Jamestown  (CSi/JSDC)  The Jamestown/Stutsman Development Corporation at this month’s Board meeting approved the incentives package for the ADM Soybean Crushing Plant coming to the former Cargill Plant at the Spiritwood Energy Park.

On Tuesday’s Wayne Byers Show on CSi Cable 2, JSDC Business Development Director, Corry Shevlin outlined the incentive package.

It includes $2.514 million on an 80/20 split between Stutsman County and the City of Jamestown, with Jamestown share at 80-percent, with approval of each. The City’s share is, $2,011, 200. It includes a FlexPACE interest Buy-down, new jobs training funds, JSDC jobs incentive, and up to $1 million payable upon confirmation of and final signatures to construct the plant.

Incentives also includes up to $500,000 upon completion of the plant, no later than 24 months following the execution date of Letter of Intent with the Spiritwood Energy Park Association.

All loans and grants will be subject to “claw backs.”   Corry said that  allows the JSDC to recapture any and all incentives if ADM does not fulfill the incentives, which is not expected to be used.

In other JSDC business, Corry said the board discussed the FlexPACE interest buydown program, and approved a package for K.C. Motorsports, planning to purchase Stutsman Harley-Davidson in Jamestown.

 

Jamestown (CSi)  the Jamestown City Council met in Special Session Tuesday afternoon at City Hall.

All members were present.

The City Council  considered approving the JSDC request to fund $2,514,000 for the Company X  (which is ADM)  Soybean Processing Plant, at Spiritwood, incentive package, with the City Share to be $2,011,200, 80 percent of the total with the 20 percent Stutsman County’s share.   The City Council unanimously approved the request. Mayor Heinrich said, local entities deserve credit in attracting ADM to this area, and JSDC working with the company over the past two years.

ORDINANCES:

The Council approved, A SECOND READING: Of an Ordinance to amend and re-enact Section 5, Article II of the City Code pertaining to the sale and possession of alcohol on a public right-of-way directly adjacent to the location of an on-sale license holder within the city limits of Jamestown.

 

The City Council approved A SECOND READING: Of an Ordinance to create Article VII of Chapter 25 of the Code of the City of Jamestown, North Dakota, concerning outdoor seating in the City of Jamestown.

 

OTHER BUSINESS:

Approved was the purchase of surveillance cameras for downtown City parking lots in the amount of $13,952.00. Mayor Heinrich said the dollars come from a grant, with the deadline approaching.

Police Lt Sid Mann said, the grant was secured by Central Valley Health District, and the fixed cameras covers the area near the railroad tracks, and covers the area of the Central Valley Health District location and over to the middle school parking lot, and Center for Economic Development. The Grant covers the cost of the camera, and installation.  A monthly fee will also be charged.  He said the cameras will aid in observing incidents that may occur in the event charges are filed against individual(s) in the act of a crime.

The City Council approved the Permit Application for Outdoor Seating Area on City or State Right-of-Way and Cover Instructions.  Mayor Heinrich said the permit application agenda item, was not put out three hours in advance for notification purposes.  There were no objections to proceeding.

Jamestown (CVHD)  Central Valley Health District this week will have COVID-19 Testing at the Jamestown Civic Center in May Monday, Wednesday, and Friday’s from 11-a.m. to 12 noon,  at the Jamestown Civic Center, with the exception of Memorial Day, May 31, using the Rapid Testing, BinaxNow.

By screening with rapid antigen tests, event attendees will be able to receive their test results within 15 minutes via text notification. The test also is less invasive than a PCR (Polymerase chain reaction) test in that it uses a nasal swab to collect a sample from the lower part of the nostril.

If a person tests positive, they should isolate at home immediately and a case investigator will be in touch with them within 24 hours. If the screening yields a negative result, individuals should continue to monitor for symptoms.

Interested individuals should fill out an online survey at testreg.nd.gov for faster registration.

Jamestown (JPD)  Jamestown Police is warning the public about a convicted high risk sex offender living, in Jamestown.

Robert Michael Williamson resides at 1018 4th Ave., SW.  Buffalo Motel, Room 37, Jamestown, ND

Williamson is a 32 year old white male six feet three inches tall, weighing 230 pounds the green eyes and red hair.

He has been assigned a high risk assessment by the North Dakota risk level committee of the North Dakota Attorney General’s Office.

Offense:  Luring by computer…Williamson met a 16 year old female at a hotel and had sexual contact with her.

Conviction Date:  February, 2018 in Burleigh County, ND District Court.

Disposition:  10 years, First Serve five years, 468 days credit, five years supervised probation.

Offense: Gross Sexual Imposition involving a 14 year old female.

Conviction Date: February 2018 in Burleigh County, ND District Court.

Disposition:  10 years, First Serve five years, 468 days credit, five years supervised probation…concurrent.

Williamson is not wanted by police at this time and has served the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Jamestown  (CSi)  The City of Jamestown informs residents that city wide sanitary sewer system flushing has begunin the Northeast (NE) area and will continue into the Northwest (NW) area of town.

When flushing is being done, there is a possibility of a sewer smell to occur as traps may be emptied. Please run water down all areas that have a trap in your residence and/or business. Flushing of all City Sanitary Sewer lines will continue throughout the summer during regular business hours.
Reminder to residents to run sump pump water into the storm drain system by placing sump pump hoses out to the curb.

The City of Jamestown Municipal Code states as follows:
Sec. 30-36. – Draining rain, surface or ground water into sewers prohibited.
a) No person shall permit rain, surface, or ground waters to be carried into the sewer system. Rainwater leaders shall not be connected with or run into the sewer system.
(b) Drain tile, sump pumps or other systems designed to eliminate the accumulation of seepage or other ground waters shall not be connected with or run into the sewer system.

Jamestown  (JPS)  Jamestown Public Schools announces that last official school day will be on May 26, 2021 with dismissal at 1:00 PM.  Buses will run at that time.

Graduation will be on Sunday, May 30, 2021, at 2:30 PM at the Jamestown Civic Center.

BISMARCK, N.D. (AP) — The House chamber at the North Dakota Capitol will be used as a courtroom for a pair of high-profile criminal trials this spring, in part to ensure social distancing. The two trials had been scheduled in courthouses in Burleigh and Morton counties. The trial of two people charged in the death last year of a Bismarck man is scheduled to begin Monday. Separately, the trial for a man accused of killing four people at a Mandan business is set to begin June 7 at the Capitol.

BISMARCK, N.D. (AP) — A jury in Burleigh County will decide if a Moffit man charged in a fatal stabbing committed murder or was acting in self-defense. Forty-eight-year-old Arthur Funk is charged in the June 2020 death of 53-year-old Kevin Stockert, of Mandan. Prosecutors say the two men fought when Funk, who had been staying with Stockert’s girlfriend, failed to return her car. Prosecutor Chase Lingle says Stockert was stabbed numerous times, suffered a broken rib and was left to die with Funk making no attempt to call for medical help. Defense attorney Scott Rose told jurors that Funk was still in the driver’s seat of a car when he was punched by Stockert, the two struggled and Stockert had no other option but to defend himself.

 

MOORHEAD, Minn. (AP) — Police have made another arrest in the fatal shooting of a cab driver in Moorhead. A 17-year-old girl is accused of driving the car that was used when taxi driver 24-year-old Abdullahi Abdullahi was killed last week during an alleged armed robbery. The girl is being held in the West Central Juvenile Detention Center on possible charges of aiding and abetting three charges, including second-degree murder without intent. Eighteen-year-old Willie Sparkman Jr. is charged n Abdullahi’s death. A criminal complaint states investigators connected Sparkman and the 17-year-old to Abdullahi’s death via phone records.

 

In sports…

Valley City  (VCSU)  The Valley City State University softball team was not selected to compete in the NAIA Softball National Championship Opening Round, the national office announced Tuesday.

The 40 teams that will compete in the opening round were revealed Tuesday afternoon, and VCSU was not among the eight teams selected for at-large tournament berths. The at-large bids were determined by a national selection committee comprised of NAIA softball coaches and athletic directors. A total of 32 teams had automatic berths into the tournament based on regular season and tournament championships.

Valley City State ends the season with a 35-7 overall record. The Vikings were second in the nation in runs per game (7.74) and had the 11th-best winning percentage. The Vikings were also Top 10 in several other categories, including second in opponent batting average (.186) and seventh in team batting average (.360).

The Vikings went 25-2 in conference play to claim their second straight NSAA regular season conference championship. Valley City State lost to Dickinson State in the NSAA Tournament Championship.

The 35 wins by this year’s Viking team is the fifth most wins in program history, and the .833 winning percentage is the second-best in team history.

The Vikings will graduate five seniors from this year’s squad, including pitchers Emily Smith and Amber Stewart and position players Autumn Perry, Keana Harmon and Kailee Fraser.

 

Bismarck  (NSAA) – The North Star Athletic Association (NSAA) announced its 2021 Softball All-Conference Teams, Gold Glove team and postseason awards Monday. 

The NSAA Softball All-Conference Teams, Gold Glove Team and postseason awards were voted by the league coaches.  The 2021 NSAA All-Conference First Team consists of 30 recipients, 20 on the first team and 10 on the second team.  The Champions of Character recipients were also announced.

Valley City State (N.D.) landed nine recipients on the All-Conference Teams, seven recipients on the First Team.  Bellevue (Neb.) has a total of six individuals on the All-Conference teams.

The North Star also announced its 9-member Gold Glove team for displaying their outstanding defensive performance.

In NSAA postseason awards, Emily Smith of Valley City State was selected as Pitcher-of-the-Year for the second straight season.  Makenzee Stone of VCSU and Xitlali Lopez of Dakota State (S.D.) were chosen as Co-Player-of-the-Year.  Stone also was selected as the Newcomer-of-the-Year.  Mark Mattson of Valley City State was named to the NSAA Softball Coach-of-the-Year after guiding his squad to an impressive 25-2 conference record as the Vikings collected their second straight NSAA regular-season title.

Dickinson State (N.D.) went undefeated in the postseason tournament in Bellevue, Neb.  The Blue Hawks claimed the tournament title by defeating Valley City State 4-3 on May 8, earning the league’s automatic bid to the NAIA National Tournament Opening Round scheduled for May 17-19.

 

Jamestown  (UJPaige Argent (SR/Minot, N.D.), Izzy Marchino (JR/Highlands Ranch, Colo.), Tate Olson (JR/Cook, Minn.), and Jackson Worner (SO/West Fargo, N.D.) of the University of Jamestown golf team earned GPAC all-conference honors based on their finish at the conference championship.

Paige Argent placed ninth after a final round score of 80. She finished at 41-over 331 (85-84-82-80). Izzy Marchino was 10th at 44-over 334 (90-81-83-80). As a team, the Jimmie women finished second behind Morningside (Iowa) College

Olson tied for sixth after a final round 73 to finish at 12-over 300 (74-73-80-73). Worner tied for 12th at 18-over 306 (81-74-76-75). The Jimmie men placed sixth out of 11 teams at this year’s championship.

(UJ) Nine University of Jamestown track and field athletes earned all-conference honors based on their finishes at the GPAC Outdoor Track and Field Championships in Seward, Neb.

Braedon Gumke (JR/Watford City, N.D.) was second in the pole vault, setting a new personal best of 4.80 meters while reaching the qualifying mark for nationals.

Nik Herman (SR/Glasgow, Mont.) was fifth in the javelin with a personal best throw of 49.38 meters.

Jorden Morales (FR/Phoenix, Ariz.) was sixth in the discus (46.84 meters)

Noah Mang (JR/West Chester, Ohio) took seventh in the 800 meters with a time of 2:00.15.

Braeden Knutson (SO/Casselton, N.D.) was eighth in the 400 hurdles, running a time of 57.58 to set a new personal best.

For the women, Jordynn Toliver (SO/Box Elder, S.D.) was fifth in the heptathlon with a career-best 4390 points, fifth in the javelin (35.46 meters), and was eighth in the long jump (5.33 meters).

Naja Whitehead (SO/Tacoma, Wash.) was sixth in the triple jump with a new personal best of 10.81 meters.

Anni Stier (SO/Rugby, N.D.) ran 1:07.14 in the 400 hurdles for a new personal best while Meghan Orr (SR/Ypsilanti, N.D.) was eighth with a time of 1:07.47.

The top eight in each event and top three relays are considered GPAC All-Conference.

 

In world and national news…

GAZA CITY, Gaza Strip (AP) — The Israeli city of Tel Aviv is under fire from a barrage of rockets launched from the Gaza Strip. The volleys killed a 50-year-old woman who was the third Israeli citizen killed on Tuesday. The attack set off air raid sirens across the city and closed the main international airport. Hamas said it launched a total of 130 rockets, its most intense strike so far, in response to Israel’s destruction of a high-rise building in Gaza earlier in the evening. The sound of the outgoing rockets could be heard in Gaza. As the rockets made their way up in the skies, mosques across Gaza blared with chants of “God is great,” “victory to Islam” and “resistance.”

 

ATLANTA (AP) — A man accused of killing eight people in shootings at three Atlanta-area massage businesses has been indicted on murder charges. Six of the victims were women of Asian descent. A Fulton County prosecutor says she’ll seek hate crime charges and the death penalty after a grand jury indicted 22-year-old Robert Aaron Long on murder charges Tuesday. The indictment only covers the four killings that happened at two spas in Atlanta. It will be up to a separate grand jury in Cherokee County to decide on charges in the shooting at a spa near suburban Woodstock in which four were killed and one person was wounded.

 

BRUSSELS (AP) — A seven-month investigation by the Associated Press and the Oxford Internet Institute, a department at Oxford University, found that China’s rise on Twitter has been powered by an army of fake accounts that have retweeted Chinese diplomats and state media tens of thousands of times. The accounts covertly amplified propaganda that can reach hundreds of millions of people — often without disclosing the fact that the content is government-sponsored. The move onto Western social media comes as China wages a war for influence — both at home and abroad — on the internet, which President Xi Jinping has called “the main battlefield” for public opinion. Twitter and Facebook are blocked inside China.

 

HARRISBURG, Pa. (AP) — Sean Parnell is expected to announce his candidacy for the Republican nomination for Pennsylvania’s open U.S. Senate seat. He scheduled a news conference Tuesday afternoon in suburban Pittsburgh. Parnell is a decorated Army veteran and regular guest on Fox News programs who became a favorite of former President Donald Trump. Parnell unsuccessfully challenged Democratic U.S. Rep. Conor Lamb in western Pennsylvania last year. The Senate seat in the presidential battleground state is being left open after two-term Republican Sen. Pat Toomey announced in October that he wouldn’t run again. Both the Democratic and Republican fields are getting crowded, with next year’s primary election still a year away.

 

WASHINGTON (AP) — President Joe Biden is expected to nominate former Chicago Mayor Rahm Emanuel to serve as the U.S. ambassador to Japan. That’s according to a person familiar with the president’s decision who was not authorized to comment about the matter publicly and spoke on condition of anonymity Tuesday. Emanuel is a former three-term congressman who served as Barack Obama’s first White House chief of staff and was a senior adviser in Bill Clinton’s administration. Biden had considered Emanuel to serve as his transportation secretary but ultimately passed him over in the face of fierce opposition from some in the liberal wing of the Democratic Party and liberal activists.

 

EDEN, Texas (AP) — Authorities say a suspect shot and killed two central Texas sheriff’s deputies and critically wounded a city employee while they were responding to a complaint about a dog at a home. Sgt. Justin Baker, of the Texas Department of Public Safety, said Tuesday that the suspect was taken into custody after Monday night’s attack in Eden, a city of about 1,300 people roughly 210 miles southwest of Dallas. He says that while the two Concho County sheriff’s deputies and city employee were making contact with people at a home, “an altercation occurred and quickly escalated to gunfire.” Authorities haven’t released details about the suspect, including the person’s name, age, sex or what charges the person is facing.

 

CHAMBLEE, Georgia (AP) — As the shutdown of a major fuel pipeline entered into its fifth day, companies and government officials took steps to stave off potential fuel shortages, although no widespread disruptions of fuel supplies were reported Tuesday morning. Colonial Pipeline, which delivers about 45% of the fuel consumed on the East Coast, was hit by a cyberattack on Friday. By Tuesday the company had restored some fuel delivery service, but the main artery of the pipeline remained shut down. Colonial has said it anticipates restoring the majority of its service by the end of the week
