Valley City (Valley News Live) – A lawsuit has been filed after the death of a man in the Barnes County Correctional Facility.
25-year-old Lonny Bradley committed suicide in October of 2018 after he was arrested on terrorizing and resisting arrest charges.
His family is suing saying it was known that Bradley was suicidal, but was not put on suicide watch according to protocol.
In addition, documents say Bradley openly discussed thoughts of killing himself on September 16, and they say the next day Bradley attempted to commit suicide.
The Barnes County States Attorney said at the time that Bradley was taken to the state hospital and received treatment for 10 days and was cleared to return to the jail on September 27.
Bradley committed suicide on October 5 in the same manner he had attempted previously.
Officials say Bradley was under increased observation at the time of his death.
The lawsuit claims Bradley’s death was preventable if proper policies were followed.
Jamestown (CSi) The Jamestown City Council met in Regular Session Monday evening at City Hall.
Council Member Phillips was present via telephone conference call.

- Steve Reidburn spoke about a permit denial he applied for concerning a house, to place a roof over a deck, indicating a $5,000 fee, saying a replot was required, and a variance was denied.

REGULAR AGENDA
RESOLUTIONS:
- Approved was the issuance of bonds by Cass County, North Dakota on behalf of Essentia Health and its affiliates under the Municipal Industrial Development Act and authorize the Mayor and City Administrator to sign the agreement on behalf of the City of Jamestown.
- The action will provide Cass County with the ability to re-issue bonds at a lower interest rate, with a joint powers agreement the affiliates, Jamestown being a part of the original joint powers agreement and the issuance of bonds. Wahepton and Valley City have previously approved. Essentia assumes all financial responsibility for the bonds.
- The City council authorized the City Administrator to sign and submit a SRF Clean Water application to the ND State Health Department and ND Public Finance Authority for the 2019 Watermain Improvements Project 19-61. Interstate Engineer’s Darrell Hournbuckle said the project is close to $2-million, in conjunction with excessive ground water.
Considered was the proposal from New Phase Energy for continuation of the study for utilization of biogas. Hournbuckle explained said the amount of gas coming into the system from the Waste Water Treatment Plant that has been metered was not in the amount that was expected. At this time other purchasers are now being looked at including Great River Energy, and applying for loans. New Phase Energy is requesting to use $15,000 from a pool of money provided from the City of Jamestown amounting to $50,000. The City Council approved a proposal, to submit a grant application for dollars.
The City Council then…
Authorized New Phase Energy to prepare applications for grants for the utilization of biogas to assist in funding the project, and authorize the City Administrator to sign the grant applications.
- Authorized New Phase Energy to prepare and the City Administrator to sign and submit a SRF application to the ND State Health Department and ND Public Finance Authority for the biogas project.
- After consideration the City Council approved a Resolution to authorize, direct and establish storage fees for abandoned and impounded vehicles, at $45 per day.
- The City Council, approved a Resolution to approve the City Prosecutor’s request to enter into an Agency Access Agreement with the State of North Dakota for electronic online access to the ND Criminal Justice Information Sharing (ND CJIS) Portal.
ORDINANCES:
- The Council approved the introducing the First Reading of an ordinance to amend and re-enact Sections of the City Code pertaining to the Building Code and Plumbing Code.
MAYOR AND COUNCIL MEMBER’S REPORT:
Council Member Phillips said ideas are proceeding on the plans to update Frontier Village, and requested public comment and ideas.
She pointed out for citizens to fill out and hand in 2020 Census forms.
City Council Member, David Steele, said he attended the Chamber’s Annual Banquet, and congratulated the award winners.
Council Member Buchanan said the recent Battle of the Badges Blood drive competition on was won by law enforcement.
Mayor Heinrich said, he’s heard positive comments on the city’s snow removal under difficult conditions.
He pointed out agencies that have been in Jamestown at public meetings to update and explain the flood watch. He said at the meeting last Wednesday evening, no questions were asked by the public.
OTHER BUSINESS:
The City Council approved the request from Knights of Columbus for gaming site authorizations for the Jamestown Civic Center on February 22, 2020, and, for the Gladstone Inn & Suites on April 18, 2020.

Jamestown (CSi) Jamestown Mayor Dwaine Heinrich will be meeting with area legislative representatives, concerning funding for a ladder truck for the Jamestown City Fire Department.
On Monday’s Wayne Byers Show on CSi Cable 2, he said, the legislators will approach state officials for funds, with the former ladder truck having gone back to the state, because of cost prohibitive repairs.
Mayor Heinrich recently told CSiNewsNow.com that while to state has funded a ladder truck to the city of Jamestown for 91 years, the city was informed that the state no longer will provide funding for the truck, which the city was unaware of. The ladder truck has since been returned to the state, and parked at the state hospital grounds.
In January this year, City Council approved the draft Resolution affirming the urgency and necessity of the State’s participation in replacing the State of North Dakota ladder truck for the City.
(AP) Coal production in North Dakota dropped 8% in 2019, compared to the prior year. A trade group says the state’s five coal mines produced 27.2 million tons of lignite. The Lignite Energy Council says the reduction was mainly due to major outages at various power plants and maintenance at the Great Plains Synfuels Plant. The Bismarck Tribune says the lower tonnage also resulted partially from electricity produced from other sources including natural gas, wind generation and the Garrison Dam, which put pressure on lignite-based power plants in the state.
BISMARCK, N.D. (AP) — A virus is killing some doves in the Bismarck-Mandan area. North Dakota’s Game and Fish Department says it has received “numerous” reports since December of dead and dying Eurasian collared dove. That dove is a nonnative species that typically does not fly south for the winter. The Bismarck Tribune reports officials have confirmed a virus is the cause. Game and Fish officials are still working to document the extent of the disease outbreak in the area and whether it’s a problem in other parts of North Dakota. The virus also affects pigeons.
ST. PAUL, Minn. (AP) — Minnesota utility regulators have put Enbridge Energy’s plan to replace its aging Line 3 crude oil pipeline back on track. They voted 3-1 to approve a court-ordered revised environmental review and reinstate two key approvals that the company needs to proceed with the disputed project. That clears the way for Enbridge to obtain two remaining major state and federal permits and some minor permits that it still needs. But environmental and tribal activists _ who say the pipeline would aggravate climate change and threaten pristine water resources _ vowed further court challenges to ensure that the project is never built.
HELENA, Mont. (AP) — A Montana game farm is under quarantine after an elk tested positive for chronic wasting disease. The brain wasting disease hasn’t been identified in domestic deer or elk in Montana since 1999. The testing that discovered the illness is required by the U.S. Department of Agriculture’s Herd Certification Program. The elk appeared healthy and was slaughtered for meat. The illness was discovered in testing. Montana law requires CWD positive game farm herds to be quarantined for five years or killed and tested. State veterinarian Marty Zaluski says they’ll investigate to determine the source of the infection.
BISMARCK, N.D. (AP) — Officials in McKenzie County are turning to drones to make better decisions about when to restrict traffic on the region’s gravel roads in the heart of North Dakota’s oil patch. Pilots from ISight RPV Services will fly drones over the county’s roads after rainy weather beginning this spring. The aircraft’s cameras will pick up images of the road conditions. The Bismarck Tribune reports the project’s supporters say it should make closure decisions more strategic. The Grand Forks-based company plans to establish an office in Watford City with two pilots and two assistants who will begin using the drones in May.

UNDATED (AP) — De’Aaron Fox had 31 points and five assists, Bogdan Bogdanovic made five free throws in the final 69 seconds, and the Sacramento Kings held off a late run by Minnesota to win 113-109, handing the Timberwolves their 12th consecutive loss. Bogdanovic scored 23 points, Buddy Hield added 16 and Harrison Barnes had 14 points and seven assists for Sacramento. Karl-Anthony Towns had 22 points, 10 rebounds and six assists to lead six Minnesota players in double figures. Shabazz Napier added 17 points and seven assists.
Jayson Tatum scored 28 points and Grant Williams drove for a key basket in the final minute, leading the Boston Celtics to a 123-115 victory over the Atlanta Hawks.
The Hawks had a chance when a video review overturned a call along the baseline that initially gave Boston the ball. But Trae Young turned it over with a bad pass at the other end. The Celtics milked the shot clock before Williams took off down the lane and banked one in with 37.6 seconds remaining. Boston won its fourth straight. Young led Atlanta with 34 points but also had nine turnovers.

The Bears received 49 of 65 first-place votes in the latest poll to stay comfortably ahead of Gonzaga and Kansas. The Bears are atop the rankings for a third straight week.
Nos. 1-4 remained unchanged, continuing a stretch of stability in what has been an unpredictable season with a record-tying seven different teams reaching No. 1.

The Red Wings have been shut out in two consecutive games and have lost nine straight overall.
—Mark Pysyk scored three times in his first career hat trick, and the Florida Panthers beat the Toronto Maple Leafs 5-3. Mike Hoffman had a goal and an assist for Florida, which trailed 3-1 early in the third period. Mike Matheson had three assists, and Sergei Bobrovsky made 31 saves in the Panthers’ seventh win in eight games.

Kansas City set to celebrate Super Bowl win with parade
UNDATED (AP) — Officially, the Super Bowl partying in Kansas City will continue on Wednesday, with a downtown parade for the Chiefs.
A parade through downtown is set for 11:30 a.m. Wednesday, followed by a rally at Union Station. Several schools in the area canceled Wednesday’s classes, and the Kansas Legislature canceled that day’s session. Officials announced the celebration Sunday night, shortly after the Chiefs defeated San Francisco 31-20.

— Pro Football Hall of Fame defensive back Willie Wood has died. He was 83. Wood won five NFL championships with the Green Bay Packers under coach Vince Lombardi and made the first interception in Super Bowl history. He rose from undrafted rookie to play safety in eight Pro Bowls. Longtime friend Robert Schmidt says Wood died of natural causes in Washington. Wood had suffered from advanced dementia for several years.

UNDATED (AP) — Jhoulys Chacín (joh-LEES’ cha-SEEN’) has finalized a minor league contract with the Minnesota Twins after a miserable 2019 season that saw him go from an opening day start to an August release. The 32-year-old right-hander was 15-8 with a 3.50 ERA for Milwaukee in 2018 after signing a $15.5 million, two-year deal with the Brewers.
Left-hander Marco Gonzales and the Seattle Mariners have agreed to a $30 million contract covering 2021-24, a deal that includes a club option and could be worth $45 million over five seasons. Gonzales is coming off the best season of his career. He tied for the American League lead with 34 starts and was tied for fifth with 16 victories. His 3.99 ERA was the lowest of his career and he set career highs in starts, innings pitched and strikeouts. The 27-year-old is about to begin his third full season with Seattle after starting his career with St. Louis.

—The Houston Astros have hired James Click as their new general manager. The Tampa Bay Rays executive is now in charge of the scandal-ridden team a week before the start of spring training. Click succeeds Jeff Luhnow, who along with manager AJ Hinch was suspended by Major League Baseball in the wake of a sign-stealing scam and then fired by the Astros. The Astros hired Dusty Baker last week as their new manager.
— Right-hander Brandon Kinztler and the Miami Marlins have finalized a one-year contract that guarantees $3,275,000. Miami also completed a $1.5 million, one-year deal with outfielder Matt Joyce. Kintzler was 3-3 with a 2.68 ERA last year in 68 relief appearances for the Chicago Cubs. Joyce hit .295 with 10 doubles, seven home runs, and 23 RBIs in 238 plate appearances for the Atlanta Braves last season.
— The Yankees have more competition in the job for backup catcher. Three players — Erik Kratz, Josh Thole and Chris Iannetta — have agreed to minor league contracts. Austin Romine, Gary Sánchez’s backup the last three seasons, became a free agent and agreed to a contract with Detroit. Kyle Higashioka is the only other catcher on New York’s 40-man roster.
A pair of social gathering areas are being added to the second deck of Yankee Stadium, cutting seating by 500 to 800 seats. New York is adding the Stella Artois Landing in left field and the Michelob Ultra Clubhouse in right field. Both areas are covered because they are below the top deck.

Staples Center removes public’s massive Kobe Bryant memorial
LOS ANGELES (AP) — The massive memorial created by the public outside Staples Center after the death of former Lakers superstar Kobe Bryant is being dismantled, with an official saying some of the items will go to Bryant’s widow.
The cleanup of flowers, balloons, jerseys, stuffed toys and other items began before dawn and behind a barrier. More than 1,300 basketballs were boxed. Fans spontaneously began creating the memorial in a plaza outside the arena when word surfaced that Bryant, his daughter Gianna and seven other people were killed in a helicopter crash on Jan. 26. Some of the material will be donated to Bryant’s widow.

House leader urges action on bill tied to Ohio State scandal
COLUMBUS, Ohio (AP) — Unhappy with Ohio State’s response to allegations of widespread, decades-old sexual abuse by a team doctor, the leader of the Ohio House called Monday for lawmakers to act soon on a stalled proposal to enable the survivors to sue the university under state law.
About 350 men alleging sexual misconduct by the late Richard Strauss have sued the school in federal court. Ohio State initially argued those claims are time-barred by law, but it has since committed to a “monetary resolution” for those who were abused.

Russian track federation board resigns over doping failure
MOSCOW (AP) — The entire board of the Russian Athletics Federation has resigned as Russia faces another ban from Olympic track events and possible expulsion from World Athletics. The federation says the entire board stepped down after a meeting with the new Russian Sports Minister, Oleg Matytsin. The federation has been suspended by World Athletics since 2015 because of widespread doping. The crisis has deepened in recent months after a program allowing Russians to compete internationally as neutral athletes was frozen.

DES MOINES, Iowa (AP) — Democratic Party officials in Iowa are working furiously to deliver the delayed results of their first-in-the-nation caucus. They say final results will be released Tuesday. Frustrated presidential candidates are claiming momentum and plowing ahead in their White House quests. Technology problems and reporting “inconsistencies” kept party officials from releasing results from Monday’s caucus, the much-hyped kickoff to the 2020 primary. It was an embarrassing twist after months of promoting the contest as a chance for Democrats to find some clarity in a jumbled field with no clear front-runner. Instead, caucus day ended with no winner, no official results and many fresh questions about whether Iowa can retain its coveted “first” status.
NEW YORK (AP) — A key accuser in the New York City rape trial of Harvey Weinstein is due back on the stand for a third day of testimony. She broke down in tears Monday, halting an exhaustive cross-examination that focused on the nature of her relationship with the once-powerful movie mogul. The woman is expected to be on the stand much of the day Tuesday as Weinstein’s lawyers continue a painstaking review of emails and other evidence they say paint the 34-year-old as a manipulative liar who gritted her way through sexual encounters with Weinstein because she enjoyed the perks of knowing him.
NAPLES, Fla. (AP) — A kayaker who went missing during a solo trip in the Florida Everglades was found alive after his cell phone washed up on a riverbank. Authorities were able to recover data from the phone showing where he’d been. The Collier County Sheriff’s Office says a helicopter crew then spotted 67-year-old Mark Miele on Monday and led a marine unit to his location. National Park Service rangers found a bag containing his wallet and phone Sunday, giving rescuers an area to target their search. Officials say Miele embarked on a solo kayaking trip on Jan. 22 and was due back Jan. 29.
BEIJING (AP) — Hong Kong hospitals are cutting services as medical workers strike for a second day to demand the borders with mainland China be shut completely to ward off a virus that caused its first death in the territory. All but two of Hong Kong’s land and sea crossings with the mainland were closed, but four locally transmitted cases have been reported, indicating community transmission. The territory reported its first death and the second fatality outside China, which has reported 425 deaths and more than 20,000 cases of the new coronavirus. On the mainland, thousands of treatment beds were being placed in tight rows in public venues hastily transformed into hospitals as patients overwhelm medical facilities in the hardest-hit areas.
