Jamestown (CSi) Jamestown Public Works reports on Wednesday (Feb 5) that due to continuing City utility repairs, 1st Avenue North is restricted to one lane north bound and one lane south bound in the 200 block.
The lane restrictions will continue until utility repairs are completed. Please watch for signage & use alternate routes.

Valley City (CSi) The Valley City Commission met in Regular Session, Tuesday evening at City Hall. All members were present.
North Dakota Winter Show Manager Tesa Klein was introduced. She talked about her background and noted the Winter Show is about three weeks away, adding new events are planned this year, and looks forward to continuing to work with city officials. A Military and First Responders Night is planned.
Senator Larry Robinson introduced, Williams Panos the new NDDOT Director, who said he’s learning about North Dakota, and called it a “Face to Face,” state in terms of communication.
He will be visiting local governments, and school districts. He gave an overview of services, and improvements in the system, including shorter waiting times to obtain a “real license.”
He added that the NDDOT is providing $550,000 for transit programs. He said North Dakota is working on a ten year infrastructure plan.

RESOLUTION
Commissioners approved, a Resolution to Designate Authorized Representative for the City of Valley City, Mayor Carlsrud, as a Member of Missouri Basin Municipal Power Agency dba Missouri River Energy Services.
Approved was a Resolution Declaring Necessity for Paving Improvements in Paving Improvement District No. 120 (NDDOT Project# UGP-2-999(051), PCN 22280), a mill and overlay project on Central Avenue South. A 30 day protest period will follow, and include Special Assessment information in letters, plus public meetings.
The City Commission approved a Resolution Declaring Necessity for Paving Improvements in Paving Improvement District No. 121 (2020 Seal Coat, on recently paved areas). Protest will be reviewed and public hearings will be held.
Approved a Resolution Authorizing the Public Works cash transfer to remove the Negative balances of $428,283 in the street department, and $629,777 in the water department. Public Works Accountant Gary Jacobson the Street Department’s negative balance stems from the high cost of snow removal.
In the water department the deficit will be covered by the sewer department. He said recent rate increases should now balance that budget.
NEW BUSINESS
Approved a capital lease of Elgin Pelican Street Sweeper for five years with annual payment of $43,068.00 from Sanitation Products. Public Works Accountant Jacobson the present sweeper is near the end of it’s useful life.
Approved was an underground primary wire bid from Resco in the amount of $23,606. Public Works Accountant Jacobson said the wire will be used for this year’s projects, and is budgeted for.
The City Commission approved Renaissance Zone Authority Board recommendation for 5 year income tax exemption for tenant, Bridge City Dentistry at 239 2nd Avenue NW and designate it as VC-122.
Approved was an Agreement for Long-Term Temporary Highway Closure with NDDOT. City Auditor Richter said the annual agreement covers the city notifyint the NDDOT for such street closures as for street dances within 48 hours.
Commissioners approved the Urban Roads Project Submittal List for Fiscal Year 2021-2024 KLJ said the list is submitted on an annual basis.
Approved was a change in the 2020 board calendar meeting dates.
CITY UPDATES &COMMISSION REPORTS
City Attorney Martineck said the position of City Administrator has been posted with the application deadline March 6, to be followed by interviews.
The commissioners concurred to add one hour to the monthly finance meeting starting at 2:30-p.m., for additional commission and public input beginning in March.
City Fire Chief Scott Magnuson reminded residents to keep children and pets off the river, and said VCSU students have volunteered to shovel around fire hydrants.
Mayor Carlsrud and Commissioner Bishop recognized the good work of the city street department in the additional snow removal process.
The meeting was shown live on CSi Cable 68, followed by replays.
Valley City (CSi) The Barnes County Commission will hold 2 informational meetings concerning the proposed Barnes County jail and information about the architectural design on Feb 5.
The meetings will be held at 10 am and 7 pm at the Valley City Eagles Club.
Under the proposed plan, a jail with a construction cost of $11.9-million, and law enforcement center, sheriff’s office at a cost of $4.4 million would be built east of the existing National Guard facility along the I-94 frontage road in Valley City.
Bismarck (CSi) North Dakota Attorney General, Wayne Stenhjem reports that the state finals of the LifeSmarts competition will be held Wednesday in Bismarck.
The competition will be begin at 9-am February 5th in the Pioneer Room at the state Capitol. Fourteen teams of students from ten North Dakota High Schools will compete for a chance to go to the National Finals competition being held in Washington DC in April.
The high school teams are from Jamestown, Flasher, TGU Granville, Burke Central, Tioga, TGU Towner, Bottineau, Fessenden-Bowdon, and Litchville-Marion, and new this year: Bowbells.
The LifeSmarts competition tests students on their general knowledge in five subjects: personal finance, health and safety, the environment, technology, and consumer rights and responsibilities. Each team is guaranteed to compete in at least two rounds, with the three highest scoring teams advancing to the final round.
The LifeSmarts state final competition event, now in its 22nd year, is supported by many North Dakota groups, including the ND Securities Department, Capital Electric Cooperative Inc., Capital Trophy, Cash Wise Foods, Dan’s Supermarket, ND JumpStart!, and ND Association of Rural Electric Cooperatives.

Jamestown (CSi) At Monday’s Special Board of Directors meeting, the Jamestown/Stutsman Development Corporation, elected board members.
On Tuesday’s Wayne Byers Show on CSi Cable 2, JSDC Business Development Director, Corry Shevlin also said the board approved de-obligating funds for 2018-19.
Also at the meeting the JSDC reports that Secretary-Treasurer, Marlee Siewert, was unanimously elected Vice President, and will assume the Presidency of the JSDC board at the end of this year. She succeeds Bill Lytle, who has resigned the position, of Vice President, accepting a position in Bismarck. She also replaces Lytle as vice president of the Spiritwood Energy Park Association Board of Directors.
Lytle, in his second three-year term on the JSDC board, and he would have advanced from vice president to president at the end of 2020.
Jeremy Rham was selected to the JSDC board to fill Lytle’s unexpired term
The Board also elected Tory Hart as Secretary-Treasurer.
The next JSDC Board meeting will be Monday, March 9th at 11:45 a.m. at the JSDC Lower Level Conference Room.

Stutsman County Auditor-COO, Nicole Meland says, the interview will be at the Stutsman County Social Service Building, 116 1st Street East, Jamestown, in the conference room.
(AP) The sheriff of Mercer County who was cited for driving drunk plans to take the case to trial. Sheriff Dean Danzeisen has pleaded not guilty to driving under the influence and has waived his initial court appearance. The Bismarck Tribune reports court records show he will go on trial in South Central District Court in May. An arraignment in city court scheduled for Wednesday has been canceled. Danzeisen was cited for DUI in Bismarck on Jan. 24. Police say his blood alcohol content was 0.19%, more than twice the legal limit for driving. Danzeisen has been the county’s sheriff for more than 17 years.
(AP) A group is seeking to oust Burleigh County Commissioner Kathleen Jones through a recall petition due in part for her support for resettling refugees in the county. The petition against her calls for Jones to be recalled for “the reasons of contempt of the voters and negligence in office.” Jones has served since 2014. Jones believes she is being targeted because of her gender since two male colleagues also voted for resettlement. The recall group must gather nearly 12,000 signatures from county residents within one year to force a recall election.
BISMARCK, N.D. (AP) — Native American activists in North Dakota are launching a voter awareness and turnout drive just a few weeks before the state’s presidential preference caucuses. Activists say they want to build on work begun in 2018 when they unsuccessfully challenged the state’s voter ID law as an unfair burden on people who live on reservations but don’t have street addresses. The privately funded nonprofit will focus on the state’s five American Indian reservations and some urban areas of North Dakota. Executive director Nicole Donaghy says the group also will work to identify issues that affect tribal communities.
BISMARCK, N.D. (AP) — North Dakota lawmakers were told the state could see a rise in workers’ compensation claims if marijuana is legalized. Workforce Safety and Insurance agency attorney Jodi Bjornson says someone under the influence of marijuana who is hurt on the job would not be compensated presently. But she says that could change if the drug is made legal for recreational use _ unless lawmakers crafted rules to forbid it. Bjornson made the remarks Tuesday to a legislative panel tasked with studying of the pros and cons of marijuana legalization.
BISMARCK, N.D. (AP) — Petroleum engineering students at the University of North Dakota will have additional opportunities for hands-on drilling practice with a new $40 million oil drilling simulator and lab. The full-scale rig was donated by the founder and president of Enhanced Production Inc. in Salt Lake City, Utah and has been used by industries worldwide for research. The Bismarck Tribune says petroleum engineering students will be able to simulate general drilling and deep drilling, test different rocks including shale and simulate oil reservoir conditions.

Jamestown (UJ) University of Jamestown is hosting a Family Fun Night on Wednesday, Feb. 5 from 5:30 – 9 p.m. in the Harold Newman Arena. The event will feature carnival games, free food, and autographs from Jimmie Athletes.

Betts goes to Dodgers in blockbuster swap
UNDATED (AP) — The Boston Red Sox have parted with Mookie Betts by sending him to the Los Angeles Dodgers in a blockbuster deal.
Two people with knowledge of the deal say the Bosox have agreed to send the 2018 AL MVP to Los Angeles. The Red Sox would also send away left-hander David Price in a salary dump designed to save Boston tens of millions of dollars and help them dip below baseball’s luxury tax threshold.
The Dodgers are sending outfielder Alex Verdugo back to the Red Sox in a deal that also involves the Minnesota Twins, who are getting right-hander Kenta Maeda (mah-EH’-dah) from Los Angeles and sending pitching prospect Brusdar Graterol to Boston.

— An arbitrator has denied the grievance filed by Chicago Cubs infielder Kris Bryant, according to a person who has read the unreleased document of the decision. Mark Irvings ruled the players’ association did not prove the team’s reasons for holding the third baseman in the minors at the start of the 2015 season were a pretext to push back his eligibility for free agency. Bryant hit .425 with nine homers in 40 at-bats during 2015 spring training and was held in the minors until April 17, one day after he would have been eligible for a full year of service time.
— Braves reliever Shane Greene has become the first player to go to salary arbitration this year. The 31-year-old right-hander asked a three-man panel for a raise from $4 million to $6.75 million, while the Braves countered with $6.25 million. Greene was a first-time All-Star last year and compiled a 2.30 ERA in 65 appearances with the Braves and Detroit, striking out 64 and walking 17 over 62 2/3 innings.
— Outfielder Jon Jay and pitcher Edwin Jackson are among four players signed by the Diamondbacks to minor league contracts. Arizona also worked out minor league deals with John Hicks and outfielder Trayce Thompson.

UNDATED (AP) — The NBA’s reigning MVP got the better of the league’s No. 1 pick last season.
Giannis Antetokounmpo (YAH’-nihs an-the-toh-KOON’-poh) delivered 34 points on 12 of 17 shooting and had 17 rebounds as the Milwaukee Bucks topped Zion Williamson and the New Orleans Pelicans, 120-108. Williamson finished with 20 points, but he shot just 5-for-19 and had seven rebounds in his first meeting with Antetokounmpo.
Khris Middleton had 20 points for the Bucks, who took control by outscoring the Pelicans 42-24 in the third quarter.
The outcome leads Milwaukee with an NBA-best 42-7 record.

— LeBron James poured in 36 points and the Lakers shot a blistering 58.8% in a 129-102 romp over the Spurs. James was 6 of 9 from 3-point range and finished with nine assists and seven rebounds. — James Harden’s 40 points, 11 assists and nine boards carried the short-handed Rockets past the Hornets, 125-110. Daniel House had 20 points for Houston, which played without Russell Westbrook and Clint Capella due to injuries.
— Nikola Jokic (nee-KOH’-lah YOH’-kihch) finished an assist shy of a triple-double in just three quarters of the Nuggets’ 127-99 blowout over the Trail Blazers. Jokic had 29 points and 13 rebounds as the Nuggets improved to 8-0 against Northwest Division rivals this season. Portland guard Damien Lillard had scored at least 30 points in eight straight games before Gary Harris helped Denver limit him to 21 on 8 of 23 shooting.

Knicks dump president
UNDATED (AP) — The New York Knicks are changing team presidents once again.
The Knicks have dismissed Steve Mills with the team about to miss the playoffs for the seventh consecutive season. Mills took over the post less than three years ago following Phil Jackson’s three-year run at the helm. The move came two days after the NBA trade deadline, and two months after head coach David Fizdale was dismissed.
The Knicks entered Tuesday with the NBA’s fourth-worst record at 15-36. They’ve lost at least 50 games each season since 2013-14.
General manager Scott Perry will take control of the basketball operations while the team seeks a permanent replacement for Mills.

— The league is changing the format to this season’s 3-point contest at All-Star Saturday Night in Chicago by adding a pair of deep shots that will be worth three points apiece. That change means each round will now be a total of 27 shots instead of 25. Competitors will now get 70 seconds to finish their shots instead of the customary 60.

UNDATED (AP) — Mike Krzyzewski (shuh-SHEHF’-skee) has hit another milestone in his Hall of Fame coaching career.
Krzyzewski picked up his 500th ACC victory as Vernon Carey Jr. had 17 points and 10 rebounds to lead seventh-ranked Duke to a 63-55 win at Boston College. Carey made a layup and then hit two free throws with about six minutes left during a 10-0 run that put the Blue Devils ahead to stay.
Tre Jones scored 14 of his 18 points in the second half to help Krzyzewski improve to 500-200 in all ACC regular season and tournament games.
Duke missed its first 10 shots in allowing the Eagles to race out to a 12-2 lead.
— No. 9 Maryland trailed by five before opening the second half on a 14-4 spurt to pull ahead in a 56-51 victory against Rutgers. Jalen Smith had 14 points and 15 rebounds to help the Terrapins move to 13-0 at home. Anthony Cowan Jr. scored 17, including three free throws that put the Terps ahead, 52-49 with 2:12 remaining.
— Lamar Stevens had 24 points and Myreon Jones made a career-high six 3-pointers while scoring 20 points as No. 22 Penn State earned a 75-70 win over No. 16 Michigan State. Alex Ovechkin (oh-VEHCH’-kihn) is two away from becoming the eighth player in NHL history to score 700 goals.
The Washington Capitals trailed 2-1 with just over six minutes left before the left winger scored three times in leading a 4-2 triumph over the Kings. Ovechkin tallied twice in a 70-second span to put the Caps ahead before completing his 27th career hat trick with an empty-netter.
John Carlson scored a goal and set up two others, giving him league-highs for defensemen with 51 assists and 65 points.

Colton Parayko (pah-RAY’-koh) and Sammy Blais (blay) also scored to back Jordan Binnington’s 25-save performance. Petr Mrazek (mah-RA’-zehk) stopped just 20 of 26 shots in Carolina’s fifth straight road loss.
— Steven Stamkos tipped in his 24th goal of the season in the third period to send the Lightning to a 4-2 win over the Golden Knights. Andrei Vasilevskiy (vah-sih-LEHV’-skee) made 28 saves and extended his streak of consecutive games without a regulation loss to 16 games, matching the franchise record set by Nikolai Khabibulin (hah-bee-BOO’-lihn) in 2002-03. Brayden Point and Anthony Cirelli also scored, and Nikita Kucherov (KOO’-cheh-rahv) had two assists for Tampa Bay.
— Andre Burakovsky (bur-ah-KAHF’-skee) collected a career-high four points on one goal and three assists as the Avalanche mauled the Sabres, 6-1. Burakovsky tied a career high with his 17th goal and ran his point streak to five games. Valeri Nichushkin (nih-CHOOSH’-kihn) had a goal and two assists for Colorado, which scored six times on its first 14 shots.
— The Blue Jackets have a nine-game point streak after beating the Panthers, 1-0 on Zach Werenski’s goal against former Columbus netminder Sergei Bobrovsky (boh-BRAHF’-skee) 1:54 into overtime. Elvis Merzlikins (murz-LIH’-kihnz) had 32 saves in picking up his fourth shutout of the season, helping the Jackets move to 8-0-1 in their last nine games. The Panthers lost for just the second time in their last nine games.
— Anthony Beauvillier (boh-VIH’-lee-ay) capped his two-goal night by scoring 2:52 into overtime to give the Islanders a 4-3 win over the Stars. Dallas led 3-2 until Mathew Barzal (bahr-ZAL’) notched a power-play goal late in the third period. Kieffer Bellows made his NHL debut and registered an assist against the team his father, Brian, spent most of his career.
— Antti Raanta (AN’-tee RAHN’-tah) stopped 30 shots and the Coyotes ended a five-game losing streak with a 3-0 win versus the Oilers. Conor Garland and Lawson Crouse scored two minutes apart in the second period to support Raanta’s 13th career shutout. Edmonton scored 26 goals in winning its previous five games.
— Mikael Granlund scored 71 seconds into overtime to complete the Predators’ 2-1 verdict over the slumping Jets. Nick Bonino also scored and Juuse Saros (YOO’-see SAH’-rohz) turned back 33 shots in Nashville’s third win in four games. Winnipeg is 1-6-1 in its last eight contests.
— Joe Thornton reached the 1,500-point plateau by setting up goals by Brent Burns and Kevin Lebanc in the Sharks’ 3-1 victory at Calgary. Evander Kane netted his 20th goal of the season and Aaron Dell made 30 saves for the Sharks. Dell blanked Calgary after Johnny Gaudreau’s power-play goal 57 seconds into the second period.
— Shootout goals by Ondrej Kase (KAH’-shah) and Rickard Rakell (rah-KEHL’) gave the Ducks a 3-2 victory at Ottawa. Kase also scored in the second period and Rakell assisted on Nick Ritchie’s first-period goal.
— The Canadiens erased a 3-0 deficit and knocked off the Devils, 5-4 on Ilya Kovalchuk’s (KOH’-vul-chuhks) shootout goal. Montreal’s Charlie Lindgren had 20 saves filling for an ailing Carey Price. Kyle Palmieri scored two-power-play goals for New Jersey, including the game-tying tally with 20 seconds left in regulation.

Michigan State’s Dantonio announces retirement
UNDATED (AP) — Michigan State’s winningest football coach has stepped down.
Mark Dantonio has announced his retirement, ending a 13-year run in which his teams won three Big Ten titles and he became the school’s winningest coach. Dantonio went 114-57 as the Spartans’ coach and won Big Ten titles in 2010, 2013 and 2015. He won at least 11 games five times in that six-year span — the first time a Big Ten coach had done that.
The 63-year-old Dantonio called his decision a difficult one while noting the nonstop demands of the job.

Chargers’ Lynn gets extension
UNDATED (AP) — The Los Angeles Chargers have announced a contract extension for head coach Anthony Lynn.
Lynn is 27-24 in three seasons with the Chargers. He guided the team to a 12-4 mark and a berth in the AFC divisional round in 2018, but the Chargers fell to 5-11 this past season.
Lynn had one year left on his contract.
The Chargers also say Shane Steichen will remain the offensive coordinator after taking over midway through the season.

— Jacksonville announced that it will play consecutive home games in London next season. The Jaguars have played a home game at Wembley Stadium every year since 2013 and expect to extend a contract that runs through 2020.
— The NFL has suspended Jaguars defensive tackle Carl Davis without pay for the first four games of the regular season for violating the league’s policy on performance-enhancing substances. Davis’ contract is set to expire when the new league calendar begins in March.

Turner resigns as Vanderbilt AD
NASHVILLE, Tenn. (AP) — Malcolm Turner has resigned as Vanderbilt athletic director after one year on the job.
Turner was president of the NBA G League when hired in December 2018 by Vanderbilt to replace David Williams. He started Feb. 1, 2019.
Turner fired Bryce Drew as men’s basketball coach last spring and hired Jerry Stackhouse.
Candice Storey Lee has been named interim athletic director effectively immediately.

WASHINGTON (AP) — House Speaker Nancy Pelosi has had the last word on President Donald Trump’s State of the Union speech. As Trump finished speaking Tuesday night, Pelosi ripped up her copy behind him on camera. After Trump left, Pelosi waved what remained of the printed speech to her family in the gallery. The moment echoed Pelosi’s smirking clap last year in the same spot as the Republican president began his speech. But this time, he is on the brink of acquittal in a Senate impeachment trial, with the Republican Party behind him. The Democrats are in a difficult presidential nomination fight.
DES MOINES, Iowa (AP) — The Iowa Democratic Party has released additional results of its kickoff presidential caucus after a long day of delay. The early results show former Midwestern Mayor Pete Buttigieg with a slight lead over progressive Vermont Sen. Bernie Sanders in the opening contest in the party’s 2020 primary season. The results late Tuesday followed 24 hours of chaos as technical issues marred the contest, forcing state officials to apologize and raising questions about Iowa’s traditional place atop the presidential primary calendar. It’s still too early to call a winner, but the results so far are not good news for former Vice President Joe Biden, who’s shown in fourth place behind Sen. Elizabeth Warren.
PROVIDENCE, R.I. (AP) — Billionaire presidential candidate Michael Bloomberg has snagged his first endorsement from a governor. Rhode Island Gov. Gina Raimondo calls Bloomberg the right leader to take on President Donald Trump. The Bloomberg campaign told The Associated Press that Raimondo was due to appear with Bloomberg at an event in Providence on Wednesday to officially endorse him. Raimondo was among the prominent Democrats to whom Bloomberg’s team reached out before the news broke in November that he was considering a 2020 White House run. At the time, Raimondo was head of the Democratic Governors Association and held back from endorsing Bloomberg, but she praised his record and called him a friend.
BALTIMORE (AP) — Democrat Kweisi Mfume and Republican Kimberly Klacik have won special primaries for the Maryland congressional seat that was held by the late Elijah Cummings. The winners prevailed over a crowded field Tuesday. Twenty-four Democrats and eight Republicans were on the ballot for the Baltimore area 7th Congressional District primary. Democrats outnumber Republicans by more than 4 to 1 in the district. Whoever wins in a special general election on April 28 will serve out the rest of Cummings’ term and would have to stand for election again in November to win a full two-year term.
SACRAMENTO, Calif. (AP) — California’s governor is posthumously pardoning a gay civil rights leader while creating a new pardon process for others convicted under outdated laws punishing homosexual activity. Bayard Rustin was a confidant of Dr. Martin Luther King Jr. and a key organizer of the March on Washington in 1963. He also helped plan other nonviolent protests and boycotts to end racial discrimination. Gov. Gavin Newsom said Wednesday that he is pardoning Rustin for his arrest in 1953 when he was found having sex with two men in a parked car. He issued an executive order creating a new clemency initiative to identify those who might be eligible for pardons and swiftly consider those applications.
