ROAD REPORT FRIDAY MORNING..
5:20 a.m.
The North Dakota Department of Transportation and ND Highway Patrol have opened
Interstate 94 eastbound and westbound lanes at the Casselton underpass, water has
receded and traffic is back to normal. Also ND Highway 34 between Hazelton and
Napoleon is open, water has receded and traffic is back to normal.
The following highways are affected by flood waters, but remain open to traffic,
with traffic speeds reduced:
* ND Highway 14, twelve miles north of Towner
* US Highway 83, nine miles north of Max – Temporary grade raise in place with
single lanes of traffic in both directions
* ND 53, near Benedict
* ND Highway 200, four miles west of Hurdsfield
* ND Highway 200, four miles east of Hurdsfield – Temporary Grade raise in
place with a single lane of traffic
Fluctuating water levels make it difficult to predict when and where water will go
over a roadway or recede from the roadway. The NDDOT encourages motorists to check
road conditions before traveling due to rapidly changing conditions. For updated

Valley City,ND (KCSi-T.V. News Jun 21, 2013) – Torrential rain in a short period of time Thursday evening cause significant flood damage in Valley City and led to infrastructure property damage and travel problems.
Downtown Valley City Recorded 4.65 inches of rain last evening.
Reports say 12-17 inches of water led to submerged streets in some areas of town, and no travel was allowed in the city.
Valley City Police Chief Fred Thompson says law enforcement received multiple reports of basement flooding and a report of a caved-in basement.
The Valley City Master sewer lift station was overwhelmed due to the high water, and residents were asked not to use water.
A State of Emergency was declared, and according to Mayor Bob Werkhoven that was declared in order for Valley City to be eligible for state and federal assistance.
In Jamestown Otter Tail Power Company customers in a portion of Southeast Jamestown lost power for about 45 minutes between 10;45 and 11:30 p.m., when a round of intense lightning and high wind raced through Jamestown.
FARGO, N.D. (AP) – Heavy rainfall led to swamped roads and farm fields throughout southeastern North Dakota and northeastern South Dakota.
The stormy weather late Thursday also downed trees and caused power outages in the region. Valley City officials advised no travel as half a foot of rain submerged roads, and Interstate 94 was closed near Casselton for a time. Wind toppled a grain bin onto a car in Clifford, but the people inside escaped uninjured.
Widespread hail and heavy rain also hit northeastern South Dakota. The National Weather Service says the city of Sisseton set a rainfall record for the date with nearly 2 1/2 inches.
Heavy rainfall earlier Thursday swamped the southeastern North Dakota town of Gwinner and led to the death of a motorist who was swept off an area highway.
Jamestown, ND (KCSi-T.V. News Jun 20, 2013) — With large amounts of rain that fell in the James River Basin June 19, 20, 2013, and forecasts of possibly more heavy rain, the U.S. Army Corps of Engineers has made release changes at Jamestown Dam.
Bob Martin in Jamestown says, at 8-a.m., the Jamestown Dam release was reduced from1,000 cfs. to 900 cfs.
Then, at about 11:15 a.m., to Jamestown Dam release was cut to 700 cfs.
He points out the plan to increase the release at Pipestem Dam to 300 cfs that was to occur on Thursday, did not happen, and the release is still at 200 cfs.
As of Thursday morning, the combined release below the confluence in Jamestown is 900 cfs., down from the maximum so far this year of 1,200 cfs.
He adds, that heavy rainfall amount is raising the James River level in the LaMoure area.
Martin says pending additional heavy rainfall amounts, the combined release of 900 cfs is expected to continue through this coming weekend.
Jamestown, ND (KCSi-T.V. News Aug 13, 2012) – A reminder whenever serve weather occurs, Stutsman County, through an agreement with Richland County, has contracted with CodeRED to allow anyone the opportunity to receive emergency notifications requiring immediate action and weather warnings for free.
Stutsman County Emergency Manager, and 9-1-1-Coordinator, Jerry Berguist said, there is no additional cost for Stutsman County residents, as the cost is a part of the 9-1-1 fee.
Any business line, cell phone line, VoIP phone line, email address, or text messaging capable phone needs to register for the service by logging onto the Stutsman County website at
Once on the site, click the link to be directed to the secured “CodeRED Community Notification Enrollment” page.
Required information to register includes first and last name, street address, city, state, zip code, and phone numbers to be entered.
An exact address is needed due to the geographically based delivery system that CodeRED uses.
The registration page also allows users the opportunity to sign up to receive emergency weather warnings.
This is an opt-in service only.
Anyone wishing to use this service must register by opting in on the enrollment page, including residential landline phones.
Users have the option to receive alerts anytime the National Weather Service issues a tornado warning, severe weather warning or flash flood warning for the address entered on the enrollment page.
Only users that are registered for the service will receive the message.
In addition, you will only be warned if you live in the warned polygon that the National Weather Service has issued a warning for.
For example, if a “tornado warning,” is issued for only Northeast Stutsman County, the phone in Jamestown, and other parts of the county will not be called concerning the warning.
Normal text messaging rates apply to users who decide to opt in for the text messaging service.
A phone app for Smart Phones is also available for a fee, through app stores, enabling users to be notified by the CodeRED system as they travel.

Valley City, ND (KCSi-T.V. News Jun 21, 2013) — Update…as of Friday morning officials at Valley City Police say the escapee was still at large.
Valley City, ND (KCSi-T.V. News Jun 20, 2013) — The Barnes County Sheriff’s Office reports that a prisoner escaped from the Barnes County jail, on Thursday afternoon.
Authorities say the male subject, 26 year old Matthew Hayes Kidd, junior, is described as 5 feet 11 inches tall, and weighs 180 pounds.
He has brown hair and blue eyes with a scruffy beard.
He was last seen wearing orange jail pants, and he has ties to the Valley City, Devils Lake area.
Authorities say he is not a danger to the public, however residents are asked to keep their doors and windows locked, to eliminate access to buildings.
Anyone with information is asked to call the Barnes County Sheriff’s Office at 701-845-3110.
Jamestown, ND (KCSi-T.V. News Jun 20, 2013) — Officials with Home of Economy have announced that the store is moving to the former K-Mart location at the Buffalo Mall.
Renovations will take place in the 85,00 square feet of space starting July 1, 2013.
Home of Economy will occupy bout two-thirds of the space in the mall location.
The store will be Home of Ecomony’s largest store to date.
President of Home of Economy, President and CEO, Wade Pearson states that it’s a great location for them.
The Jamestown Home of Economy store at 830 18th Street, Southwest will remain open while the Buffalo Mall location is set up.
Pearson said the Buffalo Mall space will allow Home of Economy to expand the Jamestown store’s clothing and work boot offerings, and expand its sporting goods department.
The Home of Economy family of stores began in 1939 when M.W. ‘Bob’ and Jean Kiesau opened a small tire store in Thief River Falls, Minnesota. Acquired in April 2006, the Jamestown Home of Economy was formerly a ‘Big R’ store. Big R was a fellow member of the Mid-States Distributing Company, a powerful group of independent retailers founded by Bob Kiesau in 1953.
The expansion in Jamestown is one of several major growth projects undertaken by Home of Economy in the last 15 months. The most notable project being the October opening of a brand new store in Minot.

BISMARCK, N.D. (AP Jun 20, 2013) – Authorities have recovered the body of a man who drowned after the pickup he was driving in was swept off Highway 32 near Gwinner.
The pickup was retrieved from the swollen Dead Colt Creek about 1:45 p.m. Thursday.
Sargent County Sheriff Travis Paeper says the pickup was in water between 8 to 12 feet deep.
The North Dakota Highway Patrol reports, the man has been identified as
48 year old James John Materi of Lisbon.
The report says, a Chevrolet Silverado was northbound on Hwy. 32 about 6 miles north of Gwinner. The Chevy approached a water covered portion of Hwy. 32 that had warning signs placed by NDDOT and a NDDOT employee flagging traffic about the high water (approximately 8-12 inches deep). The Chevy entered the high water around 20-25 mph and while crossing the high water area, the Chevy was swept into the east ditch of Hwy. 32. The Chevy then was carried down stream along the swollen creek (Dead Colt Creek) for about 300 yards. The vehicle was on top of the water for approximately 15 minutes and then disappeared under the water around 8:00 am.
The vehicle remained under the swollen creek until it was recovered, intact, around 1:45 pm by Valley Water Rescue and Richland County Dive Rescue. Mr. Materi was still inside the vehicle. He was pronounced dead on scene.
The crash remains under investigation.
MOORHEAD, Minn. (AP) – Police in Moorhead, Minnesota say they’re investigating a homicide.
Officers were called to a Main Avenue address about 9:30 p.m. Wednesday where the body of a man was found.
The Forum newspaper of Fargo reports the Minnesota Bureau of Criminal Investigation is assisting Moorhead police.
Police said Thursday afternoon they had not received a report from the Ramsey County medical examiner’s office yet and could not positively identify the victim.
No other information was released.
FORT TOTTEN, N.D. (AP) – Federal authorities have charged a woman in the death of a toddler on the Spirit Lake Reservation in North Dakota. Hope Tomahawk Whiteshield is charged with child abuse and neglect. Whiteshield is accused of throwing the girl down an embankment. Authorities say an autopsy concluded that the girl died of a head injury.
BOTTINEAU, N.D. (AP) – Embattled North Dakota University System Chancellor Hamid Shirvani has been placed on administrative leave, effective immediately.
The Board of Higher Education voted last month to buy out Shirvani’s contract, after months of pressure from critics who questioned his leadership style. He was to stay until July 15th. The board decided Thursday to speed up his departure.
The board hired Bismarck State College President Larry Skogen to serve as acting interim chancellor until the position is filled. Skogen will remain president at Bismarck State while taking on the additional duties. He says he has an excellent staff that will help with campus operations.
Skogen says, “There’s a lot of healing that has to occur and it has to occur now,” after months of turmoil including board violations of open meeting laws.
BOTTINEAU, N.D. (AP) – The state Board of Higher Education has rejected some performance evaluations written by outgoing Chancellor Hamid Shirvani. The ex-chancellor wrote evaluations questioning the performance of presidents from three state universities. But the board decided not to approve the assessments at its meeting yesterday.
BISMARCK, N.D. (AP) – Farm groups and politicians in the Dakotas say the failure of the U.S. House to pass a farm bill is disappointing.
The $500 billion proposal failed on a 234-195 vote Thursday. Many Republicans wanted deeper cuts to the food stamp program, and the bill also suffered from lack of Democratic support necessary for the traditionally bipartisan farm bill to pass.
Officials with the South Dakota Soybean Association say they had their hopes up but weren’t surprised by the bill’s failure.
The Senate passed its version of the farm bill last week. If the two chambers can’t come together on a bill, it’s uncertain what will happen.
North Dakota Farmers Union President Woody Barth says “there’s a lot of work ahead of us.”
OMAHA, Neb. (AP) – The economy in rural areas of 10 Midwest and Plains states remains strong as healthy rainfall this spring has helped crops.
The overall economic index for the region grew to 60.5 in June from May’s 58.8. That suggests growth in the months ahead.
Creighton University economist Ernie Goss, who oversees the monthly survey, says the bankers are optimistic because of the consistent growth in the national economy and improving crop conditions.
The confidence index grew to 60 in June from May’s 54.5.
The indexes range from 0 to 100, with 50 representing growth neutral. Any score above 50 suggests economic growth in the months ahead.
The index is based on a survey of rural bankers in Minnesota, the Dakotas, Nebraska, Iowa, Illinois, Missouri, Kansas, Colorado and Wyoming.

North Carolina must beat UCLA twice – first on today and again Saturday – to reach the finals. North Carolina State finished 50-16.

WASHINGTON (AP) – President Barack Obama wades back into the secret government surveillance discussion today when he meets with a little-known privacy and civil liberties board. He’s trying to make good on a pledge to have a public discussion about the programs and says the Privacy and Civil Liberties Oversight Board will play a key role in that effort.
PESHAWAR, Pakistan (AP) – The latest attack on minority Shiite Muslims in Pakistan has killed 15 people at a mosque. Officials say militants opened fire on the mosque and a suicide bomber detonated his explosives inside. The attack hit the city of Peshawar, the main sanctuary for Islamic militants. They have targeted the city recently with scores of bombings.
LUCKNOW, India (AP) – Officials say heavy monsoon flooding has killed more than 200 people and stranded tens of thousands, mostly pilgrims, in mountainous northern India since Sunday. Rescuers today found 40 bodies floating in the River Ganges near a Hindu holy city. The Indian air force dropped paratroopers, food and medicine for people trapped in up to 100 towns and villages.
SINGAPORE (AP) – The air in Singapore is getting worse, soaring to record pollution levels for a third consecutive day because of fires in Indonesia. Indonesia dispatched planes and helicopters today to battle raging fires blamed for hazardous levels of smoky haze in three countries.
