Jamestown, ND  (KCSi-T.V. News Jun 17, 2013)  — The Jamestown Police Department is warning residents of a high-risk convicted sex offender living in Jamestown.

35 year old Elvert Deon Mack,  lives at 1421 Fourth St. NE #4. He is described as a black male, 6 feet 3 inches tall, weighing 184 pounds with brown eyes and black hair. He does not have a vehicle.

Mack has been assigned a high risk assessment by the North Dakota Risk Level Committee, Office of the Attorney General.

He was convicted of gross sexual imposition on Jan. 19, 2006, in Burleigh County, North Dakota. He forced a juvenile female to engage in sexual intercourse. He was sentenced to five years in prison plus supervised probation.

He was also convicted of indecent exposure June 7, 2001, in Waco, Texas. He was sentenced to 180 days in prison and one year of supervised probation.

Mack is not wanted by police at this time and is currently serving the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault or intimidate the offender. Attempts to harass, intimidate or threaten these offenders or their families, landlords or employers will be turned over for prosecution. Jamestown, ND KCSi -T.V. News Jun 17, 2013) — A housing study, funded by the nine counties and N.D. Housing Finance Agency was released Monday, June 17, 2013, by the South Central Dakota Regional Council offices, in Jamestown.

Counties included in the study were: Barnes, Foster, Dickey, Griggs, Logan, LaMoure, McIntosh, Stutsman and Wells.

The Regional Council hired Maxfield Research Inc. from Minneapolis, to conduct the study which has been gathering and analyzing the data for the past seven months.

For Stutsman County the study states that 95 percent of demand for housing will be in Jamestown. Of the projected 1,041 housing units needed, 63.5 percent, or 661, would be for general occupancy, which is split between for-sale properties and rentals.

The number of for-sale units needed over the next 10 years is 293, while the number of rental units is 368. The for-sale units include 211 single-family units and 82 multi-family units.

Of the 368 needed rental units, the study shows 266 should be rented at the market rate and 102 would receive a subsidized or “affordable” rate. Klein said these numbers are in addition to existing housing units.

The rest of the units needed in Stutsman County 380 are senior housing units, which includes housing meant for active adults, adults needing assisted living and units with special care.

 

Stutsman County Housing Authority executive director, Dave Klein, said the study did not include any possible housing needs for proposed industrial development near Spiritwood, because SCDRC wanted the study’s housing projections to be based on established existing needs.

An intended use of the study is to provide realistic projections for developers.

 

The study said the other eight counties will have demand for housing units as follows:

* Barnes, 608.

* Dickey, 235.

* Wells, 224.

* Foster; 173.

* LaMoure, 165.

* Griggs, 134.

* McIntosh, 132.

* Logan, 56.

Joseph Neis, SCDRC board president, and is the Edgeley City Auditor and also owns a private business, said The Regional Council Board of Directors commissioned the study to identify what types of housing needs to be added to the more than 50 communities in the nine counties. As employers in the region voice the need to replace retiring workers and to find new employees to expand, housing is always a concern.

He and other leaders in the region are feeling the pressure to address the housing demand.

Neis said that instead of using anecdotal information to make decisions.

The regional council obtained a grant from the N.D. Housing Finance Agency for part of the study and secured the balance of the funding from the county members to hire the consultant. Once hired, they proceed to analysis demographics, employment trends, housing characteristics, rental and for-sale housing market, and make recommendations.

Phase I of the Housing Needs Assessment for the North Dakota Planning Region VI was released in January and a housing summit was held in February in Jamestown.

An Update and Approval of the URS contract/ work plan was granted, for the Sheyenne River erosion project within the city limits in the amount not to exceed $50,000. The city is awaiting word on approval of the funding.

Approved an Amendment to Engineer-Owner Agreement for Paving Improvement District No. 102 for additional engineering services in the amount of $7,000.00.

City Administrator Report

David Schelkoph reported that the city will meet with representatives of AMI and Cooper Power with a kickoff meeting on July 10, 2013, concerning the implementation of automated utility meters.

City Attorney Russell Myhre said recodification of the City Code is continuing, and the intent of the City Commission is needed during the process, as well as public input.

City Updates & Commission Comments

It was noted that the VCSU Foundation gave the city an award which helped the University to place the artificial turf at Lokken Field by a food and beverage tax grant.

Commissioner Pedersen said the city will attend this week’s State Water Commission meeting in Bismarck asking for engineering costs for the next phase of the city’s flood protection.

Mayor Werkhoven cautions residents with construction projects going on in the city to use caution around trucks and heavy equipment.

The meeting was shown live on CSi 68 followed by replays.

  

 FARGO, N.D. (AP) – Outgoing North Dakota University System Chancellor Ham Shirvani has criticized three university presidents in annual performance evaluations.
 
     Shirvani is calling for outside reviews of University of North Dakota President Robert Kelley and North Dakota State President Dean Bresciani (bruh-SHAW’-nee). He’s recommending no raises for Kelley and Minot State President David Fuller because of what he calls poor leadership.
 
     Fuller says  he’s proud of what he’s accomplished. Kelley says he met his goals and he’s perplexed by the recommendation that he not receive a raise. A spokeswoman for Bresciani says he’s committed to NDSU’s success and is surprised by Shirvani’s analysis.
 
     The state Board of Higher Education voted earlier this month to buy out Shirvani’s contract after months of pressure from critics who questioned the chancellor’s leadership style.

 

MANDAN, N.D. (AP) – North Dakota agriculture and animal health officials are holding a meeting with cattle producers, veterinarians and others to talk about bovine tuberculosis.
 
     The state Board of Animal Health reported last week that a beef cow in a herd near the south-central North Dakota town of Solen had tested positive for bovine TB, a potentially fatal disease that spreads through inhaled bacteria.
 
     The cow reportedly came from Texas and moved through a seller in South Dakota. Officials believe the disease has not spread, but the rest of the herd is being tested as a precaution.
 
     The meeting is scheduled at 7 p.m. Tuesday at The Post, located two miles south of Mandan on Highway 1806.

 

 MINOT, N.D. (AP) – A crop-spraying pilot suffered what the North Dakota Highway Patrol says are minor injuries when his plane crashed about three miles west of Minot Air Force Base.
 
     The patrol says 48-year-old Brian Sturm, of Minot, lost control of the plane Sunday morning when one of the wings malfunctioned. The plane crashed in a field.
 
     Sturm crawled from the cockpit and laid in the field for nearly two hours before a fellow crop duster pilot found him. He was taken to a Minot hospital.
 
     The patrol and the Federal Aviation Administration are investigating.

 

 BISMARCK, N.D. (AP) – Authorities say a Cannonball man has been sentenced to 2  1/2 years in prison for domestic assault by a habitual offender.
 
     U.S. Attorney Timothy Purdon says 26-year-old Ira Plenty Chief was sentenced on Monday. Plenty Chief pleaded guilty to the charge in March.
 
     Authorities say Plenty Chief assaulted a woman in July 2012 by striking her in the face, which resulted in injuries to her eye and nose. Her injuries required medical attention.
 
     Authorities say Plenty Chief had two prior convictions for domestic violence offenses in Standing Rock Tribal Court.

 

 BISMARCK, N.D. (AP) – A North Dakota woman has been sentenced to eight years in prison for driving while drunk and killing two passengers.
 
     U.S. Attorney Timothy Purdon announced Monday that 28-year-old Barbara Iron Hawk, of Cannonball, was sentenced to four years in prison for two counts of involuntary manslaughter. The sentences will run consecutively, for a total of eight years. She also must pay more than $130,000 in restitution.
 
     Iron Hawk earlier pleaded guilty to the charges.
 
     Prosecutors say Iron Hawk, who had 20 prior criminal violations involving alcohol, was driving on Highway 24 in November while intoxicated. While attempting to over-correct, Iron Hawk flipped the car multiple times. Two passengers died from injuries sustained in the crash. 

 

MINOT, N.D. (AP) – An airman with the 5th Bomb Wing at Minot Air Force Base died in a canoeing accident over the weekend. Base officials say Tech Sergeant Jason Mower drowned Saturday when the canoe he was in overturned on Lake Metigoshe (meht-ih-GOH’-shee). Another airman in the canoe surfaced but Mower did not. His body was recovered Sunday morning.

 

 BISMARCK, N.D. (AP) – Two men have been charged with attempted murder in a stabbing and beating last week in Bismarck.
 
  33-year-old Jose Nelson Osorio and 19-year-old Kelvin Rolando Osorio Oviedo were charged Friday with the felony.
 
     Osorio and Oviedo are accused of stabbing and beating 25-year-old Rafael Angel Diaz Zayas on June 11 or 12 at a Bismarck apartment. Zayas, of Bismarck, was taken to a local hospital with life-threatening injuries.
 
     Authorities say Zayas was beaten with three 35 pound dumb bells and had been stabbed nine times with a knife.

 

 MINOT, N.D. (AP) – The chairman of the Joint Chiefs of Staff says he’s convinced missteps involving nuclear weapons at a North Dakota Air Force base will be corrected. Army General Martin Dempsey visited Minot Air Force Base yesterday. In March, the base got an equivalent of a “D” grade for its mastery of missile launch operations.

 

BISMARCK, N.D. (AP) – Warmer and drier weather across North Dakota last week allowed farmers to get the last of their crops planted.
 
     The U.S. Department of Agriculture says in its weekly crop report that there were 5 days suitable for fieldwork on average last week.
 
     Spring wheat seeding is rated just 86 percent complete, trailing last year’s 100 percent average.  Spring wheat is 74 percent emerged, behind last year at 100 percent and the 92 percent average.
 
     Durum wheat seeding is also behind at 88 percent complete. The crop is 76 percent emerged, behind last year at 100 percent and the average of 92 percent.
 
     Pasture and range conditions are rated 0 percent very poor, 2 percent poor, 11 percent fair, 60 percent good and 27 percent excellent.

Valley City, ND  (KCSi-T.V. Sports Jun 17, 2013)   –   Jill DeVries has resigned as head women’s basketball coach at Valley City State after 14 seasons. university announced on Monday.

DeVries led the Vikings to the NAIA Division II national tournament the past three seasons, including a school-record 24 wins last season.

VCSU athletic director Jack Denholm, says, “She has definitely raised the expectations of the program to new levels.”

DeVries  says  it wasn’t an easy decision to leave coaching.

Denholm adds,  the search for finding a replacement will begin immediately, and he would like to hire a new head coach as quickly as possible.

 BOSTON (AP) – The Boston Bruins have a two-games-to-one lead in the Stanley Cup finals after Tuukka (TOO’-kuh) Rask handled 28 shots in a 2-0 win over the Chicago Blackhawks. Daniel Paille (PY’-ay) scored the winning goal for the second straight game, beating Corey Crawford at 2:13 of the second period. Patrice Bergeron (pah-TREES’ BEHR’-zhur-ahn) also had a second-period goal to support Rask’s third shutout of the postseason.
Game 4 is Wednesday night in Boston.

     OMAHA, Neb. (AP) – Oregon State stayed alive in the College World Series by scoring seven times in the fourth inning of an 11-4 romp over Louisville. Max Gordon had two hits and two RBIs out of the No. 9 hole as the Beavers eliminated the Cardinals.
 
     The second game had Mississippi State beating Indiana 5-3.

 

ST. PAUL, Minn. (AP) – The Minnesota Wild have re-signed defenseman Marco Scandella to a two-year contract. The team announced the deal yesterday. Scandella was eligible to be a restricted free agent, but the Wild locked the 23-year-old before he could hit the market.

     MINNEAPOLIS (AP) – Former Gophers standout Trevor Mbakwe (im-BAHK’-way) worked out yesterday for the Minnesota Timberwolves. Mbakwe has been widely projected as a second-round pick, where the Timberwolves have two selections. The NBA draft is June 27th.

  MIAMI (AP) – The San Antonio Spurs had yesterday off before trying to capture their fifth NBA championship tonight in Miami. The Spurs lead the finals three games to two after Tony Parker scored 26 points and Manu Ginobili (MAN’-oo jih-NOH’-blee) added 24 in a 114-104 win over the Heat. Three teams have gone into Game 6 on their home court down 3-2 in the series and wound up winning the championship.

 PHOENIX (AP) – Arizona pitcher Ian Kennedy began serving his 10-day suspension last night after dropping his appeal. He was punished after hitting Yasiel Puig (YAH’-see-ul pweeg) and Zack Greinke (GREHN’-kee) with high inside pitches, the latter one triggering a benches-clearing melee in the Diamondbacks’ game against the Dodgers last Tuesday.

 

  The Detroit Tigers have placed right-hander Anibal (AH’-nih-bahl) Sanchez and catcher Alex Avila (AH’-vee-lah) on the 15-day disabled list. Sanchez is expected to miss two starts because of a strained right shoulder and Avila will be out with a bruised left forearm.

 

NASCAR…

 SHELBY, N.C. (AP) – NASCAR driver Mike Harmon has turned himself in to authorities in North Carolina after warrants were issued for him and a business partner.
 
     Sheriff’s deputies in Rowan County say warrants were issued for Harmon and the business partner on Monday. Authorities say the men are charged with breaking and entering and larceny after breaking and entering.
 
     Investigators say the men allegedly stole at least seven vehicles from NASCAR’s truck racer Jennifer Jo Cobb last year. Harmon once was the team manager for Cobb’s Nationwide racing team.
 
     The charges are a result of search warrants executed at a storage shed at a North Carolina location and at Harmon’s shop in Mooresville on May 28.
 
     Harmon surrendered in Shelby on Monday afternoon. It was not clear if he has an attorney.

 GENEVA (AP) – Settlement of a high-profile legal standoff between Switzerland and the United States over suspected American tax cheats has hit a snag. The country’s lower house voted today not to discuss the measure presented as a way for Swiss banks to disclose client information to U.S. authorities without breaking Switzerland’s strict secrecy laws. The measure has been sent back to the upper house for reconsideration.
 
     ENNISKILLEN, Northern Ireland (AP) – Forcing multinational companies out of their tax shelters and loopholes is the focus in the final hours of the G-8 summit. Leaders from eight of the world’s wealthiest countries meeting in Ireland are trying to come up with ways to close the shelters and loopholes used to avoid paying a fair share of tax.
 
     BAGHDAD (AP) – Iraqi authorities say at least 24 people have been killed and 52 wounded in two suicide bombing attacks today in Baghdad. One attack happened in a Shiite mosque as worshippers gathered for midday prayers.
 
     ATHENS, Greece (AP) – Conservative Prime Minister Antonis Samaras (ahn-TOH’-nees sah-mah-RAHS’) and his governing coalition partners in Greece have agreed to continue negotiations over the closure of state TV. Samaras ordered state TV closed and 2,600 employees fired in an austerity move strongly opposed by coalition partners. The agreement to keep talking avoids a snap election, but state TV signals remain blank.
 
     WASHINGTON (AP) – Vice President Joe Biden is announcing progress today on President Barack Obama’s initiatives to reduce gun violence, but says the most important step would be getting a reluctant Congress to pass new firearms laws. Biden’s remarks at the White House come while Obama is traveling in Europe and are meant to keep up pressure on lawmakers after the Senate voted down a bill in April to expand background checks.
