Jamestown, ND (KCSi-T.V. News May 9, 2013) — Jamestown Dam releases have been increased to 950 cfs.
Pipestem Dam Manager Bob Martin says, Pipestem Dam releases remain at 100 cfs for a combined 1,050 cfs through the James Rive in Jamestown.
He says, Jamestown Reservoir is rising around a foot a day, as the Pipestem Reservoir rise has tapered off.
Martin says releases are expected to remain consistent for the foreseeable future, but may need to be adjusted for any rain event that may occur.
Valley City, ND (KCSi TV News) — Valley City officials held a public Thursday evening, May 9, 2013 at City Hall to discuss, educate and answer questions about the AMI (automated metering infrastructure) system.. the Smart Meter, and load management.
Concerns from the audience included the location of the Smart Meters, along with load management issues and plans and costs to consumers.
Bob Drake said the public has previously been misled by the city and the system concerns.
He asked who will benefit the most, the utility, or the consumer?
Lloyd Nelson questioned the viability of off peak usage, concerning when the customer is able to use power at given times. He also said the city should do cost comparison of replacing the current system, versus installing the Smart Meters.
City Administrator David Schelkoph said Valley City does not offer an off-peak residential rate.
Mayor Werhoven listed other cities in North Dakota that use the Smart Meter system.
City Adminstrator, Schelkoph outlined the prime issues.
He said the AMI wireless radio frequency meters, allows the meters to stay indoors, adding the meters will offer cost savings to save meter reading fees, and save the city dollars with the payback for the cost of the system estimated in 5-6 years.
The cost savings in not having a meter reader is $160,000, along with $200,000 in energy savings.
He pointed out that there is no cost to the customer for installation, and will be active less than three percent of the time.
He added the city needs to have the AMI system installed by the next heating season, to maximize efficiencies in load control management and savings of dollars.
Schelkoph added that the present meter system in Valley City is 30 years old and needs replacing.
Technical issues including and explanation of F.C.C. regulations, and licensing and band with was explained by a representative of Cooper Power.
Also on hand at the meeting were City Commissionrs, Magnuson, Pedersen and Luke, along with City Attorney Myhre.
The meeting was shown live on CSi 68, followed by replays.

Before the vote City Auditor, Avis Richter gave an update on the city funds avaialable with major projects in the offing.
Those include the permanent flood control project.

City Administrator Schelkoph said an additional $20,000 will be added to the costs due to a fee for shipping and handling.
The total price tag is $1,205,000.

Jamestown, ND (KCSi-T.V. News) — The third year of Teen Community Emergency Response Team (CERT) at Jamestown High School, was culminated with its final exercises on Thursday May 9, 2013.
Approximately 140 students of the freshman class participated in a disaster exercise.
Prior to the exercise a brief graduation ceremony took place, with the students receiving their Teen CERT diplomas.
There was two exercises, and graduation ceremonies at the high school, due to the large amount of students participating.
During a mock bus crash scenario, the students acted as responders, and JHS drama students acted as the “victims.”
Students utilized their newly-learned CERT skills under the direction of local emergency response agencies an school staff.
The exercise gives students a chance to practice and refine their new capabilities should they need to respond to an actual disaster or emergency event in the future.
Valley City, ND (KCSi-T.V. News) — Officials in Valley City inform the public that this Monday May 13, 2013 reconstruction will start on Phase II of the 9th Avenue Northwest project.
The street will be closed to traffic from 4th Street Northwest to 12th Street Northwest.
Also, 9th Avenue Northwest traffic is to be detoured along Main Street, 5th Avenue Northeast and 12th Street North.
Truck traffic is asked to avoid using 5th Avenue Northwest, and follow the designated detour route.
DICKENSON, N.D. (AP) – North Dakota authorities say an Idaho man died and another man was injured after 2 semi-trucks and a pickup crashed just east of the Montana border.
The crash happened Tuesday morning along Highway 200.
The man who died was identified as 49-year-old Bart Winger, of Idaho Falls, Idaho.
The North Dakota Highway Patrol says the collision happened when a 2007 Peterbilt semi-truck and Winger’s 2004 GMC pickup were slowing down for a turn, a 2005 International semi-truck struck the pickup, pushing it sideways into the Peterbilt.
Authorities say Winger was not wearing his seatbelt.
The driver of the International was injured, but his condition was not immediately available.
FARGO, N.D. (AP) – Four men have pleaded not guilty in Cass County District Court to charges related to two recent copper thefts, including one that was the biggest in recent memory in the city.
20-year-old Sabastijan Tahirovic, 28-year-old Elvis Hasimovic and 34-year-old Luis Perez Jr. are accused of breaking in and stealing copper wire from Dakota Supply Group on April 8 and Fargo Electric on Feb. 25.Another man, 18-year-old Andreas Redzic is also charged in the Dakota Supply Group theft, which involved 26,000 pounds of copper wire valued at $112,000.
Charges for the men range from felony theft to possession of a controlled substance.
A fifth man charged in the case is set to appear in court May 16.
GRAND FORKS, N.D. (AP) – Three people have been sentenced for distributing methamphetamine on the Spirit Lake Indian Reservation.
U.S. Attorney Timothy Purdon announced Thursday that Fulton Merrick, Jr., Garrick Mini and Rayone Sherman were each sentenced on a charge of distributing a controlled substance. The three earlier pleaded guilty to distributing methamphetamine on the reservation.
Thirty-seven-year-old Merrick, of Devils Lake, was sentenced to one year and nine months in custody and three years of supervised release. Thirty-two-year-old Mini, of Devils Lake, was sentenced to two years in prison and three years of supervised release.
Forty-four-year-old Sherman, of Fort Totten, was sentenced to one year and one month in custody and three years of supervised release.
DEVILS LAKE, N.D. (AP) – One of two men charged in an Easter Sunday armed robbery of a Devils Lake bowling alley has been sentenced to serve four years in prison after pleading guilty to felony robbery.
19-year-old John Greywind Jr., of Fort Totten, had another six years of prison time suspended.
Ramsey County State’s Attorney Lonnie Olson says Greywind admitted holding a knife to an employee at the Royal Lanes and demanding the employee open the safe.
Olson says about $1,800 was taken in the robbery. The employee wasn’t hurt.
The second suspect, 18-year-old Johnson Tollefson, of St. Michael, has pleaded not guilty to robbery.
GRAND FORKS, N.D. (AP) – State and local leaders in Grand Forks have announced plans to build a new $1.5 billion nitrogen fertilizer production facility northwest of Grand Forks.
Gov. Jack Dalrymple and Grand Forks Mayor Michael Brown were joined by others Thursday in announcing that Northern Plains Nitrogen intended to build the new facility. The plant will produce nitrogen-based fertilizers by converting natural gas into anhydrous ammonia and urea.
The company announced plans for a study examining specifications and infrastructure needs. If complete, the plant will produce more than 600,000 tons of nitrogen per year and employ approximately 135 full-time employees.
Construction is scheduled to begin in spring 2015, with an estimated completion date in spring 2017.
BISMARCK, N.D. (AP) – The AFL-CIO says North Dakota has the highest rate of worker deaths in the nation.
Officials say there were 44 worker deaths in North Dakota in 2011, for a rate of 12.4 deaths per 100,000 workers. That was well above the national rate of 3.5 fatalities per 100,000 workers.
North Dakota union head Tom Rickersays North Dakota’s rate is due partly to the oil boom in the western part of the state. The Occupational Safety and Health Administration says half of the worker fatalities in North Dakota since 2010 have been in oil and gas occupations.
Gov. Jack Dalrymple says North Dakota is dominated by the energy, agriculture and heavy manufacturing industries – all of which can be dangerous occupations.
GRAND FORKS, N.D. (AP) – The North Dakota Board of Higher Education has approved a plan that sets guidelines for tuition rates at the state’s 11 colleges.
The maximum increases vary between 2.13 and 6.63 percent, with a cap of 4.9 percent at the University of North Dakota and 4.23 percent at North Dakota State University.
Should every school charge the top rate, it would result in $31.7 million in tuition increases. Board members say it’s a good formula because it allows the universities to set their own proportions.
Lawmakers approved a nearly 12 percent increase in state funding for higher education, but warned higher education officials about keeping tuition affordable.
GRAND FORKS, N.D. (AP) – The state Board of Higher Education will be reviewing the job performance of embattled University System Chancellor Hamid Shirvani.
The board approved a motion at Thursday’s meeting in Grand Forks to conduct the special assessment, which should include surveys of university system employees and others.
The action came after board member Kari Reichert added an agenda item to discuss Shirvani’s leadership skills. Reichert and board member Janice Hoffarth say there has been an “alarming” turnover rate among university system employees since Shirvani took over less than a year ago.
Asked during a break in the meeting whether he thought there was a turnover problem, Shirvani said, “Absolutely not. That’s absolutely preposterous.”
Shirvani says he was given a mandate to overhaul the higher education system. The board has previously supported him.
GRAND FORKS, N.D. (AP) – A state district judge is back on the job in Grand Forks about six weeks after having open-heart surgery.
Northeast Central District Judge Joel Medd had the operation on March 21 and returned to the bench on Monday. He says he is doing cardio rehabilitation three times a week and feels good.
Retired Judge H. Patrick Weir came from Medora to hear cases in Medd’s absence.
Medd was appointed by then-Gov. Art Link in 1979 and since 2006 has been the longest-serving state district judge in North Dakota.

Kacy Gardiner tossed 5 1/3 scoreless innings, while Nick Smart picks up the win picking two innings of relief.

The Jimmies reached the nationals by defeating Mayville State 7-6, on May 4th, the Unaffiliated Conference Tournament.
The winner of the five-team, double-elimination tournament heads to the NAIA World Series in Lewiston, Idaho.

GRAND FORKS, N.D. (AP) – The University of North Dakota is hoping to bring the NCAA hockey tournament back to the state. UND’s athletic director says the school’s working on a bid to host a men’s hockey regional at Fargo’s Scheels Arena in 2015 or 2016.
GRAND FORKS, N.D. (AP) – The University of North Dakota men’s hockey team has added a third goaltender.
Matt Hrynkiw (HUR’-ihn-kew) was named the Saskatchewan Junior Hockey League goaltender of the year this spring after posting a .939 save percentage and a 1.83 goals-against average for the Humboldt Broncos. He went 27-11-2 overall, leading the Broncos to the regular season title. He also is a finalist for the Canadian Junior A goalie of the year award.
The 21-year-old Hrynkiw will come to UND in the fall.
UND’s top two goaltenders next year are expected to be sophomore-to-be Zane Gothberg and senior-to-be Clarke Saunders.

Tomas Vokoun (voh-KOON’) stopped 31 shots in his first playoff start in six years and the Penguins beat the New York Islanders 4-0 last night to take a 3-2 series lead.

MINNEAPOLIS (AP) – The Minnesota Vikings have wrapped up an agreement with the University of Minnesota to play their home games at TCF Bank Stadium while the new Vikings stadium is being built. The Vikings will pay the university $250,000 for every game and up to an additional $50,000 in concession and advertising revenue. The university’s board of regents is expected to approve the deal today.

SAN FRANCISCO (AP) – A 72-foot-long Swedish sailboat capsized yesterday in San Francisco Bay while practicing for the upcoming America’s Cup races, killing an Olympic gold medalist from the United Kingdom and injuring another sailor.
Artemis Racing said Andrew “Bart” Simpson died after the capsized boat’s platform trapped him underwater for about 10 minutes.

DHAKA, Bangladesh (AP) – Soldiers at the site say the woman just rescued after 17 days buried in the rubble of a collapsed garment factory building in Bangladesh is in remarkably good condition despite the ordeal. Rescuers stopped all debris removal and went to hand saws to cut the woman out of the rubble after her discovery. A crowd gathered and cheered when she was freed.
SYDNEY (AP) – The search is over off the coast of eastern Australia with no sign of two cruise ship passengers lost overboard two days earlier. Aircraft and ships covered 1,360 square nautical miles of ocean during the search north of Sydney. Surveillance cameras show paramedic Paul Rossington and his girlfriend Kristen Schroder were outside their cabin when they fell more than 65 feet.
VATICAN CITY (AP) – The head of the Coptic Orthodox Church has met with the pope of the Catholic Church for the first time in 40 years. Pope Tawadros II, called on Pope Francis today at the Vatican and the two prayed together. The occasion was to mark the anniversary of the signing of a declaration for improving ties between the two churches.
LAS VEGAS (AP) – O.J. Simpson is about to ask for a new trial on charges he lead an armed sports memorabilia heist in Nevada. He plans to claim that his lawyer botched his case. Simpson plans to testify next week. The five-day hearing starts Monday.
ANKARA, Turkey (AP) – An American tourist in Turkey has been given a one year suspended prison sentence after picking up stones on a Turkish beach. The crime was attempting to smuggle historical artifacts. Two pieces inside a bag of collected stones appeared to be artifacts. Turkey has broad definitions of what historical artifacts are.
