Light snow amounts occurring mainly Wednesday night through Thursday night, possibly  lingering into Friday.

Preliminary forecast snow amounts are very light during this period, ranging from a trace to 1/2 inch for central North Dakota…to up to an inch or two in western North Dakota.

Slight chances of light snow for western and southern parts of North Dakota Saturday through Sunday.

Monday and Tuesday, in general favor a cooler pattern with the polar jet stream.

 

Bismarck  (CSi)   North Dakota Attorney General, Wayne Stenhjem reports that the state finals of the LifeSmarts competition will be held Wednesday in Bismarck.

The competition will be begin at 9-am February 5th in the Pioneer Room at the state Capitol. Fourteen teams of students from ten North Dakota High Schools will compete for a chance to go to the National Finals competition being held in Washington DC in April.

The high school teams are from Jamestown, Flasher, TGU Granville, Burke Central, Tioga, TGU Towner, Bottineau, Fessenden-Bowdon, and Litchville-Marion, and new this year: Bowbells.

The LifeSmarts competition tests students on their general knowledge in five subjects: personal finance, health and safety, the environment, technology, and consumer rights and responsibilities. Each team is guaranteed to compete in at least two rounds, with the three highest scoring teams advancing to the final round.

The LifeSmarts state final competition event, now in its 22nd year, is supported by many North Dakota groups, including the ND Securities Department, Capital Electric Cooperative Inc., Capital Trophy, Cash Wise Foods, Dan’s Supermarket, ND JumpStart!, and ND Association of Rural Electric Cooperatives.

Stenehjem encourages members of the public to attend the event in support of the students.

Valley City  (CSi)  The Valley City Commission met in Regular Session, Tuesday evening at City Hall.  All members were present.

North Dakota Winter Show Manager Tesa Klein was introduced. She talked about her background and noted the Winter Show is about three weeks away, adding new events are planned this year, and looks forward to continuing to work with city officials. A Military and First Responders Night is planned.

Senator Larry Robinson introduced, Williams Panos the new NDDOT Director, who said he’s learning about North Dakota, and called it a “Face to Face,” state in terms of communication.

He will be visiting local governments, and school districts.  He gave an overview of services, and improvements in the system, including shorter waiting times to obtain a “real license.”

He added that the NDDOT is providing $550,000 for transit programs.  He said North Dakota is working on a ten year infrastructure plan.

RESOLUTION

Commissioners  approved, a Resolution to Designate Authorized Representative for the City of Valley City, Mayor Carlsrud, as a Member of Missouri Basin Municipal Power Agency dba Missouri River Energy Services.

Approved was a Resolution Declaring Necessity for Paving Improvements in Paving Improvement District No. 120 (NDDOT Project# UGP-2-999(051), PCN 22280), a mill and overlay project on Central Avenue South.  A 30 day protest period will follow, and include Special Assessment information in letters, plus public meetings.

The City Commission approved a Resolution Declaring Necessity for Paving Improvements in Paving Improvement District No. 121 (2020 Seal Coat, on recently paved areas).  Protest will be reviewed and public hearings will be held.

Approved a Resolution Authorizing the Public Works cash transfer to remove the Negative balances of $428,283 in the street department, and $629,777 in the water department.  Public Works Accountant Gary Jacobson the Street Department’s negative balance stems from the high cost of snow removal.

In the water department the deficit will be covered by the sewer department.  He said recent rate increases should now balance that  budget.

 

NEW BUSINESS

Approved a capital lease of Elgin Pelican Street Sweeper for five years with annual payment of $43,068.00 from Sanitation Products.  Public Works Accountant Jacobson the present sweeper is near the end of it’s useful life.

Approved was an underground primary wire bid from Resco in the amount of $23,606.  Public Works Accountant Jacobson said the wire will be used for this year’s projects, and is budgeted for.

The City Commission approved Renaissance Zone Authority Board recommendation for 5 year income tax exemption for tenant, Bridge City Dentistry at 239 2nd Avenue NW and designate it as VC-122.

Approved was an Agreement for Long-Term Temporary Highway Closure with NDDOT. City Auditor Richter said the annual agreement covers the city notifyint the NDDOT for such street closures as for street dances within 48 hours.

Commissioners approved the Urban Roads Project Submittal List for Fiscal Year 2021-2024 KLJ said the list is submitted on an annual basis.

Approved was a change in the 2020 board calendar meeting dates.

 

CITY UPDATES &COMMISSION REPORTS

City Attorney Martineck said the position of City Administrator has been posted with the application deadline March 6, to be followed by interviews.

The commissioners concurred to add one hour to the monthly finance meeting starting at 2:30-p.m., for additional commission and public input beginning in March.

City Fire Chief Scott Magnuson reminded residents to keep children and pets off the river, and said VCSU students have volunteered to shovel around fire hydrants.

Mayor Carlsrud and Commissioner Bishop recognized the good work of the city street department in the  additional snow removal process.

The meeting was shown live on CSi Cable 68, followed by replays.

 

Valley City  (CSi)  The Barnes County Commission will hold 2 informational meetings concerning the proposed Barnes County jail and information about the architectural design on Feb 5.

The meetings  will be held at 10 am and 7 pm at the Valley City Eagles Club.

Under the proposed plan, a jail with a construction cost of $11.9-million, and law enforcement center, sheriff’s office at a cost of $4.4 million would be built east of the existing National Guard facility along the I-94 frontage road in Valley City.

Jamestown  (CSi)  Ave Maria Village in Jamestown invites the community to the Soups On Fundraiser on  Wednesday, February  12, from 11-a.m., to 2-p.m., in Barthel Room.

On Tuesday’s Wayne Byers Show on CSi Cable 2, Ave Maria Village, Development Director, Annie Hancock said, at a donation of $7, those in attendance will have a choice of homemade soup, ham salad, or chicken salad, or egg salad sandwich, a cookie, and drink.

Containers will be available for orders on the go.

Proceeds benefit the Ave Maria Village Kitchen Renovation Project.

Jamestown  (CSi)  At Monday’s Special Board of Directors meeting, the Jamestown/Stutsman Development Corporation, elected board members.

On Tuesday’s Wayne Byers Show on CSi Cable 2, JSDC Business Development Director, Corry Shevlin also said the board approved de-obligating funds for 2018-19.

Also at the meeting the JSDC reports that  Secretary-Treasurer, Marlee Siewert, was unanimously elected Vice President, and will assume the Presidency of the JSDC board at the end of this year.  She succeeds Bill Lytle, who has resigned the position, of Vice President, accepting a position in Bismarck.  She also replaces Lytle as vice president of the Spiritwood Energy Park Association Board of Directors.

Lytle, in his second three-year term on the JSDC board, and he would have advanced from vice president to president at the end of 2020.

Jeremy Rham was selected to the JSDC board to fill Lytle’s unexpired term

The Board also elected Tory Hart as Secretary-Treasurer.

The next JSDC Board meeting will be Monday, March 9th at 11:45 a.m. at the JSDC Lower Level Conference Room.

 

Jamestown  (CSi) The Hiring Committee will conduct an interview will be held on Monday February 10 for the Buffalo Bridges Human Service Zone.

Stutsman County Auditor-COO, Nicole Meland says, the interview will be at the Stutsman County Social Service Building, 116 1st Street East,  Jamestown, in the conference room. Committee members will be interviewing for the Buffalo Bridges Human Service Zone Director position.

 

(AP) North Dakota lawmakers were told the state could see a rise in workers’ compensation claims if marijuana is legalized. Workforce Safety and Insurance agency attorney Jodi Bjornson says someone under the influence of marijuana who is hurt on the job would not be compensated presently. But she says that could change if the drug is made legal for recreational use _ unless lawmakers crafted rules to forbid it. Bjornson made the remarks Tuesday to a legislative panel tasked with studying of the pros and cons of marijuana legalization.

 

(AP)  Petroleum engineering students at the University of North Dakota will have additional opportunities for hands-on drilling practice with a new $40 million oil drilling simulator and lab. The full-scale rig was donated by the founder and president of Enhanced Production Inc. in Salt Lake City, Utah and has been used by industries worldwide for research. The Bismarck Tribune says petroleum engineering students will be able to simulate general drilling and deep drilling, test different rocks including shale and simulate oil reservoir conditions.

Jamestown   (UJ)   University of Jamestown is hosting a Family Fun Night on Wednesday, Feb. 5 from 5:30 – 9 p.m. in the Harold Newman Arena. The event will feature carnival games, free food, and autographs from Jimmie Athletes.

Jimmie Booster Club Director, Jim Klemann say, “The Jimmie Booster Club and Jimmie Athletics are proud to once again host Family Fun Night. This event has become a great Jimmie tradition and is something our campus and student-athletes look forward to every year.”

The event is free for attendees 13 and under, $3 for ages 14-18 and 60+, and $4 for adults. Admission includes access to the Jimmie Women’s and Men’s Basketball games, who will be taking on Mount Marty College.

UJ Athletic Director, Sean Johnson addd, “This is one of our favorite events of the year in Jimmie Athletics. It’s a great opportunity for our local youth to meet our student-athletes up close and personal, and it’s fun for everyone involved.”

DES MOINES, Iowa (AP) — Democratic Party officials in Iowa are planning to release a majority of their delayed caucus results by 5 p.m. EST. The party officials in Iowa told the presidential campaigns the news as chaos and confusion hung over Iowa and its first-in-the-nation presidential contest. Frustrated presidential candidates plowed ahead in their quest for nomination, most of them already in next-up New Hampshire. All claimed to be encouraged by Iowa voters in Monday’s voting, especially Vermont Sen. Bernie Senators and Pete Buttigieg of Indiana. Republican President Donald Trump mocked them all and their party and said he was the only one who could claim a victory in Iowa.

 

DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds is defending the state’s first-in-the-nation caucus status as Democrats struggle to get results released. The Republican governor said Tuesday that the state must fight to remain first after a mobile app created to compile and report caucus results malfunctioned, delaying the count. No results have been released yet. The Iowa Democratic Party says it will release a majority of the results later Tuesday. Reynolds says the parties worked together after the 2012 caucuses to maintain faith in the system after Republicans named Mitt Romney the winner, only to find out later that Rick Santorum had more votes.

 

WASHINGTON (AP) — Billionaire Michael Bloomberg is doubling the already massive amount of money he will spend on advertising, an effort to lift the former New York City mayor’s presidential bid and capitalize on the chaotic outcome of Monday’s Iowa caucuses. An exact dollar figure was not provided. But according to the ad tracking firm Advertising Analytics, Bloomberg has already spent over $300 million on TV, radio and digital advertising. That’s boosted him in recent polls even though he is not competing head-to-head with the rest of the Democratic field in early voting states like Iowa and New Hampshire.

 

LAS VEGAS (AP) — Iowa Democrats’ botched deployment of an app to tabulate results from their caucuses has led other early states to try to reassure the public about their plans for the presidential primary. The brunt of the scrutiny is falling on Nevada, which planned to use similar technology at its caucuses in less than three weeks. The Nevada Democratic Party says it’s confident it won’t see a repeat of what happened in Iowa. New Hampshire and South Carolina, which both hold primaries instead of caucuses, says they have similar faith in their well-tested systems.

 

WASHINGTON (AP) — The Senate is so far cleaving neatly along party lines in advance of Wednesday’s virtually certain votes to acquit President Donald Trump on two impeachment charges, Just two or three undecided senators are even considering breaking with their party. The chamber’s top Republican, Majority Leader Mitch McConnell, again slammed the impeachment drive of House Democrats as “the most rushed, least fair and least thorough” in history and confirmed that he will vote to acquit Trump. Top Senate Democrat Chuck Schumer accused Republicans of sweeping Trump’s misconduct under the rug. The trial is cruising to impeachment tallies that will fall short of even a majority of the GOP-held Senate, much less the two-thirds required to remove Trump from office.

 

WASHINGTON (AP) — President Donald Trump has invited special guests to help him highlight key themes in Tuesday’s State of the Union address. Among those invited are an Oklahoma mother who lost her Army husband to a roadside bomb in Iraq. Another guest is a California man whose brother was killed by someone the White House contends should have been deported rather than released from jail. Other guests help illustrate Trump’s advocacy for school choice and opportunity zones. The White House released details about 11 guests around midday Tuesday. A more complete guest list was expected before Trump’s nationally televised address.

 

BRUSSELS (AP) — The European Union has rejected U.S. President Donald Trump’s proposal for securing peace between Israel and the Palestinians. EU foreign policy chief Josep Borrell says the plan breaks with internationally agreed parameters. He has also expressed concern about Israel’s plans to annex more land in the West Bank and the Jordan Valley. Borrell says the EU remains committed to a two-state solution, including an independent, democratic, contiguous, sovereign and viable state of Palestine. The Palestinians and Arab Gulf states have rejected Trump’s plan too, although Israel supports it.
