BISMARCK, N.D. (AP) – North Dakota’s Transportation Department has reopened state Highway 200 east of Hurdsfield after finishing a temporary road raise to combat floodwaters.
 
     Officials say a single lane is open to traffic and speeds are reduced.
 
     Two other highways in the state are affected by floodwaters but remain open to traffic, with speeds reduced – U.S. 83 north of Max and N.D. 53 east of Max.

Jamestown, ND (KCSi-T.V. News Jun 7, 2013) — The Jamestown City Council has voted to accept the latest draft agreement presented by Stutsman Rural Water District, concerning territorial service, including the Titan Machinery location west of Jamestown.

The vote was 3-1 to accept the language in draft (Council Member Gumke was not present). Voting in favor of accepting the draft were Mayor Andersen, Council Member Kourajian, and Council Member Brubakken. Council Member Buchanan was the dissenting vote.

Buchanan said he does not feel that SRWD’s legal counsel, Steve Harris does not speak for Stutsman Rural Water Distric.

Buchanan also questions Titan Machinery’s going ahead and hooking up to rural water, being in the city limits.

He said the city should have no contract than a bad contract.

He wanted further definement on the language in the draft.

The Mayor disagreed, saying the contract should be signed even though there are items in the draft that do not have to be in it.

She added that she was not comfortable with some areas concerning the scope of service, and specifically with Great River Energy, contract issues.

The agreement with GRE, concerning water service is with the city, and SRWD. Stutsman Rural Water District, wants the new agreement to address what occurs if a “material breech ” of contract occurs, regarding serving GRE with water.

Discussions by the council dealt with what type of breach of contract would void portions of the contract

The Mayor said she was frustrated with the draft not addressing fire fighting issues at the Titan Machinery site.

She said all areas of economic development have been hurt by not having an agreement in place between the city and SRWD.

Council Members did not have total agreement with items in the draft, but most felt it was in the best interest to move forward and have an agreement in place.

Counsel Tami Norgaard, attending the meeting by phone from the Vogel Law Office in Fargo said there are personality issues between the city and SRWD.

Council Member, Brubakken moved to have the agreement in place, with Stutsman Rural Water District and move forward, and to obtain approval of the draft by SRWD.

The agreement includes a territory swap allowing the new Titan Machinery building to be served by Rural Water and an area south of the airport to be served by the city of Jamestown. It also sets the boundary between the two utilities as the city limits as they existed in 2010.

It motion was approved on the 3-1 vote, and the city’s signing off on the draft will be sent to Stutsman Rural Water District, for their signature, if they still agree to the terms.

The Stutsman Rural Water District Board of Directors is scheduled to meet on Tuesday June 11, 2013, at 8 a.m. or its regular meeting.

Any agreement between the City and SRWD would require the agreement of USDA officials and representatives of the North Dakota Financing Authority because both the city and Rural Water are indebted to those organizations.

The meeting was shown live on CSi 67 followed by replays.

 

Jamestown, ND (KCSi-T.V. News Jun 7 2013) –Jeff Nold, has unofficially accepted an offer from a school in West Fargo.

Earlier this month he was offered a position at Jamestown Middle School.

Jamestown Public School Superintendent, Robert Toso says the offer to Jeff Nold still stands, and has 30 to official accept or reject the Jamestown offer, as the school district will see if another finalist is available for the position.

There was a controversy regarding Jeff Nold’s application for a teaching position at Jamestown High School, when the school board had concerns of potential nepotism, as his father, Bill Nold is the principal.

 

Jamestown, ND (KCSi-T.V. News) —  Construction has begun on a half mile segment of Old # 10 (County Road # 40) from the City of Spiritwood east to the junction with County Road # 62.

The roadway has been closed to traffic and a detour has been provided. The work is expected to be completed by the middle of July.

Motorists are advised to utilize the signed detour or avoid the area and take alternate routes.

Valley City, ND (KCSi-T.V. News) — Barnes County is planning to drawn down Fox Lake, which has encountered high water levels.

County commissioners have approved the $50,000 purchase of an electric pump and hose, to equalize the lake on both sides of the road, enabling officials to repair a pipe that’s plugged.

 

Jamestown, ND (KCSi-T.V. News Jun 6, 2013) — The 19th Annual Jamestown Parks and Recreation Department, Kite Fest is ser for Saturday and Sunday June 8-9, 2013 at 10-a.m., both days, at Meidinger Park, in Southwest Jamestown.

Kite flyers are coming to Jamestown from several locals to participate, include a team from Illinois

MANVEL, N.D. (AP) – A Minnesota man has died after becoming trapped under the front of a concrete grinder he was operating on a northeastern North Dakota highway. The Highway Patrol did not immediately identify the 58-year-old man from Clear Lake, Minnesota. Authorities say he was working in a construction zone on Interstate 29 near Manvel when the incident happened shortly before 8 a.m. yesterday. He died at the scene.

 

 FARGO, N.D. (AP) – Authorities say a 41-year-old Fargo woman rescued by firefighters from the Red River earlier this week has died.
 
     The Fargo Fire Department says Sabrina Quintana died Thursday after being hospitalized since the Monday morning incident. Police and fire crews had responded to a report at the Midtown Dam in Dike East Park and began searching the shore when they found a cell phone.
 
     Firefighters were launching a boat when they spotted the woman floating about 20 yards north of the boat ramp at the park. She was pulled to shore by firefighters wearing cold water rescue suits.
 
     Authorities performed CPR on the woman before she was taken by ambulance to a local hospital.

 

MINOT, N.D. (AP) – A North Dakota woman says she will plead guilty to stealing nearly $21,000 from an individual bank account by forging signatures on withdrawal slips.
 
     Angelita Starr, also known as Angelita Little Dog, is charged in federal court with theft and bank fraud. She filed a plea agreement earlier this week.
 
     Authorities say Starr obtained $20,900 in cash from the Lakeside State Bank in New Town by withdrawing money on several occasions and forging the signature of the account holder’s guardian.
 
     The plea agreement also calls for Starr to plead guilty in a separate case for distributing heroin and methamphetamine.
 
     Starr faces a maximum penalty of 45 years in prison. A plea hearing has not been scheduled.

 

 BISMARCK, N.D. (AP) – A group of 25 women in northeastern North Dakota wants state residents to vote on a proposed law giving both parents equal rights and decision-making responsibilities in child custody cases.
 
     The group is seeking state approval to circulate petitions that could put the proposed measure on the ballot.
 
     Group chairwoman Jill Bjerke (BYUR’-kee) tells The Forum that state law makes it difficult for one divorced parent to have an influence in a child’s life. She says the proposed law would ensure a child doesn’t lose access to that parent following a divorce or separation.
 
     The initiative would create a definition in state law for “equal parenting time” that would ensure equal time-sharing of a child for both parents, or require a mutually agreed upon parenting plan.

 

 BISMARCK, N.D. (AP) – The state Public Service Commission says North Dakotans are using more cell phones, and fewer of the traditional telephone land lines.
 
     The PSC says more than 780,000 telephones are in use in North Dakota. Of those, nearly 525,000 were wireless phones.
 
     The PSC says the number of wireless phones is up 18 percent from 2012. The number of land line telephones dropped about 10 percent from last year.
 

 BISMARCK, N.D. (AP) – The U.S. Navy is naming one of its new ships after North Dakota’s capital.
 
     The military says the USNS Bismarck will be a high-speed transport vessel. Such ships serve a variety of roles, from providing humanitarian assistance and disaster relief to supporting special operations forces.
 
     North Dakota’s congressional delegation issued a statement saying the naming of a ship after Bismarck “pays tribute to all North Dakotans and serves as an especially fitting recognition of all of our state’s veterans.”

 

 FARGO, N.D. (AP) – Funeral services have been scheduled next week for retired federal Judge Frank Magill.
 
     Magill served from 1986-1997 on the 8th U.S. Circuit Court of Appeals. He died Sunday in Fargo at age 86 after battling Alzheimer’s disease.
 
     The state Supreme Court says Magill’s funeral is scheduled for 10 a.m. Tuesday at Sts. Anne and Joachim Catholic Church in Fargo.

 MIAMI (AP) – LeBron James had his 10th career postseason triple-double, but the San Antonio still took Game 1 of the NBA Finals 92-88 over the Heat in Miami. James finished with 18 points, 18 rebounds and 10 assists but shot just 7-for-16. Tony Parker scored a team-high 21 points for the Spurs, including a game-clinching basket with 5.2 seconds to play.

 LOS ANGELES (AP) – Marian Hossa (HOH’-sah) scored 70 seconds into the third period to give the Chicago Blackhawks a 3-2 victory over the Los Angeles Kings and a three-games-to-one lead in the NHL’s Western Conference finals. The Kings led 2-1 late in the second period until Patrick Kane notched his first goal in eight games. Bryan Bickell had a goal and an assist for the Hawks, who can wrap up the series at home on Saturday.
 
 Boston has lost center Gregory Campbell for the rest of the playoffs with a broken right leg. Campbell was hurt during the second period of the Bruins 2-1, double-overtime victory over Pittsburgh in Game 3 of the Eastern Conference finals Wednesday night.

 MINNEAPOLIS (AP) – Maya Moore scored 22 points last night to lead the Minnesota Lynx past the Phoenix Mercury 99-79. Seimone Augustus added 19 points and Amber Harris had a career-high 18 off the bench. Diana Taurasi led Mercury with 21 points. 
 
    

TWINS DRAFT…

  MINNEAPOLIS (AP) – The Twins have selected Texas high school pitcher Kohl Stewart with the fourth pick in the Major League Baseball draft. Stewart is a 6-foot-3 right-handed pitcher who also has a scholarship to play quarterback at Texas A&M.

The Houston Astros have used the first overall pick in the baseball draft to select Stanford pitcher Mark Appel (ah-PEHL’), who was 10-4 with a 2.12 ERA and 130 strikeouts in 106 1/3 innings for the Cardinal this year.
 
     Appel was selected eighth overall by the Pirates in last year’s draft before deciding to return to school for his senior season.

 

NBA…

 DENVER (AP) – The Denver Nuggets have parted company with head coach George Karl after 8  1/2 seasons and nine straight playoff appearances. Karl was just named the NBA’s Coach of the Year award after guiding the Nuggets to a team-record 57 wins, but the club was bounced in the Western Conference quarterfinals for the fourth consecutive year.

  The men’s semifinals in the French Open will be contested Friday in Paris. In one match, top-seed Novak Djokovic (NOH’-vak JOH’-kuh-vich) is facing third-seed Rafael Nadal (rah-fay-ehl nah-DAHL’) while in the other No. 4 David Ferrer (feh-REHR’) is going against France’s Jo-Wilfried Tsonga (SAHNG’-guh), the sixth-seed.

  Top seed Serena Williams will take on No. 2 Maria Sharapova in Saturday’s French Open women’s final. Williams needed just 46 minutes to beat fifth seed Sara Errani 6-love, 6-1 in yesterday’s semifinals. Sharapova split her first two sets before posting a 6-1, 2-6, 6-4 win over No. 3 Victoria Azarenka.

     MEMPHIS (AP) – Davis Love III owns a share of the lead heading into the second round of the St. Jude Classic in Memphis, the final tuneup before the U.S. Open. The 49-year-old Love opened with a 4-under-par 66 that leaves him tied with five others. Stuart Appleby, Harris English, Nathan Green, Martin Flores and Glen Day are the other co-leaders.
 

BIRMINGHAM, Ala. (AP) – Jeff Sluman (SLOO’-mihn) shot a 7-under-par 65 in taking a one-stroke lead over Fred Couples through one round of the Regions Tradition in Birmingham, Ala. Sluman carded eight birdies in matching his best opening-round score on the Champions Tour. Duffy Waldorf and Peter Senior shot 67, and Mark Calcavecchia (kal-kah-VEK’-ee-uh), Michael Allen, David Frost and Corey Pavin (PAY’-vihn) followed at 68.

WASHINGTON (AP) – It won’t be long before the government releases last month’s employment data. Economists expect the figures this morning will show unemployment unchanged at 7.5 percent and job creation in the neighborhood of 165,000, as it was in April. A few economists think there were fewer new jobs created.
 
     WASHINGTON (AP) – The debate continues over reports of massive phone and internet data collection by the government in the name of national security. Director of National Intelligence James Clapper calls the revelations “reprehensible,” but he’s also declassifying some information in an effort to tamp down a public uproar.
 
     SEOUL, South Korea (AP) – An independent U.N. investigator says South Korea’s National Security Law seriously restricts human rights. The investigator says the law violates the constitutional rights of activists who the government labels as anti-state by blocking constructive criticism of South Korean government policies.
 
     SAN JOSE, Calif. (AP) – President Barack Obama is making a pitch for his health care program ahead of two days of meetings with China’s leader. He’ll make a personal plea to Latinos and young people in California to sign up for coverage as he highlights how the state is implementing the Affordable Care Act. The China discussions will include cybersecurity and North Korea.
 
     MOSCOW (AP) – It’s 30 years and out for the Putins. President Vladimir Putin and his wife, Lyudmila, rarely seen in public, announced the end of their marriage less than two months shy of their 30th anniversary in an interview with Russian television. Divorce is common in Russia, but not among top officials.
