Jamestown, ND (KCSi-T.V. News) — The North Dakota Highway Patrol reports a one vehicle rollover at 12:05 p.m., on Wednesday (Mar 20, 2013), on I-94 eastbound, 1 ¾ miles west of Exit 281, injured a 23 year old woman, and 22 year old man from Wisconsin.

The report says the car operated by the female, drove through a portion of the ice covered roadway, as she lost control of the vehicle, and it began to spin, going into the median and rolling over, coming to rest across the westbound lanes facing south on it’s wheels.

The driver and passenger were both ejected, and suffered life-threatening injuries.

They were taken to Mercy Hospital in Valley City by the Barnes County Ambulance Service.

The Highway Patrol was assisted by the Barnes County Sheriff’s Office, Sanborn Fire Department and the Valley City Fire Department.

The names and hometowns of the pair were not immediately released.

The crash remain under investigation.

On Wednesday (Mar 20, 2013) Wayne Byers Show, on CSi Cable 2, Rick Walentine said, Sonic Escape is a trio of Juilliard graduates Maria Kaneko Millar (violin), Shawn Wyckoff (flute) and Michael Haas (cello) performing original works, arrangements and improvisations. Two members of the trio performed at the Jamestown Arts Center a few years ago.

From New York City, the virtuoso members of Sonic Escape are equally at home performing in classical music’s greatest halls – The Kennedy Center, Carnegie Hall, Lincoln Center – or traveling across the country in roles as diverse as fiddle-dancing in “Riverdance,” jamming with Beale Street blues bands, improvising with Native-American flute masters and playing rock clubs.

Sonic Escape is the recipient of two Canada Council for the Arts Composition Grants, a Puffin Foundation Award and a Chamber Music America Residency Grant.

The summer of 2012 marked the release of their debut album as well as the trio’s introduction to the folk festival circuit.

 

Jamestown, ND (KCSi-T.V. News Mar 19, 2013) — Stutsman County will implement new maximum load limits for trucks when spring road restrictions lift this summer.

Townships will also be able to adopt the same restrictions, if they choose that option.

The policy is geared to reduce damage to roads, distributing loads on multiple axles.

It will allow trucks to carry larger loads, possibly reducing truck traffic.

The load limits will go into effect, possibly in June 2013, when spring road restrictions are eased, and will pertain to all county roads, unless previously restricted.

 

Jamestown, ND (KCSi-T.V. News) — Due to Jamestown and Valley City Public School Districts needing to use snow days, in conjunction with storms creating hazardous conditions, both school districts cancelled classes March 4, 2013 and March 18, 2013.

Both Valley City and Jamestown Public School Districts will make up the March 4 snow day, on April 1, 2013. Both school districts will make up the March 18 snow day on May 24.

 

FARGO, N.D. (AP) – A meteorologist with the National Weather Service in Grand Forks says the Red River Valley area is expected to be in for a “significant flood” this spring.
 
     Greg Gust says  flooding this year could match levels seen in 2010 and 2011. He says it shouldn’t be as bad as in 2009.
 
     In 2010, the Red River crested at 36.99 feet. In 2011, it hit 38.75 feet, the fourth highest on record. The 2009 flood crested at 40.84 feet.
 
     Gust says slow melting and record to near record cold temperatures are increasing the likelihood of a major flood.
 
     An official updated flood forecast will be released today.

 

BISMARCK, N.D. (AP) – Governor Jack Dalrymple (DAHL’-rimp-ul) yesterday hosted a conference call with officials in North Dakota and Saskatchewan, Canada, to discuss conditions for Souris (SUR’-ihs) River spring runoff. Canadian officials say recent snowfall has led them to increase water releases from the Boundary and Rafferty dams to maintain adequate reservoir capacity during spring runoff. The Souris is one of the few U.S. rivers that flows south to north into Canada.

 

  BISMARCK, N.D. (AP) – A New Salem man accused of mistreating horses and mules has pleaded not guilty to four misdemeanor charges in Burleigh County.
 
     William Kiefer earlier this month pleaded not guilty to similar charges in neighboring Morton County.
 
     Authorities seized more than 150 animals from Kiefer’s properties in the two counties in January after finding nearly 100 dead animals.
 
      Most of the seized animals have been adopted.

 

FARGO, N.D. (AP) – One of the Fargo area’s largest employers is shutting down and laying off its workers.

Local Chamber of Commerce officials say the PRACS Institute has 316 workers. Employees said they were notified of the shutdown Wednesday.

The company conducted research for the drug, dermatology and cosmetic industries through inpatient and outpatient studies. It had operated in Fargo for three decades.

 

 FARGO, N.D. (AP) – The North Dakota Board of Higher Education has called a special meeting to talk about its support of the university system chancellor.
 
     The board’s lawyer last week unveiled a more than 200-page document detailing an investigation into complaints that Chancellor Hamid Shirvani and the board broke the state’s open meetings laws and violated board policy.
 
     Claire Holloway’s investigation found no intentional violations by Shirvani, but it pointed out omissions with the minutes and agenda of one meeting. Holloway blamed the board for the mistakes and recommended that members review open meetings requirements.
 
     Shirvani, who took over on July 1, has come under fire from some legislators, students and others for his management style. Board members have said they stand behind the chancellor.
 
     The meeting is scheduled this  afternoon. 

 

 BISMARCK, N.D. (AP) – North Dakota’s House has voted down a pair resolutions aimed at sharing the state’s wealth with individuals.
 
     The resolutions would have required an amendment to North Dakota’s Constitution to allow for direct payments to residents.
 
     Backers of the measures say they were patterned after the Alaska Permanent Fund, which is that state’s oil savings account. Each year, all men, women and children who have lived in Alaska for at least a year get a share of the fund.
 
     North Dakota has its own tax fund that has more than $850 million in assets.
 
     The Legacy Fund gets 30 percent of the state’s oil tax collections. None of the money can be spent until 2017, and even then it takes a two-thirds vote of the Legislature to dip into it.  
 GRAND FORKS, N.D. (AP) – The commander of the 319th Air Base Wind at the Grand Forks Air Force Base has been forced from his post after he failed to meet physical fitness standards.
 
     The  Base announced Wednesday that Col. Tim Bush was relieved of command of the wing. Vice Commander Col. Christopher Mann will replace Bush as an interim commander until a replacement assumes the command full-time.
 
     A spokesman for the Air Force’s Air Mobility Command at Scott Air Force Base in Illinois says Bush has requested to retire.

 

 BISMARCK, N.D. (AP) – North Dakota is getting about $102,000 in a multistate settlement with Google.
 
     Google Is paying a $7 million fine to settle an investigation into a snoopy software program. It enabled the Internet search leader to intercept emails, passwords and other sensitive information sent several years ago over unprotected wireless networks in neighborhoods across the world.
 
     Google blamed the intrusion on a rogue engineer. The company does not admit any wrongdoing.
 
     The agreement covers 38 states and the District of Columbia.

 

 FARGO, N.D. (AP) – North Dakota leads the nation in the production of honey for a ninth consecutive year.
 
     The federal Agriculture Department says North Dakota honey production last year from producers with five or more colonies totaled 34.2 million pounds, up 5 percent from the previous year.
 
     Prices for the 2012 crop averaged $1.89 per pound, the highest on record. The total value of the North Dakota honey crop was $64.6 million, up 18 percent over the year.

 

  BISMARCK, N.D. (AP) – The person who won a $1 million Powerball prize in North Dakota has claimed the money, and wishes to remain anonymous.
 
     The winning ticket in the March 13 drawing was sold in Wahpeton, and state lottery officials say the winner is a resident of that city. Officials say the winner has no immediate plans for the money.
 
     Powerball is played in 42 states, the District of Columbia and the U.S. Virgin Islands. The jackpot for the Wednesday night drawing was at $260 million.

 

 HELENA, Mont. (AP) – A proposal to allow people to salvage roadkill for food is in the fast lane to the Montana governor’s office after the state Senate gave its initial backing.
 
     The measure calls for law-enforcement officers to issue permits to remove the carcasses of elk, deer, antelope and moose off the state’s roadways.
 
     An earlier version would have allowed fur-bearing animals, upland game birds and migratory game birds to be scraped up, too.
 
     Supporters say the measure would stop good game meat from going to waste.

BISMARCK, N.D. (AP) – Five finalists have been announced for the North Dakota Miss Basketball award. They are Bismarck Century’s Hannah Larson, Jamestown’s Kyra Dewald, Fargo North’s Kira Larson, Grant County’s Ashley Bentz and Hillsboro-Central Valley’s Taylor Henningsgard. The winner will be named on Saturday. 

Dewald, a 5-5 guard, averaged 22 points, four rebounds, three assists and three steals.

 

JAMESTOWN, N.D. (AP) – Several teams from the Dakotas are ranked in the final NAIA Division II men’s and women’s basketball polls.
 
     In the women’s poll, Jamestown is No. 14 and Valley City State is No. 25. Mayville State received votes but didn’t crack the Top 25.
 
     In the men’s poll, Dakota State is tied for the 14th spot. Valley City State received votes but didn’t crack the Top 25.

     Two days after winning their 23rd straight game by overcoming a 17-point deficit at Boston, the streaking Heat rallied from 27 down in the third quarter to shock Cleveland 98-95. The win tied for the biggest comeback in the NBA this season.

COLLEGE MEN’S BASKETBALL TOURNAMENTS…

 BISMARCK, N.D. (AP) – The season has come to an end for both the University of North Dakota and North Dakota State men’s basketball teams.
 
     Northern Iowa beat UND 77-66 on Wednesday in the opening round of the CollegeInsider.com Tournament. Western Michigan downed NDSU 72-71 in overtime in the first round of the College Basketball Invitational.
 
     UND ends the season with a 16-17 record. NDSU finishes 24-10. The Bison almost made the NCAA tournament, losing to South Dakota State in the championship game of the Summit League Tournament.

 MINNEAPOLIS (AP) – Minnesota Timberwolves forward Chase Budinger hopes to play tonight for the first time since tearing the meniscus in his left knee in November. Budinger practiced five-on-five yesterday for the first time since he was injured. The Timberwolves play the Kings tonight in Sacramento.

 

NFL…

CHICAGO (AP) – It’s going to seem strange to watch the Chicago Bears this season and not see Brian Urlacher in the middle of the defense.  The eight-time Pro Bowl linebacker could not come to terms on a new contract with the team, and the two sides decided to part ways after 13 seasons, according to general manager Phil Emery. 

 

NFL-MEETINGS…
 
     PHOENIX (AP) – NFL owners have passed a player safety rule barring ball carriers from using the crown of their helmets to make contact with a defender in the open field.
 
     The owners have also voted to eliminate the tuck rule, which was one of the most criticized rules in pro football. Now, if a quarterback loses control of the ball before he has fully protected it after opting not to throw, it is a fumble.
 
     Video review now will be allowed on plays when a coach challenges even though he is not allowed to. But the coach will be penalized or lose a timeout, depending on when he threw the challenge flag.
 
     The Pro Bowl will return to Honolulu next January and again will be played the week before the Super Bowl.

 

 NHL-GM MEETINGS…
  
     TORONTO (AP) – NHL general managers discussed reducing the size of goalie equipment and increasing video review, and the league and NHL Players’ Association expressed a desire to grandfather in mandatory visors.
 
     Current rules allow goalie pads to go 55 percent of the way between your knee and your pelvis. Mathieu Schneider, a special assistant to NHLPA executive director Donald Fehr, said players should rely on their own talents rather than equipment.
 
     Both sides seemed in favor of visors.

 

In world and national news…

SEOUL, South Korea (AP) – While the coordinated cyberattack on South Korean banks and media companies has been traced to an IP address in China, officials say it does not fit the mold of previous Chinese attacks, which tend to be aimed at collecting intelligence and intellectual property. Many in South Korea continue to suspect North Korea, but officials say it’s too soon to point fingers.
 
     RAMALLAH, West Bank (AP) – President Barack Obama is in the West Bank today meeting with Palestinian officials to emphasize the importance of reaching an Israeli-Palestinian peace deal. Obama is in day two of his visit to the region and is not pushing any new plans to re-launch talks. He’ll speak later to Israeli students.
 
     PESHAWAR, Pakistan (AP) – Officials in northwestern Pakistan say the death toll is now 13 after a car packed with explosives blew up inside a refugee camp. Hundreds of people were lining up to get food at the time and the blast injured 25.
 
     VIENNA (AP) – Concern is growing that Iran is trying to add plutonium production to its nuclear capabilities. International diplomacy has focused on trying to prevent Iran from using enriched uranium to produce nuclear arms. Tehran hopes to have a plutonium-producing reactor up and running next year, but insists its program is peaceful.
 
     PARIS (AP) – Inflation may be bad for an economy but it still fits a key theory of the universe. New results from a look into the split second after the Big Bang indicate the universe is a bit older than previously thought but the core concepts seem to be on the right track. The findings bolster a key theory called inflation, which says the universe burst from subatomic size to its now-observable expanse in a fraction of a second.
