Update:

Bismarck  Prairie Public Radio reports, the ND  Senate on Weds passed the budget bill for the state’s Commerce Department without a proposed expenditure for a state-backed theme and amusement park, planned for Jamestown. (Buffalo City Park).

It would have been built on state owned land next to the National Buffalo Museum. $5 million was added for “seed money,” and the project would ask for $60 million in Legacy Fund Loan money.

A legislative conference committee of three House members and three senators scrapped the provision Wednesday

SB 2018 passed 44 to 3. The House will now take a look at the amended bill.

Supporters of the facility envisioned bison-related attractions, a museum and kid-friendly activities. Backers believed it would provide and economic boost to a region with little else to offer. The proposal was quietly put into the state Commerce Department’s budget in the waning weeks of the legislative session.

Jamestown  (City of Jamestown)    Beginning Friday, April 30, 2021; there will be road closures in the northeast (NE) part of town on 3rd St NE (between 7th Ave NE & 12th Ave NE).

The closure will take place from April 30 to approximately May 17, 2021.

Construction signing and detours will be put in place by the contractor.

Motorists should use extreme caution in this area and use alternate routes, if possible.

Jamestown  (CSi)  Stutsman County conducted a simulated county-wide tornado exercise Wednesday morning, April 28th as part of Severe Summer Weather Awareness Week.  The exercise began at 11:15 a.m. simulating what occurs locally when a tornado warning is issued by the National Weather Service.

Stutsman County Emergency Manager Jerry Bergquist says, the goal of the exercise was to test the Communications Center’s internal notification procedures county-wide including the testing of area community siren systems.  The siren systems for Jamestown, Buchanan, Cleveland, Medina and Streeter were tested.  Except for the City of Streeter, all siren systems proved to be operational and ready for the summer weather season.  Streeter officials were made aware of the siren malfunction.

Because the National Weather Service did not send out “official tornado warning tones” as part of the simulation, their all-hazards weather radio system did not activate.  In addition, the Emergency Alert System (EAS) for AM/FM radio stations and cable TV providers was not activated. However, cable interrupt systems were tested manually.  In addition, the Stutsman Alerts notification system powered by Everbridge was also not activated for this test.

The Stutsman Alerts system allows individuals to sign up for immediate notification of up to six different weather warnings including tornado, thunderstorm, flood, flash flood, winter storm and blizzard.  To sign up for Stutsman Alerts, go to the Stutsman County webpage at www.co.stutsman.nd.us and click on the Stutsman Alerts window.  Choose to receive weather warnings via land-line telephones, cellphones (optional text messaging) and email.  Stutsman Alerts is a no-cost way to receive immediate weather warnings, but registration including a Stutsman County street address is required to utilize the service.  For those needing assistance to register, contact Stutsman County Emergency Management at 701-252-9093.

MINOT, N.D. (AP) — The coronavirus pandemic has taken down one of North Dakota’s most popular festivals for a second straight year. The Norsk Hostfest in Minot bills itself as the largest Scandinavian festival in North America. Event officials cited concerns about COVID-19 hurting the tour business and travel, as well as whether participants would be willing to gather in large groups. Before last year’s cancellation, the four-day event had taken place every September in Minot for 42 straight years. It had attracted about 60,000 visitors annually and more than 100 vendors from around the world. The Minot Daily News reports that festival officials are making plans to bring the event back in 2022

BISMARCK, N.D. (AP) — The North Dakota Legislature has voted to override Gov. Doug Burgum’s veto of a bill that would give lawmakers more oversight on how federal funding is spent. Representatives voted 75-11 to override the second-term Republican governor on Wednesday. The Senate voted unanimously late Tuesday to override the veto. The votes came as North Dakota Attorney General Wayne Stenehjem said the bill may not survive a court challenge. Burgum said in his veto message Tuesday that the bill “clearly violates the separation of powers doctrine” and would be unconstitutional.

MICHIGAN PIPELINE-CANADA CONUNDRUM

Oil pipeline disputes raise tensions between U.S. and Canada

TRAVERSE CITY, Mich. (AP) — Months after President Joe Biden snubbed Canadian officials by canceling Keystone XL, a showdown over a second crude oil pipeline threatens to further strain ties between the two neighbors. Michigan Gov. Gretchen Whitmer has set a May 12 deadline for Canadian energy company Enbridge to shut down its Line 5, which delivers oil from Alberta to refineries in the U.S. Midwest and eastern Canada. Whitmer agrees with environmentalists who consider the pipeline an environmental hazard, mostly because one 68-year-old section crosses a channel linking two Great Lakes. Canadian officials say closing the pipeline would hurt the economy and cost jobs in both countries.

MOORHEAD, Minn. (AP) — Police say a 22-year-old suspect has been arrested for spray painting hate-related messages on a mosque in Moorhead, after the man was identified by a Walmart employee. The local man was taken into custody Tuesday night in south Moorhead after police received the information from the store’s loss prevention officer. Women’s Volleyball.

Jamestown 3-0 over Providence, Montana

 25-22,25-16,25-18

Box Score

SIOUX CITY, Iowa  (UJ) — The top-ranked University of Jamestown women’s volleyball team faced their toughest challenge of the season on paper, anyway, Wednesday morning in pool play at the NAIA Women’s Volleyball National Championship.

However, as the adage goes, that’s why they play the game.

Jamestown took care of No. 15 University of Providence (Mont.) in straight sets, 25-22, 25-16, and 25-18, snapping the Argos’ 20-match winning streak while advancing to the quarterfinals of the national tournament beginning Thursday.

The Jimmies (29-1) trailed 13-11 in the first set but back-to-back kills by Jayla Ritter (JR/Forest Lake, Minn.) and Taylor Sabinash (JR/Kensal, N.D.) along with an ace by Sydney Ellingson (SR/Langdon, N.D.) put UJ ahead by a point. Both teams traded points until the set was tied at 20, then a kill from Kalli Hegerle (JR/West Fargo, N.D.), an Argo attack error, and another kill from Anna Holen (JR/LaMoure, N.D.) made it 23-20. A Providence attack error clinched the set for UJ.

Jamestown never trailed in set two, and with a 17-10 lead, turned on the pressue. The Jimmie lead never fell below four points, and UJ finished with five of the final six points to take a 2-0 match lead. Holen and Hegerle both posted three kills while Ritter, Corina Huff (SR/Breezy Point, Minn.), and Nicole Schmitz (FR/Oakes, N.D.) all had two. The Jimmies outhit the Argos .310 to -0.029 in the set, and were helped by two Hannah Schiele (JR/Jamestown, N.D.) service aces.

UP turned their offensive fortunes around in the third set, hitting .213, but UJ was better, hitting at a .378 clip with just two errors in 37 attempts. Hegerle had five kills, Holen four, and Taylor Sabinash three as Jamestown closed the match with three of the final four points. Once again, the Jimmies never trailed, and led by as many as six throughout much of the set.

Holen recorded a double-double of 11 kills and 13 digs, while Hegerle had 10 kills. Sabinash ended with eight and Huff six in helping UJ finish with a .330 match hitting percentage.

Jackie Meiklejohn (JR/Dickey, N.D.) (25) and Megan Gaffaney (JR/Jamestown, N.D.) (15) both reached double-figure assist totals, and Sydney Ellingson turned in a match-high 20 digs. The Jamestown net defense once again played a strong role, finishing with 10 blocks. Ritter had five block assists, followed by Schmitz, Huff, and Hegerle with four each. Hannah Schiele had three key service aces, with Meiklejohn and Ellie Holen (FR/LaMoure, N.D.) also picking up aces.

The Jimmies will face Eastern Oregon University Thursday at 5 p.m., with the winner facing either Midland (Neb.) or Northwestern (Iowa) in the semifinals.

VCSU

Softball…

(VCSU)  Valley City State University clinched its second straight NSAA Softball Conference Championship on Wednesday with a pair of victories at Mayville State.

The Vikings defeated the Comets 6-0 and 9-1 to secure the regular season conference title. With four NSAA games remaining, the Vikings are now 21-2 in conference play and lead second-place Bellevue by 4.5 games.

It is VCSU’s second straight conference title, the 13th in program history and the first under coaches Mark Mattson and Barbi Mattson. The Vikings last won the title in 2019. The 2020 conference season was canceled due to COVID-19.

“We’re feeling great – everybody’s excited,” head coach Mark Mattson said after the game. “Our goal is always to win the last game of the year, but there are milestones to celebrate along the way. It’s always special to win a conference title.”

The Vikings swept Wednesday’s doubleheader in familiar fashion, getting great pitching, rock-solid defense and explosive offense. Amber Stewart pitched a complete game shutout in the 6-0 victory, and VCSU’s offense helped win game two by run rule after five innings, 9-1.

“Our pitchers pitched extremely well today,” said Mattson. “Both of them came out and got ahead of batters.”

The Vikings have now won 11 games in a row as they improve to 28-5 overall and 21-2 in conference play.

“We’ve just had continuous solid pitching and hitting,” Mattson said. “We’ve had good defense too, and our bats are really rocking and rolling, especially lately. We seem to always have people that are coming through with clutch at bats.”

Up next: Valley City State wraps up the regular season by hosting Presentation College for a four-game series this weekend. Doubleheaders on Saturday and Sunday both start at 1 p.m. Sunday is also Senior Day for VCSU Softball.

VCSU 6, Mayville State 0

Aiello set the table from the top of the lineup, going 2-for-3 with two runs and an RBI. Makenzee Stone was 2-for-4 with an RBI, and Jessica Husband added two hits as well. Perryman was 1-for-4 with four RBIs, and Anne-Elise Gest had a hit and scored twice.

The Vikings tacked on one run in the third inning and two more in the fifth, ending the game by run rule after five innings.

Emily Smith earned the win in the circle, recording 11 of the 15 outs by strikeout. She gave up four hits and a run while walking two.

With the score tied 4-4 in the bottom of the fourth, Chase Hacker (SR/Millcreek, WA) reached on a two-out walk. Rice then drove an 0-1 pitch from John Koronoka (0-2) over the right field fence to make it 6-4.

Dickinson State took a 1-0 lead on an RBI groundout by Robert Encinas that scored Kobe Krenz from third.

Rice singled home Blake Arritola (SO/Salem, OR) and Chase Hacker with one out in the bottom of the third, then came home on a single by Luke Shekeryk (JR/Seattle, WA) to make it 3-1. Tayler Cullen (JR/Santa Rosa, Calif.) doubled to center to bring home Shekeryk and extend the lead to 4-1.

The Blue Hawks rallied to tie the game in the top of the fourth. After Jacob Clinton and Mathias Dufner each singled to start the inning, Karson Backer doubled to deep right field to make it 4-3. Kaiden Reeve reached on an error, sending Backer to third. Krenz grounded out to Grant Okawa (SR/Mississauga, ON) for the first out, but Backer came home on the play for the third run of the inning.

In the bottom of the eighth, Kendall Yackley (SO/Lynnwood, WA) added a pair of insurance runs with a two-run home run to deep left field, giving UJ an 8-4 lead.

Cameron Multer (FR/Greeley, CO) (1-0), the fourth Jimmie pitcher, worked two scoreless innings, allowing just one hit while walking two and striking out two, earned the win.

Cullen finished 2-for-4, and Arritola, Hacker, and Matt Meraz (SR/Aurora, CO) each stole a base.

Jamestown, now 28-17, closes out the regular season with a pair of home doubleheaders against Doane (Neb.) Saturday and Sunday.

Love sorry for lackluster display

UNDATED (AP) — Cleveland Cavaliers forward Kevin Love has apologized for his actions during Monday’s loss to Toronto. The five-time All-star was upset with the officials for some non-calls and angrily tapped the ball back into play on an inbounds pass in the third quarter. The loose ball was grabbed by the Raptors and converted into a 3-pointer.

Video of the tantrum went viral on social media, and Love was blistered by fans and media for behavior called “childish” and “unacceptable.”

Love said Wednesday that his behavior was out of line and out of character, but that it had nothing to do with any frustration toward his teammates or coaches.

In other NBA news:

— Celtics guard Marcus Smart has been suspended one game without pay by the league for directing threatening language toward a game official. The incidents took place during and after Boston’s 119-115 loss to the Thunder on Tuesday. The punishment was served during last night’s win over Charlotte.

— The Spurs do not expect starting guard Derrick White back this season because of a sprained right ankle. Coach Gregg Popovich made the announcement two days after White was injured in the Spurs’ win in Washington. The fourth-year guard is averaging a career-best 15.4 points this season for San Antonio, which played 18 of its first 19 games this season without White because of a toe injury.

— The league has fined Rockets guard Kevin Porter Jr. $50,000 for violating the league’s health and safety rules. Porter visited a strip club in Miami last week with teammate Sterling Brown, who was assaulted outside the establishment. The league bars players from attending indoor social gatherings of 15 or more people or entering bars, lounges and clubs.

NHL..

UNDATED (AP) — The St. Louis Blues now have a three-point lead over the Arizona Coyotes and three games in hand as the teams battle for the NHL’s final West Division playoff berth.

Robert Thomas tracked down a skipping puck and snapped it into the top of the net with 23 seconds left, capping a three-goal third-period rally by the Blues for a 4-3 victory over Minnesota.

The Wild were seeking their eighth straight win as they carried a 3-1 lead into the third period. But Mike Hoffman began the St. Louis rally with a power-play goal early in the third and Jordan Kyrou (KY’-roo) tied the game about four minutes later.

— The Golden Knights widened their lead in the West Division as Max Pacioretty (pash-uh-REH’-tee) scored twice in a 5-2 win over the second-place Avalanche. Vegas has won a franchise-best 10 in a row to move six points ahead of Colorado, with the Avs having a game in hand. The Knights have outscored teams 45-17 during their win streak.

Victor Mete (MEH’-tay), Chris Tierney, Thomas Chabot (shah-BAHT’) and Colin White also scored for last-place Ottawa, which was 16-26-4 before taking three of four from Vancouver. UNDATED (AP) — Pittsburgh Penguins center Evgeni Malkin practiced on Wednesday, indicating he is near a return from a lower-body injury that’s kept him out since mid-March.

Malkin wore a white “no contact” jersey during Pittsburgh’s skate. However, coach Mike Sullivan said the Russian star was a full participant and will travel with the Penguins when they begin a four-game road trip on Thursday in Washington.

The Pens are 14-5-2 since Malkin’s last game on March 16.

UNDATED (AP) — Clayton Kershaw played the role of stopper to perfection this afternoon as the Los Angeles Dodgers ended their first three-game losing streak of the season.

Kershaw racked up eight strikeouts while limiting the Reds to four hits over seven innings of the Dodgers’ 8-0 shutout. The lefty prevented L.A. from dropping four straight for the first time since 2018.

The Dodgers led just 2-0 before scoring six times in the eighth. Matt Beaty and Mookie Betts delivered two-run singles in the eighth.

Justin Turner homered and Chris Taylor added an RBI triple as Los Angeles won for just the third time in 10 games since a sizzling 13-2 start.

Broncos beckon Bridgewater

UNDATED (AP) — Drew Lock suddenly has competition at quarterback after the Denver Broncos acquired Teddy Bridgewater from the Carolina Panthers for a sixth-round pick in this week’s NFL draft.

Bridgewater became available when the Panthers traded for former Jets QB Sam Darnold three weeks ago. Bridgewater went 4-11 as the Panthers’ starter last year and struggled to win close games down the stretch.

Lock tied for the league lead with 15 interceptions in 13 starts and his passer rating ranked 32nd in the NFL last season. The third-year pro was 4-9 overall with 16 touchdown throws and is 8-10 in two years as Denver’s starter.

In other NFL news:

— A person familiar with the deal tells The Associated Press that receiver Antonio Brown has agreed to return to the Buccaneers on a one-year contract that could be worth up to $6.5 million, including incentives. Bringing back Brown ensures Tom Brady will pursue an eighth Super Bowl ring with the entire “band” of offensive playmakers assembled around the 43-year-old quarterback last season.

— The Giants have picked up the fifth-year option on the rookie contract for running back Saquon (SAY’-kwahn) Barkley. — The Colts have exercised the fifth-year option on perennial All-Pro guard Quenton Nelson’s rookie contract. — The Lions have exercised the fifth-year contract option on Pro Bowl offensive lineman Frank Ragnow. He is entering his fourth NFL season after being drafted in the first round out of Arkansas. In world and national news…

Washington (AP) President Joe Biden says 12 years of education is no longer enough to compete in the 21st century. But he’s also saying a college degree is unnecessary for nearly 90% of the jobs that would be created through his proposal to boost the country’s roads, bridges and other public works.

Biden is using his first speech to Congress to promote his $2.3 trillion infrastructure plan and his newly announced $1.8 trillion proposal that includes universal preschool, two years of free community college and $225 billion for child care.

Republicans are seeking a narrower, less costly infrastructure plan. Biden is selling his plan as a massive job creator. He calls it a “blue-collar blueprint to build America.”

When it comes to education, Biden said the “world is catching up.” He’s looking to provide for two years of universal preschool for every 3- and 4- year-old in America. On top of that, his plan would add two years of free community college.

He says his administration would also increase investments in Pell grants and in historically Black colleges and universities.

WASHINGTON (AP) — President Joe Biden is announcing another diverse group of candidates for his second round of judicial nominations, a day after some in his first slate of picks went before the U.S. Senate. The second round of nominees, released Thursday, includes a woman who would be the first Asian American appointed a federal judge to the Western District of Washington, a Latino who is currently the presiding judge of the Grant County Superior Court in Ephrata, Washington, and a woman who is a longtime labor and employment litigation attorney in New Jersey. The Associated Press obtained a draft of the list.

WASHINGTON (AP) — South Carolina Sen. Tim Scott has used the Republican response to President Joe Biden’s address to Congress to vow that “America is not a racist country.” Scott, the only Black Republican senator, seized on Biden’s calls earlier in the evening that passage of major police reform could help stamp out institutional racism nationwide. Scott countered that “today, kids are being taught the color of their skin defines them again. If they look a certain way, they’re the oppressor.” He said Biden and other top Democrats have begun crying racism too frequently when it comes to unrelated policy disputes, saying “race is not a political weapon to settle every issue.”

WASHINGTON (AP) — Republican Sen. Tim Scott is accusing Democrats of tearing the country apart and suggesting they’re wielding race as “a political weapon.” The South Carolina senator delivered his party’s official response to President Joe Biden’s maiden speech to Congress on Wednesday. And he used it to credit the GOP for leading the country out of its pandemic struggles and toward a hopeful future. But Scott saved his sharpest words for the fraught subject of race, saying the U.S. is not a racist nation and suggesting Democrats use the issue as a political weapon.

BEIJING (AP) — China says activity by U.S. military ships and surveillance planes directed toward it has increased significantly under the Biden administration. The Defense Ministry says the Navy destroyer USS Mustin recently conducted close-in observation of a Chinese aircraft carrier and its battle group which it says seriously interfered with the Chinese side’s training activities and threatened the safety of navigation and personnel on both sides. China says activity by U.S. warships was up 20% and by planes 40% in Chinese-claimed waters since Biden took office. China recently marked the 20th anniversary of the collision between a U.S. surveillance plane and a Chinese fighter that killed the Chinese pilot.

NEW DELHI (AP) — As India faces a devastating surge of new coronavirus infections overwhelming its health care system, people are turning to desperate measures to try to keep loved ones alive. In some cases they are resorting to unproven medical treatments or to black markets for life-saving medications that are in short supply. Drugs such as hydroxychloroquine, which the World Health Organization says should not be used for the coronavirus, are being taken by desperate patients. The mounting desperation and rampant experimentation with unproven drugs come as India set another global record for new virus cases with more than 379,000 infections on Thursday. That is putting even more pressure on the country’s overwhelmed hospitals.

World shares and U.S. futures are higher ahead of the release of U.S. economic growth data. Markets mostly advanced Thursday following a speech by President Joe Biden outlining ambitious plans for beefing up early education, child care and other public services. Paris, Shanghai and London gained. Tokyo’s markets were closed for a holiday. Benchmarks on Wall Street slipped Wednesday after the Federal Reserve left its key interest rate unchanged near zero, even as it noted recent improvement in the economy. The S&P 500 ended down just 0.1% after some earlier gains evaporated. Investors were also dealing with a wave of earnings reports from major U.S. companies. Bond yields held steady.
