FARGO, N.D. (AP) – A North Dakota man has been sentenced to 19 years in prison for possessing and receiving child pornography.

U.S. Attorney Timothy Purdon announced Tuesday that 25-year-old Christopher Emly, of Carrington, was sentenced on charges of possession and receipt of materials involving the sexual exploitation of minors.

Authorities say Emly downloaded the images to his computer.

A jury found Emly guilty of the charges in November.

In addition to the prison term, Emly must be on supervised release for life.

HUDSON, Wis. (AP) – The attorney for a man accused of killing his three young daughters in Wisconsin says his client was spiraling out of control in the months leading up to the slayings last July.

Thirty-five-year-old Aaron Schaffhausen has admitted killing his daughters – ages 11, 8 and 5 – at their home in River Falls, Wis. But Schaffhausen is seeking to convince a jury that he’s not responsible due to mental illness.

In opening statements Tuesday at his trial in Hudson, defense attorney John Kucinski says Schaffhausen became increasingly erratic and obsessive after he and his ex-wife, Jessica, divorced in January. He says Schaffhausen called Jessica constantly and sometimes threatened to hurt her or the girls.

Prosecutors say Schaffhausen planned the killings and that contradicts his claim of mental illness.

BISMARCK, N.D. (AP) – North Dakota legislative negotiators have killed an amendment to an anti-abortion bill that had threatened a three-year, $1.2 million federal sex education grant for North Dakota State University.

A conference committee of three House members and three senators voted unanimously Tuesday to delete the amendment from a Senate measure. The bill is aimed at outlawing abortions after 20 weeks of pregnancy based on the disputed premise that a fetus can feel pain at that point.

Republican Rep. Bette Grande of Fargo sponsored the amendment to halt NDSU’s grant, which provides funding for voluntary sex education to Fargo-area teens with parental consent.

The House voted last month include the amendment in a measure. The original Senate bill will now get a vote in the House.

BISMARCK, N.D. (AP) – North Dakota’s state veterinarian says cattle imported into the state from Idaho will be subject to additional testing to prevent the introduction of brucellosis.

Dr. Susan Keller says the State Board of Animal Health has ordered the additional testing for all Idaho beef, dairy and rodeo cattle imported into North Dakota. She says the board took the action during its recent quarterly meeting.

Keller says that part of Yellowstone National Park is within the state of Idaho, and brucellosis continues to be reported in the park’s bison and elk herds. She says the board made its decision after reviewing a summary of livestock movements inside and outside Idaho’s designated surveillance area.

MAKOTI, N.D. (AP) – The Three Affiliated Tribes is planning to break ground this spring on a $400 million refinery near Makoti.

Project chief executive Rich Mayer saays that the facility will be capable of refining 20,000 barrels per day of Bakken crude oil into diesel fuel, propane and naphtha products.

Makoti is near the northeastern corner of the Fort Berthold Indian Reservation, about 30 miles southwest of Minot.

In October, then Secretary of the Interior Ken Salazar visited Fort Berthold to announce the transfer of 469 acres near Makoti into trust status. The refinery will use 190 acres and the remaining acreage will be for feed production for the tribes’ buffalo herd.

Mayer says the tribes are working on the initial phases of engineering and completing financing.

BISMARCK, N.D. (AP) – Gov. Jack Dalrymple says North Dakota is a world leader in the production of quality farm and home-crafted products, and he’s proclaimed April as Pride of Dakota Month.

The state Agriculture Department’s Pride of Dakota branding program is in its 28th year. It has more than 500 members.

Agriculture Commissioner Doug Goehring says special activities this month include the Pride of Dakota annual meeting on Wednesday and Pride of Dakota Day at the Capitol on Thursday.

The new Pride of Dakota Member Directory also is now available. Goehring says it’s the largest ever, at more than 100 pages. Ordering information can be found on the Agriculture Department website, http://www.nd.gov/ndda/ .

FARGO, N.D. (AP) – A group of international and U.S. students are showcasing their cultural heritage at North Dakota State University by carrying flags from their home countries and wearing ethnic clothing.

The annual Parade of Nations, which begins at 10 a.m. Tuesday, serves as the kick-off event for Global Awareness Month at the university.

The group will be accompanied by a student playing a traditional instrument.

Office of International Programs director Lisa Hauk says NDSU has more than 1,000 international students representing 75 countries. She says the parade reflects the diverse student population with a visually stunning and colorful event.

A reception with cake and coffee will follow at the Memorial Union.

The event is free and open to the public.

In world and national news…

ATLANTA (AP) – Lawyers for some of the 35 Atlanta teachers and school officials who’ve been charged in an alleged plot to inflate students’ test scores are objecting to the bail that’s being set for them. They say bond that’s being set at a million dollars is unreasonably high. All 35 defendants are required to turn themselves in by the end of Tuesday. The educators, including a former school superintendent, are accused of changing students’ test answers to improve school performance and get bonuses.

WASHINGTON (AP) – The White House says it’s working with lawmakers to try to reach a compromise on gun control legislation that can be supported by both parties. The Senate plans to begin debating gun legislation this week. Tuesday, a task force sponsored by the National Rifle Association released a report that suggests selected staff members at schools around the nation be armed and trained. The report includes a 40-to-60-hour training program for staff members who are qualified and can pass background checks.

NEWINGTON, Conn. (AP) – Customers are packing gun stores around Connecticut, concerned about a bipartisan gun-control agreement reached by state lawmakers that will ban the sale of large-capacity ammunition magazines and more than 100 new types of guns. At one store  Tuesday morning, customers waited in long lines to purchase the remaining merchandise. A gun owner says people are loading up on ammunition and buying “anything semi-automatic.” The General Assembly is to vote Wednesday on a wide-ranging bill that addresses the Sandy Hook Elementary School massacre.

CHICAGO (AP) – Mark Kirk is the second sitting Republican senator to announce his support for gay marriage in recent weeks. The Illinois lawmaker made his announcement less than three weeks after Ohio’s Rob Portman became the first Senate Republican to support same-sex marriage. Kirk — who suffered a stroke last year — wrote in a blog post that “our time on this Earth is limited” — and that “life comes down to who you love and who loves you back.” He says that “government has no place in the middle.”

PHOENIX (AP) – A man whose murder conviction in a 1970 Arizona hotel fire that killed 29 people was called into question has entered a plea of “no contest” under a deal with prosecutors, clearing the way for his freedom. Louis Taylor was just 16 years old when he was arrested in the fire. He’s been behind bars ever since and will leave prison at the age of 59. He consistently maintained his innocence after being sentenced to 28 consecutive life terms in the fire at the Pioneer Hotel in Tucson.
