FARGO, N.D. (AP) – The North Dakota Judicial Conduct Commission has scheduled a public hearing for a state district judge in Fargo facing a complaint that he sexually harassed a court reporter.

The  commission is set to hear the case against East Central District Judge Wickham Corwin on June 24, and June 25 if more time is needed. The hearing will be at the Fargo Holiday Inn.

Corwin has said he made mistakes but is not guilty of serious misconduct.

BISMARCK, N.D. (AP) – A Bismarck man has been sentenced to 15 years in prison for possessing a firearm and ammunition as a felon. Twenty-eight-year-old Jamie Nilsen must also serve three years of supervised release once he leaves prison. Federal prosecutors say Nilsen brandished a handgun during a dispute at his girlfriend’s home in April 2012.

FARGO, N.D. (AP) – The National Weather Service is predicting the Red River to rise in the Fargo-Moorhead area to rise to about 37 feet by the middle of next week, with the crest to come later in the week.

Fargo officials on Wednesday scaled back flood protection efforts after the weather service lowered the crest prediction, but they cautioned that residents shouldn’t breathe any sighs of relief until the crest comes and goes.

NWS Meteorologist Greg Gust says the expected crest range is between 38 and 40 feet, down slightly from a maximum crest prediction made last week of 42 feet. A rapid warm-up is expected toward the end of this week and heavy rains could come early next week.

FARGO, N.D. (AP) – Volunteers have filled more than 1.6 million sandbags this month in hopes of protecting homes and businesses from a rising Red River in Fargo and Moorhead, Minn.

City officials said Wednesday that the second round of sandbagging ended with 613,000 additional bags filled at Sandbag Central. More than a million sandbags already had been filled earlier in the month, but officials asked for help filling more after the National Weather Service predicted that the river might swell higher than originally expected.

The city is lobbying hard to get state and federal financing to build the nearly $2 billion diversion canal.

But the plan is facing stiff resistance from upstream communities who say they’d be harmed by the project and that it’s too pricey.

BISMARCK, N.D. (AP) – North Dakota’s House has endorsed a bill aimed at strengthening penalties for drunken driving.

Representatives approved the bill 69-23 on Wednesday. The measure will now go to the Senate.

Along with increased fines and other penalties, the measure would require jail time or community service work for first-time DUI offenders who have blood alcohol content of 0.16 percent. That’s twice the state’s legal limit of 0.08 percent.

The bill also would require mandatory participation in the so-called 24/7 sobriety program for repeat offenders.

A second DUI arrest also would require a minimum sentence of 10 days in jail.

BISMARCK, N.D. (AP) – North Dakota’s Legislature has made cruelty to animals a felony.

North Dakota’s House endorsed the measure 80-12 on Wednesday. The Senate passed the bill earlier. It now heads to Gov. Jack Dalrymple for his signature.

In cases of abuse, neglect and abandonment, a first offense would be a misdemeanor and a third within 10 years a felony.

So-called usual and customary practices used in livestock production, animal racing, rodeos, hunting and fishing are exempt from North Dakota’s animal mistreatment laws.

Animal rights groups have said South Dakota and North Dakota were the only states without felony penalties for animal mistreatment.

BISMARCK, N.D. (AP) – The boom in the western North Dakota oil patch has led to a workload increase for the state’s workers’ compensation agency.

The number of claims by workers from other states is expected to increase from about 2,700 in 2010 to about 6,000 this year. The number of claims by people working in oil field jobs is expected to rise from about 750 in 2010 to 3,400 this year.

Workforce Safety and Insurance Director Bryan Klipfelsays it’s harder to manage claims by workers coming from other states, because they often want to get treatment back home rather than in North Dakota.

WSI has added nine adjustors over the last couple of years and also is adding 32 temporary employees, bringing the agency’s workforce to about 270.

BISMARCK, N.D. (AP) – The Bismarck news anchor whose profanity-laced television debut got him fired after one broadcast is already getting job offers.

A.J. Clemente’s first stint as an anchor at KFYR-TV on Sunday night was also his last after he uttered two obscenities just as cameras began to roll. Clemente was fired for the tongue-slip Monday. By Wednesday, he was making appearances on national talk shows as a bit of a celebrity. On “Live with Kelly and Michael,” hosts Kelly Ripa and Michael Strahan offered Clemente a job interviewing celebrities on the red carpet at the premiere of Pierce Brosnan’s “Love Is All You Need.”

A wide-eyed Clemente agreed to the challenge. Later, he tweeted photos from the set of “The Late Show” with David Letterman, where he was to appear Wednesday night.

  NBA-DEFENSIVE PLAYER…

Grizzlies center Marc Gasol (guh-SAWL) insists he isn’t being charitable when he credits his teammates for winning his first NBA Defensive Player of the Year award. He says playing great defense is just what they do in Memphis.

Gasol anchored that defense, and he received 212 points and 30 first-place votes to edge Miami’s LeBron James, who had 149 points and 18 first-place votes. Gasol appeared on only 60 of the 121 ballots cast, with James on 47 ballots despite his 129 steals and 67 blocked shots.

 NASCAR FINES…

CHARLOTTE, N.C. (AP) – Three grams underweight proves pricey for Joe Gibbs Racing.

NASCAR is coming down hard on the team, stripping driver Matt Kenseth of everything but the trophy from his victory at Kansas after his engine failed a post-race inspection. NASCAR says one of eight connecting rods did not meet the minimum weight requirement. Toyota Racing Development says the rod came in three grams underweight.

Kenseth has been docked 50 drivers points, lost his pole points from the race and has dropped from 8th to 14th in the standings. His crew chief, Jason Ratcliff has been fined $200,000, suspended for 6 races and put on probation for the rest of the year.   Team owner Joe Gibbs loses his licenses for the next 6 races and has also lost 50 owners points.

The team says it will appeal the decision.

In world and national news…
