Denver – FEMA has provided more than $1.6 million in Public Assistance funding to Stutsman County for costs related to the October 2019 flooding. Under this declaration, FEMA has paid a total of $10.9 million for the state of North Dakota to date. The assistance was made available under a major disaster declaration issued January 21, 2020. This funding is authorized under Section 406 of the Robert T. Stafford Act.
The $1.6 million was approved for Stutsman County to utilize force account labor, equipment, and material for a permanent grade raise of County Road 39, which had been inundated by floodwaters.
During the incident period, historically high groundwater saturation, and subsequent rapid snowmelt created an unprecedented October flood in central and eastern North Dakota. Powerful floodwaters washed surface gravel and culverts from Stutsman County and township roads and disrupted lifeline infrastructure. This prevented access to multiple residences within the St. Paul Township, creating significant delays for first responders struggling to reach citizens in need.

WOLVERTON, Minn. (AP) — A Minnesota farmer who broke his back, fell victim to COVID-19 and recently underwent surgery will nonetheless have corn and soybeans to harvest this fall thanks to an agricultural organization that helps those in need. The non-profit Farm Rescue helped Robert Nord plant his fields in North Dakota, not far from his homestead in Wolverton, Minnesota. The farm is Nord’s family’s sole source of income, so getting the crops in on time is a life saver. He says he is overwhelmed by the support. Farm Rescue has helped more than 700 families since its inception in North Dakota in 2005.

The 2011 British Open champion had a one-stroke lead over Stephen Ames and Jerry Kelly at Greystone Golf & Country Club. Steve Stricker, the 2019 winner, was among three players two shots back at 68.
COLLEGE FOOTBALL-PRACTICE CHANGES
NCAA proposal will reduce contact in preseason football camp
INDIANAPOLIS (AP) — College football teams will be required to hold at least seven padless practices during the preseason and the number of contact practices will be reduced from 21 to 18. Those are proposals suggested by the NCAA’s oversight committee and will go to the Division I Council for approval this month. It is expected to pass and go into effect next season. The changes to preseason practice come after a five-year study of six major college football teams showed players suffered more concussions during preseason practices than during games.
OLY-TOKYO-BACH VISIT
Tokyo Olympic head says Bach visit to Japan could be ‘tough’
TOKYO (AP) — The president of the Tokyo Olympic organizing committee says it would be “quite tough” for IOC President Thomas Bach to make a planned visit this month to Japan with a state of emergency order being extended by the government to Tokyo and other areas until May 31.
Canceling the trip could be embarrassing for the IOC and local organizers who say they can hold a “safe and secure” Olympics in the middle of a pandemic.
Bach said recently he hoped to go to Hiroshima. Organizing committee president Seiko Hashimoto says nothing official has been decided but adds that a visit by Bach would come at “quite a difficult time.”
In world and national news…
BEIJING (AP) — China says the upper stage of its Long March 5B carrier rocket that launched the core module of its space station will mostly burn up on re-entry, posing little threat to people and property on Earth. A Foreign Ministry spokesperson says Chinese authorities will release information about the re-entry of the rocket, expected over the weekend, in a “timely manner.” He says the rocket’s design will ensure it would be largely destroyed during the re-entry process, “which has a very low probability of causing harm to aviation activities and the ground.” China’s space agency has yet to say whether the main stage of the huge Long March 5B rocket is being controlled or will make an out-of-control descent.
WASHINGTON (AP) — America’s employers likely delivered another month of robust hiring in April, reinforcing the economy’s steady rebound from the pandemic recession. Economists have forecast that the nation added 975,000 jobs last month after adding 916,000 in March, and that the unemployment rate slipped from 6% to 5.8%. The size of such job gains was essentially unheard-of before the pandemic. Yet most of the hiring represents a bounce-back after tens of millions of jobs were lost when the pandemic flattened the economy 14 months ago. Even if economists’ estimate for April hiring proves accurate, the economy would remain about 7 million jobs short of its pre-pandemic level.
TOKYO (AP) — Asian shares are rising on optimism about the rally on Wall Street and an economic rebound in the U.S., as investors await the release of U.S. jobs data. Benchmarks in Japan, Australia, South Korea and China rose Friday. U.S. employment data due later Friday will offer insight into the state of the overseas economic recovery. Markets also are watching data out of China for similar signs. Worries continue about the recent surges of illnesses in places like India. Export-dependent Japan is getting set to extend the state of emergency to curb the spread of COVID-19 infections.
(AP) The European Medicines Agency says it has begun an accelerated authorization process for an experimental coronavirus treatment made by GlaxoSmithKline and Vir BioTechnology. In a statement on Friday, the EU drug regulator said it had started a rolling review of sotrovimab, based on early results from an ongoing study into whether the treatment can prevent hospitalization or death in people who don’t yet have severe COVID-19. Sotrovimab is a monoclonal antibody, a lab-produced antibody that is intended to stimulate the immune system by reducing the ability of the coronavirus’s spike protein to enter the body’s cells. An emergency use authorization for sotrovimab has also been submitted to regulators in the U.S. and Canada.
VIENNA (AP) — World powers have held a fourth round of high-level talks aimed at bringing the United States back into a landmark nuclear deal with Iran. Both sides suggested a resolution was possible but major stumbling blocks remain. The talks began in early April. Russian delegate Mikhail Ulyanov tweeted following Friday’s meeting that “the participants agreed on the need to intensify the process.” The U.S. pulled out of the Iran nuclear deal under then-President Donald Trump. Iran reacted by steadily increasing violations of the deal. U.S. President Joe Biden has said he wants to rejoin the deal but that Iran needs to return to compliance with the accord.

UNITED NATIONS (AP) — A Security Council meeting aimed at strengthening global cooperation and the role of the United Nations is expected to hear from the top American, Chinese and Russian diplomats as well as other ministers. China, which holds the council’s presidency this month, said in a “concept note” that it organized Friday’s meeting in hopes the 15 nations will “reaffirm their strong commitment to multilateralism” as the world faces global challenges including the COVID-19 pandemic and climate change. China’s Foreign Minister Wang Yi will chair the meeting and U.S. Secretary of State Antony Blinken and Russian Foreign Minister Sergey Lavrov will speak.
BEIJING (AP) — China’s trade with the United States and the rest of the world surged by double digits in April as consumer demand recovered, but growth appeared to be slowing. Trade data show global exports rose 32.3% over a year ago to $263.9 billion, in line with March but down from the explosive 60.6% rise in the first two months of 2021. Imports increased 43% to $221.1 billion, accelerating from March’s 38% expansion. China’s trade gains look especially dramatic due to comparison with a year ago, when global economies shut down to fight the coronavirus. Forecasters say growth is cooling once that distortion and seasonal fluctuations are taken into account.
