Jamestown, ND (KCSi-T.V. News Jun 25, 2013) – The U.S. Army Corps of Engineers is maintaining the combined releases from Jamestown and Pipstem Dams of 900 cfs. A 700 cfs release from Jamestown Dam, and a 200 cfs release from Pipestem Dam.
The Corp reports that James River basin conditions and forecasts will be continuously evaluated and adjustments to the releases will be made as needed due to future rainfall and reservoir inflows.
Bob Martin with the Corps in Jamestown says, the Corps also has concerns about the high river levels in the basin south of Jamestown.

FARGO, N.D. (AP) – Heavy rainfall overnight has led to flash flooding in North Dakota’s largest city and the surrounding area.
Water has swamped some streets and home basements in Fargo. City officials are asking residents in some areas to restrict water use until noon because the wastewater treatment plant is running at high capacity.
The National Weather Service says there are reports of more than 8 inches of rain in the region. The agency has posted a flash flood warning.
The Weather Service says Fargo set a rainfall record for the date on Tuesday, with 2.56 inches. That broke the 1969 record of just under an inch. Rain continued to fall after midnight, with the total in the city approaching 4 inches.
In the 24 hours ending at 7-a.m., Wednesday the Jamestown Weather Station reported .10 inches of rain…in downtown Valley City rain measurement was .06 of an inch. The official Valley City 24 hour rain measurement was 0.52.
A flash flood warning was issued Tuesday evening in extreme southeast Barnes County due to heavy rainfall.
Excess runoff from the heavy rain ended this morning over the warned area. Streams and creeks in the warned area have receded or were beginning to recede, ending the flood threat.
For a time Tuesday evening east and west bound lanes of I-94 west of Casselton were underwater.
Extensive flooding was reported in Wolverton, Minnesota due to serveral inches of rain in a short period of time. A confirmed tornado was reported in the area.
Oakes, ND (KCSi-T.V. News Jun 25, 2013) — The North Dakota Highway Patrol reports a 37-year-old Oakes woman died Tuesday (Jun 25, 213) following an accident near the intersection of North Dakota Highways One and Eleven, two miles south of Oakes at about 9-a.m.
The report says a pickup and a semi-trailer rig were involved in the accident.
The report says the pickup operated by 37 year old Liesa M. Hill of Oakes was hit on the passenger side by a northbound semi-trailer, as she was turning left into her place of business.
She was not wearing a safety restraint.
The driver of the semi-trailer rig was identified as 28 year old Erick Taylor of Britton, South Dakota.
He was not injured.
The Patrol says, he northbound lane of Highway One near the scene was blocked for a few hours while crews removed debris.
Assisting the NDHP were: The Oakes Police Department, Dickey County Sheriff”s Office, Sargent County Sheriff’s Office, and the Oakes Fire Department.
STANLEY, N.D. — One of three people killed last week in a multiple-vehicle crash involving an oil tanker that exploded was identified Tuesday as Tyler Fischer, 23, of Minot.
Heavy fog contributed to a five-vehicle crash Friday morning east of Stanley on U.S. Highway 2, which caused an oil tanker to explode on impact and several other vehicles to burn for hours.
Official confirmation of the other two victims’ identities will require DNA analysis, which could take several weeks.
BISMARCK, N.D. (AP) – Bismarck police say an 18-year-old man missing since mid-May is now believed to have been killed.
Authorities have not found the body of John Swain, but they’ve charged a man with murdering him. Twenty-five-year-old Theo Crowe, of Trenton, is in custody in Williams County on an unrelated matter.
Crowe’s attorney in that case says he isn’t representing him on the murder charge. Court documents don’t list an attorney for Crowe in Burleigh County.
Police say Swain had moved to Bismarck recently from Sioux Falls, S.D., for work reasons. His roommate reported him missing on May 14. Authorities recently recovered evidence in the case that led them to charge Crowe.
Police are urging people to be on the lookout for signs of fresh digging, where a body might have been buried.
MINTO, N.D. (AP) – The latest search has turned up no sign of a Minto man presumed drowned during flooding in northeastern North Dakota two months ago.
Fifty-five-year-old Guy Miller was driving a pickup truck that was washed off a Walsh County road April 29. About 140 friends and family members turned out Tuesday in the latest effort to find his body but had no success.
Sheriff Lauren Wild says there are no current plans for additional searches.
BISMARCK, N.D. (AP) – An abortion-rights group that’s filed a lawsuit for North Dakota’s sole abortion clinic also is representing groups in several states across the country.
The New York-based Center for Reproductive Rights is representing the Red River Women’s Clinic in Fargo in the lawsuit filed Tuesday. It seeks to block a measure that would ban abortions as early as six weeks into a pregnancy, when a fetal heartbeat can first be detected. The lawsuit also is challenging another law that would prohibit women from having an abortion because a fetus has a genetic defect.
Attorney Janet Crepps says the so-called fetal heartbeat measure “absolutely is the most extreme in the nation.”
The group says it also has lawsuits pending in Alaska, Arkansas, Arizona, Maryland, Kansas, Louisiana, Mississippi, Oklahoma, New York and Minnesota.
FARGO, N.D. (AP) – The president of North Dakota State University is denying that he deleted more than 45,000 emails that may have been subject to an open records request, and he says his computer has been hacked into multiple times.
In an email to NDSU students on Tuesday, President Dean Bresciani says the school has been unable to verify that emails were deleted. He says it also remains unclear when the emails were deleted, if that did occur.
The North Dakota Legislative Council contends he deleted the emails and is asking Attorney General Wayne Stenehjem (STEHN’-juhm) to determine whether Bresciani broke any laws.
If emails were deleted, Bresciani says his account may have been automatically purged. He also says that the school has discovered his account had been hacked into several times.
BISMARCK, N.D. (AP) – Attorney General Wayne Stenehjem (STEHN’-juhm) says a nonprofit arm of the North Dakota University System broke the law by denying a copy of its revenues and expenditures.
In a written opinion Tuesday, Stenehjem says the North Dakota University System Foundation is subject to the state’s open records law and must disclose its records.
The group had argued that it was not subject to the state’s open records law because it is not a public entity as defined under state law. The group says it is a private, nonprofit foundation funded by private contributions.
Stenehjem’s opinion says the foundation has no staff and relies on the university system for its operation, administration and legal counsel.
FARGO, N.D. (AP) – Testimony has concluded in a disciplinary hearing for a North Dakota district judge accused of sexually harassing a court reporter.
The North Dakota Judicial Conduct Commission is investigating the complaint against East Central District Judge Wickham Corwin, of Fargo, who has denied the allegations.
The hearing wrapped up Monday after a day and a half of testimony. Lawyers will have about two months to present their closing arguments to the panel, which will then have 60 days to offer its recommendation.
The state Supreme Court will make the final decision.
Possible sanctions include censure by the Supreme Court, a recommendation to limit the judge’s duties, suspension, removal or retirement.
Corwin’s attorney, Ronald McLean, says his client sought a “civil, cordial relationship” and it does not qualify as sexual harassment.
DICKINSON, N.D. (AP) – A former Dickinson insurance agent convicted of stealing tens of thousands of dollars from a client has been sentenced to 10 years in prison.
A jury in April found Scott Biggs guilty of five counts of felony theft of property. He was sentenced Monday. He also was required to pay more than $46,500 in restitution.
State Insurance Commissioner Adam Hamm earlier ordered Biggs to stop doing business in North Dakota.
MINOT, N.D. (AP) – A team of state investigators is checking construction sites in the Minot area.
The contractor compliance task force is made up of representatives from the offices of attorney general, state tax commissioner, secretary of state, Job Service North Dakota, and Workforce Safety and Insurance.
The group will be looking into regulations regarding licensing, insurance, health, taxes and registration.
The compliance checks, which are scheduled Wednesday, are random and coordinated with help from city agencies and law enforcement.
BISMARCK, N.D. (AP) – North Dakota Agriculture Commissioner Doug Goehring will serve as president of the Food Export Association of the Midwest USA.
Goehring was elected to the post during the recent annual meeting of the Midwestern Association of State Departments of Agriculture in Medora. The conference was held in North Dakota because Goehring was the president of that group.
Food Export Midwest was created in 1969 as a cooperative effort of 12 state agricultural promotion agencies and the U.S. Department of Agriculture’s Foreign Agricultural Service. The nonprofit promotes the export of food and agricultural products from the Midwest.
Goehring says exports are vital to American agriculture, and especially to North Dakota.

FARGO, N.D. (AP) – North Dakota State University has been forced to deny 1,300 season ticket requests for home football games next season, due to strong demand in the wake of the team’s back-to-back national titles.
Season tickets in the 18,700-seat Fargodome are capped at 12,100 – about what was sold last year after the Bison won their first of two straight NCAA Football Championship Subdivision crowns.
After all the renewals were completed this year, NDSU had 1,364 additional season ticket requests and could only accommodate about 65.
About 1,600 single-game tickets will be available for each of the six home games this fall.

OMAHA, Neb. (AP) – UCLA has its first-ever national championship in baseball after completing a two-game sweep of Mississippi State. Eric Filia drove in a career-high five runs and Nick Vander Tuig scattered five hits in eight innings as the Bruins hammered the Bulldogs 8-0 at Omaha. Vander Tuig snuffed out Mississippi State rallies in the fourth, fifth and eight innings to preserve his shutout and fourth win in the NCAA tournament.

LONDON (AP) – Maria Sharapova has been knocked out of Wimbledon by a 131st-ranked qualifier on a day when injuries forced the withdrawal of seven other players.
The third-seeded Sharapova, the Wimbledon champion in 2004 champion, lost 6-3, 6-4 to Michelle Larcher de Brito of Portugal in the second round at the All England Club.
It’s the second significant upset of the tournament, which is only in Day 3. Two-time men’s champion Rafael Nadal was beaten on Monday by 135th-ranked Steve Darcis.
Sharapova slipped and fell several times on the grass on Court 2 and received medical treatment from the trainer in the second set.
The women’s tournament also lost second-seeded Victoria Azarenka, who withdrew before her match with a knee injury. Sharapova and Azarenka had been considered the main challengers to five-time champion Serena Williams.
LONDON (AP) – Playing with tape on her right ankle, former world No. 1 Caroline Wozniacki slumped to a 6-2, 6-2 defeat to Petra Cetkovska in the second round of Wimbledon on Wednesday.
The ninth-seeded Wozniacki, who has never fared very well on the London grass, is going through a mediocre season. She also lost in the 2nd round at the French Open.
The 196th-ranked Cetkovska, who reached the fourth round at Wimbledon two years ago, erased the six break points she faced and hit 30 winners.
A qualifier from the Czech Republic, Cetkovska’s 2012 was cut short after the London Olympics because of a right ankle injury. She returned this year and has nosedived in the WTA rankings.
LONDON (AP) – Canadian teenager Eugenie Bouchard picked up the biggest victory of her career at Wimbledon on Wednesday, beating 12th-seeded Ana Ivanovic, the 2008 French Open champion, 6-3, 6-3 to reach the third round.
The 66th-ranked Bouchard, who is 19, won the girls’ title at the All England Club a year ago.
Playing in only her second Grand Slam tournament, Bouchard wound up on Centre Court on Wednesday, because her match against Ivanovic was moved there after second-seeded Victoria Azarenka withdrew with a knee injury, leaving a gap in the schedule.
Already leading 5-3 in the first set, Bouchard took 12 of 13 points to close that set and go up a break in the second.
In eight previous Wimbledon appearances, Ivanovic only once had failed to reach the third round.
LONDON (AP) – Former champion Lleyton Hewitt has lost to German qualifier Dustin Brown in the second round of Wimbledon.
Hewitt, who upset 11th-seeded Stanislas Wawrinka in the first round, was overwhelmed by Brown’s aggressive strokes and lost 6-4, 6-4, 6-7 (3), 6-2.
The 189th-ranked Brown achieved his best Grand Slam performance by reaching the third round. The dread-locked player had never won a match at Wimbledon before this year.
LONDON (AP) – Serena Williams has stretched her winning streak to 32 matches as she seeks her sixth Wimbledon title.
Williams breezed through her opening-round match, downing Mandy Minella of Luxembourg, 6-1, 6-3. Williams didn’t drop a single point on her serve until the start of the second set, when Minella took a 2-0 lead after Williams double-faulted on break point. Williams won the next four games to regain control and broke again to wrap up the match.
Other Day 2 winners in the women’s division have been fourth-seed Agnieszka Radwanska (ag-NAYS’-kah rahd-WAHN’-skah), sixth-seed Li Na (lee nah), seventh seed Angelique Kerber, 14th-seed Sam Stosur and Americans Madison Keys and Alison Riske.
No. 10 Maria Kilirenko was the highest seed to lose, falling to Britain’s Laura Robson, 6-3, 6-4.

LONDON (AP) – Injuries have knocked three key players out of Wimbledon – second-seeded Victoria Azarenka, the Belgian who stunned Rafael Nadal in the first round and the American who won the longest match in tennis history.
Azarenka pulled out Wednesday after hurting her right knee in her opening-round win against Maria Joao Koehler. She withdrew minutes before her second-round match against Flavia Pennetta was to begin.
Azarenka, a two-time Australian Open champion, had reached the semifinals at Wimbledon the last two years and had been seeded to face Serena Williams in the final.
Steve Darcis, who beat two-time champion Nadal in straight sets on Monday in one of Wimbledon’s greatest upsets, pulled out on because of a right shoulder injury.

UNDATED (AP) – The Memphis Grizzlies could be making an in-house hire as they seek a replacement for head coach Lionel Hollins.
A person familiar with the situation tells The Associated Press the team is negotiating with Dave Joerger (YAY’-gehr), who has spent the last six years as a Grizzlies assistant under Hollins and Marc Iavaroni (eye-vuh-ROH’-nee).
This would be Joerger’s first NBA head coaching job.
The Grizzlies declined to renew Hollins’ contract earlier this month despite finishing 56-26 and reaching the Western Conference finals.
Keeping Joerger would help the Grizzlies maintain some continuity in the locker room with Marc Gasol (gah-SOHL’), Mike Conley and Zach Randolph.
Meanwhile in Los Angeles, the Clippers have introduced Doc Rivers as the team’s new head coach and senior vice president of basketball operations after finalizing his acquisition from the Boston Celtics.
Rivers is likely to be the NBA’s highest-paid coach in Los Angeles, with his new deal expected to be similar to the three years and $21 million that remained on his contract with the Celtics. Boston receives a first-round pick for Rivers, who won the 2008 championship and went 416-305 in nine seasons with the Celtics.
NEW YORK (AP) – The NBA says regular-season games will be played next season in London and Mexico City. The San Antonio Spurs are set to play the Minnesota Timberwolves at Mexico City Arena on Dec. 4, and the Atlanta Hawks and Brooklyn Nets will meet at The O2 in London next Jan. 16.
The NBA said Tuesday it’s the first time regular-season games in two countries outside of the United States and Canada will be played in the same season.

AUSTIN, Texas (AP) – The vote beat the deadline but the signing didn’t as hundreds of jeering protesters in Texas helped scuttle the passage one of the toughest abortion measures in the country. Lt. Gov. David Dewhurst says the chaos in the chamber prevented him from formally signing the measure before a midnight, end-of-session deadline passed, effectively killing it.
LOUISVILLE, Ky. (AP) – Army leaders warn a 43 percent cut to Fort Knox’s active duty force could be a precursor to what other communities may feel if Congress allows billions in automatic budget cuts to continue next year. In axing a dozen combat brigades across the country, including Fort Knox, in the face of steep spending cuts and the wind-down of two wars, the Army says it is trying to spread the sting around.
BEIJING (AP) – Three Chinese astronauts have returned safely to Earth after a 15-day trip to a prototype space station module. It’s the latest success for China’s manned space program as it enters its second decade. The trip included a woman astronaut and lessons to schoolchildren from space. China plans a three-module space station in seven years.
BRUSSELS (AP) – European Union finance ministers are trying to reverse last week’s failure to agree to rules on how to distribute the cost of failing banks without letting taxpayers foot the bill. The EU’s 27 finance ministers are set to gather for an emergency meeting in Brussels late today after they failed to reach an agreement on the legislation in 19 hours of negotiations last week.
