Jamestown, ND (KCSi-T.V. News Apr 26, 2013) — The National Weather Service Friday (Apr 26, 2013) issued its latest flood forecast, for the James River at Grace City, LaMoure, and Pingree.

At Grace City where the flood stage is 11.3 feet, there is a 95% chance the river will rise to 5.2 feet, a 10% chance the river will go up to 7.7 feet.

At LaMoure where the flood stage is 17.1 feet, there is a 95% chance the river will rise to 8.6 feet, a 10% chance it will go up to 15.2 feet.

At Pingree where the flood state is 9.8 feet, there is a 85% chance the river will rise to 4.9 feet, and a 10% chance it will go up to 7.2 feet.

The forecast is valid as of April 26, 2013.

Changes in the forecast may occur with a significant rain event.

Valley City, ND (KCSi-T.V. News) – The Valley City Commission met in Special Session Friday Morning (Apr 26, 2013) at 10 a.m. at City Hall. Commissioners Luke and Nielson were not present.

Mayor Werkhoven said the purpose of the meeting is to get an update on the flood forecast along the Sheyenne River.

Army Corp of Engineer’s Bald Hill Dam Manager, Rich Schueneman said, the snow melt is progressing favorably upstream and that barring a significant rain event, the Corps is presently not looking to increase the Bald Hill Dam release higher than 2,000 cfs which would be held for about three weeks.

He added that a release of 3,000-4,000 cfs, if needed, would not cause a significant flooding problem in Valley City.

He pointed out that the National Weather Service hydrographic information previously put the chance of a 16.9 foot Shyenne River level at Valley City at 50-percent.

He said as of Friday he’s looking more toward a 95 percent chance of the river level at Valley City at 12.9 feet.

On Friday the Bald Hill Dam release was increased to 500 cfs, to match the inflow. On Monday  morning the release was 693 cfs., with the inflow at 2,253 cfs.  The lake level is at 1,258.59 feet  with the Sheyenne River level at Valley City at 6.96 feet.  Flood stage is 15 feet.

The Lake Ashtabula level was at 1,258.59 feet, with the pool level handling additional storage expected to reach 1,266 feet by May 1, 2013.

He said, in the river basin at Maddock there is currently significant snowpack moisture, which takes about 7-10 days to reach downstream.

He added that  not much snow cover remains in Valley City for runoff.

The Corps will continue to monitor the flows in the northern basin, for any possible changes in the Bald Hill Dam Releases.

He pointed out that the river at Kathryn is ice free.

Valley City Administrator, Daivd Schelkoph said Valley City is prepared to protect to a river level of 19 feet, at which time emergency levees would have to go in place…. with all flood plans in place if needed.

The meeting was shown live on CSi 68 followed by replays.

 

  BISMARCK, N.D. (AP) – Some rural areas in North Dakota are dealing with flooding after a weekend of warm weather that melted snow.
 
     The Red Cross tells the Grand Forks Herald overland flooding in Rolette County prompted the evacuation of eight families late Sunday. Their mobile homes were damaged by 2 feet of water.
 
     Six of the families are staying with family or friends. The other two are staying in a Rolla hotel.
 
Overflowing creeks and coulees and snowmelt draining off hills is leading to problems in north central North Dakota. Some roads have been closed or washed out.
 
     Road flooding in the Minot area trapped at least one vehicle on Sunday.
 
     The state Transportation Department has urged drivers to slow down and be cautious in areas where it might be flooding.

 

 FARGO, N.D. (AP) – The Red River has topped major flood stage in Fargo, but forecasters say the river should peak at an earlier date and a lower height than was predicted when the city began its flood preparation.
 
     The river topped the 30-foot mark Sunday night, which is 12 feet above the level where the river spills its banks and the point that the National Weather Service considers major flood stage, even though few structures in the city are threatened.
 
     Forecasters say the river should peak Wednesday at 37 feet, which means the water is unlikely to test most of the clay levees and sandbag dikes that were built when forecasters predicted a higher crest.
 
     Officials say the flood forecast improved because of an ideal melt cycle and a diminishing threat of precipitation.

 

FESSENDEN, N.D. (AP) – The North Dakota Transportation Department says drivers should slow down and use caution because melting snow will push water onto some roads in the northeastern part of the state in the next few days.
 
     Officials say state Highway 15 has been closed at the roadway underpass in Fessenden due to flooding.
 
     The Transportation Department says it has reopened North Dakota Highway 32 about 15 miles north of the junction with U.S. Highway 2 near Lankin. The department says water has receded and is no longer on Highway 32 in three other areas near Lankin.
 
     Ward County officials expect water to cover some roads for several days.

Jamestown, ND (KCSi-T.V. News Apr 26, 2013) — Three men, including two from Jamestown are facing burglary and theft of property charges, stemming from a breakin at the Dito Bar in Sanborn, on February 21, 2013, where an amount of liquor and cigarettes were taken.

19-year-old Trevor A. Peterson of Jamestown was arrested Thursday.

Barnes County Sheriff Randy McClaflin also says an arrest warrant has been issued for 21-year-old Eric Gahner of Jamestown and 25-year-old Ryan M. Lindquist of Bottineau.

The three men face a Class C felony Burglary charge and a misdemeanor charge of Theft of Property.

 

Jamestown, ND (KCSi-T.V. News Apr 26, 2013) — Jamestown Regional Medical Center has announced that two individuals will be filling two positions.

In a news release, Jamestown Regional Medical Center (JRMC) announces that Lisa Jackson has been named as the JRMC Foundation Director. 

Jackson graduated from NDSU with a degree in mass communications and has worked in marketing with Newell Rubbermaid, annual giving and events for Jamestown College and major gift and gift planning for Kansas University Endowment.

 Trisha Jungels has been named as the Vice President of Clinical Services/Chief Nursing Officer.

Jungels is a 2002 nursing graduate of Jamestown College and has served as the JRMC Home Health and Hospice manager since 2009. She is also the organizational excellence coordinator for JRMC. Trisha was a staff nurse and unit supervisor at JRMC and a home health nurse for Ransom County Public Health in Lisbon.

Trisha will oversee all nursing units at JRMC including the patient care unit, emergency department, family birthplace and surgical services, home health/hospice, pharmacy, anesthesia, cardiopulmonary rehab/wellness, social services/utilization review and clinic services.

 

Jamestown, ND (KCSi-T.V. News Apr 26,, 2013) –The Jamestown Public School Foundation, in conjunction with the local United Way and the Jamestown Optimist Club, is pleased to announce a “roll out” of the Imagination Library program which is set to begin in Jamestown. 

This “roll out’ will be held on May 15, 2013 from 10:00 AM to noon in the Thompson Community Room at Jamestown Middle School, 203 2nd Avenue SE, Jamestown, North Dakota. 

First Lady Betsy Dalrymple will be the featured speaker and will introduce the program and read “The Little Engine that Could” to pre-school kids in attendance. 

    Imagination Library is sponsored nationally by the Dolly Parton Foundation.  Its prime function is to get a free book every month to children between the ages of 0 and 5 at no cost to the parents.  This is an outstanding program meant to improve literacy with our youngest children.  Our local organizing committee hopes to give a free book to every young child ages 0-5 who attends the roll-out.

 

 BISMARCK, N.D. (AP) – Gov. Dalrymple says he will sign legislation Monday aimed at strengthening penalties for drunken driving in North Dakota.
 
     North Dakota’s Legislature last week endorsed the bill that increases fines and other penalties. The new law will require jail time or community service work for first-time DUI offenders who have a blood alcohol content of 0.16 percent. That’s twice the state’s legal limit of 0.08 percent.
 
     The bill also would require mandatory participation in the so-called 24/7 sobriety program for repeat offenders.
 
     A second DUI arrest also would require a minimum sentence of 10 days in jail.
 
     Dalrymple says he will be joined at the bill signing by the bill’s sponsor’s Attorney General Wayne Stenehjem and members of families who have lost loved ones in an alcohol-related crash last year.

 

GRAND FORKS, N.D. (AP) – Grand Forks police say a man has been taken into custody after a standoff that lasted several hours in the eastern North Dakota city.
 
     Police Lt. Mike Ferguson says authorities received a call Sunday morning from a woman who said an unknown man had broken into her home. Officers noticed smoke coming from the house.
 
     Once authorities learned the man could be armed, nearby Hope church and Bethel Lutheran Church were evacuated. Ferguson says the man left the residence and was taken into custody after several hours of negotiation.
 
     The Grand Forks Fire Department extinguished the fire inside the residence.
 
     Authorities say the man was taken to a hospital. They say the case is under investigation.
 

GRAND FORKS, N.D. (AP) – More than 1,000 people filled the Alerus Center in Grand Forks to send off about 200 North Dakota National Guard soldiers called to serve a homeland security mission.
 
     The soldiers with the 1st Battalion of the 188th Air Defense Artillery Regiment will spend about a year in the Washington, D.C., area, helping protect the airspace around the nation’s capital.
 
     Guard commander Maj. Gen. David Sprynczynatyk (sprihn-suh-NAT’-ihk) said during the send-off ceremony Sunday that it’s rare to deploy such a large group of soldiers for a yearlong mission inside the country’s borders.
 
     It is the 10th time since 2004 that soldiers with the battalion have been deployed. Other deployments were to Afghanistan, Iraq and Kosovo.

 

 BISMARCK, N.D. (AP) – North Dakota Agriculture Commissioner Doug Goehring has extended the application deadline for grants to help promote specialty crops.
 
     The deadline had been this coming Friday but Goehring has moved it to May 24. He says North Dakota and Minnesota have cooperated on a number of projects in the past, and the new deadline is closer to Minnesota’s closing date.
 
     The federal Agricultural Marketing Service is expected to give North Dakota about $480,000 for the grants, which can be used for such purposes as developing new seed varieties, controlling pests and diseases and developing regional food systems. Grants are capped at $100,000.
 
     Specialty crops in North Dakota include dry beans, dry peas, lentils, potatoes, confection sunflowers, grapes, honey and vegetables.

  BISMARCK, N.D. (AP) – The number of deer gun hunting licenses that will be made available in North Dakota this year likely will be the lowest in three decades.
 
     Game and Fish Department Wildlife Chief Randy Kreil (kryl) says the agency is proposing 59,500 licenses, a drop of 5,800 from last year and the lowest number since 1982. The majority of reductions will come in the northern and eastern parts of the state.
 
     Kreil says the tough, lingering winter has been hard on deer. And populations were already low due to three straight harsh winters beginning in 2008.
 
     Game and Fish will submit its proposal to the governor for his approval this week.

 CHICAGO (AP) – The MiBOSTON (AP) – Jean-Gabriel Pageau (pah-ZHOH’) snapped a 2-2 tie with 3:34 remaining before Ottawa completed a 4-2 win at Boston, giving the Senators the seventh seed and allowing Montreal to edge out the Bruins for the Northeast Division crown. The Senators will open the postseason against the Canadiens while the Bruins take on Toronto. The other Eastern Conference matchups have top-seeded Pittsburgh against the New York Islanders and No. 3 Washington versus the Rangers.

The Mnnesota Wild head to Chicago this week to face the Blackhawks in the NHL playoffs. It’s the Wild’s fourth playoff appearance in their 12 seasons, but the first since 2008.

  AVONDALE, La. (AP) – Billy Horschel finished one shot ahead of D.A. Points to win the PGA’s Zurich Classic in Louisiana. Horschel began the final round two shots back before a string of six straight birdies vaulted him to the top of the leaderboard. He closed with an 8-under 64 for a 20-under total in his first PGA victory.

     SAVANNAH, Ga. (AP) – The pairing of Brad Faxon and Jeff Sluman won the Champions Tour Legends of Golf better ball tournament in Savannah, Ga. They finished play 23-under par, one shot in front of the teams of Fred Funk and Mike Goodes and Kenny Perry and Gene Sauers. The duo had five birdies in a seven-hole stretch in the middle of their round and made par on their final four holes to hold on for the win.
 
     Pre-tournament favorites Bernhard Langer (LAHN’-gur) and Tom Lehman (LAY’-muhn) finished play 19-under-par.

     BARCELONA, Spain (AP) – Rafael Nadal (rah-fay-ehl nah-DAHL’) won the Barcelona Open for the eighth time, defeating Nicolas Almagro 6-4, 6-3 for his fourth title of the year. After trailing 3-0 in the first set, Nadal found his form and broke his fellow Spaniard in three of his next four service games to take command.
 
     STUTTGART, Germany (AP) – Maria Sharapova (shah-rah-POH’-vah) beat Li Na (lee nah) 6-4, 6-3 to successfully defend her WTA Porsche Grand Prix title in a final between the last two French Open champions. The top-seeded Russian swept to her second title of the year after winning in Indian Wells, Calif.
 

In world and national news…

BAGHDAD (AP) – A week-long spike in sectarian violence in Iraq escalated again today as five car bombs exploded in predominantly Shiite cities. At least 26 people were killed and dozens were wounded. The blasts happened in central and southern Iraq. No one has claimed responsibility, but coordinated bombings in civilian areas are a favorite strategy used by al-Qaida in Iraq.
 
     PRAGUE (AP) – Police say the cause isn’t officially known but authorities are thinking natural gas after a powerful explosion damaged an office building in the center of the Czech capital, Prague. Authorities believe there are people buried in the rubble and say up to 40 people have been injured.
 
     PHILADELPHIA (AP) – A jury in Philadelphia isn’t too far away from getting the case of an abortion provider charged with killing viable babies born alive. Closing arguments are scheduled today. The defense claims that there were no live births at 72-year-old Kermit Gosnell’s clinic.
 
     ATHENS, Greece (AP) – The search is still on off southern Greece for eight missing Syrian crewmen from a cargo ship that sank after a collision with another freighter. Two seamen died and seven have been rescued. The weather in the area was good.
 
     BRANDON, Miss. (AP) – The suspect in the mailing of poison-laced letters to President Barack Obama and others is expected in court today to face charges of making and possessing ricin. The investigation initially zeroed in on a rival to 41-year-old James Everett Dutschke (DUH’-skee), but charges against the rival were dropped.
