Valley City, ND (KCSi-T.V. News May 23, 2013) — The U.S. Army Corps of Engineers reports, that the Sheyenne River will start to slowly recede, and is expectedd to be lower today.
Bald Hill Dam Manager, Rich Schueneman says the Dam’s release will be cut back, as Lake Ashtabula reached the summer pool level of 1,266 feet, on Wednesday.
Residents are urged to be careful and near the fast moving water.
Jamestown, ND (KCSi-T.V. News) — Meeting Wednesday (May 22, 2013) at the CSi Technology Center, at Historic Franklin School, the Buffalo City Tourism Board reviewed the job evaluation for Tourism Director, Searle Swedlund and approved grant requests.
Board President Aldon Kollman said Swedlund’s evaluation was based on a survey which was on a points basis. A “three” indicated he Exceeded Job Expectations, a “two” means he Meets Expectations, and a “one” indicates, Needs Improvement.
Swedlund’s Points on average were a “two” or better.
Areas included, communications, job knowledge, organization and planning, problem solving, productivity, professional attitude, and others.
Following grant application presentations the Board approved:
A Jamestown Arts Center request of $1536 for Saturday staffing for one year.
A Birding Drives Dakota request for $3,100 for a Jamestown kiosk and signing for was approved for $2,000.
A request of $1,750 for an Xterra off-roading event in cooperation with the Jamestown Community Foundationand R.M. Stoudt was approved, with the stipulation that the dollars be used for advertising only.
JSDC, CEO, Connie Ova gave a report. She said her office has been receiving inquiries from “big box,” retailers stemming from the planned CHS Fertilizer plant to located at Spiritwood, and due to an over run in the area from the western oil patch.
She said JSDC was given a tour of the new Titan Machinery facility west of Jamestown, where she said interior sheet-rocking was starting. Titan was apparently ready to hookup to rural water.
Ms. Ova added that the State Legislature had approved a total of $1.25 million dollars in money available on a one-one match for energy efficiency projects for non-public buildings, available to be applied for later this year.
Searle Swedlund said the Site Advisory Board reviewed two projects including a request from the Frontier Village Association to construct a new building between the Writer’s Shack and the former Doll House, now empty space, for a Wild West Store location.
Bismarck, ND (KCSi-T.V. News) — The North Dakota Highway Patrol will be conducting a saturation of Barnes County on May 24th, 25th and 26th, 2013to include a sobriety checkpoint during the overnight hours of May 25th, 2013 at a predetermined location within Barnes County.
North Dakota continues loose lives as a result of impaired driving. In 2012, 87 people lost their lives in alcohol related crashes. So far in 2013, 14 people have lost their lives in alcohol related crashes in the state of North Dakota. This is 33% of the fatalities so far in 2013.
The purpose of the enforcement effort during an alcohol saturation or sobriety checkpoint is not to arrest DUI drivers, but to cause people to think before they consume alcohol and get behind the wheel. We want people to know we are out there, causing them to make the right choice in finding an alternate way such as a designated driver to reach their destinations if they’ve been drinking this Memorial Day weekend.
BISMARCK, N.D. (AP) – More than a thousand people have evacuated their homes in northeastern North Dakota as rain-fed floodwaters threaten a dam on the Tongue River. Officials have been working to shore up the Renwick Dam west of Cavalier, 85 miles north of Grand Forks. All 1,300 Cavalier residents evacuated their homes on Tuesday.
CRYSTAL, N.D. (AP) – Floodwaters that swamped Crystal have stopped entering the small Pembina County town, and county Emergency Manager Andrew Kirking says the focus is now on cleanup.
Six families in the town of 160 people left their homes Tuesday when Crystal was flooded by heavy rain runoff that flowed across country in the county that slopes from west to east. The water began receding Wednesday, and on Thursday Kirking said the situation had improved dramatically.
Kirking says officials have ordered in several cleaning kits from the American Red Cross in Grand Forks to help residents with the recovery.
DICKINSON, N.D. (AP) – A Bowman man charged with negligent homicide in a vehicle crash that killed a retired abbot from the Assumption Abbey in Richardton has received a deferred prison sentence.
22-year-old MicKenzie Robertson will be on probation for two years and will have to pay $525 in fines and fees. If he complies with the terms, the charge will be cleared from his record.
Robertson was accused in a crash last August near Belfield that killed 73-year-old Patrick Moore, of New England. Robertson’s attorney says his client apparently fell asleep at the wheel.
LINDGERWOOD, N.D. (AP) – A Linderwood man has been arrested on charges of disorderly conduct and resisting arrest after walking around naked and then breaking out a patrol car window and escaping after an officer arrested him.
The Richland County Sheriff’s Office says the 35-year-old man was arrested for disorderly conduct after police received a call about him walking around Lidgerwood naked at about 3 p.m. Wednesday.
When he was being transported to the Richland County Jail, police say he broke out the rear window of a patrol car and escaped. He was apprehended in a field about a 1/2 mile from where he escaped.
The man was taken to the Richland County Jail and is being held on charges of disorderly conduct, escape and resisting arrest.
BISMARCK, N.D. (AP) – The state Board of Higher Education might put tuition back on the drawing board.
The board approved a plan earlier this month allows colleges the option of increasing tuition at various rates, from 2.13 percent at Lake Region State College to 6.63 percent at Williston State.
Board President Duaine Espegard believes the group should revisit another option that lowers the amount of money students would have to pay.
The state Legislature approved a $900 million higher education budget, but it does not cover nearly $32 million for inflation. Those costs could be covered under the approved plan if colleges max out their tuition limits.
University System Chancellor Hamid Shirvani says the board could do better at showing support for students.
The board is meeting this afternoon at North Dakota State.
BISMARCK, N.D. (AP) – North Dakota Governor Jack Dalrymple (DAHL’-rimp-ul) has appointed a longtime Department of Transportation engineer as the agency’s new director.
Grant Levi was appointed Wednesday. He succeeds Francis Ziegler, who retired last November after working for the department for 42 years, the last six as director.
The Transportation Department is one of the state’s largest agencies. It has more than 1,060 employees and a budget over the next two years of more than $2.8 billion.
Levi has worked for the agency for more than 30 years. He’s 53 years old, and a native of Zeeland in south-central North Dakota.
He says the department’s priority is to “safely move people and goods across the state.”
BISMARCK, N.D. (AP) – An energy company has received approval to start construction of a new natural gas processing plant in northwestern North Dakota.
The Oneok company says the plant will cost $160 million and be able to process 100 million cubic feet of natural gas each day. Oneok is based in Tulsa, Okla.
The company already has built one natural gas processing plant at the site near Watford City. Another one is under construction. North Dakota’s Public Service Commission approved the site plan for a third plant on Wednesday.
North Dakota’s natural gas production has been rising along with the state’s oil output. About one-third of the natural gas that’s produced now is burned off, because pipelines aren’t in place yet to process the fuel.

A North Dakota advertising agency is suing the creators of a Cartoon Network show, alleging that they copied a Department of Transportation marketing campaign.
H2M, a Fargo-based advertising and marketing agency, is suing Dane Boedigheimer and Spencer Grove in U.S. District Court in North Dakota.
Boedigheimer and Grove are the creators of the animated series “Annoying Orange.”
H2M alleges that Boedigheimer and Grove ripped off a character called The Talking Orange that was created for television commercials for the North Dakota Department of Transportation. The commercials aired in North Dakota and western Minnesota from 2005 to 2010.
Boedigheimer and Grove are both North Dakota natives and attended college in Minnesota.
Emails sent to the Annoying Orange official website and a Cartoon Network spokeswoman were not immediately returned.
MINOT, N.D. (AP) – Actor Josh Duhamel (doo-MEHL’) is returning to North Dakota for the annual State Fair in July.
Parade chairman Jim Clifford announced that the Minot native will be the grand marshal of the State Fair parade on July 20th. The theme of this year’s parade is “Transforming North Dakota.”
The parade has 70 entries so far.

Jamestown, ND (KCSi-T.V. Sports) — The 33rd Annual Dakota Anglers, Little Britches Fishing Tournament will be June 1st 2013, to coincide with North Dakota Game & Fish’s free fishing weekend (no fishing license required).
There is no entry fee and no need to be a Dakota Anglers member. Teams consist of one adult and one child. Age categories are (0-6), (7-10), (11-13), (14-16).
Plaques will be awarded to winners of each age class, largest rough fish, plus Dakota Anglers traveling trophies for the highest Dakota Anglers member in each age class.
Each team will be allowed to weigh “one person’s” legal limit of fish except northern (only 3 northern). Registration is from 8:00-10:00 AM at Joos Grove. Fishing is from 10 AM-2 PM (teams may fish any “ONE” legal North Dakota water), weigh in is at Joos Grove at 2 PM. Hot dogs, potato chips, and pop will be served after the weigh-in. A casting contest for each age group will be held plus we will draw kid’s names for many prizes. Please join us for the festivities even if you don’t catch any fish.

MIAMI (AP) – LeBron James capped his ninth postseason triple-double by hitting a buzzer-beating layup to give the Miami Heat a 103-102 overtime win against Indiana in the opener of the NBA’s Eastern Conference finals. James finished with 30 points, 10 rebounds and 10 assists, while Chris Anderson came off the bench to add 16 points on 7-of-7 shooting. Paul George led the Pacers with 27 points, including three free throws that put Indiana ahead 102-101 with 2.2 seconds left.

OTTAWA (AP) – Jarome Iginla (juh-ROHM’ ih-GIHN’-luh) and James Neal each had two goals and an assist as the Pittsburgh Penguins beat Ottawa 7-3 to take a three-games-to-one lead in the NHL’s Eastern Conference semifinals. The Senators enjoyed a 2-1 lead until Chris Kunitz (KOO’-nihts) and Iginla scored 40 seconds apart early in the second period. Pascal Dupuis (doo-PWEE’), Sidney Crosby and Iginla later tallied during a 1:44 span of the third period to put the Penguins ahead 7-2.

ATLANTA (AP) – The Twins have placed third baseman Trevor Plouffe on the seven-day disabled list with a concussion. Plouffe was struck in the head by Dan Uggla’s shin while breaking up an attempted double play on Tuesday night. The team will wait a couple of days before giving him a concussion impact test.

CHICAGO (AP) – Former Associated Press defensive player of the year Brian Urlacher (UR’-lah-kur) says he’s retiring after spending 13 seasons with the Chicago Bears. Urlacher was the face of the Bears’ franchise and leaves as one of the game’s great linebackers. He started 180 games from 2000 through 2012, recording a team-record 1,779 tackles along with 41 1/2 sacks, 22 interceptions, 16 fumble recoveries and 11 forced fumbles.

WASHINGTON (AP) – National security concerns will be the subject of an address by President Barack Obama today and it’s expected to touch on issues like drone strikes, the Guantanamo prison and threats faced by Americans. Obama’s speech is expected to reaffirm his national security priorities but make no new sweeping policy announcements.
LONDON (AP) – A daylight London attack with meat cleavers has prompted the British government’s emergency committee to meet today amid fears terrorism has returned to the capital. Prime Minister David Cameron says there are strong indications the killing of a British soldier was an act of terrorism, and his top advisers will be examining the potential security implications.
SPOKANE, Wash. (AP) – The FBI says an arrest has been made after a pair of ricin-laced letters were discovered in Washington state. The agency also says investigators are working “around the clock” to address any remaining risks. A grand jury has charged Matthew Ryan Buquet with mailing a death threat to a federal judge and the FBI made the ricin connection.
MOORE, Okla. (AP) – Shayne Patterson of tornado-devastated Moore, Okla., says when he rebuilds his destroyed home, the construction will begin underground with a storm shelter. Patterson’s home was among as many as 13,000 homes damaged or destroyed Monday when the twister plowed through the Oklahoma City suburb, killing 24 people.
NORTH WEBSTER, Ind. (AP) – About 50 northern Indiana middle and high students were left with non-serious injuries and one driver was seriously injured when a school bus slammed into the back of another one, setting off a four bus chain-reaction. The exact cause of yesterday’s accident likely won’t be released for days because the buses need to be inspected.
