Cass Rural Water shut down its service to Casselton on Tuesday night. A news release says there has been no gain in reserves in the water tower due to a leak and continued city usage.

BISMARCK, N.D. (AP) – U.S. Census Bureau data show that North Dakota’s rate of housing growth is the highest in the country.

The bureau says North Dakota added 7,388 new housing units in 2012. That’s a growth rate of 2.3 percent, compared to the national average of 0.3 percent.

Williams County topped the Census Bureau’s list of the nation’s top 100 in housing growth with 1,525 new housing units. That’s a 13.9 percent increase. Ward County followed with a 4.8 percent increase, with 1,318 new housing units.

BISMARCK, N.D. (AP) – The Great Plains Synfuels Plant in western North Dakota is expected to restart this week after production was halted a month for maintenance work.

Bismarck-based Basin Electric Power Cooperative says its plant near Beulah was shut down on June 1 for maintenance work pegged at $46 million.

Company spokeswoman Mary Miller says the plant is expected to be at full production on Thursday.

The plant was built in response to the energy crisis of the 1970s to make natural gas from lignite, a low-grade coal abundant in North Dakota.

Natural gas from the plant is piped to Iowa, where it is distributed to markets in the eastern and southeastern United States.

The shutdown was estimated to cost its owners about $1 million daily in lost natural gas sales.

WATFORD CITY, N.D. (AP) – Some law enforcement officials in the western North Dakota oil patch say crime-fighting grants approved by the Legislature can’t be used for what they need most – more officers.

The $16.6 million approved by state lawmakers earlier this year can be used for equipment, housing, vehicles, training and overtime.

Billings County Sheriff Dave Jurgens says he thinks law agencies should be able to use grant dollars to hire more officers. He says, “if you get vehicles and equipment, somebody’s got to run it.”

Attorney General Wayne Stenehjem (STEHN’-juhm) says the grants aren’t designed to fund personnel because the dollars are one-time funding.

In world and national news…

CAIRO (AP) – A top adviser to Egyptian President Mohammed Morsi says the country is seeing a military coup. Troops backed with armored vehicles have been sent to the heart of Cairo. Meanwhile, a travel ban has been imposed on Morsi and his top allies. Just ahead of a deadline set by the military for Morsi to meet the demands of protesters, the president vowed to stay on, and criticized the military for taking sides.

CAIRO (AP) – Crowds of anti-Morsi demonstrators are again filling Cairo’s central Tahrir square — which has become a sea of furiously waving Egyptian flags. The crowd chanted for Morsi to “leave.” After nightfall, fireworks went off, and green lasers flashed over the crowd. In the main squares of cities nationwide, millions of people turned out, again demanding Morsi’s removal. It’s the fourth day of the biggest anti-government rallies Egypt has seen — even bigger than in the uprising that ousted his predecessor, Hosni Mubarak.

LISBON, Portugal (AP) – It looks like Portugal’s government might not face immediate collapse after all. A spokesman for the junior party in the coalition government says it will negotiate terms with its senior partner to stay in the administration. The threat of a government collapse came as Portugal needs to enact spending cuts to keep accessing bailout loans and avoid bankruptcy.

NEW YORK (AP) – U.S. motorists are getting a break as they head out for the beach and other vacation spots for the Fourth of July. Gasoline prices are continuing a summer slide.
