Act. The goal is to replace the first generation of body scanners, which were criticized for being too revealing. The new scanners are more cartoon-like in depicting of the human body.

The  delegation wrote that they “appreciate TSA’s compliance with the law,” but they’re concerned the change will compromise security.

FARGO, N.D. (AP) – Gov. Jack Dalrymple and Microsoft officials have announced a public-private partnership to bring Microsoft training and resources to the state’s students.

The aim of the partnership – called “Digital Alliance” – is to boost skills in education, employability and entrepreneurship, with a specific focus on science, technology, engineering and math.

Dalrymple says officials hope the alliance will improve technology access, education improvement and training for students, residents and small businesses.

Microsoft officials did not have a dollar figure for the initial three-year commitment. Kristin Rhodes, Microsoft’s general manager of U.S. education, says most of Microsoft’s contribution will be in-kind work.

BISMARCK, N.D. (AP) – North Dakota students at the University of Mary’s campus in Rome say it’s exciting to be in the city during an historic time for the Roman Catholic Church.

Cardinals on Wednesday elected a new pope in a conclave at Vatican City in Rome. Mary student Shane Dukart, of Killdeer, says to witness the process firsthand is “incredible.” Student Lindsey Stein, of Hankinson, says it’s a great time in her life.

The University of Mary’s main campus is in Bismarck. Twenty students are studying at the school’s Rome campus, which opened in 2010.

BISMARCK, N.D. (AP) – A Powerball ticket sold at a Cenex store in the North Dakota city of Wahpeton is worth $1 million.

The ticket matched the first five numbers but missed the Powerball in Wednesday’s drawing. The first five numbers are 5, 9, 28, 32 and 38, and the Powerball is 29.

North Dakota lottery officials say the winning ticket is the largest sold in the state this year. The winner did not immediately come forward.

The North Dakota ticket was one of five $1 million winners. There were two in Florida, one in Kentucky and one in New Hampshire.

No one won the jackpot. The top prize goes to an estimated $216 million for the Saturday drawing.

Powerball is played in 42 states, the District of Columbia and the U.S. Virgin Islands.

In sports…

CHICAGO (AP Mar 14, 2013) – Brandon Paul scored 25 points and hit a fadeaway jumper at the buzzer to lead Illinois to a 51-49 victory over Minnesota in the first round of the Big Ten tournament on Thursday.

Illinois (22-11) led by as much as 12 but was trailing by three when D.J. Richardson nailed a 3 with 47 seconds left to tie it at 49. That basket came after the Illini missed four shots on the possession.

The Gophers (20-12) had a chance to win it, but Austin Hollins stepped on the sideline after catching an inbounds pass with 14 seconds left. Paul then raced up the court and pulled up for the winner as time expired, sending the eighth-seeded Illini to the quarterfinals against top-seeded and third-ranked Indiana.

In world and national news…

VATICAN CITY (AP) – It’s another sign of the new pope’s less formal style. The first homily from Pope Francis during a Mass Thursday at the Sistine Chapel was delivered off-the-cuff — there was even a reference to children building sand castles on the beach. The message was a far simpler one than the first homily from Pope Benedict eight years ago. Earlier, Francis began his first day as pope with a visit to a Roman basilica dedicated to the Virgin Mary.

NEW YORK (AP) – Stocks were higher since the opening bell  Thursday  — putting the Dow industrials on track for a tenth straight day of gains. The last time that happened was in November of 1996. There’s some encouraging news in the latest report on unemployment applications. The four-week average is at its lowest level in five years.

HERKIMER, N.Y. (AP) – New York State police are still looking for answers in Wednesday’s shooting deaths of four people in two neighboring towns.  A 19-hour-standoff with the accused gunman ended Thursday  morning when police SWAT teams killed him in a small room in an abandoned bar. Police say they entered the building to end the standoff at around 8 a.m., and the suspect — Kurt Myers — opened fire through a door at officers, killing an FBI dog. Police returned fire, killing Myers. No officers were injured. Police are describing Wednesday’s shootings as random and unprovoked.

SEATTLE (AP) – Authorities in Washington state are offering more details on the killing of an elderly couple last week, allegedly by their grandson, who’d been released from prison hours earlier. They say the couple had been strangled. The grandson, Michael Boysen, was arrested Tuesday after a day-long standoff at a motel in Oregon.

WASHINGTON (AP) – The Food and Drug Administration is looking into evidence that a group of new diabetes drugs can increase the risk of pancreatitis and other problems. All the drugs mimic a natural hormone that the body produces to break down sugar after a meal. Regulators say they are still investigating the information and have not reached any conclusions. They recommend patients continue taking their medications until they speak to their doctor.
