Windy conditions are expected Sunday, with west winds possibly
gusting around 45 mph. This could lead to drifting snow and
patchy blowing in open country which could create minor travel
impacts.

 

Bismarck  (National Weather Service) The National Weather Service on February 27, 2020 issued an updated Spring Flood and Water Resources Outlook update for the Missouri and James River basins of North Dakota and covers the period from late February through late May.

This outlook is the second in the Spring Flood and Water Resources Outlook series and will be updated again on 12 March. After those updates, the NWS

will revert back to the regular monthly issuance on the fourth Thursday of each month.

…Flood Outlook Highlights…

James River Basin:

Only the James River basin locations of Pipestem Creek near Pingree, the James River near Grace City, and the James River at LaMoure, have a significantly above normal risk of spring flooding due to the current snowpack.

This above normal risk is the direct result of wet soils, full wetlands, and three plus inches of SWE (Snow-Water Equivalent) common over large areas of the James River and Pipestem Creek watersheds.

 

However, while risk remains high across the larger James River basin, it has diminished over the past several weeks due to a very benign weather pattern that has not increased the SWE content. In fact, small amounts of melting, evaporation, and sublimation have probably reduced the overall SWE in the basin ever so slightly.

The Prairie Pothole region:

Sheridan, Wells, Kidder, Stutsman, Logan, McIntosh and Dickey counties have enough SWE to suggest overland flooding will be a concern going into spring. Most of these wetlands are already near their normal late spring high water marks and runoff from melting snow and spring rains are going to raise some of them enough to close nearby roads. Some of these road closures are expected to last for weeks, or maybe even months.

 

Other areas in the Spring Report:

Northwest corner of North Dakota: Streams like the Little Muddy

River have a somewhat below normal, but certainly not zero risk

of significant flooding. Other small streams in the area, such

as the White Earth River, Little Knife River, and Deep Creek in

McLean county should also be considered of having at least some

risk of flooding this spring, even though it is below normal. While

this area has little SWE at this point due to a couple of warm

weeks in January and February, flood risk is largely due to well

frozen and wet soils that will enhance runoff from any heavy rains

that may fall in March.

 

Southwest quarter of North Dakota: Much of the early winter

snow has already melted, and existing SWE values tend to be less

than an inch to slightly over one inch. Again, this amount of SWE

is generally unremarkable but does sit on abnormally wet and frozen

soils. In fact, many rivers and streams south and west of the

Missouri River have already experienced runoff. This should help

lower the risk of ice jams going forward as there may not be enough

SWE left to raise the rivers high enough to mobilize river ice.

The potential for any early to mid-March rains provide the bulk

of the existing flood risk.

 

East of the Missouri River and south of Highway 200: Apple Creek

near Menoken and Beaver Creek near Linton are near normal risk for

flooding. Other area streams such as Burnt Creek, Hay Creek, and

Painted Woods Creek are also at a near normal risk of flooding.

 

Missouri River: New this spring is the inclusion of the Missouri

River near Williston in the extended streamflow predictive modeling.

Modeling results suggest a near normal risk of Minor flooding along

the Missouri River west of of Williston. This risk is consistent

with a now slightly above normal snowpack in the Yellowstone and

Missouri River basins of Montana. One of the items of interest not

included in the tables below is the overall runoff for the Missouri

and Yellowstone Rivers. The Missouri River dams have near 100% of

their combined flood storage available and are expected to be able

to fully handle the existing conditions. The combination of a

nominal plains snowpack and that in the upper basin would suggest

a relatively normal runoff event given normal spring rainfall.

The possibility of ice jams along the Yellowstone and Missouri

west of Williston are still a concern, but there is no reason to

believe they pose a greater threat this year than in any other normal

year. The Missouri River below Garrison, down into the Bismarck/Mandan

area, is already open from Garrison to south of Wilton. Given the

near term weather forecast of favorable weather conditions, the

southward retreat of ice cover will continue. It is likely that

the ice cover through the Bismarck/Mandan area will mostly be gone

during the second week of March.

…Current Conditions…

The general consensus is that western and central North Dakota`s

snowpack sits atop a crust of fairly wet and frozen soil. This

creates a nearly impermeable surface and can enhance runoff from

a given snowpack. Most western North Dakota rivers and streams,

while ice covered, have already received some runoff. This suggests

a strong possibility that their ice cover has been deteriorated

over the past few weeks. This tends to decrease, but not eliminate,

the risk of ice jam related flooding along those streams.

 

A person`s visual meausuring of the snow across the state may give

a somewhat misleading estimate for how much SWE is on the ground.

Compaction, melting with subsequent ponding of water in low areas,

and widespread brown ground can be deceiving. Water hidden as a thin

sheet of ice in low-lying areas will still be available during the

eventual spring melt for producing runoff.

 

…Weather Outlook…

The near term 6-10 and 8-14 day outlooks hint at a mixture of near

normal to maybe slightly above normal temperatures and precipitation

over the period. Looking farther into the future, the week 3-4

outlooks suggest a cooler and drier than normal pattern. However,

one should remember that by the middle of March, the average

daytime high temperature is above freezing for western and central

North Dakota. The one-month outlook covering March, puts the entire

state in the equal chances category for above normal, near normal,

and below normal temperature and precipitation. Even longer term,

the three-month outlook for March, April, and May has a slight

favoring of below normal temperatures and above normal precipitation

FARGO, N.D. (AP Feb 27, 2020) — The risk of spring flooding in the Red River Valley has been reduced slightly because of limited precipitation in the last few weeks, although National Weather Service forecasters say there’s still a lot of moisture in the system.

The latest outlook released Thursday shows a 50 percent chance that the Red River in the Fargo and Moorhead, Minnesota, area will reach just under 35 feet, or 17 feet above flood stage. That could lead to some road and bridge closures, but most structures would not be threatened. There’s a 5 percent chance the river could top 39 feet, which would require some sandbagging efforts.

Valley City (CSi) The Valley City Public School District has established a fund for the David and Lesley Erlandson family following the Wednesday night explosion and fire on February 26th at their Valley City home.

While David, Lesley, and their two children (Logan-2018 graduate and Bo –8th grader) are safe and thankful to be alive, the family lost everything.

Family friend Kyle Roelfsema encouraged the community to help the family during this trying time.

Monetary donations to the Erlandson family may be contributed to the VCPS Central Administration Office, or First Community Credit Union in Valley City.

(NDSU Ext. Service Stutsman County) The Northeast District 4-H Archery Match was held in Cando on February 22nd. Two Stutsman County 4-Hers made the trip to compete.

Hailey Metzger of Sanborn,competed in the Junior Freestyle and in the Junior Barebow divisions.

Trace Christ competed in the Senior Freestyle division, placing 7th out of a tough field of 26entries. These 4-H archery matches lead up to a state indoor championship match that will be held in Minot on April 4th.

FARGO, N.D. (KFGO-AM) — Police are investigating after a body was found near the Red River in Fargo. KFGO reports yellow police tape was placed around the scene where the body was found shortly after police arrived about 3 p.m. Thursday. Police have not provided any other details about the circumstances surrounding the death.

 

BISMARCK, N.D. (AP) — The North Dakota schools superintendent is apologizing after being arrested on suspicion of drunken driving. The Highway Patrol says Superintendent of Public Instruction Kirsten Baesler was pulled over for DUI about 10 p.m. Wednesday on Memorial Highway in Mandan. The patrol has not said what led to the arrest. Baesler said in a statement that she made a “serious mistake” and is “deeply sorry” for her actions. She says she is going to seek help and focus on her well-being and health. Baesler was first elected in 2012 and re-elected in 2016. She has said she plans to seek another term.

UNDATED (AP) — Anthony Davis had 23 points and six rebounds in three quarters of the Lakers’ 116-86 thrashing of the Warriors. Rajon Rondo (RAH’-zhahn RAHN’-doh) started in place of LeBron James and contributed 12 points with six assists as Los Angeles earned its seventh straight win and league-record 18th in a row on the road against the Western Conference. James sat out because of recurring soreness in his troublesome left groin.

— Domantas Sabonis (doh-MAHN’-tahs sah-BOH’-nihs) had 20 points and 11 rebounds to lead the Pacers to their fourth win in five games, 106-100 versus the Trail Blazers. Malcolm Brogdon had 17 points, eight assists and six rebounds, while T.J. Warren and Victor Oladipo (oh-lah-DEE’-poh) scored 15 points each for Indiana.

 

No Joel Embiid (joh-EHL’ ehm-BEED’). No Ben Simmons. No problem for the Philadelphia 76ers as they improved to an NBA-best 28-2 at home.

Tobias Harris scored 34 points to lead the short-handed Sixers to a 115-106 victory over the Knicks. Harris had 23 points in the opening half to help Philadelphia to a 61-46 lead at the break.

Shake Milton scored 19 points and Al Horford added 15 as the 76ers handed New York its sixth straight loss.

Embiid sat out with a shoulder injury and Simmons missed his third straight game with a back ailment that will keep him off the court for at least two weeks. The Sixers will have more information concerning Embiid’s injury on Friday.

The win puts the 76ers in a tie with Miami for fourth place in the Eastern Conference.

— Danilo Gallinari scored 24 points and the Thunder rallied from 19 down in the third quarter to beat the Kings, 112-108. Shai Gilgeous-Alexander contributed 20 points and Chris Paul added 17 as Oklahoma City won its fifth in a row and 14th in its last 17 games.

Third-ranked Gonzaga has nailed down its eighth consecutive West Coast Conference regular-season title.

Filip Petrusev (peh-TROO’-shehv) had 21 points and nine rebounds for the Bulldogs in a 94-59 dismantling of San Diego. Corey Kispert scored 16 points and Ryan Woolridge had 15 for the 28-2 Zags, who rebounded from Saturday’s loss at BYU.

UNDATED (AP) —  Matt Dumba had two goals and an assist as the Wild blew out the Red Wings, 7-1 for their fourth win in five games. Kevin Fiala (fee-AH’-lah) also had a three-point night with a goal and two assists.

 

The Boston Bruins have widened their lead in the NHL’s Atlantic Division.

David Pastrnak’s (PAHS’-tur-nahks) 46th goal of the season was the eventual game-winner as the Bruins topped the Stars, 4-3. The game was deadlocked, 1-1 until Brad Marchand and Nick Ritchie tallied 77 seconds apart late in the second period.

Jaroslav Halak (YAH’-roh-slahv hah-LAHK’) turned back 31 shots to help Boston end its first two-game losing streak in over a month.

The Bruins now pace the Eastern Conference and Atlantic Division races by seven points over Tampa Bay.

The Lightning dropped their fourth straight since a team-record, 11-game winning streak. Dominik Kubalik (koo-BAH’-lihk) recorded his first career hat trick with three goals in the third period of the Blackhawks’ 5-2 victory at Tampa. The Blackhawks trailed 2-0 before scoring three times in the final period, including three in a 5:20 span.

Slater Koekkoek (KOO’-koo) scored his first goal of the season and Brandon Saad (sahd) added his 20th as Chicago beat the Lightning for the first time in regulation since Dec. 13, 2009.

— Colton Parayko’s wraparound goal in overtime capped the Blues’ comeback in a 3-2 win against the Islanders. Vince Dunn tied it with 1:44 left in regulation before Parayko sent St. Louis to its sixth straight win and a five-point lead over Colorado atop the Central Division. Jean-Gabriel Pageau (pa-ZHOH’) and Jordan Eberle had first-period goals for the Isles, who are two points ahead of Columbus for the first Eastern Conference wild card.

— Winnipeg’s three-game skid is over after Connor Hellebuyck (HEH’-leh-buhk) stopped 34 shots in a 3-0 shutout of the Capitals. Kyle Connor and Mark Schiefele (SHY’-flee) each had a goal and an assist to support Hellebuyck’s fifth shutout of the season and 19th of his career. Washington’s lead in the Metropolitan Division remains four points over the Penguins, who have two games in hand.

— William Nylander (NEE’-lan-dur) snapped a 3-3 tie with 11 minutes left in the Maple Leafs’ 5-3 victory over the Panthers. Auston Matthews, Kasperi Kapanen (kas-PEHR’-ee KAP’-eh-nehn), Mark Hyman and Justin Holl also scored and Frederik Andersen stopped 24 shots in Toronto’s third win in four games.

— Ryan Strome’s (strohmz) two goals and one assist carried the Rangers to their fifth consecutive win, 5-2 at Montreal. Phillip Di Giuseppe, Adam Fox and Mika Zibanejad (MEE’-kah zih-BAN’-eh-jad) also tallied after New York fell behind, 2-0.

— Mikael Granlund provided the tying and winning goals in the Predators’ 4-3 overtime victory against the Flames. Granlund knotted the score with less than a second left in regulation and ended it at 1:20 of OT to give Nashville its third straight win.

— Bobby Ryan returned from a three-month injury absence and recorded a hat trick in the Senators’ 5-2 verdict over the Canucks. Ryan tallied twice in the final 2:08 for his fifth hat trick and first since December 2014.

— Logan Couture scored 38 seconds into overtime to complete the Sharks’ 3-2 win against the Devils. San Jose trailed 2-0 in the second until Mario Ferraro beat Mackenzie Blackwood and Marcus Sorenson added a short-handed goal late in the period.

Markstrom out after ‘minor’ procedure

VANCOUVER, British Columbia (AP) — Canucks goaltender Jacob Markstrom had a “minor lower body procedure” and will be reevaluated in two weeks.

Markstrom was hurt during a 9-3 win over the Boston Bruins on Saturday, causing Vancouver to acquire veteran Louis Domingue (doh-MIHNG’) from New Jersey. Markstrom is 23-16-4 with a 2.75 goals-against average, a career-high .918 save percentage and two shutouts this season.

Sale to start season on injured list

UNDATED (AP) — Boston Red Sox left-hander Chris Sale will start the season on the injured list. Manager Ron Roenicke (REHN’-ih-kee) says Sale will be placed on the 15-day injured list and will remain in Fort Myers, Florida, for extended spring training when the team breaks camp. Sale reported to camp with pneumonia and is behind schedule.

Sale ended last season on the injured list with elbow inflammation, making his last appearance Aug. 13 at Cleveland, where he gave up five runs with 12 strikeouts in 6 ⅔ innings. Roenicke emphasized this trip to the injured list is not related to Sale’s elbow.

Sale went 6-11 last season with a 4.40 ERA in 25 starts, the fewest in his career for a full season since 2012.

In other MLB news:

— Indians reliever Emmanuel Clase (klah-say) is expected to be out 8-12 weeks with a strained back muscle. Clase has a 100 mph fastball and was the centerpiece of an offseason trade that sent two-time Cy Young Award winner Corey Kluber to Texas.

— Cubs reliever Brad Wieck has had surgery for an abnormal heart flutter and is out indefinitely. The team says an irregular heartbeat was discovered during the 28-year-old left-hander’s spring training physical.

— Freddie Freeman hopes to return to the Atlanta Braves lineup next week after his surgically repaired right elbow swelled and forced him out of action a few days ago. The four-time All-Star had three loose bodies removed from his elbow in October to address years-long pain that caused an ill-timed slump last season.

— Kerwin Danley has been named the majors’ first African American umpire crew chief. The 58-year-old Danley has worked two World Series and been on the field for 10 other postseason rounds, including the AL Championship Series last year. MLB also says Alfonso Marquez is being elevated to the first Hispanic crew chief born outside the United States.

— Members of Congress have sent a letter to the Baseball Hall of Fame asking that former major league outfielder Curt Flood be elected in December by the next golden era committee. The recognition would coincide with the 50-year anniversary of Flood’s defiant letter to baseball Commissioner Bowie Kuhn in which he wrote, “I do not feel that I am a piece of property to be bought and sold irrespective of my wishes.” Flood was traded by St. Louis to Philadelphia after the 1969 season and refused to report to the Phillies, instead sitting out the 1970 campaign and challenging the reserve clause.

— Former Red Sox designated hitter David Ortiz is selling some baseball memorabilia and plenty of household items at a weekend estate sale. The baseball-related items for sale include framed jerseys, bobbleheads, commemorative Coca-Cola bottles, signed Red Sox photographs, and a Boston Bruins jersey with the name Ortiz and his No. 34 on the back.

PALM BEACH GARDENS, Fla. (AP) — Tom Lewis and Harris English each fired 4-under 66s to take a one-shot lead in the first of the PGA’s Honda Classic at Palm Beach Gardens.

Lewis and English each made the field on sponsor exemptions after failing to qualify for the event.

Zach Johnson shares second with J.T. Poston, Brian Stuard, Cameron Tringale (trihn-GAH’-lee) and Lee Westwood, who also made the field on a sponsor exemption.

KOBE BRYANT-AUCTION

Kobe Bryant handprints, other memorabilia up for auction

NEW YORK (AP) — Some key Kobe Bryant memorabilia, including two of his Los Angeles Lakers uniforms and cement handprints from his induction into the Grauman’s Chinese Theater hall of fame gallery, are going up for sale in April.

Julien’s Auctions aid Thursday that the items would be up for sale on April 30 as part of its annual sports auction that also includes a silver medal from the 1984 Summer Olympics in Los Angeles and a 2002 FIFA World Cup gold winner’s medal.

Bryant’s items were already being planned for auction when he, his daughter Gianna and seven others were killed in a helicopter crash on Jan. 26.

SUN YANG APPEAL

Olympic champion Sun Yang banned for 8 years in doping case

GENEVA (AP) — Chinese swimmer Sun Yang has been banned for eight years for breaking anti-doping rules and will miss the 2020 Tokyo Olympics.

The Court of Arbitration for Sport has found the three-time Olympic champion guilty of refusing to cooperate with sample collectors during a visit to his home in September 2018 that turned confrontational.

GENEVA (AP) — The Geneva auto show is being canceled after the Swiss government announced an immediate ban Friday on all “public and private” events in the country involving more than 1,000 people as a measure to halt the spread of COVID-19. The measure announced Friday affects all events at which more than 1,000 will gather and comes into effect immediately and will last until at least March 15. The government says the decision was taken “in view of the current situation and the spread of the coronavirus.” The measure will affect the annual Geneva Motor Show, which was due to take place from March 5-15 and draws tens of thousands of visitors every year.

 

KAMPALA, Uganda (AP) — Parents’ fears are growing for the thousands of African students who are thought to be stranded in China’s locked-down city of Wuhan amid the virus outbreak. There are concerns that students are running out of food and money weeks after other countries evacuated citizens. One Ugandan parent calls it “psychological torture.” Another weeps over her three stranded daughters. Uganda is among African nations saying it’s safer for students to stay in place instead of being evacuated home. They fear spreading the virus in sub-Saharan Africa, where the first case of the virus has just been confirmed.

 

VATICAN CITY (AP) — Pope Francis has canceled his official audiences after apparently coming down with a cold. The Vatican said the 83-year-old pontiff celebrated morning Mass as usual Friday and greeted participants at the end. He was planning to keep his private meeting schedule, but decided to cancel the official audiences. The Vatican hasn’t said what exactly Francis has come down with, but he was coughing and blowing his nose during Ash Wednesday Mass this week.

 

(AP)  Asian stock markets have fallen further on virus fears after Wall Street endured its biggest one-day drop in nine years. Tokyo’s benchmark fell by 4% and Shanghai, Seoul and Sydney all fell by about 3%. The deepening global rout is fueled by fears the spreading virus that emerged in China in December will derail global trade and other industries. Investors had appeared confident governments were bringing the outbreak under control, but forecasters warned such optimism likely was premature. A growing list of major companies are issuing profit warnings and say factory shutdowns in China are disrupting supply chains. They say travel bans and other anti-disease measures also are hurting Chinese consumer spending.
