 Omaha, Neb.  (KCSi-T.V. News Apr 25, 2013)  —  The U.S. Army Corps of Engineers, reports, that snowmelt inflow is expected to begin at Jamestown and Pipestem Reservoirs in the next week. Combined releases from the reservoirs are currently expected to stay below 1200 cubic feet per second (cfs) with snowpack conditions being compared to 2001. Significant additional rainfall or snow may necessitate higher release levels.

Pipestem Reservoir is currently at pool elevation 1441.5 feet with approximately 50 cfs inflow and 50 cfs outflow. Jamestown Reservoir is currently at pool elevation 1429.9 feet with approximately 32 cfs inflow and no outflow. All of the flood storage at Pipestem and Jamestown is currently available for the spring runoff.

Releases will be initiated once James River levels are steady or dropping in the downstream channel to Lamoure. Releases will be stepped up by approximately 100 to 200 cfs per day as necessary depending on the amount of inflow into the reservoirs. During the spring and summer, emphasis will be placed on evacuating Jamestown Reservoir flood storage near the June 1 target date. Pipestem Reservoir flood storage will be primarily evacuated in June, July and August.

Residents along the James River downstream from Jamestown should monitor flood forecasts by the National Weather Service and make preparations as necessary to minimize damages from high river levels. Flood forecasts on the James River in North Dakota and South Dakota are available on the Missouri Basin River Forecasting Center website at http://www.crh.noaa.gov/mbrfc/.

A rapid deployable gage will be installed on the James River near Adrian to provide river stage readings between Jamestown and Lamoure. Data from this gage and permanent gages on the James River in North Dakota and South Dakota is available on the U.S. Geological Survey website at http://nd.water.usgs.gov/floodinfo/james.html.

 

 Jamestown, ND (KCSi-TV News) — The Jamestown City Council Police, Fire and Public Works Committees met Thursday afternoon (Apr 25, 2013) at City Hall.

Council Member Buchanan was not present.

With Police Committee business, members discussed the DOT Grant opportunity, to purchase police radar equipment, with Jamestown Police Scott Edinger.

He said the grant would be matched by the city.

 The committee recommends allowing the Chief to apply for the grants…the total price at $1,900.

 Also discussed was the purchase of police equipment, light bars from the Valley City Police Department, at a cost of $1,000, a savings of about $1,400.

The committee recommends authorizing the purchase.

 

Fire Committee:

No items for discussion at this time.

 

Public Works Committee:

The committee considered entering into an agreement with RDG Planning & Design and Kadrmas, Lee & Jackson, Inc., to prepare a Land Use and Transportation Plan for the City of Jamestown and the NDDOT. City Engineer Reed Schwartzkopf said the cost to the city of the total of $342,925, is $123,000.

Mayor Andersen said the cost is slightly over estimates, because of public participation. 

She added that at the end of process it will produce a plan that can be implemented.  The plan is to be ready for implementation in 16-18 months.

 The committee recommends authorizing entering into the agreement.

 

The committee recommended creating a Sanitary Sewer District consisting of the Lift Station #9 contributing area and the Lift Station # 10 contributing area in relation to Forcemain Improvements Project, Phase II – the Forcemain and Gravity Sewer.

Mayor Andersen noted that the district will be paid from a Special Assessment District, with other portion of the infrastructure coming from the one half City Sales Tax.

The committee moved to the City Council without recommendation, approving plans and specifications for another Forcemain Improvements Project, District, the Phase II – and Phase One Forcemain and Gravity Sewer, and recommends authorizing Interstate Engineering to proceed with Advertising and Bidding.

The committee recommends approving plans and specifications for a New Watermain Project for the new  southwest water tower, and authorizing Interstate Engineering to proceed with Advertising and Bidding.

The committee recommends two Change Orders and Paying Estimates for the Water Treatment Plant Improvements Project. One increase is for over $28,000 and a deduction for about the same amount. The estimate of $86,000 will close out the project.

The bid award relating to the 2013 Sidewalk and Curb & Gutter District, was recommended to Lindberg Brothers, in the amount of $70,600.

The committee considered reimbursement to NDDES on FEMA Large Project Closeout relating to the 2010 Flood event, in the amount of $98.

Discussion then concerned a conveyor problems at the Baler Building.

Schwartzkopf said the plan was to repair the present conveyor at a cost of $38,000.

He said the actual cost is about $60,000 plus installation.

He estimates $90,000 will keep the system running.

He recommends purchasing a new conveyor belt in the amount of about $100,000.

The issue was sent to the City Council without recommendation, when closer numbers are determined.

 

Disscussion then concerned access to fire hydrants on private property.

Schwartzkopf said the city is willing to come onto private property for testing, flushing a opetation, if approved by the property owner.

City Attorney Ken Dalsted suggested an easement to gain access.

Water Department supervisor, Steve Suko said it is also a safety issue.

 

City Fire Chief Jim Reuther said Fargo and Bismarck uses contact by letter.

The committee recommends contacting the private property owners with a proposal of an easement.

Valley City, ND (KCSi-T.V. News Apr 25, 2013) — 21 Valley City State University students in Jonna Ziniel’s public relations course have applied their Public Relation skills to a real-world application—creating promotional videos for the Sheyenne Valley National Scenic Byway and Valley City Convention and Visitors Bureau.

The 21 students have created 18 videos, each 2–5 minutes long, highlighting locations in and around Valley City.

Using university video and still cameras and working in groups of five and six, the VCSU students crafted the videos from footage and still photos they shot, along with interviews of relevant individuals.

Ziniel says, “It’s good to see different backgrounds.

Ziniel, is in her fifth year of teaching at VCSU, and adds, “That variety produces different perspectives, and that’s valuable in the classroom and in these video projects.”

Mary Lee Nielson, marketing coordinator for both the Sheyenne River Valley Scenic Byway and the Valley City Convention and Visitors Bureau, is appreciative of the work the VCSU students have done saying “We’re fortunate to have Valley City State University to use as a resource. We now have 18 videos that can be used to help market Valley City and the Sheyenne River Valley. It’s great to see how VCSU students view the community around them.”

Nielsen approached Ziniel about the possibility of creating some short tourism videos, and Ziniel was quick to realize the opportunity it presented for her students. Nielsen will also offer the videos for use by the Valley City Chamber of Commerce and the Valley City Development Group.

The video assignment was well received by Ziniel’s students. “It was a way for us to give back to Valley City,” said Preston Jensen, a VCSU senior and one of the PR students.

BREI is the leading professional association for business retention and expansion. Programs are designed to train and provide networks for economic development professionals to support existing business develop and expand in today’s global economy. Economic development leaders from around the nation attended the conference.

The training classes included Economic Analysis and Building Effective Teams. “The training classes were amazing and provided detailed information that will be utilized by the JSDC”, stated DeAnn Brunner, JSDC Business Development Coordinator. The Economic Analysis class covered in depth discussions on data concepts to facilitate an analysis of the local economy, provide a means to transform data into information as well as provide a basis for identifying sectors to recruit or grow within the community. The Building Effective Teams course went over the generations in the workforce as well as ways to build an effective team.

 WILLISTON, N.D. (AP) – Bond has been cut in half to $500,000 for a 31-year-old Michigan man accused of stabbing his friend to death last month at an oil field crew camp in western North Dakota.
 
     Ryan Anderson is charged with murdering 32-year-old Christopher King after an alcohol-fueled dispute at the Capital Lodge crew camp between Ray and Tioga.
 
 District Judge Joshua Rustad found probable cause to move forward on the murder charge during a hearing Wednesday at the Williams County Courthouse. Anderson pleaded not guilty.
 
     The judge dismissed an attempted murder charge, which Anderson had faced for allegedly trying to stab another man.
 
     Authorities say that Anderson and King were longtime friends who moved from Michigan to work in North Dakota’s oil fields.

 

 WILLISTON, N.D. (AP) – Authorities in North Dakota have arrested two men on suspicion of possessing methamphetamine.
 
     The Williams County Sheriff’s Office says it received a report of two men smoking while traveling down Highway 2 Thursday morning. The two men fled deputies but were later apprehended.
 
     Authorities seized approximately $100,000 worth of methamphetamine. The two men, both from Minot, were arrested on felony charges of possessing a controlled substance with intent to deliver.
 
     They are being held at the Williams County Correctional Center.

 

BISMARCK, N.D. (AP) – Legislation is headed to Gov. Jack Dalrymple that offers North Dakota oil drillers tax breaks to stop the intentional practice of burning and wasting natural gas.
 
     But critics believe the Republican-sponsored bills will do little or nothing to significantly stop the problem.
 
     Lawmakers have passed a pair of bills that give tax breaks to companies if natural gas is collected and used for agricultural, industrial and railroad purposes. Projects that also convert natural gas to such things as farm fertilizer or electricity also would be given incentives.
 
     More than 30 percent of the state’s gas production is being burned off because development of the pipelines and processing facilities needed to handle it has not kept pace with production.

 

BISMARCK, N.D. (AP) – The North Dakota Legislature has endorsed a bill aimed at strengthening penalties for drunken driving. 
 
     The Senate unanimously approved the bill Thursday. The House approved the bill 69-23 on Wednesday.  The measure now goes to Gov. Jack Dalrymple.
 
     Along with increased fines and other penalties, the measure would require jail time or community service work for first-time DUI offenders who have a blood alcohol content of 0.16 percent. That’s twice the state’s legal limit of 0.08 percent.
 
     The bill also would require mandatory participation in the so-called 24/7 sobriety program for repeat offenders.
 
     A second DUI arrest also would require a minimum sentence of 10 days in jail.

 

GRAND FORKS, N.D. (AP) – A woman once facing a possible life prison sentence for pimping a 17-year-old girl in Grand Forks has been given two years of probation and 70 hours of community service on a lesser charge.
 
22-year-old Amanda Stewart tearfully thanked Judge Sonja Clapp for the deal that even the prosecutor called unusual.
 
     Stewart and two men were charged last August with felony human trafficking of an underage girl. They all three eventually pleaded guilty to lesser charges.
 
     Stewart’s deal called for a yearlong sentence, but prosecutor Jason McCarthy ended up recommending no jail time. He told the judge he made the decision after learning more about Stewart’s childhood, which her attorney said had left her ill-equipped to handle life on her own.

 

 BISMARCK, N.D. (AP) – A North Dakota news anchorman who was fired after a profanity-laced debut joked with David Letterman that he’d like a job with the ESPN cable sports network.
 
     A.J. Clemente appeared on Letterman’s late night talk show Wednesday, chatting with the host about uttering two obscenities just as cameras began to roll Sunday night. He was fired Monday.
 
     Clemente has become an Internet sensation and has appeared on national talk shows including “The Late Show.” When Letterman asked him if he wanted his job back, Clemente replied, “I’ve thought about it, but if, you know, ESPN comes knocking …”
 
     Letterman said “that ain’t gonna happen,” and told Clemente he was trying to get him his job back in Bismarck. KFYR-TV General Manager Dick Heidt (hyt) declined comment on that prospect.

 

In sports…

 GRAND FORKS, N.D. (AP) – The new $4 million turf in the Alerus Center in Grand Forks is being torn out and replaced only seven months after it was installed.
 
     Operations Manager Jeremy Linstad tells the Grand Forks Herald that the problem isn’t with the turf itself. He says staff members have encountered problems while converting the arena to a football field. At times, the problems left some of the football field sidelines out of alignment last season.
 
     The AstroTurf company is replacing the turf free of charge.
 

     GRAND FORKS, N.D. (AP) – University of North Dakota men’s hockey coach Dave Hakstol is taking scholarship money away from some players after they received citations following the season.
 
     The Grand Forks Herald reports that 20-year-old freshmen Zane Gothberg, Colten St. Clair and Bryn Chyzyk were cited for underage drinking, while 22-year-old sophomore Stephane Pattyn received a noise citation.
 
     Hakstol isn’t saying how much scholarship money is being yanked, citing privacy laws.
 
     Hakstol early last season warned that any violations could result in such an action, after a preseason team party that resulted in the suspension of seven players.
 

In world and national news…

NEW YORK (AP) – New York City may have been the next target of the Boston Marathon bombers. That’s according to New York officials, who say the surviving suspect has told interrogators that he and his older brother decided on the spur of the moment last Thursday night that they would drive to New York and launch an attack. They still had five pipe bombs and a pressure-cooker explosive in their stolen SUV. But instead, the brother got into a shootout that left one dead. The other was in custody hours later.
 
     WACO, Texas (AP) – President Barack Obama has been consoling families of victims of a fertilizer plant explosion and residents of the devastated Texas town where the blast happened last week. Obama went to Waco Thursday for a memorial service at Baylor University for victims of the explosion in the nearby community of West. Obama traveled to the service by helicopter after attending the dedication of former President George W. Bush’s new library at Southern Methodist University in Dallas. Obama flew over the town to see the destruction. The April 17 explosion left 14 people dead and hundreds injured.
 
     DALLAS (AP) – It’s a day that brought the current president and the four living former presidents together for the dedication of the George W. Bush presidential library in Texas. And Bush told one of those former presidents, “It is awesome that you are here today.” Tears were welling in his eyes as he noted that his father, the man he referred to as “41,” was able to attend the dedication. The elder Bush was in a wheelchair for the ceremony, but was able to stand at one point with some help, to the cheers of the thousands who were there.
 
     BEIRUT (AP) – Syrian opposition figures say it’s time for the United States to back up the statements of President Barack Obama — who has said that if Syria’s government were to use chemical weapons, it would cross a “red line.” The White House and other top administration officials are saying  that U.S. intelligence has “varying degrees of confidence” that Syria’s government has twice used chemical weapons in its civil war. Republican Sen. John McCain says the administration now needs to establish a no-fly zone and provide other assistance to Syrian rebels.
 
     MANCHESTER, Ill. (AP) – Authorities say there was a dispute between the man suspected of killing a south-central Illinois family and at least one of the victims, but they don’t know what it was about. Illinois state police say authorities are running down reports that Rick Smith was involved in a custody dispute with a member of the family that was found shot to death early Wednesday. Smith is suspected of forcing his way into the home in Manchester, a small town 50 miles west of Springfield, and shooting the family with a shotgun. The victims were two brothers, their father, their pregnant mother and their great-grandmother. Smith died after a shootout with police.
