BISMARCK, N.D. (AP Jun 20, 2013) – Authorities have recovered the body of a man who drowned after the pickup he was driving in was swept off Highway 32 near Gwinner.
The pickup was retrieved from the swollen Dead Colt Creek about 1:45 p.m. Thursday.
Sargent County Sheriff Travis Paeper says the pickup was in water between 8 to 12 feet deep.
The North Dakota Highway Patrol reports, the man has been identified as
48 year old James John Materi of Lisbon.
The report says, a Chevrolet Silverado was northbound on Hwy. 32 about 6 miles north of Gwinner. The Chevy approached a water covered portion of Hwy. 32 that had warning signs placed by NDDOT and a NDDOT employee flagging traffic about the high water (approximately 8-12 inches deep). The Chevy entered the high water around 20-25 mph and while crossing the high water area, the Chevy was swept into the east ditch of Hwy. 32. The Chevy then was carried down stream along the swollen creek (Dead Colt Creek) for about 300 yards. The vehicle was on top of the water for approximately 15 minutes and then disappeared under the water around 8:00 am.
The vehicle remained under the swollen creek until it was recovered, intact, around 1:45 pm by Valley Water Rescue and Richland County Dive Rescue. Mr. Materi was still inside the vehicle. He was pronounced dead on scene.
The crash remains under investigation.
The North Dakota Department of Transportation has reopened Highway 32 between Gwinner and Lisbon after the water receded. Highway 13 remains closed.
Jamestown, ND (KCSi-T.V. News Jun 20, 2013) — With large amounts of rain that fell in the James River Basin June 19, 20, 2013, and forecasts of possibly more heavy rain, the U.S. Army Corps of Engineers has made release changes at Jamestown Dam.
Bob Martin in Jamestown says, at 8-a.m., the Jamestown Dam release was reduced from1,000 cfs. to 900 cfs.
Then, at about 11:15 a.m., to Jamestown Dam release was cut to 700 cfs.
He points out the plan to increase the release at Pipestem Dam to 300 cfs that was to occur on Thursday, did not happen, and the release is still at 200 cfs.
As of Thursday morning, the combined release below the confluence in Jamestown is 900 cfs., down from the maximum so far this year of 1,200 cfs.
He adds, that heavy rainfall amount is raising the James River level in the LaMoure area.
Martin says pending additional heavy rainfall amounts, the combined release of 900 cfs is expected to continue through this coming weekend.
Jamestown, ND (KCSi-T.V. News Aug 13, 2012) – A reminder whenever serve weather occurs, Stutsman County, through an agreement with Richland County, has contracted with CodeRED to allow anyone the opportunity to receive emergency notifications requiring immediate action and weather warnings for free.
Stutsman County Emergency Manager, and 9-1-1-Coordinator, Jerry Berguist said, there is no additional cost for Stutsman County residents, as the cost is a part of the 9-1-1 fee.
Any business line, cell phone line, VoIP phone line, email address, or text messaging capable phone needs to register for the service by logging onto the Stutsman County website at
Once on the site, click the link to be directed to the secured “CodeRED Community Notification Enrollment” page.
Required information to register includes first and last name, street address, city, state, zip code, and phone numbers to be entered.
An exact address is needed due to the geographically based delivery system that CodeRED uses.
The registration page also allows users the opportunity to sign up to receive emergency weather warnings.
This is an opt-in service only.
Anyone wishing to use this service must register by opting in on the enrollment page, including residential landline phones.
Users have the option to receive alerts anytime the National Weather Service issues a tornado warning, severe weather warning or flash flood warning for the address entered on the enrollment page.
Only users that are registered for the service will receive the message.
In addition, you will only be warned if you live in the warned polygon that the National Weather Service has issued a warning for.
For example, if a “tornado warning,” is issued for only Northeast Stutsman County, the phone in Jamestown, and other parts of the county will not be called concerning the warning.
Normal text messaging rates apply to users who decide to opt in for the text messaging service.
A phone app for Smart Phones is also available for a fee, through app stores, enabling users to be notified by the CodeRED system as they travel.

Jamestown, ND (KCSi-T.V. News Jun 20, 2013) — Officials with Home of Economy have announced that the store is moving to the former K-Mart location at the Buffalo Mall.
Renovations will take place in the 85,00 square feet of space starting July 1, 2013.
Home of Economy will occupy bout two-thirds of the space in the mall location.
The store will be Home of Ecomony’s largest store to date.
President of Home of Economy, President and CEO, Wade Pearson states that it’s a great location for them.
The Jamestown Home of Economy store at 830 18th Street, Southwest will remain open while the Buffalo Mall location is set up.
Pearson said the Buffalo Mall space will allow Home of Economy to expand the Jamestown store’s clothing and work boot offerings, and expand its sporting goods department.
The Home of Economy family of stores began in 1939 when M.W. ‘Bob’ and Jean Kiesau opened a small tire store in Thief River Falls, Minnesota. Acquired in April 2006, the Jamestown Home of Economy was formerly a ‘Big R’ store. Big R was a fellow member of the Mid-States Distributing Company, a powerful group of independent retailers founded by Bob Kiesau in 1953.
The expansion in Jamestown is one of several major growth projects undertaken by Home of Economy in the last 15 months. The most notable project being the October opening of a brand new store in Minot.

BOTTINEAU, N.D. (AP) – Embattled North Dakota University System Chancellor Hamid Shirvani has been placed on administrative leave, effective immediately.
The Board of Higher Education voted last month to buy out Shirvani’s contract, after months of pressure from critics who questioned his leadership style. He was to stay until July 15. The board decided Thursday to speed up his departure.
The board hired Bismarck State College President Larry Skogen to serve as acting interim chancellor until the position is filled. Skogen will remain president at Bismarck State while taking on the additional duties. He says he has an excellent staff that will help with campus operations.
Skogen says, “There’s a lot of healing that has to occur and it has to occur now,” after months of turmoil including board violations of open meeting laws.
WILLISTON, N.D. (AP) – An oil field company in Williston has been cited for safety violations in the January death of a worker at an oil rig in McKenzie County.
The Occupational Safety and Health Administration is proposing $14,000 in fines against Heller Casing Service. The company has about two weeks to pay the fines or contest the citations and penalties.
A person who answered the phone at the company declined comment to The Associated Press on Thursday.
Twenty-year-old Kyle Winters, of Kalispell, Mont., died Jan. 31 when he was crushed while installing pipe at an oil rig north of Watford City. OSHA says Winters was struck by an improperly secured load that fell.
OMAHA, Neb. (AP) – The economy in rural areas of 10 Midwest and Plains states remains strong as healthy rainfall this spring helps crops get established.
The overall economic index for the region grew to 60.5 in June from May’s 58.8. That suggests growth in the months ahead.
Creighton University economist Ernie Goss, who oversees the monthly survey, says the bankers are optimistic because of the consistent growth in the national economy and improving crop conditions.
The confidence index grew to 60 in June from May’s 54.5.
The indexes range from 0 to 100, with 50 representing growth neutral. Any score above 50 suggests economic growth in the months ahead.
The index is based on a survey of rural bankers in Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming.
BISMARCK, N.D. (AP) – The percentage of North Dakota oil shipped by pipelines has slipped in the past year as producers preferred rail to reach coastal U.S. refineries that pay premium prices based on foreign crude.
But North Dakota Petroleum Council President Ron Ness says pipelines will carry more crude as the price differential narrows between domestic and overseas oil.
North Dakota Pipeline Authority Director Justin Kringstad says rail shipments made up three-fourths of the record 794,000 barrels of oil produced daily in April.
Producers have been sending the bulk of the state’s oil by rail to more lucrative markets that feed refineries on the West, East and Gulf coasts. But West Texas intermediate crude priced at Oklahoma’s Cushing pipeline hub is becoming more competitive with Brent crude that’s used to price foreign oil.
BISMARCK, N.D. (AP) – Members of North Dakota’s congressional delegation say they oppose nuclear weapon reductions proposed by President Barack Obama.
Obama said during a speech in Berlin on Wednesday that he wants U.S. and Russian nuclear stockpiles reduced by one-third.
Sens. John Hoeven and Heidi Heitkamp and Rep. Kevin Cramer all have issued statements denouncing Obama’s call for fewer nuclear weapons. They say the U.S. needs a strong nuclear deterrent, especially when countries such as North Korea and Iran are working on nuclear arsenals.
Many of the United States’ nuclear missiles are in underground silos in North Dakota maintained by airmen at Minot Air Force Base.

SANFORD, Fla. (AP) – A jury of six women has been chosen to hear the second-degree murder trial of George Zimmerman. He fatally shot 17-year-old Trayvon Martin last year in Sanford, Fla., but is pleading not guilty, claiming self-defense.
WASHINGTON (AP) – The House has rejected a five-year, half-trillion-dollar farm bill that would have cut $2 billion annually from food stamps and let states impose broad new work requirements on those who receive them. Many Republicans say the cuts are not enough. The food stamp program has doubled in cost over the last five years to almost $80 billion a year and now helps to feed 1 in 7 Americans. Liberals oppose any reductions in food stamps, contending that the House plan could remove as many as 2 million needy recipients from the rolls.
WASHINGTON (AP) – Republican senators searching for compromise on an immigration bill have announced an amendment that would dramatically increase agents, technology and fencing along the U.S.-Mexico border. The deal announced on the Senate floor would double border patrol agents on the border, build 700 new miles of fencing and spend billions to deploy additional high-tech tools including drones, radar and seisimic monitoring. Even before being formally introduced the amendment was adding powerful momentum to the White House-backed legislation, which looks likely to pass the Senate with a bipartisan majority in coming days.
NEW YORK (AP) – Is it an over-reaction? Some investors say the big Wall Street sell-off of the past couple of days isn’t warranted, even after Federal Reserve Chairman Ben Bernanke said the Fed might end its bond-buying economic stimulus program next year. Gene Goldman, head of research at Cetera Financial Group, points out that the reason the stimulus program is winding down is because the economy is improving.
COTEAU-DU-LAC, Quebec (AP) – Police in Quebec say two people are dead after a massive explosion at a fireworks warehouse. The explosion rocked an area west of Montreal, leaving a huge cloud of smoke that was visible for miles. Provincial police say two bodies were found in the wreckage.
