The NDDOT Reports that water has receded on both eastbound and westbound lanes of Intestate 94, approximately three miles west of Jamestown (mile marker 248). Motorists should be advised that conditions can change rapidly so motorists should use caution while traveling.
State Transportation Department officials say there is water on N.D. Highway 200 near Bowdon in the central part of the state, and they’re urging drivers to slow down in that area.
The department also says there is the possibility of flash flooding on roadways in the northeastern part of the state over the next couple of days.
NDDOT encourages motorists to check road conditions before traveling. For updated road information, call 511 from any type of phone or go to the Travel Information Map on our website at www.dot.nd.gov.

The North Dakota Department of Transportation (NDDOT) is reporting water near the edge of the westbound lane of ND Hwy 200 four miles west of Hurdsfield (mile marker 250). Speeds are reduced to 25 m.p.h. through this area. Motorists are advised to slow down and use caution as vehicles that leave the roadway may become immersed in water.

BISMARCK, N.D. (AP May 20, 2013) – Heavy rain over the weekend set records in North Dakota. The National Weather Service says Bismarck, Dickinson, Jamestown, Minot and Grand Forks all set rainfall records for the date on Sunday, with an inch or more.
Bismarck’s record had stood since 1877.
The Bismarck National Weather Service says about 3.25 inches fell in Jamestown and 10 miles west of Jamestown about 3.55 inches of rain fell over a two day period. Bismarck received a record 3.50 inches of rain combined between Saturday and Sunday.
Grand Forks National Weather Service says about 1.10 inches of rain fell Saturday into Sunday in the Valley City area.
Rain is continuing to fall, and the weather service has posted a flood watch for western and central North Dakota through Monday night. There is the potential for overland flooding and rises in some creeks and rivers.
Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session at 4-p.m. on Monday (May 20, 2013) at City Hall.
The Council then recessed into Executive Session for the purpose of consulting with the City Attorney concerning territorial service claims by Stutsman Rural Water.
At issue is which entity will serve Titan Machinery’s location under construction west of Jamestown, and other parcels in that area, within the one mile extra-territory of Jamestown.
The City of Jamestown has offered to allow SRWD to serve Titan in exchange for the city to serve any new development in the quarter section of land directly south of the entrance to Jamestown Regional Airport.
The quarter includes some areas served by Jamestown and allows the city to extend water lines into the rest of the area.
Those present during Monday’s Executive Session were: Mayor Andersen, City Administrator Jeff Fuchs, City Council Members Kourajian, Gumke Brubakken, and Buchanan. Also present were City Attorney Ken Dalsted, Assistant City Attorney Mary Jensen, Utility Superintendent Steve Suko, City Fire Chief Jim Reuther
On the telephone conference call was Tammy Norgaard from the Vogel Law Firm in Fargo.
Following the Executive Session the open meeting was reconvened.
Mayor Andersen said, a meeting date is being tentatively planned for May 28, 2013, between the City, Stutsman Rural Water District, along with USDA Rural Development officials, and possibly a representative of North Dakota Public Finance.
The negotiation session is pending the availability of all parties.

Valley City, ND (KCSi-T.V. News) — The Valley City Commission met in Regular Session Monday (May 20, 2013) at 5-p.m., at City Hall.

Resolutions
The City Commission approved a Resolution accepting the bid and awarding the contract for the 12th Ave SE from Main St. to 7th St SE for Box Culvert replacement, hot bituminous patching, riprap, and incidentals to Gladen Construction, Inc. in the amount of $236,050.17.
The project will start after the 4th of July this year and run into August.
New Business
City Commissioners approved a Special Alcohol Beverage Event Permit for Boomers Corner Keg at the Dakota Riders Hill Climb on June 16, 2013
The City Commission acted on the permit as the business has a Valley City liquor license.
The Barnes County Commission will act on the request as the event will be held outside city limits.
Gaming Site Authorization Renewals were approved for:

Considered was the Commission Leadership Code.
Commissioner Mary Lee Nielson said the code is a “handbook” for City Commissioners, outlining roles, responsibilities and respect.
Commissioner Luke said the code is not hard and fast rules, but rather a guideline.
She noted items in the code that may not apply to the Valley City government.
City Administrator David Schelkoph said the Code manages resources and employees.
The handbook comes from the North Dakota League of Cities.
The City Commission approved adopting the Leadership Code with Commission Luke abstaining for the vote.
City Administrator Schelhoph’s Report:
He said the release from Bald Hill Dam on Monday was being held at 2,200 cfs, with “no problems,” at this time.
He said contracts have been signed between the city and Cooper Power, with the AMI automated meter reading program.
Training will start in Valley City this week.
He said the recent city wide clean up went well, going about a week and half.
City Updates & Commission Comments:
Fire Chief Retterrath said all sirens are working, and reminded motorists to make sure they pull off to the side of the street to make room for the emergency vehicles.
Chad Petersen from KLJ said, work on Phase II of the 9th Avenue Northwest reconstruction project in Valley City is underway. The work should be completed by mid-September.
Commissioner Luke said the State Water Commission, and the governor will decide on how much Devils Lake water will be released this spring into the Sheyenne River.
Commissioner Nielson said moving the Barnes County Sheriff’s office and 9-1-1 dispatch center, to the Barnes County Courthouse based on lead contamination is a “non-issue.” She said the lead issue has been resolved. She added that the move based on moving out of the flood plain is also a non-issue, as city offices are in the flood plain and are protected in the event of flooding in the city.
She said she took the opportunity to speak out on the issue at the City Commission meeting, and urged residence to speak to County Commissioners, if they feel the same way as she.

CARPIO, N.D. (AP) – A head-on collision involving two pickup trucks in northwestern North Dakota killed both drivers.
The crash happened late Sunday afternoon on U.S. Highway 52 near Carpio. The Highway Patrol says 40-year-old John Kevin Ozbolt, from Tallahassee, Fla., was trying to pass a semitrailer when he collided head-on with a pickup truck driven by 49-year-old James Bruce Palmer, from Post Falls, Idaho. Ozbolt was not wearing a seatbelt.
Both drivers were pronounced dead at the scene.
WILLISTON, N.D. (AP) – Passengers aboard a Jefferson Lines bus headed from Minneapolis to Missoula, Mont., escaped unharmed when the bus caught fire in northwestern North Dakota.
The flames engulfed the bus near Williston on Sunday night. Company spokesman Kevin Pursey tells The Associated Press the 20 people on board got off safely, though the bus likely is destroyed. He says there’s no word on what caused the fire.
Pursey says the bus is fairly new, being built in 2005. And he says all buses go through a pre-trip inspection.
Missoula resident Angel Ogden says some of the passengers lost luggage and other valuables in the fire, but Pursey says he thinks all of the luggage was salvaged.
Another Jefferson Lines bus is being rerouted to Williston to pick up the stranded passengers.
FARGO, N.D. (AP) – The president of the North Dakota Board of Higher Education wants the group to take another look at tuition rates.
The board earlier this month approved a plan that would give colleges the option to raise tuition at various rates, from a low of 2.13 percent to a high of 6.63 percent.
The plan passed by a 7-1 vote over another option favored by Chancellor Hamid Shirvani that would keep tuition hikes at 2.5 percent for two-year schools, 3.5 percent for small four-year colleges and 4 percent for the two largest universities.
Board President Duaine Espegard says he thought more about the options after the May 10 meeting and decided it was worth more discussion.
A special meeting to revisit the issue is scheduled Thursday at North Dakota State University.
BISMARCK, N.D. (AP) – Warm, dry weather across North Dakota helped farmers make significant progress on their fieldwork before rainfall late in the week halted activities.
The U.S. Department of Agriculture says in its weekly crop report says rainfall amounts totaled 1 to 6 inches.
Spring wheat seeding was rated 50 percent complete. This is well behind last year at 98 percent and the average and the 67 percent average.
Calving was 96 percent complete, while lambing was 96 percent complete.
Cattle and calf conditions were rated 0 percent very poor, 4 percent poor, 20 percent fair, 66 percent good and 10 percent excellent.
Sheep and lamb conditions rated 1 percent very poor, 5 percent poor, 22 percent fair, 63 percent good and 9 percent excellent.
BISMARCK, N.D. (AP) – Gov. Jack Dalrymple has appointed an interim chief for the state Information Technology Department.
Mike Ressler has served as deputy chief and director of operations for the department since 1997. He’ll replace Lisa Feldner starting June 3.
Feldner has taken a job with the North Dakota University System.
BISMARCK, N.D. (AP) – Camping restrictions established last year on some wildlife management areas in western North Dakota and along Lake Sakakawea will remain in place this year.
The restrictions are a response to the oil boom in the region and are aimed at ensuring the areas are available for hunters and anglers. Rules are posted at entry points.
The state Game and Fish Department says overnight camping is prohibited on the following wildlife management areas: Antelope Creek, Lewis and Clark, Big Oxbow, Ochs Point, Neu’s Point, Overlook, Sullivan and Tobacco Garden in McKenzie County; Van Hook in Mountrail County; and Hofflund and Trenton in Williams County.
Several other wildlife management areas are closed to camping on Tuesdays and Wednesdays but open to camping Thursday through Monday.

CHICAGO (AP) – A United Airlines Boeing 787 has landed in Chicago, 15 minutes ahead of schedule — marking the return to service of United’s fleet of 787s. The flight from Houston was the first since the 787s were grounded at the beginning of the year because of smoldering batteries on 787s owned by other airlines. United is the only U.S. airline flying the 787s. Airlines in Ethiopia, India and Qatar have also resumed using them.
ISLAMABAD (AP) – The man who is in line to be Pakistan’s prime minister is charting a course that could put him at odds with his country’s powerful army. Nawaz Sharif (nah-WAHZ’ shah-REEF’) is calling for peace talks with Taliban militants. He says “terrorism” is one of the most serious problems facing his country, and that any offer by the Pakistani Taliban to talk “should be taken seriously.” The country’s army chief last month laid out strict conditions for any potential peace deal with the Taliban.
PHOENIX (AP) – The penalty phase of the Jodi Arias murder trial has wrapped up for the day in Phoenix, where Arias herself will speak to the jury tomorrow. Defense lawyers today asked for a mistrial — and also asked to be allowed to withdraw from the case. Both requests were denied.
NEW YORK (AP) – A spate of anti-gay attacks in New York City is prompting police to increase their presence in some gay-friendly neighborhoods heading into what’s usually a time for celebration. The City Council speaker says police will put command vehicles in Greenwich Village and other areas through the end of June, which is Gay Pride Month. The decision comes after a man walking with a companion was shot dead Saturday. Police say the gunman made homophobic remarks. The killing happened in Greenwich Village, where the gay rights movement crystallized in the 1960s.
VANDALIA, Ill. (AP) – Illinois State Police say five people are dead and six others injured after a van in which they were riding left a southern Illinois freeway and overturned several times. A spokesman says the five died at the scene of the accident this morning on Interstate 70 near Vandalia, about 70 miles east of St. Louis. There are no details yet on what caused the crash.
