Valley City  (VCBC Library)  On May 20, 2021, the governing board of the Valley City Barnes County Public Library made the following changes regarding library operations:

Effective Monday May 24, all library operations will return to normal. All previous pandemic related restrictions and operational changes have been lifted.

The library hours will return to pre-pandemic and are as follows:

10-5 Monday, Wednesday, Friday, and Saturday.
10-7 Tuesday, and Thursday. Please do note one small change; moving forward the library will only be open until 7pm on Thursday evenings, not 8pm.

Library Director Steve Hammel said face masks will no longer to be required while in the library. But, we do strongly encourage, per the most recent CDC guidelines, patrons who have not been vaccinated, to wear a mask while inside.

Patrons or staff who wish to continue to wear a mask inside are more than welcome to do so. Additionally, if a patron would feel more comfortable interacting with a staff member who is masked, please ask. Staff will be happy to accommodate your request. It is not an inconvenience for staff to wear a mask for a few minutes to transact library business

Curbside service will continue to be available for all patrons.

Hammel said from the beginning of the pandemic, the library board was committed to using accurate and up-to-date information as part of the decision-making process. As CDC, state, and local guidelines changed, they followed the science. The boards’ first concern was for staff and patron safety. As a result of this conservative and methodical approach; no staff member caught COVID-19 due to an exposure at work, after the initial shutdown, the library operated continuously, without interruption from June 1st, 2020 to the present, and we were able to offer in person (albeit limited) library services starting the middle of July 2020.

Bismarck  (NDDOT)  Law Enforcement agencies across North Dakota will soon have extra patrols for summer H.E.A.T. (Highway Enforcement of Aggressive Traffic) during the Click it or Ticket campaign from May 24 – June 6.

The North Dakota Department of Transportation Safety Division, reports that more people have died in motor vehicle crashes in warm weather months (May through October) than cold weather months over the last five years. Failure to wear a seat belt results in more motor vehicle fatalities in North Dakota than any other factor. Seat belts save lives and are the single most effective safety device to prevent death and injury in a motor vehicle crash.

In 2020 in North Dakota, 42% of motor vehicle fatalities were not wearing their seat belts.

Stutsman County Sheriff, Chad Kaiser says, “Buckle up during Click it or Ticket to avoid a citation and to protect yourself in case of a crash.  Start your summer on a high note by buckling up. Every trip. Every time.”

Preliminary crash fatalities in 2021 are trending higher than previous years with 30 fatalities as of May 16, making this campaign a vital part of the Vision Zero strategy to eliminate motor vehicle crash fatalities and serious injuries on North Dakota roads. H.E.A.T. will take place through August to encourage everyone to wear a seat belt, use appropriate child passenger safety seats, follow all posted speed limits, and drive sober and distraction-free.

Washington  (KFGO) – A federal judge has ruled that the Dakota Access oil pipeline can continue to operate while the Army Corps of Engineers conducts an extensive environmental review.

U.S. District Judge James Boasberg announced his decision Friday.

Attorneys for the pipeline’s Texas-based owner, Energy Transfer, argued that shuttering the pipeline would be a crushing economic blow to several entities, including North Dakota, and the Mandan, Hidatsa and Arikara Nation tribe.

Attorneys for the Standing Rock Sioux and other tribes say the pipeline is operating illegally without a federal permit granting an easement to cross beneath a Missouri River reservoir. The Standing Rock, which draws its water from the Missouri River, says it fears pollution.

The company says the pipeline is safe.

— Nationals outfielder Victor Robles has landed on the 10-day injured list retroactive to Wednesday with a sprained right ankle. Robles is hitting .246 with five RBIs in 39 games. Washington also placed right-handed pitcher Will Harris on the 10-day injured list with right hand inflammation.

— Rays outfielder Kevin Kiermaier has another freaky injury: left eye irritation stemming from an eyelash. Kiermaier left Saturday night’s game against Toronto in the fifth inning after first experiencing discomfort while shagging balls during batting practice. He has a history of offbeat injuries, including hurting his hand during a base-running slide and injuring a wrist while attempting a diving catch. Kiermaier said it “seems like this stuff could only happen to me.”

NASCAR-AUSTIN

Elliott wins in the rain

AUSTIN, Texas (AP) — Chase Elliott benefitted from poor weather to win NASCAR’s debut at the Circuit of the Americas in Austin, Texas.

The race was called while under a red flag on Lap 54 of 68 because of poor visibility and standing water on the track caused by heavy rain.

Elliott won for the first time this year and the sixth time on a road course. He has won five of the last six road races.

Elliott also earned his 12th career victory, No. 800 for Chevrolet and No. 268 for Hendrick Motorsports, tying Petty Enterprises for most wins.

Elliott’s teammate, Kyle Larson, and Team Penske’s Joey Logano rounded out the top three.

In world and national news…

VIENNA (AP) — The head of the International Atomic Energy Agency says Iran has agreed to a one-month extension to the deal on surveillance cameras at its nuclear sites. IAEA Director-General Rafael Mariano Grossi told journalists at a news conference on Monday in Vienna that this came after a discussion with Ali Akbar Salehi, the head of Iran’s civilian nuclear program. Under a confidential agreement called an “Additional Protocol” with Iran, the IAEA collects and analyzes images from a series of surveillance cameras installed at Iranian nuclear sites. Those cameras helped it monitor Tehran’s program to see if it is complying with the 2015 nuclear deal.

BRUSSELS (AP) — The European Commission will try this week to persuade a Belgian court to order the AstraZeneca pharmaceutical company to deliver millions of doses of its COVID-19 vaccines to EU countries. The EU accuses the Anglo-Swedish drugmaker of failing to deliver the number of shots it agreed. AstraZeneca’s contract signed with the Commission on behalf of all 27 EU member states foresaw an initial 300 million doses for distribution among member countries, with an option for a further 100 million. The doses were expected to be delivered throughout 2021, but only 30 million were sent during the first quarter.

GENEVA (AP) — French President Emmanuel Macron and German Chancellor Angela Merkel are rallying around efforts to strengthen the World Health Organization and the world’s ability to prepare for and defend against pandemics. The U.N. health agency opened its annual assembly Monday with a draft resolution in the works that acknowledges missteps in the response to COVID-19. The sweeping proposal would seek to boost pandemic response, stabilize WHO’s funding and ensure greater access to health care — including to vaccines, tests and treatments linked to the coronavirus, among other things.

NEW DELHI (AP) — The official coronavirus death toll in India has passed 300,000 as a devastating surge of new infections appears to be easing in big cities. But the virus isn’t finished with India by any means. As megacities such as Mumbai and New Delhi see some improvement, the virus appears to be taking a ghastly toll in the country’s vast rural areas. A majority of India’s people live in rural areas, where health care is limited. The Health Ministry on Monday reported 4,454 deaths in the last 24 hours, bringing India’s official total to 303,720. India has the third most deaths, behind the United States and Brazil. Experts, however, believe the true toll is significantly greater.

TOKYO (AP) — Japan mobilized military doctors and nurses to give shots to elderly people in Tokyo and Osaka as the government desperately tries to accelerate its vaccination rollout and curb coronavirus infections just two months before hosting the Olympics. Prime Minister Yoshihide Suga is determined to hold the Olympics and has made an ambitious pledge to finish vaccinating elderly people by the end of July, despite skepticism it’s possible. Worries about public safety while many Japanese remain unvaccinated have prompted growing protests and calls for canceling the games set to start on July 23. The two mass inoculation centers in Tokyo and Osaka aim to give shots to 15,000 people a day for the next three months.
