TRENTON, N.D. (AP) – Authorities have identified a man who died in a weekend crash in northwestern North Dakota while allegedly fleeing from law officers.

The Highway Patrol says 46-year-old Gary Yarbrough, of Roseburg, Ore., died Saturday night when the pickup truck he was driving went out of control on state Highway 1804 in Williams County, overturned onto its roof and slid into a semitrailer.

Authorities allege that Yarbrough had been harassing workers in a construction zone and fled when a county deputy tried to stop him. A Bureau of Indian Affairs officer later joined the chase.

Yarbrough died at the scene of the crash about 7 1/2 miles west of Trenton. The driver of the semitrailer was not hurt.

FARGO, N.D. (AP) – The North Dakota Legislative Council is asking Attorney General Wayne Stenehjem (STEHN’-juhm) to determine whether the president of North Dakota State University broke the law by deleting more than 45,000 emails that may have been subject to an open records request.

The Legislative Council requested emails from State Board of Higher Education officials in April. When NDSU was slow to respond to the request, an attorney with the North Dakota University System reported that 45,375 emails from NDSU President Dean Bresciani inbox were deleted. The emails were reportedly deleted on April 29, the same day the state made its open records request.

An NDSU spokeswoman says the university fully complies with open records request and that Bresciani did not delete 45,000 emails on April 29.

FARGO, N.D. (AP) – A North Dakota district judge accused of sexually harassing a court reporter says he made some mistakes but wasn’t interested in an intimate relationship and did not treat the reporter poorly at work.

The North Dakota Judicial Conduct Commission heard testimony Monday on a complaint against East Central District Judge Wickham Corwin, of Fargo.

The court reporter, Lisa Plante, testified that she told Corwin she wasn’t interested in having a sexual relationship, but the judge would not drop the subject and made her perform repetitive tasks at work.

Corwin says he made some hurtful and in appropriate remarks, but some of them were meant in jest and he later apologized.

Plante and Corwin have been reassigned and no longer work together.

The hearing is expected to wrap up Tuesday.

BISMARCK, N.D. (AP) – An organizer of a petition drive to bring three of North Dakota’s strict new abortion laws to a public vote says his group plans to take the issue to the state Supreme Court after falling short of their signature goals.

Each of the three petitions needed at least 13,452 valid signatures from North Dakota voters by Monday at midnight to qualify for a statewide vote.

Committee chairman Gary Hangsleben of Grand Forks says each of the petitions fell short of the goal. He asked Secretary of State Al Jaeger for a 90-day extension on Monday, but Jaeger denied that request.

Hangsleben says his group is preparing to file a brief with the state Supreme Court that he believes will give his group more time to gather signatures.

In world and national news…

WASHINGTON (AP) – President Barack Obama says the United States is following legal channels on how to bring National Security Agency leaker Edward Snowden back to the U.S. He says the administration is working with other countries to make sure “the rule of law is observed.” Earlier, White House spokesman Jay Carney said the United States assumes Snowden is in Russia, where he fled after leaving Hong Kong. Carney said Snowden’s departure from Hong Kong after the United States requested his extradition damaged U.S.-China relations.

QUITO, Ecuador (AP) – Officials in Ecuador are giving powerful hints that Edward Snowden would be welcome there, despite potential repercussions from Washington. The country’s president and foreign minister say their decision on whether to grant him asylum will be based on national sovereignty and universal principles of human rights. Analysts say welcoming Snowden would escalate the policy of Ecuador’s president of tweaking the United States while maintaining strong economic ties.

SANFORD, Fla. (AP) – A Florida prosecutor is hoping that George Zimmerman’s own words will show that he’s guilty of second-degree murder in the shooting death of Trayvon Martin. Prosecutor John Guy began his opening statement Monday by repeating the words that Zimmerman was heard using to a police dispatcher as he followed Trayvon Martin through the gated community where Zimmerman lived. Using an expletive, Zimmerman refered to “punks” who “always get away.” Defense lawyer Don West said Zimmerman was being viciously attacked when he shot the 17-year-old. West added that Martin had the chance to go home — but instead confronted Zimmerman, who is claiming self-defense.

WASHINGTON (AP) – The Senate is headed toward a crucial test vote on immigration legislation that has the support of the White House. About a dozen Republican lawmakers have indicated they support it, setting up a solid bipartisan margin of victory. The measure includes changes to the original border security provisions in the bill. The changes would double the size of the Border Patrol and complete 700 miles of fencing.

WASHINGTON (AP) – For now, affirmative action in college admissions can still survive the scrutiny of the Supreme Court. In a ruling that avoided some difficult constitutional issues, the justices said a court may approve the use of race as a factor in admissions — but only after it concludes that “no workable race-neutral alternatives would produce the educational benefits of diversity.” The decision didn’t question the underpinnings of affirmative action, which the court last reaffirmed a decade ago.
