Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met at City Hall, in Special Session, then adjourned into close Executive Session on Friday morning (Apr 5, 2013) to consult with the City Attorney concerning the territorial Service claims by the Stutsman Rural Water District.

At issue is which entity will serve Titan Machinery’s location under construction west of Jamestown, and other parcels in that area, within the one mile extra-territory of Jamestown.

Attending the Executive Session were: Mayor Andersen, Assistant City Attorney Mary Jensen, City Administrator Jeff Fuchs, City Council Members, Kourajian, Gumke, Brubakken, and Buchanan, along with City Engineer Reed Schwartzkopf , and City Fire Chief Jim Reuther.

She added that bids have been submitted for construction of the water and sewer lines to Titan, as the extended bid period has about another 30 days to go, before bids would have to be re-advertised.

At Friday’s meeting, following the Executive Session the Special Session was reconvened.

Mayor Andersen said no official action was to be taken by the City Council.

A brief discussion was held on the status of a bill concerning rural water in the North Dakota legislature.

FARGO, N.D. (AP) – A neighbor says he wishes he could have done more to save the victims of an apartment fire Saturday in Fargo.

Jerome Jangula says he and another neighbor tried to get into the apartment where the fire apparently started, but the smoke prevented them from doing so.

Thirty-year-old Jesse Daniel Madson died at the scene, and 42-year-old Angela Marie Wentz was taken to a burn unit in Minneapolis.

Jangula says he and a neighbor opened the apartment door and yelled, but got no answer. He says his neighbor got five feet into the apartment, but could go no farther. Jangula says the smoke nearly overtook him and his neighbor as they moved to get out of the apartment building.

FARGO, N.D. (AP) – A Fargo man has been charged with attempted murder for allegedly locking two men in his apartment and beating them with a sword and a table leg.

Damon White Bird also is charged with felonious restraint and aggravated assault. Police say there were witnesses also in the apartment during the alleged assault.

One victim suffered a skull fracture and internal bleeding. The other had puncture wounds on his upper back and chest, across his shoulders and on his face and hands.

FARGO, N.D. (AP) – The city of Fargo is getting help from other states in its quest to fill a million sandbags to prepare for expected spring flooding.

Volunteers from the Headwaters Relief organization in Minneapolis-St. Paul were among the workers last week when Fargo kicked off its sandbag filling operations.

Headwaters volunteer Jason Hoffrogge says sandbags is out of the ordinary and he looks at it as an opportunity to help people.

About 476,000 sandbags were filled in four days last week. Volunteer operations at so-called Sandbag Central are set to resume Monday morning.

The National Weather Service says the Red River has a 50 percent chance of reaching 38 feet later this month, which would be the fifth highest flood of all time.

BISMARCK, N.D. (AP) – Conference committees will be hard at work this week reconciling differing versions of bills in the waning weeks of the North Dakota Legislature.

The 2013 legislative session is entering its 62nd day today. The state Constitution limits the Legislature to 80 days of meetings every two years.

Still ahead are big topics, including oil taxes, a tribal agreement and an unsigned abortion bill.

Governor Jack Dalrymple (DAHL’-rimp-ul) has already signed three anti-abortion bills into law that would make the state most restrictive in the nation to get the procedure. A pending bill would also outlaw abortions after 20 weeks of pregnancy based on the disputed premise that a fetus can feel pain at that point.

The Republican governor has hinted he will sign the bill if it reaches his desk.

BISMARCK, N.D. (AP) – U.S. Senator John Hoeven is trying to get two nominees for leadership positions in the Obama administration to visit North Dakota.
