BISMARCK, N.D. (AP) – North Dakota’s Senate shot down a measure Thursday that would allow someone with a concealed weapon permit to carry a gun inside a school.
But the Republican-led chamber did endorse a bill that would permit firearms in places of worship if church officials allow it and notify law enforcement.
The Senate also rejected a measure that would have allowed a concealed carry permit holder to have a gun at public gatherings.
Supporters of the gun-rights measures have said the aim was to create an efficient and cost-effective way to protect people at school, church and at public gatherings.
North Dakota’s House endorsed the package of pro-gun measures earlier.

HUDSON, Wis. (AP) – A man has pleaded guilty to killing his three young daughters at their home in western Wisconsin, but still maintains he shouldn’t be held responsible because he was insane.
Thirty-five-year-old Aaron Schaffhausen changed his plea Thursday after more than a day of legal wrangling about what kind of evidence would be allowed at his trial. He answered yes when the judge asked if he was guilty.
Jury selection is due to begin Monday in St. Croix County Circuit Court.
The change-in-plea means prosecutors won’t have to prove Schaffhausen killed his daughters at their River Falls home last July. The defense will have to prove he had a mental disease or defect, and that he lacked substantial capacity to appreciate that what he did was wrong or couldn’t control his impulses.

NEW HAVEN, Conn. (AP) – It was over in just five minutes. According to search warrants that were released Thursday from the Sandy Hook Elementary School shooting in Connecticut, Adam Lanza killed 20 children and six adults in the school and took his own life within five minutes of shooting his way into the building in December. The documents also reveal that the weapons found in Lanza’s home included guns, more than a thousand rounds of ammunition, a bayonet and several swords.
SEOUL, South Korea (AP) – North Korea has already expressed its anger over the annual U.S. and South Korean military drills that have been taking place. And an announcement Thursday from the U.S. military isn’t going to make the North any happier. They took part in the military exercises by dropping dummy munitions on an island there.
WASHINGTON (AP) – The White House says President Barack Obama will release his federal budget outline on April 10 – two months late. Under the law, the president was supposed to submit a budget on Feb. 4. But White House aides said deliberations over spending in the past few months delayed the release of Obama’s blueprint. The Republican-controlled House and Democratic-controlled Senate have passed rival budgets in the past week.
WASHINGTON (AP) – Incoming college freshmen could end up paying $5,000 more for the same loans their older siblings have, if Congress doesn’t keep interest rates from doubling. If that sounds familiar, it’s because the same warning came last year. But now the presidential election is over, and mandatory budget cuts are taking place. And it may be harder now to work out a deal that would stop interest rates from doubling on new loans before a July 1 deadline. Leaders in both parties say they want to dodge the increase. But neither party’s budget proposal in Congress has money specifically set aside to keep student loans at their current rate.
ATLANTA (AP) – Investigators have recovered a bullet that was used in the fatal shooting of a toddler being pushed along by his mother last week in Brunswick, Georgia. Two teenagers have been charges as adults with murder and other counts. Police aren’t saying whether they think the shooting was part of a gang initiation, though they say they’re looking into possible “gang involvement.”
