 Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session on Tuesday May 7, 2013 at 4-p.m., and then recessed into Executive Session for the purpose of consulting with the City Attorney concerning territorial service claims by Stutsman Rural Water District.

Those present during the Executive Session were:  Mayor Andersen and City Council Members Kourajian, Gumke, Brubakken, and Buchanan, along with City Administrator Jeff Fuchs, City Engineer, Reed Schwartzkopf, City Fire Chief Jim Reuther, and City Attorney Ken Dalsted, Assistant City Attorney Mary Jensen, and on the phone, Tammy Norgaard from the Vogel Law Firm in Fargo.

Following the Executive Session the open meeting was reconvened.

Mayor Andersen said, no action was to be taken by the City Council stemming from the meeting.

The open portion of the meeting was shown live on CSi 67.

 

Jamestown, ND (KCSi-T.V. News) May 7, 2013) — The Jamestown City Engineer’s Office is informing residents, that effective Wednesday, May 8, 2013, 4th St NE between 11th & 12th Ave NE and 12th Ave NE between 3rd & 4th St NE will be closed beginning at 8:30 a.m.

Please follow local detour road signage.

The closure is due to utility work associated with fire hydrant replacement and requires temporary removal of electric utility poles.

Work is anticipated to be finished by late afternoon, but could last the entire day.

Motorists should use alternate routes and use EXTREME caution in and around this area.

 

Valley City, ND (KCSi-T.V. News) — Valley City will have the second public meeting to discuss, educate and answer questions about the AMI (automated metering infrastructure) system.

A goal of the meeting is to correct previous information,

The meeting is Thursday May 9, 2013 at 7-p.m., at City Hall.

 

 VALLEY CITY, N.D. (AP) – A federal lawsuit filed by a North Dakota woman who said she suffered permanent injuries from a police handcuff incident has been settled out of court.
 
     Cheryl Schultz sued Valley City and two police officers after the March 2009 incident. She claimed she suffered second-degree burns when police used an electric grinder to remove one of the cuffs placed on her wrists when she was arrested for drunken driving.
 
     She had sought $50,000 in damages. Valley City Attorney Russ Myhre says  terms of the settlement are not being made public.

 

Valley City, ND (KCSi-T.V. News) — The Barnes County Commission voted 3-2 to move the 9-1-1 Dispatch Center to the Barnes County Courthouse basement.

County Commissioners John Froehlich and Phil Leitner voted against the motion.

County Commissioners Eldred Knutson, Cynthia Schwehr and Rodger Berntson have concerns of a flood threat to the present location, stemming from the 2009 & 2011 flood events in Valley City.

The current contract with the city expires on July 16, 2013.

Barnes county plans to ask the city to lease the space monthly after Stutsman County Eergency Manager, Jerry Berquist said that it could take 6-8 months to move the equipment.

Barnes county is in the process of entering into a joint agreement with Stutsman and Richland counties to share services.

Barnes County is working with vendors to replace the older dispatch center equipment.

 

Jamestown, ND (KCSi-T.V. News) — The third year of Teen Community Emergency Response Team (CERT) at Jamestown High School, is coming to a close with its final exercises on Thursday May 9, 2013.

Approximately 140 students of the freshman class will be participating in a disaster exercise.

The students will act as the responders during a mock bus crash scenario with JHS drama students acting as the victims.

Students will utilize their newly-learned CERT skills under the direction of local emergency response agencies an school staff.

The exercise will give students a chance to practice and refine their new capabilities should they need to respond to an actual disaster or emergency event in the future.

Prior to the exercise there will be a brief graduation ceremony with the students receiving their Teen CERT diplomas.

Due to the large amount of students participating in this year’s class, there will be two separate exercises and graduation ceremonies.

The first group starts at 9:06 a.m., with the second group following at 10:30a.m.

 

 FARGO, N.D. (AP) – Authorities have arrested a suspect in an early morning convenience store robbery in Fargo after a brief manhunt.
 
     Police say the man grabbed money out of the cash register at the Petro Travel Center just after 5 a.m. when the clerk opened the till for a transaction. Police in West Fargo spotted the suspect vehicle a short time later and gave chase.
 
     The suspect eventually abandoned the car and fled on foot. A police dog was brought in and tracked the suspect, who authorities say has a history of similar grab-and-dash thefts.

 

DICKINSON, N.D. (AP) – The suspect in a New Year’s Eve shooting outside of a bar in the western North Dakota oil patch town of Gladstone has pleaded not guilty to attempted murder.
 
     Robert York is accused of trying to shoot Gladstone resident Justin Willis in the face with a sawed-off shotgun after an apparent bar fight. Authorities say York came to North Dakota from the Phoenix area in Arizona, though court documents list his address as Hedrick, Iowa.
 
     Two brothers from Iowa, Rusty and Ryan Shields, allegedly also were involved in the dispute and were charged with attempted murder.

 They reached agreements with prosecutors and were sentenced to probation on misdemeanor assault charges.
 
     York faces up to 20 years in prison if convicted.

 

FARGO, N.D. (AP) – An Arizona sheriff’s deputy accused of driving to North Dakota and assaulting a man who had an affair with his wife has pleaded guilty to felony aggravated assault.
 
     A sentencing date was not immediately set for 41-year-old Timothy Abrahamson, of Glendale, Ariz. He faces up to five years in prison.
 
     Abrahamson was accused of driving to West Fargo last September and confronting Jason Swart in Swart’s driveway. Court documents state Swart lost part of an ear in the assault.
 
   Swart was a high school classmate of Abrahamson’s wife.
 
     Abrahamson no longer works for the Maricopa County Sheriff’s Department in Arizona.

 

FARGO, N.D. (AP) – Authorities say a dozen sheep are dead after two dogs entered a North Dakota State University research barn and attacked the animals.
 
     Campus police Lt. Greg Stone says employees discovered the dogs when they showed up for work about 8 a.m. Tuesday at the barn northwest of the main NDSU campus.
 
     Stone says some of the sheep had been killed and others had to be euthanized because of injuries. At least two others were being treated for injuries.
 
     An animal control officer from the Fargo Police Department impounded the canines. Stone says authorities haven’t yet contacted the dog’s owners and are looking at what laws or ordinances were broken.
 

 

BISMARCK, N.D. (KCSi-T.V. News May 7, 2013)  – Gov. Jack Dalrymple applauded the $250 million in income tax relief he signed into law as important legislation that directly benefits North Dakotans who have worked hard to help create our vibrant economy.

“North Dakota’s strong economy did not happen overnight. The people and businesses of our state have been working hard for many years to innovate, to build and to create opportunities,” Gov. Dalrymple said. “At the same time, the state has worked hard to position itself as a friendly business environment, where hard-working individuals can thrive. This $250 million in income tax relief helps continue those efforts, creating an even brighter future for North Dakota.”

Dalrymple highlighted the tax relief in Senate Bill 2156 while speaking at the Fargo-Moorhead West Fargo Chamber’s legislative wrap up event in Fargo today.

Senate Bill 2156 overwhelmingly passed both the House and the Senate providing $200 million in personal income tax relief and $50 million in corporate tax relief. This represents a 20 percent and 12 percent tax cut, respectively. Combined, these reductions in income tax send unprecedented relief directly back to taxpayers.

The total tax relief package passed in the 2013-15 legislative session, including income, property and homestead tax relief, reached more than $1.1 billion.

Property tax relief totaled $850 million this legislative session, including $656 million provided through a new K-12 school funding formula that shifts the largest share of education costs from school districts to the state.

The homestead tax credit, which applies to senior citizens who live on fixed incomes, was more than doubled from $8.8 million to $20 million. The Legislature raised the maximum income limit and the maximum asset limit, including the value of taxpayers’ homes, making more North Dakotans eligible for this property tax reduction.

Dalrymple also signed into law an expansion of the homestead tax credit for disabled veterans.  The change expands the tax credit program for disabled veterans from $4.2 million to $7.7 million, an 83 percent increase.

Since 2009, Dalrymple has worked with legislators to reduce taxes by nearly $2.4 billion.

 

  BISMARCK, N.D. (AP) – Teams from the Federal Emergency Management Agency, the North Dakota Department of Emergency Services and local officials are conducting preliminary assessments on Wednesday to determine damage from this year’s flood.
 
     State and federal teams will meet with local officials to look at roads, bridges and other infrastructure damage in 18 counties and one tribal community. The counties are: Benson, Bottineau, Cass, Eddy, Foster, Grand Forks, McHenry, Pembina and Ramsey. Also, Ransom, Renville, Richland, Rolette, Towner, Traill, Walsh, Ward and Wells counties, as well as the Spirit Lake Nation.
 
     The teams will also be reviewing flood-related expenses like emergency measures and debris clean up.

WASHINGTON (AP) – President Barack Obama says military personnel who engage in sexual assault are betraying the uniform they are wearing. He says he has directed Defense Secretary Chuck Hagel to do more to stop such assaults. During a White House news conference, Obama said he wanted members of the armed services to hear directly from their commander in chief that such behavior is not only unacceptable, but illegal and unpatriotic. He was responding to a question about Lt. Col. Jeffrey Krusinski, who led the Air Force’s Sexual Assault Prevention and Response unit. He was charged with groping a woman in a northern Virginia parking lot on Sunday.
 
     WASHINGTON (AP) – When it comes to the civil war in Syria, President Barack Obama says there are no easy answers. And he told reporters Tuesday that he doesn’t make decisions based on perceptions. The administration has been seeking further evidence about claims that the Syrian government has used chemical weapons against its citizens.
 
     CLEVELAND (AP) – Officials in Cleveland say they have no record of anyone calling about criminal activity at the house where three missing women were found alive Monday. But two neighbors say police were called twice in recent years to investigate suspicious activity. One man says he heard pounding on doors there. Another neighbor says her daughter saw a naked woman crawling in the backyard. Both say police looked around but never went inside the house. The homeowner and two brothers are now in custody.
 
     WASHINGTON (AP) – Two new reports will add fuel to the battle in Congress over whether to tighten restrictions on firearms. The reports show that gun homicides have dropped steeply in the United States since 1993. Both reports also found that the rate of non-fatal crimes involving guns was also down by around 70 percent over that time. One report is from the Justice Department, while the other is from the Pew Research Center.
 
     WASHINGTON (AP) – Republican senators are criticizing the border security provisions in a new immigration bill. And they say the measure can’t pass Congress until those measures are strengthened. At a Senate hearing on the border security sections of the bill, Tom Coburn of Oklahoma said, “You’re going to have to do a lot more on border control.”
