FARGO, N.D. (AP) – There’s good and bad news for people in the Red River Valley who are monitoring moisture for a possible spring flood.
The cycle of gradual melting came to an end Tuesday when temperatures failed to reach the freezing mark. However, the stubborn cold air over North Dakota pushed a heavy spring storm to the south, where a foot of snow was expected in some areas.
Fargo is bracing for its fourth major flood in five years. Volunteers are working to fill a million sandbags.
Flood expert Paul Todhunter, a University of North Dakota geography professor, says it’s difficult to predict snowmelt floods because there are so many factors involved and the area is in the midst of a wet cycle. He says it’s “not a good environment for nervous people.”
BISMARCK, N.D. (AP) – North Dakota’s Senate has endorsed a measure that would provide grant money to schools experiencing rapid growth in enrollment.

BISMARCK, N.D. (AP) – City, county and school officials have told the North Dakota Senate Appropriations Committee that more than $200 million should be restored in a measure that distributes oil and gas tax revenue.
The Senate Finance and Taxation Committee had stripped the money from a House bill that had proposed more than $737 million be divided up between political subdivisions over the next two years.
Officials from oil-producing counties told senators that the proposed $531 million in funding won’t come close to meeting the needs for such things as road building and repair, utilities, housing and schools.
Sen. Ray Holmberg is chairman of the Appropriations Committee. The Grand Forks Republican says the group could have a recommendation on the funding level this week.

VIKES STADIUM…
ST. PAUL, Minn. (AP) – More Minnesota lawmakers are stepping forward with bills to tinker with financing of the new Vikings stadium.
Several new proposals from House Republicans are surfacing Wednesday. It’s the same day the House Taxes Committee is reviewing a bill to increase sales taxes on pro sports gear and luxury suites at pro games, in response to lagging tax revenue from electronic gambling that’s supposed to pay the state share of the $975 million downtown Minneapolis stadium.
One Republican bill would cut the state’s $348 million share of the project by $200 million. Another would make the Vikings chip in more money or turn over naming rights to the state.
The memorabilia and seat tax proposal comes from Democratic Rep. Ann Lenczewski (len-CHESS’-kee. The Taxes Committee chairwoman says lawmakers have a responsibility to shore up stadium financing.

Mickelson, going after a fourth green jacket, tees off at 1:30 p.m. with Louis Oosthuizen (WUHST’-hy-zehn) and Martin Kaymer (KY’-mur). McIlroy is in the group right behind him with Keegan Bradley and Freddie Jacobson of Sweden.
Guan Tianlang, the 14-year-old from China, plays with Matteo Manassero and 61-year-old Ben Crenshaw.
The par-3 contest is today. That’s a mixed blessing. No winner of the par-3 has gone on to win the Masters that year.
In world and national news…
WASHINGTON (AP) – President Barack Obama is sending Congress a spending plan aimed at taming the federal government’s trillion dollar deficits. The 2014 budget proposal includes an additional $1.8 trillion in deficit reduction over the next decade, which would bring total deficit savings to $4.3 trillion. It projects a deficit of $744 billion for the year. That would be the lowest gap between spending and revenue since 2008.
NORFOLK, Va. (AP) – A top general says the automatic spending cuts triggered by the lack of a budget agreement in Washington will ground one-third of the U.S. Air Force’s active-duty force of combat planes. Gen. Mike Hostage says that means “accepting the risk that combat airpower may not be ready to respond immediately to new contingencies as they occur.” Hostage says only units preparing to deploy to major operations, such as the war in Afghanistan, will remain mission-ready.
BEIRUT (AP) – Syrian activists say both sides are sustaining losses in heavy fighting today on the outskirts of Damascus. The Britain-based Syrian Observatory says at least 28 rebels and 13 soldiers have been killed. Fighting is also raging around the northern city of Aleppo and in the southern Daraa province. Meanwhile, Secretary of State John Kerry is meeting with Syrian opposition leaders and Russia’s top diplomat in London.
MIAMI (AP) – A Florida man and his wife are back in the U.S. and in jail this morning on charges of child neglect and kidnapping after allegedly grabbing their two young sons from the boys’ grandparents and taking them to Cuba by boat. The boys have been returned to the grandparents, who had been granted permanent custody following the father’s arrest last year for drug possession and his attempt to take the boys from a foster home at gunpoint. U.S. diplomats are thanking Cuba for its cooperation in what they call a “dangerous situation.”
CHEYENNE, Wyo. (AP) – Officials in South Dakota are warning residents to stay home and keep off the roads as a chilly spring storm moves through the state today. Heavy snow and freezing rain has prompted hundreds of flight cancellations, stranded motorists and knocked out power to thousands in several Western states. Strong winds caused a train derailment in Nebraska yesterday and the state is expecting more snow.
