BISMARCK, N.D. (AP) – Gasoline prices are on the rise and headed to a record in North Dakota.

North Dakota AAA spokesman Gene LaDoucer (luh-DOO-sur) says the average price of gas in the state could reach $4.15 per gallon, breaking the July 2008 record of $4.08.

A gallon of regular unleaded gas already is at $4.24 per gallon at some gas stations in the Bismarck-Mandan area. And North Dakota Petroleum Marketers Association President Mike Rud (rood) says some stations in Jamestown and Fargo have even run out of fuel.

LaDoucer says several large refineries that feed the region are down for maintenance or upgrades, and that a recent fire at a refinery in Minnesota also has contributed to the supply problems.

BISMARCK, N.D. (AP) – North Dakota’s congressional delegation doesn’t like a proposed new rule that would require energy companies on federal lands to publicly disclose chemicals used in hydraulic fracturing.

Fracking involves pumping water, sand and chemicals underground to break open rocks and allow oil and gas to flow. Critics fear it causes environmental harm.

Sen. John Hoeven says the proposed rule will add “a new layer of regulation and bureaucracy.” He says a better approach is to let states regulate energy development within their borders.

Sen. Heidi Heitkamp also believes the rule will cause delays and frustrations in permitting and drilling on federal lands, though she says it’s a step in the right direction.

Rep. Kevin Cramer says the federal government can’t create a fracking standard without interfering with state and local laws.

WAHPETON, N.D. (AP) – Police in Wahpeton are investigating the armed robbery of a convenience store.

Two masked men with handguns entered a Tesoro station just after 2 a.m. Friday and forced the clerk to open two cash registers.

The suspects fled with an undisclosed amount of cash. The clerk was shaken up but not hurt.

FARGO, N.D. (AP) – Xcel Energy is proposing two natural gas-fired power plants 70 miles south of Fargo to help meet electricity needs during times of peak demand.

The plants would be built near Hankinson if they are approved by regulators because of the site’s proximity to a natural gas pipeline and an electrical transmission line. They would go into service in 2018 and 2019.

Minneapolis-based Xcel Energy also has proposed a peaking plant near Minneapolis that would go into operation in 2017. The   plants are planned to meet a gradual increase in power demand in Xcel’s service area, which includes Minnesota and the Dakotas.

In sports…

FARGO, N.D. (AP) – A man who owns a semipro football team in Minnesota that plays games in the spring is starting a team in Fargo-Moorhead that will play in the fall.

James Kern owns the Brainerd (Minn.) Lumberjacks, who play in the Midwest Premier Football League. He tells The Forum newspaper that the team he is forming in Fargo-Moorhead will be an extension of the Lumberjacks and will play in the United National Football League.

Players have to be at least 18 years old and are responsible for their own health insurance. Players don’t get paid and have to buy their own equipment.

Kern says the new team has more than 40 players but is looking for more to play a 10-game schedule starting Aug. 10.

In world and national news…

BALTIMORE (AP) – After spending much of the week addressing controversies over the IRS, the attack on the U.S. diplomatic outpost in Benghazi, Libya, and the Justice Department’s seizure of journalists’ phone records, President Barack Obama is trying to put a focus back on jobs and the economy. Speaking in Baltimore, Obama says despite signs of growth in the economy, Washington has more work to do and can’t allow its focus to “drift.”

BAGHDAD (AP) – Another bombing in a Sunni area of Baghdad has pushed the day’s death toll to at least 58. Iraqi officials say the latest blast hit a commercial area in a mainly Sunni neighborhood in western Baghdad, killing at least seven people and wounding 20. Friday’s attacks on Sunnis came after two days of car bombs targeting Shiite areas in Baghdad and other attacks that have killed more than 50.

GRANBURY, Texas (AP) – All seven people thought to be missing after the outbreak of tornadoes that hit North Texas on Wednesday have turned up safe. The Hood County Sheriff’s Office says the death toll from the violent storm system remains at six and is unlikely to go higher. Meanwhile, crews are working to clear debris and restore water and electricity to the hard-hit Ranch Brazos neighborhood in Granbury, but there’s no word when the community will be safe enough for residents to return.

LITTLE ROCK, Ark. (AP) – A federal judge has granted a request to temporarily block enforcement of a new Arkansas law that bans most abortions 12 weeks into a pregnancy. The state’s Republican-led Legislature enacted the ban in March, overriding a veto from Democratic Gov. Mike Beebe. The American Civil Liberties Union of Arkansas and the Center for Reproductive Rights have filed a lawsuit on behalf of two Little Rock abortion providers, arguing the ban violates the U.S. Supreme Court’s Roe v. Wade decision that legalized abortion until a fetus could survive outside the womb.
SPRINGFIELD, Ill. (AP) – It’s now up to Gov. Pat Quinn to decide whether medical marijuana use should be allowed in Illinois. The state Senate voted 35-21 Friday to approve legislation allows physicians to prescribe marijuana to patients with one of 33 specific terminal illnesses or debilitating medical conditions. Quinn hasn’t signaled whether he will sign it into law.
