Last evening the City of Spiritwood was under a severe thunderstorm warning, and later Southern Barnes County was also under a severe thunderstorm warning, with penny size hail reported in Valley City.
Bismarck, ND (KCSi-T.V. News) — The National Weather Service in Bismarck, has issued the latest Flood and Water Resources Outlook.
The report was issued on Thursday Jul 26, 2012.
The outlook for the James River basin is for the period, of late July-late October 2012.
It says, the main risk of flooding is generally associated with heavy rain events, that would add significant flow to the river.
It says the over all risk tends to be normal to slightly below normal, with the base flow normal to below normal.
The report says, the risk of flooding on is largely determined by thunderstorms, producing heavy rainfall, which can cause flash flooding.
As of last Thursday, there were no river locations on the James River above flood, stage and the reservoir levels are generally within their normal operating ranges.
The Weather Service says, that high releases from the dams are only a remote possibility and not anticipated over the next 90-days.
The Weather Outlook Summary, calls for warm summer conditions continuing over the next couple of weeks, with continued chances for scattered showers and thunderstorms with possible locally heavy rainfall.
The Climate Prediction Center suggests all of North Dakota has a 50% chance of above normal temperatures for August, and an equal chance of above normal, normal, or below normal precipitation.
The three month outlook, August through October 2012 has the southeast corner of North Dakota with a greater than normal probability of above normal temperatures, with the rest of the state being in the equal chance category for above normal, normal, or below normal Temperatures.
All of North Dakota is in the equal chance category for above normal, normal, or below normal precipitation for the same time.
The report says rivers, streams, and soil moisture have taken a dramatic turn over the past several weeks with numerous locations showing river stages below their long-term median values.
With that, it’s expected there will be a below normal risk of widespread flooding.
The U.S. Drought Monitor reflects a worsening drought over the past month.
About 22% of North Dakota is not designated as being in a drought, while 16% of the state is considered as in a moderate to severe drought.
The next forecasts will be issued on August 23, 2012.
Jamestown, ND (KCSi-T.V. News Jul 27, 2012) — Jamestown Police is warning residents regarding a convicted sex offender living in Jamestown.
The report says, 19 year old Sawyer Suko is living at 918 9th Street Southeast in Jamestown.
He is a white male 5 Feet 8 inches tall,weighing 160 pounds, with hazel eyes, and brown hair.
He has been assigned a high risk assessment by the North Dakota high risk level committee, of the Attorney General’s Office.
Suko has been convicted of Gross Sexual Imposition, involving a 13 year old girl, when both Suko and the female were intoxicated at a campsite, when Suko was 18 years of age.
The conviction date was January 6, 2012, in Stutsman County, District Court.
Disposition: One year and one day…with 285 days suspended, and under supervised probation…currently on probation with North Dakota Parole and Probation.
Suko is not wanted by police at this time and has served the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Suko has been placed on GPS monitoring.

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Engineer reports that seal coating of asphalt roadways will take place in the Street maintenance District to include areas south of 8th St SE from 2nd Ave SE east to the city limits (railroad tracks).
This area includes McElroy Park and the baseball diamonds, residential streets and alleys in the district, the Oxbow area, State Hospital Road, and 10th St SE.
The Seal Coat work will begin Tuesday, July 31, 2012 and be completed approximately Friday, August 3, 2012, weather permitting.
Please follow the posted signage in and around these areas!
Extreme caution should be used when entering road construction areas. The public should consider alternate routes if possible.
MINOT, N.D. (AP) – A Minnesota-based food company says it will
build five new grocery stores in the oil-producing region of
western North Dakota.
Coborn’s Incorporated of St. Cloud, Minnesota is planning stores in Minot, Dickinson, Stanley, Tioga and Watford City.
Company president and CEO Chris Coborn says North Dakota is a
prime market for expansion with the increased activity in the oil
patch.
Coborn says his company will bring “new fresh food options to
these rapidly growing communities.”
Coborn’s is an employee-owned grocery retailer with stores in
Minnesota, the Dakotas, Iowa, Illinois and Wisconsin.
Coborn’s opened its first North Dakota store in Jamestown earlier this year.
The company operates stores under the Coborn’s, Cash Wise Foods,
Economart, Food Pride and Save-A-Lot banners.
DICKINSON, N.D. (AP) – The farm aid organization Farm Rescue
this fall will help its 200th farmer in the Upper Midwest. The
first man to receive help from the organization says he’s a little
surprised that it has grown so quickly.
Matt Biel (beel) lost a hand in a farming accident in February
2006. Farm Rescue volunteers showed up at his southwest North
Dakota farm two months later to help him plant his crops. He says
he was wary at first but it turned out to be a great thing.
North Dakota-based Farm Rescue has since expanded to help
farmers in need in South Dakota, Montana, Minnesota and Iowa. It
has a database of about 1,000 volunteers around the country. Biel
says the volunteers are a big part of Farm Rescue’s success.
BISMARCK, N.D. (AP) – The North Dakota Stockmen’s Association
says a reward being offered for information in the shooting deaths
of some cattle has grown to $13,000 – the largest such reward in
state history.
Dakota Community Bank and two of its owners have contributed
$3,000 to push up the fund that began with $1,000 from the
Stockmen’s and $9,000 from the owners of the nine animals shot in
Oliver County on the Fourth of July.
The reward is being offered for information that leads to an
arrest and conviction.
BISMARCK, N.D. (AP) – A man who’s accused of killing his mother
and stealing her car is scheduled to make a plea Monday in district
court in Bismarck.
Dean Grenstiner’s arraignment was delayed last month so that he
could undergo an independent psychiatric examination.
He’s being held without bail at the Burleigh County Jail on
charges that he beat his mother to death in her home last March.
Authorities say Grenstiner was living with his mother, Ann
Grenstiner, for several weeks before she was killed.
Grenstiner was also charged with stealing his mother’s car.
Police say he drove it to Fargo. He was arrested in Moorhead,
Minn., the day after his mother’s body was discovered.
BISMARCK, N.D. (AP) – Some of the North Dakota Highway Patrol’s
new officers will be focusing on the weight of vehicles, instead of
how fast they’re going.
Two of the new graduates of the patrol’s training academy are
assigned to motor carrier enforcement.
Highway Patrol Commander James Prochniak (PRAWK’-nee-ack) says
the troopers will carry portable scales and check trucks for weight
violations.
Western North Dakota roads are taking a pounding from the oil
industry’s heavy truck traffic, and Prochniak says it’s important
to make sure state weight regulations are enforced. He says that
will help protect the state’s infrastructure.
Eight new Highway Patrol officers finished their training last
week and joined the force. Six of them will be stationed in western
North Dakota.
BISMARCK, N.D. (AP) – The number of school children who aren’t
vaccinated against diseases has been rising in North Dakota, but
the numbers are still small.
State law says children need several vaccines to enroll in
school. But the children don’t have to be vaccinated if parents
object for moral, religious or philosophical reasons.
In the 2008-09 school year, 1.2 percent of the new students in
North Dakota’s public schools didn’t have required vaccinations.
The number was 3.1 percent in private schools.
Those numbers are going up. During the 2011-12 school year, 1.6
percent of the new public school students weren’t vaccinated. In
private schools it was almost 4.5 percent.
Health Department immunization coordinator Abbi Pierce says some
parents are afraid vaccines can cause autism. But she says studies
have thoroughly debunked that belief.
DEVILS LAKE, N.D. (AP) – Officials are celebrating the
completion of a $15 million effort to raise the lone road going
into Grahams Island State Park on Devils Lake.
The road had long been plagued by wind-driven waves from the
flooded lake. The park was closed several times last summer because
the road was unsafe for travel. The project to raise a five-mile
stretch of the road 6 feet began after Labor Day last fall.
A ribbon-cutting ceremony is scheduled Friday at the park that
sees about 100,000 visitors each year.
FARGO, N.D. (AP) – North Dakota’s largest newspaper is changing its policy to allow for gay wedding announcements – provided the marriage takes place in a state where same-sex unions are legal.
The Forum of Fargo-Moorhead was criticized locally and online after the paper rejected the wedding announcement for two women.
MINOT, N.D. (AP) – Attendance at the North Dakota State Fair has gone from zero to a record.
Officials say 310,839 people attended this year’s fair, after last year’s event was canceled because of historic Souris River flooding. That was 2,198 more people than the previous record, set in 2010.
Fair Manager Renae Korslien (KOHRZ’-leen) says she thinks people were ready for a good time.
The fair ended Saturday. Bad weather prompted officials to evacuate the grandstand during the final concert, but the band Foreigner eventually took the stage to help close out the fair.
CASSELTON, N.D. (AP) – Organizers of the Cass County Summerfest
believe they set a world record for the largest twist dance.
A Summerfest spokesman says 2,788 people showed up on Saturday to
take part in the dance.
The Guinness World Records website lists the largest twist dance as 1,706 participants at an event in North Carolina last year.

MARSHALL, Minn. (AP) – The men’s basketball coach at Southwest
Minnesota State University is in critical condition after a crash
in western Minnesota that killed his 5-month-old son.
The Minnesota State Patrol says the coach, 33-year-old Brad
Bigler, is hospitalized in Sioux Falls, S.D. Five-month-old Drake
Phillip Bigler was killed, and two other occupants were injured.
SMSU athletic director Chris Hmielewski said Sunday the coach
broke several ribs and a shoulder blade.
The State Patrol says the crash occurred in Pope County on
Saturday evening. Authorities say a Starbuck woman swerved into
oncoming traffic and struck the vehicle driven by Bigler’s wife.
Heather Bigler suffered minor injuries while her 74-year-old
grandmother was in critical condition.
Hmielewski says the school’s thoughts and prayers are with the family.

INDIANAPOLIS (AP) – Jimmie Johnson stamped another exclamation
point on his racing resume, winning his fourth career Brickyard 400
with a dominant drive at the Indianapolis Motor Speedway.
With the victory, Johnson joined Hendrick Motorsports teammate Jeff Gordon as the only NASCAR drivers to win four times at the historic
2.5-mile track, which has hosted stock car racing since 1994.
Kyle Busch finished second, followed by Greg Biffle, Dale

CHAMPIONS TOUR-SENIOR BRITISH OPEN
TURNBERRY, Scotland (AP) – Fred Couples shot a 3-under 67 in the
final round to win the Senior British Open.
The American completed play 9 under par, two shots in front of Gary Hallberg.
Third-round leader Bernhard Langer (LAHN’-gur) skied to a 5-over 75 to finishwell back of the leaders.
PGA-CANADIAN OPEN…
ANCASTER, Ontario (AP) – Scott Piercy closed with a 3-under 67
and tied the oldest 72-hole scoring record on the PGA Tour as he
hung on to win the PGA Canadian Open. He finished 17-under par, one
shot in front of William McGirt.

SAN FRANCISCO (AP) – A pair of tech giants square off today in
federal court in San Francisco.
Apple is suing Samsung, claiming
its gear are copies of the popular iPhone and iPad models. Samsung
says the technology in question has been an industry standard for
years.
The outcome could have a major bearing on dominance of the
U.S. smartphone and tablet computer markets.
DENVER (AP) – The defendant in the Colorado theater shootings
will have formal charges filed against him in court today.
Prosecutors are expected to file a dozen first-degree murder
charges against James Holmes.
Legal analysts say his sanity is likely to be the main point of contention.
ANAHEIM, Calif. (AP) – A ninth day of protests saw police make
nine arrests in Anaheim, Calif., where demonstrators rallied to
denounce two fatal police shootings and to issue a call for
community peace.
The Orange County Register reports some 200 vocal
protesters rallied in front of police headquarters while a separate
group of about 100 people silently marched along a two-mile stretch
of a main thoroughfare.
ANKARA, Turkey (AP) – There have apparently been more defections
from the ranks of Syria’s military.
A Turkish official says a Syrian brigadier general who was deputy chief of police in Syria’s Latakia region, has defected to Turkey.
The official says the general was among a group of 12 Syrian officers who crossed into Turkey late yesterday.
LONDON (AP) – The Olympic cauldron has been moved but it’s still
not visible to the public.
Organizers say the cauldron was shifted
from the middle of the main stadium infield to an area near the
bell rung at the opening ceremony.
The switch is necessary to prepare for track and field competition this week.
