Jamestown, ND (KCSi-T.V. News Apr 9. 2013) — The U.S. Army Corps of Engineers says, the spring of 2013 will see among the higher years of water flowing through Jamestown with releases from Jamestown and Pipestem Dams due to run off rather than all the moisture soaking into the ground.
Also a combination of a late spring and slow snow melt is still holding between two and half and three and a half inches of moisture, in the snow pack above Jamestown and Pipestem Dams. Not all of the moisture content is expected to enter into the ground.
Officials say while this spring will mean a higher year of water flowing in the James River Basin, about 206,000 acre feet, it is expected to be below record high years, when more than 800,000 acre feet flowed through the James River.
South of Jamestown little runoff was reaching the rivers.
As of Wednesday the highest combined releases from Jamestown and Pipestem Dam is estimated at between 750 and 1,200 cfs, timed to happened after local runoff is finished at LaMoure and the river level at that location starts to go down.
Pipestem Dam Manager, Bob Martin in Jamestown has said officials hope to have Jamestown Reservoir’s levels drawn down to summer level by June this year.

Details on Callantine’s injuries and condition were not released.
BISMARCK, N.D. (AP) – A convicted felon from North Dakota has been arrested on drug and weapons charges.
Harvey Trautman is charged in federal court with three counts, including possession with intent to distribute a controlled substance and possession of a firearm in furtherance of a drug trafficking crime. He has pleaded not guilty.
Authorities say Trautman was in possession of methamphetamine and a pistol when he was arrested in December.
Trautman is also charged with possession of a firearm by a convicted felon. He has previous convictions for motor vehicle theft, distribution of a controlled substance and escape.
A detention hearing in the case is scheduled Monday in Bismarck. Prosecutors say Trautman is a flight risk and should be jailed until the case is resolved.
FARGO, N.D. (AP) – Fargo police say three men have been arrested in connection with copper thefts.
The three men were arrested Wednesday on burglary charges.
Authorities say the three men stole about 26,000 pounds of copper from Dakota Supply Group. The copper is valued at $112,000.
The trio is also charged in connection with the Feb. 25 copper theft from Fargo Electric. That copper theft was estimated at $50,000.
BISMARCK, N.D. (AP) – North Dakota’s Senate has unanimously endorsed a bill aimed at strengthening penalties for drunken driving.
Senators approved the bill 47-0 on Wednesday. The measure will now go to a conference committee to work out differences of House and Senate versions of the bill.
Along with increased fines and other penalties, the measure would require jail time or community service work for first-time DUI offenders who have blood alcohol content of 0.18 percent. That’s more than twice the state’s legal limit of 0.08 percent.
The bill also would require mandatory participation in the so-called 24/7 sobriety program for repeat offenders.
Data show DUI arrests in North Dakota have increased 53 percent in the last 10 years, including 6,600 arrests last year.
BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem (STEN’-jem) says organized crime and other illegal activity is increasing with the skyrocketing population in the state’s booming oil patch.
The Senate Appropriations Committee voted unanimously Wednesday to support Stenehjem’s request to provide $10 million for additional law enforcement support in western North Dakota.
North Dakota’s Senate and House still must approve the budget amendment.
LINCOLN, Neb. (AP) – Opponents of the Keystone XL pipeline in Nebraska are circulating a petition to try to halt the project.
The group Bold Nebraska sent out an email Wednesday, urging its supporters to sign an online petition that would ask President Barack Obama to deny federal approval.
The group pointed to a recent tar-sands oil pipeline leak in Arkansas as evidence that regulators should reject the Keystone XL.
The proposed Canada-to-Texas pipeline is at the center of a political battle. A coalition of environmentalists, Native Americans and some landowners are fighting the project. Oil companies, some labor unions and the Canadian government are pushing for project approval. Operator TransCanada says the pipeline would include crude from Montana and North Dakota’s Bakken formation.
CANDO, N.D. (AP) – A shuttered pasta plant in the northeastern North Dakota city of Cando might reopen soon.
Towner County Economic Development Director JoAnn Rodenbiker says a group of local buyers hopes to close a deal to purchase the former Noodles By Leonardo plant by the end of the month.
The plant closed last October, about six months after a sister plant closed in Devils Lake. That plant was sold last year to a Twin Cities-based company that manufactures biodegradable food service products such as disposable plates.
BISMARCK, N.D. (AP) – North Dakota’s oil industry is endorsing a change to a revenue sharing agreement that the state has had with the Three Affiliated Tribes since 2008. The agreement limits oil tax rates on Fort Berthold Reservation land, and details how the state and tribal governments will share oil revenues. State records show that since the agreement was adopted, the state has collected $315 million and the tribe received $201 million.
FARGO, N.D. (AP) – North Dakota’s congressional delegation says President Barack Obama’s failure to include money for a Red River diversion project in his budget is unfortunate. The nearly $2 billion project is meant to move water around Fargo and Moorhead, Minn., through a 35-mile channel. Senators John Hoeven and Heidi Heitkamp and Representative Kevin Cramer released a joint statement saying the omission will make it harder for them to secure federal funding.
BISMARCK, N.D. (AP) – The Senate Appropriations Committee has voted unanimously to support a request by North Dakota Attorney General Wayne Stenehjem (STEHN’-juhm) for a $400,000 budget increase to defend any lawsuits that arise from the state’s strictest abortion laws in the country. Republican Governor Jack Dalrymple (DAHL’-rimp-ul) signed three abortion bills last month that would make North Dakota the most restrictive state in the nation for the procedure. The state Senate and House must still approve the appropriation for legal challenges.
FARGO, N.D. (AP) – Truck drivers who have been hauling sandbags around Fargo in preparation for spring flooding chipped in to buy lunch for hundreds of volunteers.
The group raised a total of $800 to buy pizza for junior high students and others who filled bags Wednesday at a city storage facility dubbed Sandbag Central.
The donations included a $400 match by Dean Mertz, the general manager of Reile’s Transfer and Delivery.
Mertz says “it felt right” to give money for lunch after watching students and other volunteers do the heavy lifting.

GOLF-THE MASTERS
AUGUSTA, Ga. (AP) – Ted Potter Jr. has won the Par 3 Contest at Augusta National, the light-hearted precursor to the first major of the year
No winner of the Par 3 Contest has gone on to win the green jacket. The Masters begins today, with Tiger Woods an overwhelming favorite. Woods skipped the Par 3 Contest. He has a 10:45 a.m. (Eastern) tee time.
AUGUSTA, Ga. (AP) – With ceremonial tee shots from three of golf’s greatest players, the Masters has started on an overcast day.
Jack Nicklaus, Arnold Palmer and Gary Player – with 13 green jackets between them – each struck a ball off the first tee to begin the first major of the year Thursday.
Then they stepped aside for the first group: Sandy Lyle, John Peterson and amateur Nathan Smith. Lyle and Smith both left the opening hole with bogeys.
Four-time Masters champion Tiger Woods comes into the week as the overwhelming favorite. He already has three wins this year and reclaimed the No. 1 spot in the world rankings.
But Woods has gone eight long years since his last win at Augusta. He’s scheduled to tee off at 10:45 a.m.
coverage of the masters later today on CSi cable 14 ESPN..
AUGUSTA, Ga. (AP) – Augusta National chairman Billy Payne says the winner of six PGA Tour events held in the fall will earn invitations to the Masters.
To allow room for more winners, however, the Masters is making its first changes to the qualifications since 2007.
Only the top 12 and ties from the previous Masters will be eligible to return, down from the top 16 and ties. The top eight and ties from the U.S. Open used to be eligible for the Masters. That number will shrink to the top four and ties, same as the British Open and PGA Championship.
In the biggest change, the Masters will no longer include the top 30 from the PGA Tour money list.
Payne announced one other change effective this year – the cut will increase from the top 44 to the top 50, including the 10-shot rule.
COLLEGE BASKETBALL-NBA DRAFT
Zeller, Carter-Williams entering draft
UNDATED (AP) – Indiana sophomore center Cody Zeller is heading to the NBA.
Zeller joins junior swingman Victor Oladipo (oh-lah-DEE’-poh) as the second Hoosier in as many days to leave school early.
Both are projected to be lottery picks in June.
Syracuse, star point guard Michael Carter-Williams has also decided to enter the NBA draft.
The 6-foot-6 Carter-Williams finished fifth nationally in assist average (7.3) and fourth in steals (2.78) among Division I players, and also averaged 11.9 points and a team-best 35.2 minutes.
His star rose greatly in the postseason as he led Syracuse on a scintillating run after an end-of-the-regular season skid.
In world and national news…
PYONGYANG, North Korea (AP) – A North Korean agency charged with managing relations with South Korea says the country has “powerful striking means” on standby for launch. The statement from the Committee for the Peaceful Reunification of the Fatherland comes amid speculation that Pyongyang is preparing to test a mid-range missile. The agency also says it has entered coordinates for targets, but it’s not explaining what that means.
WASHINGTON (AP) – The Senate launches an emotionally charged debate today on new gun restrictions. But, the first scheduled vote is on an effort by conservatives to scuttle a Democratic bill. Two leading conservative senators, Democrat Joe Manchin of West Virginia and Republican Patrick Toomey of Pennsylvania are proposing compromise legislation that would extend required federal background checks to gun shows and online transactions. It would exempt only noncommercial, personal transactions from the checks.
EAST WINDSOR, Conn. (AP) – Federal authorities say a Connecticut gun shop that legally sold weapons used in the Newtown school shootings lost its federal firearms license after the December massacre. The Bureau of Alcohol, Tobacco, Firearms and Explosives found hundreds of violations at Riverview Gun Sales in East Windsor, including selling firearms without background checks and letting a felon buy ammunition.
TAMPA, Fla. (AP) – The Florida parents charged with kidnapping their own sons and sailing to Cuba with them are scheduled to appear in a Florida court today. Friends say Joshua and Sharyn Hakken (HAY’-ken) seemed to have a charmed life and doted on the boys, but things came apart last year when police in Louisiana found the family inside a hotel room with drugs, weapons and the parents talking about “a journey to the Armageddon.” The two boys, ages 4 and 2, are now with their maternal grandparents, who have legal custody.
JEFFERSON CITY, Mo. (AP) – Storms continue to rake the Midwest with rain, snow and dangerous winds. Missouri Gov. Jay Nixon has declared a state of emergency after a possible tornado struck outside of St. Louis last night and power outages in the southern part of the state. To the north, Minnesota Gov. Mark Dayton has called out the National Guard with icy weather leaving thousands without power and another storm system threatening to dump several inches of wet snow.
