BISMARCK, N.D. (AP) – Heavy rain over the weekend set records in North Dakota. The National Weather Service says Bismarck, Dickinson, Jamestown, Minot and Grand Forks all set rainfall records for the date on Sunday, with an inch or more. Bismarck’s record had stood since 1877.

The Bismarck National Weather Service says about 3.25 inches fell in Jamestown and 10 miles west of Jamestown about 3.55 inches of rain fell over a two day period. Bismarck received a record 3.50 inches of rain combined between Saturday and Sunday.

Grand Forks National Weather Service says about 1.10 inches of rain fell Saturday into Sunday in the Valley City area.

Rain is continuing to fall, and the weather service has posted a flood watch for western and central North Dakota through Monday night. There is the potential for overland flooding and rises in some creeks and rivers.

FARGO, N.D. (AP) – The National Climatic Data Center says April this year was the coldest on record for the state of North Dakota.

This year’s April was the second coldest on record for South Dakota.

North Dakota had an average temperature of 31 degrees in April, 0.1 degrees colder than 1907.

Update Mon. May 20, 2013 8:25 a.m. to the story below…

The NDDOT Reports that water has receded on both eastbound and westbound lanes of Intestate 94, approximately three miles west of Jamestown (mile marker 248). Motorists should be advised that conditions can change rapidly so motorists should use caution while traveling.

NDDOT encourages motorists to check road conditions before traveling. For updated road information, call 511 from any type of phone or go to the Travel Information Map on our website at www.dot.nd.gov.

Please be advised that road condition information on 511 and the travel map is updated daily from 5 a.m. until 9 p.m. CDT. The road report is based upon the information available to the NDDOT at the time of preparation and is provided solely as a public service. Conditions may vary from those reported.

From NDHP Sgt. Rude May 19, 2013: Jamestown ND (KCSi-T.V. News)  —  On the evening of May 18th and norning hours of May 19th Stutsman County received rain and hail which has resulted in flooding on Interstate 94, mile marker 249 (10 miles west of Jamestown).  10:30AM Photos by Brian Lang / CSi and 1PM photos by Thomas Ravely / CSi.

At approximately 5:30a.m. on May 19th two semis travelling westbound attempted to  cross through the flooded portion of the roadway; however, each was swept off the roadway and into the median. Each semi remained there until a wrecker was able to get to them and pull them out, neither received any damage and both drove from the scene. During this time numerous eastbound semis and passenger vehicles became  stranded in the flooded portion of the roadway as well where they remained for over  an hour until waters receded enough to allow traffic to pass.

At last reort,  westbound I-94 is closed at mile marker 249 and traffic is being detoured  off at exit 248 (located at mile marker 249) then back down the westbound onramp which allows them to bypass the deepest portion of the flooding which is directly below that overpass. Prior to this detour traffic speeds are reduced to 35mph.

Sgt. Troy Hischer with the North Dakota Highway Patrol estimated the water is covering about 100 yards of the interstate.

Hischer said at about 3 p.m. Sunday the water was starting to recede, but the Highway Patrol has no guess as to when normal traffic will resume.

Drivers are urged to slow down, watch for signs or flaggers and use caution because vehicles that leave the roadway may become immersed in water.

The North Dakota Highway Patrol says steps have been taken to prevent accidents on a flooded portion of Interstate 94 about 10 miles west of Jamestown.

Eastbound I-94 has an electronic message board alerting traffic of the water hazard  and speeds are reduced to 15mph. to allow vehicles to slowly negotiate single file  through the flooded portion below the overpass. An eastbound detour route similar to westbound is not possible as the off ramp is under much more water. These waters are also causing damage to the road surface on portions of the flooded roadway.

Authorities also reported Sunday afternoon a car rolled over in the same area, as the driver was going too fast through the flooded roadway.  No injuries reported.

The North Dakota Highway Patrol and North Dakota DOT are monitoring this situation.

On Friday, Bob Martin at Pipestem Dam  said,   the Army Corps of Engineers  lowered releases from Jamestown Dam from 950 cubic feet per second to 800 while leaving the Pipestem releases at 100, anticipating the heavy weekend rain amounts, and, to allow a little more room in the river for the stormwater, and allows for storm sewers to drain as quickly as they otherwise would.

The weekend rain  led to a few  Jamestown streets to  close being  flooded with stormwater,

Police closed the viaduct on Fourth Avenue Northeast, before any cars got  trapped in the high water.

Jamestown, ND (KCSi-T.V. News May 19, 2013) — Jamestown saw a store close and stores open over the weekend.

The Jamestown Kmart, store closed for the last time on Sunday as discounts dropped to 99 percent at the end of the day.

It was announced in February, this year that the Jamestown Kmart would close May 19, due to “disappointing sales.”

Meanwhile, Jamestown saw the opening of four new stores.

A combination of restaurants are now open at the intersection of I-94 & Hwy 281 S in southwest Jamestown.

Located at the former Sara Lee Bread store (Master Bakery Outlet) are: Cherry Berry, along with Miss J’s Chicken and Ribs, The Potato Pit, and Java Dave’s.

Cherry Berry has a variety of frozen yogurt flavors. Ms. J’s Chicken and Ribs offers broasted chicken and barbequed ribs.

The Potato Pit serves up French fries, jalapeno poppers, and other potato snack foods and Java Dave’s has coffee.

Wireless Internet and CSi TV is offered to patrons.

FARGO, N.D. (AP) — A group that handles accreditation for North Dakota colleges says it is investigating a complaint by a former college president over the state’s higher education leadership.

Former Valley City State University president Ellen Chaffee filed the complaint in April with the Higher Learning Commission, which approves programs for 1,000 colleges in 19 states.

Chaffee says Chancellor Hamid Shirvani has been ineffective since he took over the job a year ago and believes it could hurt accreditation of some programs.

Linda Donlin, a spokeswoman for Shirvani, says university system officials are confident that the commission will find that the complaint lacks substance.

Shirvani and state Board of Higher Education President Duaine Espegard have until June 15 to respond to the allegations.

Valley City, ND  (KCSi-T.V. News)  –  City County Health District in Valley City will  sponsor a car safety seat checkup at the ambulance office garage, west of Shopko, on Monday, May 20, 2013 from 3p.m. to 6-p.m.

Certified technicians will be available to assist the public with their child passenger safety needs.  For more information call Sarah at 701-845-8518.
