BISMARCK, N.D. (AP) – Nearly a dozen counties in North Dakota have put burning restrictions in place so far this spring due to dry conditions that have increased the danger for wildfires.
Burleigh, Emmons and Stark counties implemented burn bans this week. The counties of Williams, Golden Valley, Dunn, Hettinger, Adams, LaMoure and Dickey had done so earlier.
Bismarck Rural Fire Chief Al Klein says burn restrictions help remind people to be careful when burning and not to do so on hot, dry, windy days.
A grassland fire in Ransom County burned more than 400 acres before being contained Tuesday. Much of the scorched land was in the Sheyenne National Grasslands. The Milnor Fire Department says the blaze was sparked by someone burning garbage.

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session on Tuesday May 7, 2013 at 4-p.m., and then recessed into Executive Session for the purpose of consulting with the City Attorney concerning territorial service claims by Stutsman Rural Water District.
Those present during the Executive Session were: Mayor Andersen and City Council Members Kourajian, Gumke, Brubakken, and Buchanan, along with City Administrator Jeff Fuchs, City Engineer, Reed Schwartzkopf, City Fire Chief Jim Reuther, and City Attorney Ken Dalsted, Assistant City Attorney Mary Jensen, and on the phone, Tammy Norgaard from the Vogel Law Firm in Fargo.
Following the Executive Session the open meeting was reconvened.
Mayor Andersen said, no action was to be taken by the City Council stemming from the meeting.

VALLEY CITY, N.D. (AP) – A federal lawsuit filed by a North Dakota woman who said she suffered permanent injuries from a police handcuff incident has been settled out of court.
Cheryl Schultz sued Valley City and two police officers after the March 2009 incident. She claimed she suffered second-degree burns when police used an electric grinder to remove one of the cuffs placed on her wrists when she was arrested for drunken driving.
She had sought $50,000 in damages. Valley City Attorney Russ Myhre says the settlement are not being made public.
Valley City, ND (KCSi-T.V. News) — The Barnes County Commission voted 3-2 to move the 9-1-1 Dispatch Center to the Barnes County Courthouse basement.
County Commissioners John Froehlich and Phil Leitner voted against the motion.
County Commissioners Eldred Knutson, Cynthia Schwehr and Rodger Berntson have concerns of a flood threat to the present location, stemming from the 2009 & 2011 flood events in Valley City.
The current contract with the city expires on July 16, 2013.
Barnes county plans to ask the city to lease the space monthly after Stutsman County Eergency Manager, Jerry Berquist said that it could take 6-8 months to move the equipment.
Barnes county is in the process of entering into a joint agreement with Stutsman and Richland counties to share services.
Barnes County is working with vendors to replace the older dispatch center equipment.
Valley City, ND (KCSi-T.V. News) — Steve Hammel was introduced Monday (May 6, 2013) at the Valley City Commission meeting, as the new Barnes County/Valley City Public Library, Director, effective May 6, 2013.
Hammel was the library director in Denison, Iowa before coming to Valley City.
Hammel asked for volunteers, adding that he looks forward to the challenge.
Hammel succeeds library director Mary E. Fischer, who passed away in late 2012.

Jamestown, ND (KCSi-T.V. News) — The third year of Teen Community Emergency Response Team (CERT) at Jamestown High School, is coming to a close with its final exercises on Thursday May 9, 2013.
Approximately 140 students of the freshman class will be participating in a disaster exercise.
The students will act as the responders during a mock bus crash scenario with JHS drama students acting as the victims.
Students will utilize their newly-learned CERT skills under the direction of local emergency response agencies an school staff.
The exercise will give students a chance to practice and refine their new capabilities should they need to respond to an actual disaster or emergency event in the future.
Prior to the exercise there will be a brief graduation ceremony with the students receiving their Teen CERT diplomas.
Due to the large amount of students participating in this year’s class, there will be two separate exercises and graduation ceremonies.
The first group starts at 9:06 a.m., with the second group following at 10:30a.m.
FARGO, N.D. (AP) – Authorities have arrested a suspect in an early morning convenience store robbery in Fargo after a brief manhunt.
Police say the man grabbed money out of the cash register at the Petro Travel Center just after 5 a.m. when the clerk opened the till for a transaction. Police in West Fargo spotted the suspect vehicle a short time later and gave chase.
The suspect eventually abandoned the car and fled on foot. A police dog was brought in and tracked the suspect, who authorities say has a history of similar grab-and-dash thefts.
DICKINSON, N.D. (AP) – The suspect in a New Year’s Eve shooting outside of a bar in the western North Dakota oil patch town of Gladstone has pleaded not guilty to attempted murder.
Robert York is accused of trying to shoot Gladstone resident Justin Willis in the face with a sawed-off shotgun after an apparent bar fight. Authorities say York came to North Dakota from the Phoenix area in Arizona, though court documents list his address as Hedrick, Iowa.
Two brothers from Iowa, Rusty and Ryan Shields, allegedly also were involved in the dispute and were charged with attempted murder. The Dickinson Press reports that they reached agreements with prosecutors and were sentenced to probation on misdemeanor assault charges.
York faces up to 20 years in prison if convicted.
FARGO, N.D. (AP) – A Canadian man accused of leading a conspiracy to sell drugs in North Dakota and other states is scheduled for sentencing in federal court.
Jerome Catacutan pleaded guilty earlier to conspiracy to possess with intent to deliver a controlled substance, and money laundering. He faces life in prison without parole.
Authorities say Catacutan admitted that he tried to buy 30 kilograms of cocaine from undercover agents. He allegedly engaged in ongoing negotiations with U.S. agents posing as large-scale cocaine traffickers.
Court documents show that the agents met with Catacutan at a Bloomington, Minn., bar in October 2009.
Sentencing is set for today at 1:30 p.m. in Fargo.
FARGO, N.D. (AP) – North Dakota State University plans to seek compensation from the owner of two dogs that attacked a flock of sheep inside a research barn.
The attack Tuesday left a dozen sheep dead. Seven were killed by the two huskies and five others were injured and had to be euthanized. Another six were injured but remain alive and are being treated.
NDSU Animal Sciences head Greg Lardy says the loss likely will be in the thousands of dollars. He says the loss also is tough on staff and students who “care very passionately about the animals.”
The owner of the dogs was not immediately identified. Authorities were planned to cite the owner for having a dog running at large, an infraction punishable by up to a $500 fine.
WASHINGTON (AP) – The Air Force has stripped 17 officers of their authority to control nuclear missiles. The action follows a string of unpublicized failings, including a dismal review of their unit’s launch skills. The tipping point was an inspection in March of the 91st Missile Wing at Minot Air Force Base. The group earned the equivalent of a “D” grade.
BISMARCK, N.D. (KCSi-T.V. News May 7, 2013) – Gov. Jack Dalrymple applauded the $250 million in income tax relief he signed into law as important legislation that directly benefits North Dakotans who have worked hard to help create our vibrant economy.
“North Dakota’s strong economy did not happen overnight. The people and businesses of our state have been working hard for many years to innovate, to build and to create opportunities,” Gov. Dalrymple said. “At the same time, the state has worked hard to position itself as a friendly business environment, where hard-working individuals can thrive. This $250 million in income tax relief helps continue those efforts, creating an even brighter future for North Dakota.”
Dalrymple highlighted the tax relief in Senate Bill 2156 while speaking at the Fargo-Moorhead West Fargo Chamber’s legislative wrap up event in Fargo today.
Senate Bill 2156 overwhelmingly passed both the House and the Senate providing $200 million in personal income tax relief and $50 million in corporate tax relief. This represents a 20 percent and 12 percent tax cut, respectively. Combined, these reductions in income tax send unprecedented relief directly back to taxpayers.
The total tax relief package passed in the 2013-15 legislative session, including income, property and homestead tax relief, reached more than $1.1 billion.
Property tax relief totaled $850 million this legislative session, including $656 million provided through a new K-12 school funding formula that shifts the largest share of education costs from school districts to the state.
The homestead tax credit, which applies to senior citizens who live on fixed incomes, was more than doubled from $8.8 million to $20 million. The Legislature raised the maximum income limit and the maximum asset limit, including the value of taxpayers’ homes, making more North Dakotans eligible for this property tax reduction.
Dalrymple also signed into law an expansion of the homestead tax credit for disabled veterans. The change expands the tax credit program for disabled veterans from $4.2 million to $7.7 million, an 83 percent increase.
Since 2009, Dalrymple has worked with legislators to reduce taxes by nearly $2.4 billion.
BISMARCK, N.D. (AP) – Gov. Jack Dalrymple says he is confident that the state Board of Higher Education can resolve lingering questions about the leadership of North Dakota University System Chancellor Hamid Shirvani.
Dalrymple isn’t offering any recommendations. But he says “there’s no question” Shirvani is “off to a rocky start” and “has not won the confidence of the people whose confidence he needs.”
Shirvani says he was given a mandate when he was hired last year to overhaul the state’s higher education system and fix problems including low graduation rates. But he has been criticized for his management style and accused of ignoring open meeting laws.
Several groups have passed votes of no confidence in Shirvani, but the Higher Education board says it stands behind him.
BISMARCK, N.D. (AP) – Teams from the Federal Emergency Management Agency, the North Dakota Department of Emergency Services and local officials are conducting preliminary assessments on Wednesday to determine damage from this year’s flood.
State and federal teams will meet with local officials to look at roads, bridges and other infrastructure damage in 18 counties and one tribal community. The counties are: Benson, Bottineau, Cass, Eddy, Foster, Grand Forks, McHenry, Pembina and Ramsey. Also, Ransom, Renville, Richland, Rolette, Towner, Traill, Walsh, Ward and Wells counties, as well as the Spirit Lake Nation.
The teams will also be reviewing flood-related expenses like emergency measures and debris clean up.
MINOT, N.D. (AP) – The number of temporary federal housing units still occupied in northern North Dakota’s Ward County has fallen below 300.
The Federal Emergency Management Agency made more than 2,000 mobile homes available to residents displaced by historic Souris River flooding in June 2011. The number of occupied units is now at 291.
FEMA last year extended the temporary housing program through this June, but the agency started charging rent in January.
FEMA also is selling some of the units to people living in them. As of May 2, the agency had finalized nearly 100 sales.
BISMARCK, N.D. (AP) – Former state Sen. Ed Kringstad has died.
Gov. Jack Dalrymple announced Tuesday that Kringstad passed away Saturday in Bismarck. Kringstad served in the North Dakota Senate from 1995 to 2006.
Dalrymple says he and First Lady Betsy Dalrymple were sad to hear about Kringstad’s passing. He says Kringstad was an outstanding state senator who was genuine and caring.

Toronto earned a 6-4 victory after Blue Jays pitcher J.A. Happ was hit in the head by Desmond Jennings’ line drive in the second inning. Happ was taken off the field on a stretcher and sent to a hospital for tests a few hours before Maicer Izturis (MY’-sur ihz-TOOR’-his) belted a solo homer to break a 4-4 tie in the ninth.

ST. PETERSBURG, Fla. (AP) – Toronto Blue Jays pitcher J.A. Happ has been released from a Florida hospital, a day after he was hit on the head by a line drive.
Bayfront Medical Center said in a statement that Happ was discharged after being upgraded from fair to good condition on Wednesday. Happ was taken there after being struck on the left side of the head during Tuesday night’s game against the Tampa Bay Rays.
The Blue Jays said Happ was responsive and feeling better after sustaining a head bruise and cut to his the left ear.
The hospital released a statement from the pitcher, who said he was in good spirits and appreciated the support he had received from “the baseball community.”

Carmelo Anthony scored half of his 32 points while the Knicks were reeling off a 30-2 run in the second half of a 105-79 rout of Indiana, knotting that series at a game apiece. Mike Conley’s 26 points, 10 rebounds and one assist pushed the visiting Grizzlies to a 99-93 triumph at Oklahoma City. Game 3 is Saturday in Memphis.

Patrick Marleau’s power-play goal at 13:18 of the extra session gave the Sharks a four-game sweep. Also on ice, the New York Islanders beat Pittsburgh 6-4 to even that series 2-2, Game 5 is Thursday in Pittsburgh. Ottawa has a 3-1 series lead following a 3-2 overtime win against Montreal,

COLLEGE T.V. BASKETBALL
NEW YORK (AP) – The Final Four’s national semifinal games will only be on cable-TV the next two years. The Saturday doubleheader will air on TBS in 2014 and 2015, with the title game remaining on CBS. Under the 14-year deal that CBS and Turner Sports signed with the NCAA in 2010, CBS and TBS were scheduled to start alternating broadcasts of the entire Final Four starting in 2016, but Turner had the option to move that up to 2014.

House Republicans insist the Obama administration is covering up information about the deadly assault that killed a U.S. ambassador and three others. A hearing is being held today on Capitol Hill, despite an exhaustive independent review, more than 25,000 pages of documents sent to Congress and hours of testimony from two cabinet members and the Joint Chiefs chairman.
CHARLESTON, S.C. (AP) – Former South Carolina governor Mark Sanford is headed back to Congress after his career was derailed by scandal four years ago. The Republican bested Democrat Elizabeth Colbert (KOHL’-buhrt) Busch in a special election yesterday, winning back the seat he held for three terms in the 1990s. Sanford’s career disintegrated in 2009, when he used public funds to visit his then-mistress in Argentina. He’d told his staff he was hiking the Appalachian Trail.
CLEVELAND (AP)- Charges have yet to be filed against them, but three brothers believed to have held three women captive for around least 10 years could be in court today. The women escaped from the Cleveland house when one of them kicked out the lower portion of a screen door and used a neighbor’s phone to call 9-1-1.
WASHINGTON (AP) – The National Safety Council says that fatal car crashes where drivers are on the phone are seriously underreported. The council says even when drivers admitted to authorities that they were using a phone during an accident in which someone was killed, about half the cases weren’t recorded that way.
TOKYO (AP) – Toyota reports it more than doubled its quarterly profit. Cost cuts and better sales worked with a weakening yen to add momentum to the automaker’s comeback. Last year Toyota reclaimed the title of world’s top-selling automaker, and said today it expects the strong results to continue in its new business year that ends March 2014.
