THERE IS STILL UNCERTAINTY WITH THE TRACK OF THIS SYSTEM…BUT AT THIS TIME IT APPEARS THAT LIGHT SNOW ACCUMULATIONS ARE LIKELY ALONG AND NORTH OF A LINE FROM CROSBY TO MINOT…HARVEY AND JAMESTOWN…WITH A BAND OF MIXED PRECIPITATION JUST TO THE SOUTH OF THE SNOW.

Jamestown, ND (KCSi-T.V. News Apr 1, 2013) — The Jamestown/Stutsman Development Corporation (JSDC) has given Cenex Harvest States, Incorporated (CHS) more time to research building the fertilizer plant planned for the Spiritwood Energy Park.

On Wednesday’s (Apr 3, 2013) Wayne Byers Show on CSi Cable 2, JSDC’s Marketing/Workforce Developer, Holly Miller said, the “pre-feed study,” was to expire on March 31, 2013, and has been extended to April 30, as plans are proceeding.

The pre-feed study determines if operational raw materials will be available at the Spiritwood location, including water from sources, and increased capacity to provide natural gas to the Spiritwood Energy Park.

In September of 2012 at a gathering in Bismarck, with Governor Dalrymple and other officials the announcement was made to build the $1.2 billion plant in the Spiritwood Energy Park.

The plant will use natural gas from North Dakota’s Oil Patch to produce anhydrous ammonia fertilizer.

CHS has options to purchase land in Spiritwood Energy Park, and has been given time to complete its engineering and business research.

Ms. Miller also said the JSDC’s web site now has a tab with the SRF Consulting, draft land use plan.

An open house with SRF will be Thursday April 4, 2013, from 3-p.m., to 7-p.m., at the Quality Inn & Suites in Jamestown.

The JSDC’s news release states:

“The Jamestown/Stutsman Development Corporation is currently involved in a Growth Management Plan for the City of Jamestown.

This planning process includes a future land use plan which defines growth areas for the City of Jamestown and its two-mile Extraterritorial Area.

Once adopted, the future land use plan will serve as a planning tool for the city and does not call for the immediate change in land use or zoning.

Existing development that may be designated as a different land use in the future land use plan will be allowed to continue in its current use and zoning district for an indefinite amount of time or at such time that a zone change is requested.

At a time in which the property owner wishes to change the zoning or land use of a property, the proposed change must comply with the future land use plan.

The land use plan that will be presented at the April 4th Open House is currently in draft form and is subject to change following additional public input.”

The JSDC will be represented at the Medina Ag Show on Saturday April 6, 2013.

The JSDC’s Annual Meeting will be on Tuesday, April 30, 2013 at 6-p.m., at the Quality Inn & Suites in Jamestown.

Included in the meeting will be the “Growing” Jamestown/Stutsman County Awards, the 2012 Annual Report, and the 2012, JSDC Year in Review Report.

Jamestown, ND (KCSi-T.V. News) — The Department of Veterans Affairs, Community Based Jamestown Outpatient Clinic will move to the new location on April 29, 2013.

On Wednesday’s (Apr 3, 2013) Wayne Byers Show on CSi Cable 2,l Stutsman County Veterans Service Officer, Warren Tobin said, the clinic will be located at the campus of Jamestown Regional Medical Center.

He added that the hours of operation and telephone numbers will remain the same.

Valley City, ND (KCSi-T.V. News (Apr 3, 2013) — The Valley City Area Chamber of Commerce, Image & Beautification Committee’s

mission is to physically beautify Valley City. The committee has written and been awarded many grants to add trees and other plantings across town.

Currently, the team is working on a five-year plan which includes adding more trees on key boulevards and entrances to Valley City; completing a tree planting west of 13th Avenue SE; maintaining prior tree plantings (including pruning and adding tree protectors) throughout Valley City; installing annually, planters on Main Street and Central Avenue; continuing the Adopt-A-Street clean up project; enforcement of sign ordinances; raising matching funds and completing several beautification/cleanup projects

FARGO, N.D. (AP) – The former president of Mayville State and Valley City State University has filed a complaint against the North Dakota Board of Higher Education. 
 
   Ellen Chaffee filed the complaint with the Higher Learning Commission, which handles accreditation for colleges and universities.
 
     Chaffee alleges that the Board of Higher Education is violating the Higher Learning Commission’s policies by cutting itself off from direct contact with the state’s universities and presidents.
 
     Chaffee says the sole source of information now comes from Chancellor Hamid Shirvani. Shirvani has come under fire from some legislators, students and others for his management style.
 
     Higher Education Board President Duaine Espegard says he needs to review the complaint before commenting.

 

WILLISTON, N.D. (AP) – Authorities have identified the second of two people who died in last week’s camper fire in Williston.
 
     The Williams County Sheriff’s Office says 46-year-old DeeAnna Nerland of Washington state died in the March 25 blaze. Officials say they’re waiting on DNA results.
 
     Earlier, the sheriff’s office identified 47-year-old Lawrence Norman, of Kelso, Wash., as the other victim.
 
     Authorities say the cause of death was smoke inhalation.
 
     The cause of the fire is still being investigated.

 

DEVILS LAKE, N.D. (AP) – Devils Lake Police say one of two men accused of robbing a bowling alley is in custody. 
 
   18-year-old Johnson Tollefson, of St. Michael, has been charged with felony robbery. His bond has been set at $25,000.
 
     Authorities say Tollefson and a second person robbed the Royal Lanes Bowling Alley on Sunday at knifepoint. The two fled with an undetermined amount of cash. An employee working was not hurt.
 
     Devils Lake Police Chief Keith Schroeder says the department is still looking for the second suspect.

 

GRAND FORKS, N.D. (AP) – An Oregon man riding on an Amtrak train to Minnesota has been arrested in North Dakota after authorities found more than 7 pounds of marijuana in his luggage.
 
     The Grand Forks County Sheriff’s Department says U.S. Customs and Border Patrol received information that a suspicious person boarded the train in Portland, Ore. Officers from the Grand Fork’s Sheriff’s Office boarded the train in Grand Forks and with the help of a K9, located and seized 7.5 pounds of marijuana worth about $44,000.
 
     A 22-year-old man from Portland was arrested.

 

  HUDSON, Wis. (AP) – The mother of three girls who were slain by their father says her ex-husband was taking medication for depression and seemed to be getting better in 2011.
 
     Aaron Schaffhausen has pleaded guilty in the murders of 11-year-old Amara, 8-year-old Sophie and 5-year-old Cecilia. But he claims he was not responsible due to mental illness. The trial in St. Croix County will determine his sanity. 
 
     While testifying Wednesday, Jessica Schaffhausen cried when shown a photograph of the girls. She testified that after their divorce, Aaron Schaffhausen sometimes called her 30 times in a row.
 
     Earlier Wednesday, jurors watched an interview of Aaron Schaffhausen recorded the day of the murders. In the video, he can be seen crying. At one point he says: “I want my girls back.”

 

BISMARCK, N.D. (AP) – Abortion rights activists plan to circulate petitions to bring three anti-abortion measures to a statewide vote.
 
     Secretary of State Al Jaeger says his office received the requests Tuesday afternoon. Gary Hangsleben of Grand Forks is listed as chairman of the sponsoring committee.
 
     Gov. Jack Dalrymple signed abortion bills last week that would make North Dakota the most restrictive state in the nation to get the procedure. One measure would ban abortions as early as six weeks into a pregnancy, when a fetal heartbeat can first be detected. Another would prohibit women from having an abortion because a fetus has a genetic defect, such as Down syndrome. 
 
     A third measure would require a doctor who performs abortions to be a physician with hospital-admitting privileges.

 

  BISMARCK, N.D. (AP) – A Grand Forks truck driver who describes himself as anti-abortion is leading the effort to have voters repeal North Dakota’s strict new abortion laws.
 
     Gary Hangsleben tells The Associated Press that he’s “pro-life,” but he thinks residents should be able to vote on the laws.
 
     Hangsleben says more than 300 people from across the state have volunteered to collect signatures for the referendum petitions. Officials from two of the state’s biggest abortion-rights groups say they’re not interested in the help.
 
     Renee Stromme of the North Dakota Women’s Network says her group doesn’t want “referrals.”
 
     Gov. Jack Dalrymple signed bills last week that would make the state the most restrictive in the nation to get an abortion. The deadline to gather signatures is June 24.

 

DICKINSON, N.D. (AP) – The Dunn County Sheriff’s Department says its drug-sniffing dog, K-9 Rex, has been missing since Saturday.
 
     The  department declined to release further information on the missing dog for security purposes.
 
     The sheriff’s department says it is relying on word of mouth to help locate the 2-year-old yellow Labrador Retriever.
 
     Rex joined the department last year as part of the county’s first canine narcotics unit.

 

 FARGO, N.D. (AP) – Volunteers in the Fargo area have started their fourth major flood fight in five years, but improvements in flood protection have most residents optimistic about holding back the Red River.
 
     The cities of Fargo and neighboring Moorhead, Minn., have taken homes out of the flood plain and added miles of fortified concrete floodwalls and clay levees since a record flood of 2009 caused millions of dollars in damage.
 
     The National Weather Service says there’s a 50 percent the river will reach 38 feet in Fargo-Moorhead, which is 20 feet higher than the point when the river leaves its banks. At that level, Fargo would need to sandbag 117 homes and Moorhead only seven.
 
     Fargo kicked off sandbag making operations Wednesday with plans of filling 1 million bags in 10 days.

 

 MINOT, N.D. (AP) – The U.S. Army Corps of Engineers says it has increased the outflow from the Lake Darling Dam northwest of Minot because of an updated forecast by the National Weather Service and the Saskatchewan Water Security Agency.
 
     The corps says the Lake Darling flow was upped to 1,500 cubic feet per second after the agencies conducted aerial surveys of the basin and confirmed additional water content within the snowpack on the ground in Canada.
 
     The corps says it is continuing to monitor ice conditions downstream of the dam and is regulating outflows to minimize potential ice jams. Ice conditions are expected to continue to deteriorate in the coming days.
 
     The corps assumed control of Lake Darling Dam from the U.S. Fish and Wildlife Service on March 19.

 

In world and national news…

WILLIAMSON, W.Va. (AP) – A state official says a West Virginia county sheriff has been shot to death and a suspect is in custody. The governor’s chief of staff says state police report that Mingo County Sheriff Eugene Crum died Wednesday. An emergency dispatcher says the shooting took place within a block of the county courthouse. Last weekend, a Texas prosecutor and his wife were shot to death in their home — two months after one of the county’s assistant prosecutors was killed near his courthouse office. 
 
     HARTFORD, Conn. (AP) – State lawmakers in Connecticut have started debate on a wide ranging package of gun control and other measures stemming from the December shooting at Sandy Hook Elementary School. One state senator said the Newtown shooting demands a ‘powerful response.” But another expressed concern that the legislation will be harmful to lawful gun owners.
 
     NEW YORK (AP) – The Dow industrials are on track for their worst day in more than a month. The index has been down by more than 100 points in Wednesday afternoon trading. Weak reports on hiring and on growth at service companies are dampening investor optimism on the U.S. economy. The reports come two days after the news that U.S. manufacturing growth slowed unexpectedly last month. 
 
     PAJU, South Korea (AP) – North Korea has escalated tensions another notch Wednesday — by keeping South Koreans from crossing the border to reach an industrial park in the North that is jointly operated by the two countries. In past confrontations between the two countries, the industrial park stayed open. Wednesday’s move comes a day after the North said it would restart a plutonium reactor and a uranium enrichment plant.
 
     ACCOMAC, Va. (AP) – Court records show that authorities seized a plastic gas can and other items from the home of a former firefighter and his girlfriend who are suspected in a dozens of arsons on Virginia’s Eastern Shore. Court papers indicate that the former firefighter confessed to setting the most recent fire this week. The documents show that he has a lengthy criminal record.
