BISMARCK, N.D. (AP) – Everyone from students to lawmakers are getting the day off after a record-breaking snow storm in North Dakota over the weekend.
National Weather Service reports show as much as a foot and a half of snow fell in western and central North Dakota and northern South Dakota on Sunday.
The 17.3 inches of snow that fell in Bismarck set several records, including the most snow on any day of any year in the city. Fargo set a city record for the date with 6.3 inches. In South Dakota, Aberdeen set a city record for the date with 8 inches.
Many schools in North Dakota and northern South Dakota are closed or starting late, with roads closed or impassable. The North Dakota Legislature has canceled its Monday session.

BISMARCK, N.D. (AP) – North Dakota officials have closed Interstate 94 from Bismarck to Jamestown as heavy snow and high winds continue across the state. The North Dakota Transportation Department and Highway Patrol earlier had closed I-94 from the Montana border to Mandan on Sunday. Later yesterday afternoon, they closed it farther east from Bismarck to Jamestown.
No travel is advised for other highways in the Dickinson, Bismarck, Jamestown, Valley City and Fargo areas. Officials say the snow and wind may cause snow drifts in sheltered areas and some roadways may become blocked.
In addition, a travel alert has been issued for northwestern and north-central areas. Officials say travel is still possible in those areas, but drivers may encounter difficult driving conditions.
Jamestown, ND (KCSi-T.V. News) – The North Dakota Highway Patrol reports a pickup pulling a concession trailer operated by 33 year olf Tericia Mitchell of Seattle, WA was totaled on Sunday (Apr 14, 2013 about 12:45-p.m. on I-94, 5 miles east of Jamestown.
The vehicle was westbound on the right lane and crested a hill. Light snowfall and blowing snow caused a buildup of ice on the road. A strong northeast wind slid the trailer into the left lane. The driver attempted to correct the vehicle. The truck and trailer slid into the median and rolled. The truck came to rest on its top with its rear bumper elevated into the air as the trailer came to rest on its rear with the hitch upward.
Safety chains kept the units connected. Seat belts protected the occupants.
Neither Mitchell nor a passenger, 56 year old Suzette Dutton were injured.
Bismarck, ND — The North Dakota Aeronautics Commission released their March, 2013 passenger boarding numbers Friday, showing a statewide increase of over 10% from this time last year. Fargo, Grand Forks and Williston experienced their highest boardings on record, and Bismarck had their best March boardings ever.
“The state’s economic growth in our state is tremendous, and aviation reflects that growth state-wide,” said Larry Taborsky, North Dakota Aeronautics Commission Director.” “With direct flights to new destinations and hubs, North Dakota is more accessible to the world all the time.”
Jamestown’s Boardings in March 2013 were 227, compared to 448 in March of 2012, down 49%
Jamestown Regional airport Manager Matt Leitner said in March this year boarding increased to 227, up from 184 in February this year.
He added that the timeliness factor of Great Lakes Airline flights has improved.

Jamestown, ND (KCSi-T.V. News) — The newly elected, President of the James River Humane Society says volunteers are needed at the shelter.
Matt Opsahl said, volunteers are needed to socialize with the animals, walk the dogs, along with cleaning kennels feeding and watering, the animals, and helping visitors.
He pointed out that the Humane Society is always accepting donations of cleaning supplies like Pine-Sol, bleach, and paper towels.
Also donations are welcome of rawhide chews and toys for the dogs and cats.

Opsahl is a full time employee of the shelter, in addition to becoming its president.
He has been affiliated with the shelter since late last year, including helping to take in the animals and making sure they are immunized and spayed or neutered, along with cleaning, and he welcomes visitors along with other staff.

BISMARCK, N.D. (AP) – The North Dakota Legislature has canceled today’s session because of a spring snowstorm that’s made travel difficult across the state. On its website, the Legislature announced that lawmakers plan to resume work tomorrow.
BISMARCK, N.D. (AP) – It’s April 15 – the deadline to file taxes. North Dakota Tax Commissioner Cory Fong says his office at the state Capitol in Bismarck will be open until 9 p.m. to accommodate last-minute filers.
Fong says keeping the office open four extra hours will enable more taxpayers to get answers to last-minute questions, and will accommodate people dropping off their state return in person.
The north door of the Capitol building will be open until 9 p.m. Monday. The Tax Department office is on the 16th floor.
State Capitol offices aren’t opening until noon, however, because of the Sunday snow storm..
FARGO, N.D. (AP) – A man has been sentenced to 12 years in prison for distributing methamphetamine in North Dakota.
Kyle Lindquist pleaded guilty in October to conspiracy to possess with intent to deliver a controlled substance. He was arrested in July of last year in Moorhead, Minn.
Authorities say the charge involved more than 500 grams of meth.
Prosecutors had recommended a sentence of 14 years in prison. Lindquist’s attorney asked for nine years.
U.S. District Judge Ralph Erickson says Lindquist must serve five years of supervised release after he completes his prison term.
MOORHEAD, Minn. (AP) – Union members who have been locked out of American Crystal Sugar plants in Minnesota, Iowa and North Dakota for 20 months are heading back to work.
Just enough members changed their vote over the weekend to ratify the same contract they had rejected four times before. The union last voted in December when 55 percent of members voted to reject the company’s offer. This time, 55 percent agreed to the offer.
CASSELTON, N.D. (AP) – A Casselton teacher is receiving a national award for her work in teaching agriculture in the classroom.
North Dakota’s Agriculture Department says Central Cass fourth-grade teacher Mary Kensok is one of five educators from around the country being honored at the National Agriculture in the Classroom Conference in late June in Minneapolis.
The “Excellence in Teaching about Agriculture” award is presented by the U.S. Department of Agriculture and the National Agriculture in the Classroom Organization.

BISMARCK, N.D. (AP) – A trial over an abortion law passed by North Dakota lawmakers two years ago is scheduled to begin tomorrow in Fargo. New York-based Center for Reproductive Rights is representing the Red River Women Clinic in Fargo in a lawsuit over a 2011 law banning the widely accepted use of a medication that induces abortion. A judge has temporarily blocked enforcement of the law.
FARGO, N.D. (AP) – North Dakota State University researchers have received a grant to study medical management services provided by pharmacists. Researcher David Scott says the study will seek to improve patients’ compliance with prescriptions. Scott says hospitalizations and emergency room visits should be reduced if people take medications as prescribed.
FORT TOTTEN, N.D. (AP) – Members of the Spirit Lake Nation have voted to oust chairman Roger Yankton over concerns about his leadership, but it’s unclear whether he actually has been removed from office.
The tribe’s constitution says a petition is needed to remove a chairman, and opponents of Yankton say they expect a legal battle.
Yankton didn’t attend the Sunday meeting of the tribal general assembly. He did appear at a meeting of elders on Friday and offered assurances that his administration would look into problems tribal members had identified, such as ineffective child protection services on the reservation.
The assembly chose tribal college administrator Leander “Russ” McDonald as the new chairman, but even he says the vote was likely illegal.

WEST FARGO, N.D. (AP) – The West Fargo Hockey Association has raised about $80,000 from tickets sold for a gun raffle held as a fundraising event in the eastern North Dakota city. The association sold 4,000 tickets for the event held Saturday night. The raffle was held to help get money to build a new ice rink for the association.

MINNEAPOLIS (AP) – The Minnesota Twins postponed their game against the New York Mets because of wintry weather. The Twins announced the decision about four hours before yesterday’s scheduled game. The Mets won the first two games of the series at Target Field, with temperatures in the low 30s.

CHICAGO (AP) – The Chicago Cubs tied a major league record yesterday when Edwin Jackson and Michael Bowden combined to throw five wild pitches in an inning. AUGUSTA, Ga. (AP) – Adam Scott birdied the second playoff hole to beat Angel (AHN’-hehl) Cabrera and become the first Australian to win the Masters. Scott and Cabrera birdied their last hole of regulation before Scott claimed his first Major championship. Jason Day finished third, two shots back and two ahead of Tiger Woods and Marc Leishman.
Defending champion Bubba Watson finished the tournament at 7-over, 17 shots worse than his title run. Watson’s final-round 77 included a 10 on the 12th hole.
Fourteen-year-old Guan Tianlang (GWAHN tee-ahn-LAHNG’) wrapped up a memorable first Masters by shooting a 3-over 75 in the final round for a 12-over total. He received a silver cup as the low amateur after becoming the youngest player to make the cut at a major in the PGA Tour era.

ANN ARBOR, Mich. (AP) – Associated Press national player of the year Trey Burke has announced he is leaving Michigan two years early for the NBA draft. The 6-foot point guard averaged 18.6 points and 6.7 assists per game last season and helped the Wolverines reach the NCAA title game. Meanwhile, Georgetown star and AP First Team All-American Otto Porter will announce today whether he’s declaring his eligibility for the NBA draft.
NASCAR-TEXAS-FAN DEATH…
FORT WORTH, Texas (AP) – A medical examiner says a man who died in the infield during a NASCAR race at Texas Motor Speedway Saturday shot himself in the head.
The Tarrant County medical examiner’s office says the death of 42-year-old Kirk Franklin of Saginaw was a suicide. Fort Worth police have said a man who was camping in the infield died of a “self-inflicted injury” after getting into an argument with other campers.
The incident happened during the NRA 500.

WASHINGTON (AP) – A case before the Supreme Court today could have major implications for medical research and the biotech industry. The court is being asked to decide whether DNA patents are legal. The industry says they need to recoup the costs of research, which would be slowed if patents are disallowed. Opponents say the opposite is true; the lack of patents will broaden medical research.
WASHINGTON (AP) – Congressional investigators say the regulatory landscape is pretty open for specialty pharmacies like the one in Massachusetts that triggered a deadly meningitis outbreak last year. The investigation concludes that most states do not track or routinely inspect compounding pharmacies and pharmacy boards lack the information and expertise they need.
NEW YORK (AP) – Sprint has another suitor. Dish Network is offering to buy Sprint Nextel Corp. in a cash-and-stock deal it values at $25.5 billion, saying its bid is superior to that of Japanese phone company SoftBank. Dish, an Englewood, Colo. satellite television company, says its transaction includes $17.3 billion in cash and $8.2 billion in stock.
BAGHDAD (AP) – Officials say car bombs blew up all over Iraq today in what appear to be coordinated attacks that killed at least 31 people and wounded more than 200. The attacks erupted less than a week before Iraqis in much of the country are scheduled to vote in the first elections since the 2011 U.S. troop withdrawal.
