Jamestown, ND (KCSi-T.V. News May 30, 2013) — The U.S. Army Corps of Engineers on Thursday afternoon (May 30, 2013) at 2:45 p.m., increased the release from Jamestown Dam to 1,000 cfs.

Bob Martin reported that the increase puts the Jamestown Dam release to where it was before being cut back due to concerns of excessive rainfall in the forecast.

Earlier this week the Corps reduced the release back to 850 cfs.

Martin points out that Pipestem Dam is maintaining a release of 200 cfs, for a combined release of 1,200 cfs.

He said no other release changes are planned through the coming weekend, unless it becomes necessary due to excessive rainfall or runoff amounts.

 

Jamestown, ND (KCSi – T.V. News May 30, 2013) The Jamestown Police Department is asking for the public’s help in finding a 17-year-old girl who hasn’t been seen by family or friends since May 20.

Kristina Rose Ranisate a junior at Jamestown High School has been living with foster parents Tena Stickel and Susie Stoppleworth for the past nine months.

Police Capt. Gary Peterson said Ranisate’s disappearance is being treated as a runaway.

Peterson said Ranisate was last seen by her foster parents when they dropped her off for work at Ave Maria Village at 4:30 p.m. May 20, but she did not  report for work that day.

Ranisate was reported missing by Stickel at 10 p.m. May 20 after she went to pick the girl up from work.

Ranisate’s is 5 feet 7 inches tall, weighs 190 pounds, has brown eyes and shoulder-length brown hair with blonde highlights.

She was last seen wearing a tan sweatshirt with a black dress shirt underneath, tan and gray dress pants and black and lime-green tennis shoes.

Anyone with information on Ranisate’s location or where she might have gone may call the Jamestown Police Department at 252-1000 and ask for Captain Gary Peterson.

 

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session Thursday afternoon (May 30, 2013) at City Hall for the purpose of consulting with the City Attorney, concerning territorial service claims by Stutsman Rural Water District and the City of Jamestown.

Council Members Gumke, and Brubakken were not present.  Brubakkend supplied a statement.

City Attorney Ken Dalsted was present.

At Thursday’s meeting, the city’s legal counsel Tami Norgaard, from the Vogel Law Firm in Fargo, joined the meeting by telephone conference.

She went through the draft agreement, saying the draft will include provisions approved by the city.

She added that she was not comfortable with some areas concerning the scope of service, and specifically with Great River Energy, contract issues.

The agreement with GRE, concerning water service is with the city, and SRWD, Stutsman Rural Water District, wants the new agreement to address what occurs if a “material breech ” of contract occurs, regarding serving GRE with water.

Mayor Andersen said she is leery of the agreement having other issues “unnecessarily lumped into the draft.”

Ms. Norgaard also reviewed other draft agreement provisions.

Council Member Buchanan commented about back up emergency water service provisions in the draft, to Jamestown Regional Medical Center.

The agreement includes a territory swap allowing the new Titan Machinery building to be served by Rural Water and an area south of the airport to be served by the city of Jamestown. It also sets the boundary between the two utilities as the city limits as they existed in 2010.

The city wants a 40-year contract, and Rural Water District wants to extend the contract beyond that if Rural Water still has debt to the federal government.

Thursday’s meeting follows a joint meeting on Tuesday this week, between the city council, and SRWD board members.

It was noted that attorneys planned to review new wording for the issues discussed at that meeting.

The parties have purportedly agreed on principle on the majority of issues, but desired different language.

Any agreement between the City and SRWD would require the agreement of USDA officials and representatives of the North Dakota Financing Authority because both the city and Rural Water are indebted to those organizations.

Mayor Andersen moved, and it was approved unanimously to have Ms. Norgaard authorize and submit the draft changes during the Thursday meeting to SRWD.

The issues and draft revisions move from the City Council to the Stutsman Rural Water District board for their review.

The meeting was shown live on CSi Cable 67 followed by replays.

 

Jamestown, ND (KCSi- T.V. News) — The Jamestown railroad Quiet Zone was broken, on Thursday evening when a BNSF Railway train horn’s malfunction and was stuck on for close to 10 minutes.

The incident occurred just before 8-p.m, as the train moved west through Jamestown.

The train was stopped while the horn was being fixed.

 

Jamestown, ND (KCSi-T.V. News) – Jamestown Police and Jamestown Area Ambulance Service were call to a vehicle – pedestrian accident, about 1:45 p.m., Thursday (May 30, 2013) at the intersection of 2nd Avenue, and 5th Street Northwest.

An eyewitness said a male was lying in the street and was taken away by ambulance.

 VALLEY CITY, N.D. (AP) – Valley City State University says it plans to offer the first undergraduate software engineering major in North Dakota.
 
     The new program offering will begin with the fall semester. The school says it will deal with the design, development, testing, implementation and maintenance of software systems.
 
     Officials say the new major was developed to meet the needs of employers throughout North Dakota and the Midwest.
 
     VCSU faculty also have worked with the University of North Dakota and North Dakota State to ensure that students will be prepared for graduate study should they wish to pursue a master’s degree in computer science at UND or a master’s in software engineering at NDSU.

 

 BISMARCK, N.D. (AP) – Authorities say a Bismarck man has been arrested in the killing his mother and the wounding of his brother and another woman.
 
     Burleigh County Sheriff Pat Heinert says charges are pending against the man in the killing of 62-year-old Alice Vick on Thursday at their mobile home a few miles southeast of Bismarck.
 
     Heinert says the man’s brother and a woman also suffered injuries in the attack. The sheriff says the woman’s injuries are serious and she was undergoing surgery Friday morning at a Bismarck hospital. Authorities have withheld their names.
 
     Heinert says a knife was used during the attack. The sheriff says formal charges are expected against the man on Friday, following Alice Vick’s autopsy.

 
   FARGO, N.D. (AP) – Officials with the Nokia technology company plan to lay off 50 of their 300 employees at its Fargo plant.
 
     The plant is the base for a division that creates maps and detailed three-dimensional renderings used on smartphones and vehicle navigation devices. The division is branded as “Here.”
 
     The Finland-based company was part of California-based Navteq when the plant first opened in Fargo. Nokia bought Navteq for more than $8 billion in 2007.
 
     Nokia officials say the needed to streamline operations in Fargo.

 

 CAVALIER, N.D. (AP) – Officials in Cavalier are seeking state and federal help to repair a section of a major street that collapsed during flooding last week. The sinkhole appeared on West Second Avenue North. It’s about 10 feet from a bridge over the Tongue River that provides a major entrance to Cavalier City Park and the local swimming pool.
 
     GRAND FORKS, N.D. (AP) – Backers of a North Dakota technology and business park for unmanned aircraft systems expect to finalize a contract for the facility in the next few weeks. The project known as Grand Sky will cover 225 acres on the Grand Forks Air Force base. Officials unveiled details for the park yesterday at an annual drone summit in Grand Forks.

 

BISMARCK, N.D. (AP) – Bismarck-based WBI Energy Inc. said Thursday that it is gauging demand for a pipeline to move natural gas from western North Dakota’s booming oil patch.
 
     The company says the proposed pipeline route would begin near Williston and connect to an existing natural gas pipeline near Moorhead, Minn.
 
     WBI is a subsidiary of MDU Resources Group Inc. of Bismarck. MDU Resources President David Goodin says the pipeline system could serve North Dakota, Minnesota, Wisconsin and other Midwest markets.
 
     The project could initially move 400 million cubic feet of natural gas daily. The company estimated the project’s cost at more than $650 million.
 
     Natural gas is a byproduct of oil production in North Dakota. About one-third of natural gas is being flared, or burned off as an unwanted byproduct of crude production.

Jamestown, ND (KCSi-T.V. Sports) — At the State Class A baseball tournament Thursday evening at Jack Brown Stadium in Jamestown, West Fargo’s Camran Bonnema pitched a no-hitter against the Blue Jays while striking out 10.

West Fargo wins 5-0 in the quarterfinals.

Jamestown had four base runners against Bonnema via walks.

Jamestown will take on Fargo Davies in the consolation round, at Jack Brown Stadium scheduled for this morning at 11:30.

 MIAMI (AP) – The Miami Heat have a three-games-to-two lead in the NBA’s Eastern Conference finals after outscoring Indiana 30-13 in the third quarter of a 90-79 win over the Pacers. LeBron James had 30 points, eight rebounds and six assists for the Heat, who were tied at 53 before outscoring the Pacers 17-4 over the final 4  1/2 minutes of the third quarter. Miami will try to wrap up their third straight berth in the NBA Finals on Saturday at Indianapolis.

PARIS (AP) – Defending French Open champion Maria Sharapova moved into the third round Friday by finishing off a rain-interrupted 6-2, 6-4 victory over 19-year-old Eugenie Bouchard of Canada.
 The match was suspended on Thursday night with Sharapova up a break in the second set at 4-2.Women’s No. 1 Serena Williams and second seed Maria Sharapova are among those scheduled to hit the courts at the French Open today.

Germany’s Tommy Haas became the first 35-year-old since 2007 to reach the French Open’s third round,  beating 20-year-old American qualifier Jack Sock 7-6 (3), 6-2, 7-5 Friday.

UNDATED (AP) – Hall of Famer George Brett has been appointed the Kansas City Royals’ interim hitting coach as part of a shakeup aimed at pulling the struggling team out of its eight-game losing skid. Brett has helped the Royals in spring training for years, but has turned down full-time job offers because he didn’t want to deal with the daily grind.
 
     The Royals, who haven’t scored more than three runs in their last six games, are near the bottom of the league in runs, walks, homers, RBIs and just about every other offensive category.

WASHINGTON (AP) – The annual report on the financial status of Social Security and Medicare is due out today. It will contain the latest assessment of when the trust funds that support the government’s two biggest benefit programs will run out. Last year, the trustees report projected that the Medicare trust fund would run dry in 2024 and Social Security’s trust fund would be exhausted in 2033.
 
     WASHINGTON (AP) – Student loans will be at the forefront today when President Barack Obama hosts a group of college students at the White House. Obama will call on Congress to keep federally subsidized student loan rates from doubling on July 1. Obama wants to temporarily extend current rates or to find a long-term compromise that avoids the scheduled rate increase.
 
     NOGALES, Mexico (AP) – An Arizona woman facing drug smuggling charges in Mexico has been given her freedom after a judge dropped all allegations against her. The break came when the judge reviewed security footage of Yanira Maldonado and her husband boarding a bus in Mexico. Her attorney, Jose Francisco Benitez Paz, says she was not mistreated but “Lived through a nightmare.”
 
     BERLIN (AP) – The discovery of unauthorized genetically modified U.S. wheat on a farm has prompted the European Union to urge its 27 member states to test wheat shipments from the United States. Japan has halted imports of certain types of wheat following the discovery. The EU’s consumer protection office says it’s seeking “further information and reassurance” from U.S. authorities.
 
     BAGHDAD (AP) – Authorities say three policemen died in western Iraq today when attackers sprayed a security checkpoint with gunfire. Police officials say two carloads of gunmen attacked the checkpoint in the city of Fallujah. Two other policemen were also wounded in the attack. Fallujah, is a former al-Qaida stronghold.
