Jamestown, ND (KCSi-T.V. News) — The Jamestown City Fire Department and Jamestown Police are investigating the cause of a dumpster fire, on Thursday evening (Mar 21, 2013) about 9-p.m., that occurred on in the alley behind Blockbuster Video on First Avenue, South.

City Fire Chief Jim Reuther says, it’s believed the fire was started by juveniles.

The fire was contained by the 24 fire fighters and four city fire units called to the scene, and were there for about 45 minutes.

 

Bismarck, ND (KCSi-T.V. News Mar 21, 2013) — The National Weather Service has updated the flood outlook including the Sheyenne River Basin, for the next three months.

The forecast indicates that the risk of major flooding is low.

The outlook shows around a 50 percent chance for the Sheyenne River in Lisbon reaching 14 feet, with a 50 percent chance the Sheyenne will reach 12.5 feet in Valley City this spring.

 The March 21, 2013 survey of the upper Sheyenne basin indicates 2 to 4 inches moisture content in the  snow pack.

The drawdown of Lake Ashtabula  presently has a water release of  500 cfs, with the drawdown goal an elevation of 1257.

The drawndown is expected to be completed by the end of March.

The pool elevation on March 22, 2013 was just above 1258 feet, with the normal  Lake Ashtabula summer elevation of 1266 feet.

The weather service says, it’s a good chance that overland flooding will occur, in the spring of 2013,along the Sheyenne River in Eddy County.

The report shows the James River Basin thus far has retained most of its snow, with very little melt having occurred.

In the northern most areas, very little progress has been made in the “ripening,” of the snowpack with conditions currently more similar to what is commonly seen in January and February, than what is normal for this close to April.

The Corps of Engineers expects this spring to be a high-flow year, but lower than the releases of 2009, 10, and 11.

Combined releases from Jamestown and Pipestem Dams are expected to be on the low end of between 750 cubic feet per second and 1,200 cfs.

The forecast depends on the rate of snowpack melt, and spring rains.

Early spring releases will be predominantly from Jamestown Dam, at about 650 cfs from Jamestown Dam and 100 cfs from Pipestem Dam until about June 1, 2013.

Then it’s anticipated that Jamestown Dam will be at summer operatal levels, and the release from Pipestem Dam may increased to about 350 cfs.

Army Corps of Engineers, Pipestem Dam, Manager, Bob Martin says if a fast spring melt, occurs, he does not expect flooding problems at this time, saying the projections are “well within the capacity of the dams.”

BISMARCK, N.D. (AP) – North Dakota Sen. John Hoeven says the Army Corps of Engineers assured him that mandatory budget cuts will not affect flood protection efforts in the state.
 
     The senator met Thursday in Washington with Maj. Gen. John Peabody, a division commander with the corps.
 
     Hoeven says Peabody told him that the sequester won’t be an issue and the corps will not risk life, health or safety issues.
 
     The National Weather Service on Thursday gave a 50 percent chance that the Red River in Fargo will reach 38 feet, which is 20 feet above flood stage.
 
     Officials in Cass County, where Fargo is located, have called an emergency meeting Friday to discuss flood preparations.

 Fargo Mayor Dennis Walaker says the city will “do whatever’s necessary” to protect residents, but believes the only solution is a proposed $2 billion diversion channel.
 
     Fargo is asking for help from volunteers to make 500,000 sandbags to add to a reserve of 750,000 bags. The city plans to place 1.1 million bags and the county 500,000 bags to protect structures.
 
     Officials in Minot are monitoring releases from Lake Darling Dam on the Souris River upstream from the city. 

 

Jamestown, ND (KCSi-T.V. News Mar 21, 2013) — Jamestown Regional Airport Manager, Matthew Leitner has invited those interested to an April 10, 2013 meeting to discuss anticipated large-scale growth at the airport.

Leitner says the invitation is directed to “Fellow aviators, aircraft owners, future aircraft owners, future aviators, and airport aficionados.

Leitner says Jamestown Regional Airport Authority is eagerly anticipating large-scale growth, with respect to general aviation operations at the regional airport.

He adds, the Regional Airport Authority is aggressively pursuing the construction of t-hangars.

Those interested in finding out more about the plan is invited to a planning session at Jamestown Regional Airport’s, administrative office, on April 10th at 6-p.m.

Jamestown, ND (KCSi-T.V. News) — The North Dakota Highway Patrol has identified the two Wisconsin resident injured in a one vehicle rollover at 12:05 p.m., on Wednesday (Mar 20, 2013), on I-94 eastbound, 1 ¾ miles west of Exit 281, in Barnes County.

The report says the car operated by 23 year old Tiffany Przbycien, of Amery, Wisconsin, drove through a portion of the ice covered roadway, as she lost control of the vehicle, and it began to spin, going into the median and rolling over, coming to rest across the westbound lanes facing south on it’s wheels.

The driver and her passenger, 22 year old Kyle Truckey, of Thorp, Wisconsin, were both ejected, and suffered life-threatening injuries.

They were taken to Mercy Hospital in Valley City by the Barnes County Ambulance Service.

The Highway Patrol was assisted by the Barnes County Sheriff’s Office, Sanborn Fire Department and the Valley City Fire Department.

The crash remains under investigation.

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council’s Fire Committee at City Hall, Thursday (Mar 21, 2013 heard a presentation about firefighter recruitment, from City Fire Chief, Jim Reuther.

The Jamestown Fire Department is hosting a “Volunteer Firefighter Recruitment Presentation” on March

26th, 2013 at the main fire station at 7:00pm.

He said the City Fire Department roster is (4) firefighters short of the full roster of (38).

He said, a spouse or significant other is invited to attend, as the decision should be made as a family.

Qualifications include being at least 21 years of age, and a resident of Jamestown.

The fire department over the past few years has found it hard to recruit new volunteer firefighters; and Jamestown is not the only fire department that is experiencing the decrease in volunteer firefighters.

The Public Works Committee, recommends approval of an application for a charge account at the City Solid Waste Disposal Facility from ProTec Roofing, Inc.

The committee recommends approval of a request from Jamestown Middle School Omega House relating to the annual storm drain stenciling project.

The committee discussed a proposal from Apex Engineering regarding Capacity Analysis of existing Wastewater Treatment Facilities in regards to possible further gray water use by GRE. Mayor Andersen said the proposal came in recently, and the committee and City Engineer Schwartzkopf have not had an opportunity to review.

The committee sent the proposal to the City Council without recommendation.

Geotechnical Services proposal relating to the retaining wall reconstruction at in the Frontier Fort area was discussed.

The committee recommends sending the proposal to the City Council without recommendation, pending review and input from City Engineer Schwartzkopf.

Bids were discussed for the NEW ELEVATED WATER STORAGE RESERVOIR for the City of Jamestown.

Two bids were received, a third bid contained an irregularity in that it did not include a contractors license.

City Attorney Dalsted suggested moving the bid awarding to the City Council without recommendation, pending his contacting the Secretary of State’s Office, concerning the status of the contractor’s license.

 

The committee recommends June 3 – 8, 2013 for Annual City Wide Clean-up Week, in Jamestown as recommended by the Jamestown City Street Department. Harold Sad said the dates enable the city to hire additional workers.

The meeting was shown live on CSi 67 followed by replays.

Valley City, ND (KCSi-T.V. News Mar 21, 2013)   – The Southeast Jamestown Regional DUI Task Force participated in the Regional DUI Task Force program in North Dakota.  They made 12 driving under the influence arrests, 7 drug arrests, 15 seat belt citations, 12 speed citations, and 35 other significant arrests and traffic citations and made a total of 243 enforcement contacts during the recent unified saturation patrol effort.  This task force began on October 1, 2010 in order to take significant steps towards reducing alcohol-related crashes and fatalities across the state.

 

In the Southeast Jamestown Region, 15 law enforcement agencies participated in the second quarter of this program.  By working together to create high visibility enforcement, early results show a positive impact on deterring motorists from drinking and driving. During the second quarter enforcement period, which was conducted from March 8-17, 2013, there were zero crashes and zero impaired driving fatalities in the region. These statistics emphasize the importance of enforcement and saturation patrols in protecting motorists on North Dakota’s roadways.

 

Nearly eighty percent of all law enforcement agencies currently participate in the DUI Task Force across North Dakota.  This program is intended to save lives by reducing alcohol-related fatalities and car crashes.

The Southeast Jamestown Regional DUI Task Force includes the following agencies:  NDHP, Eddy, Foster, Griggs, Stutsman, Barnes, Logan, McIntosh, and LaMoure Sheriff’s Departments, and Carrington, Jamestown, Valley City, Kulm, LaMoure, and Oakes Police Departments.

 BISMARCK, N.D. (AP) – North Dakota’s House has amended an anti-abortion bill in an effort to kill a $1.2 million federal sex education grant for North Dakota State University. House lawmakers voted yesterday to include the amendment in a measure aimed at outlawing abortions after 20 weeks of pregnancy. The grant provides funding for voluntary sex education to Fargo-area teens with parental consent.

 

 BISMARCK, N.D. (AP) – Democrats are applauding the North Dakota House’s defeat of a measure that would have lowered tax rates for oil companies, saying that state residents stood to lose billions of dollars had the proposal moved forward.
 
     In a statement released after the measure died Thursday, the Democrat party said that its members “hope the House’s action is the last gasp of any effort to reduce the extraction tax this session.”
 
     The reworked tax structure would have eliminated price triggers that would lessen state taxes for companies if the price of oil falls below a certain level. Critics said that the state could see tax revenue decrease by at least $2 billion if oil falls below $52 a barrel.

 

 BISMARCK, N.D. (AP) – Gov. Jack Dalrymple owns stock in the parent of an oil company that has staked out an area near the site of Theodore Roosevelt’s historic Badlands ranch in western North Dakota.
 
 Documents filed with the secretary of state’s office show that Dalrymple owns shares of stock in ExxonMobil, the parent of XTO Energy. A spokesman for Dalrymple says the governor isn’t going to discuss details of his personal finances.
 
     XTO Energy has staked out an area for up to four oil wells near Roosevelt’s Elkhorn Ranch site. The company says it has made no decisions about actually drilling there.

 

  GRAND FORKS, N.D. (AP) – University of North Dakota graduate Karen Nyberg is returning to space.
 
     Nyberg traveled to the International Space Station aboard a space shuttle in 2008. This May, she’s going back, joining astronauts from Italy and Russia for a launch in Kazakhstan.
 
     The Minnesota native and 1994 UND graduate says the resilience she’s developed by running marathons will ease tough nights during the six-month mission.

ST. PAUL, Minn. (AP) – Peter Stoykewych scored just his second goal of the season in overtime, lifting Colorado College to a 4-3 win over North Dakota in the quarterfinals of the WCHA Final Five. Clarke Saunders had 19 saves for UND in St. Paul, Minnesota.

 ST. Paul, Minn. (AP) – Jefferson Dahl and Tyler Barnes both scored twice yesterday as No. 14 Wisconsin beat No. 8 Minnesota State 7-2 in the first round of the WCHA Final Five tournament. Goalie Joel Rumpel stopped 38 shots to help the Badgers advance to play St. Cloud State in the semifinals. Zach Palmquist and Eriah Hayes netted Minnesota State’s goals.

SALT LAKE CITY (AP) – Kelly Olynyk scored 21 points as Gonzaga barely avoided becoming the first No. 1 seed to lose to a 16th seed with a 64-58 win over Southern in NCAA tournament second round play.  The underdog Jaguars tied the score at 56 with 3:45 to go, but couldn’t come up with a field goal the rest of the way.
 

SAN JOSE, Calif. (AP) – Bradon Triche (TRISH) scored 20 points to help Syracuse blow past Montana 81-34 and into the third round of the NCAA tournament.  The Orange rolled to a 23-point halftime lead and roared to a 17-2 run to open the second half against the Big Sky champs.

Russ Smith led the way for No. 1 overall seed Louisville in a 79-48 blowout of North Carolina A&T.  The Cardinals recorded a tournament record 20 steals and forced the Aggies in 27 turnovers.
 
     – Marquette had to rally from a nine-point deficit to edge Davidson 59-58. Vander Blue’s layup with one second left capped the Golden Eagle’s rally.
 
     – Memphis held on to beat Saint Mary’s 54-52. Matthew Dellavedova’s 3-pointer from the right wing sailed long as time expired on the Gaels, allowing the Tigers to advance.
 

Michigan State moved past Valparaiso 65-54.

Mark Lyons scored 23 points to lead Arizona to an 81-64 rout of Belmont.
     – VCU made NCAA history with an 88-42 blowout of Akron behind 23 points from Troy Daniels and 21 from Juvonte Reddic. It’s the most lop-sided win by a No. 5 seed over a 12th seed in the tournament.

  AUSTIN, Texas (AP) – No. 11 seed Minnesota is looking to upset sixth-seeded UCLA tonight in the second round of the NCAA tournament. The Gophers are making just their 12th tournament appearance in program history and their first since the 2009-10 season. The Bruins won the Pac-12 regular-season title.

     UNDATED (AP) – Dodgers shortstop Hanley Ramirez is scheduled to undergo surgery Friday on his injured right thumb and is expected to be sidelined for eight weeks. The Dodgers say an MRI indicates that a ligament in Ramirez’s thumb was torn.

QUANTICO, Va. (AP) – A standoff that began after one Marine killed another at a base in Quantico, Va., ended early this morning when authorities entered a barracks and found the suspect and a third Marine dead. Officials say the suspect killed himself. A base spokesman says it was an isolated incident. A base lockdown has been lifted.
 
     WASHINGTON (AP) – Democrats say expanded federal background checks will be the core of legislation to be considered next month in the Senate. The aggressive stance suggests Democrats feel they can win bipartisan support for the measure, which will likely also include stiffer sentences for gun trafficking and increased school safety grants. An Associated Press-GfK poll showed more than 8 in 10 people support broader background checks.

 
     WASHINGTON (AP) – Senate Democrats are preparing for a marathon session featuring dozens of votes as they get ready to pass a 2014 budget that’s a counterpoint to one approved in the House yesterday. The Senate plan would raise taxes and protect safety net programs for the poor. The House plan approved assumes deep cuts to social programs and no revenue enhancements. Both plans are symbolic appeals to core partisans.
 
     BERLIN (AP) – A security official says an Islamic extremist who has allegedly called for terrorist attacks on Europe has been arrested in Turkey and Germany will seek his extradition. The German official says Mohamed Mahmoud was picked up Tuesday. Mahmoud, who was jailed in his native Austria in 2007 for ties to al-Qaida, moved to Germany upon his release in 2011 and became an imam with an ultraconservative movement.
 
     LONDON (AP) – Britain’s High Court says the mayor of London acted lawfully when he banned bus ads from a Christian group suggesting that homosexuality can be cured. The judge gave the Christian charity, Core Issues Trust, permission to appeal, saying the case raises freedom of speech issues that are of “fundamental importance.”
