Jamestown, ND (KCSi-T.V. News Jul 16, 2013) — At Monday’s meeting,
the Jamestown Public School Board selected a new president and vice president.
Roger Haut was elected to succeed Roy Musland as president, and Diane Hanson was elected to succeed Tanya Ostlie as vice president.
There were no other nominations for the positions.
Musland said he would not re-run for president if someone else was interested in the position.
Earlier in the meeting, the school board discussed the idea of having a rotating presidency with an acting past president, president and president-elect.
Superintendent Robert Lech said he wasn’t aware of any school boards in North Dakota with a rotating presidency, however he was not opposed to the School Board’s discussion of it.
In other business the school board reappointed Sally Ost as business manager.
and approved hiring JR (Lloyd) Wilson as a middle school/high school teacher.
The school board had the first reading of a draft on a new adoption policy, and approved enrollment of some students from outside the district requesting to attend Jamestown Public Schools.
Valley City, ND (KCSi-T.V. News) — The Valley City Commission met in Regular Session Monday evening (Jul 15, 2013) at City Hall. All members were present.

Ordinances :
The City Commission approved the Second and Final Reading of an Ordinance rezoning property at Auditor’s Lot 4 of the NE ¼ of Section 27 in township 140, Range 58 of the Fifth Principal Meridian, from R1 – Single Family District to R4 C– Multiple Family limited to 12 units.
The City Planning Commission previously approved the rezoning.
Approved the Second and Final reading of an Ordinance relating to Driving or Being in Actual Physical Control of a Motor Vehicle while Under the Influence of Alcoholic Beverages or Drugs.
City Attorney Russell Myhre said the Ordinance is in line with the State Legislature’s House Bill 1302, which has become law. He said cases will be heard in Municipal Court, and fees and fines paid to the state, instead of the city.
Approved a Resolution to promote an agreement between Sanford Health and Mercy Hospital.
Commissioner Luke, an employee of Sanford Health was allowed to vote as she is not affiliated directly with issue in the agreement
New Business:
Kim Franklin, the Barnes County Emergency Operation Director, update information regarding the flash flood on June 20, 2013.
She said while the city and Barnes County declared an emergency, there were not enough damage reports officially received to be eligible for FEMA funding. (at least 100 homes would have had to suffered major damage, or be destroyed.)
206 varying damage reports were received, including five businesses.
She added this may be a good time to review and update flood mitigation plans for Valley City.
Approved Urban Road Projects.
KLJ’s Chad Petersen outlined the city’s share of the costs, and projects listed and the type of work to be done.
City Commissioners approved the request of St. Paul’s Lutheran Church to block off the street on July 24, 2013 for Family Fun Night at 3rd St NW, between 2nd Ave NW to Alleyway between church and Dacotah Bank, from 4:00 p.m. to 7:00 p.m.
Discussion concerned the Neighborhood Block Party.
Commissioner Nielson pointed out that the purpose is to allow neighborhoods block off areas of town, at a fee of $25 per street. She added that the police department, and City Commissioners will be available to speak at the block parties. She said “On The Move.” and “Where in the World,” are participating.
City Administrator David Schelkoph Report…he said he had no information to pass along.

City Attorney Myhre said he will be sending the City Commissioners information on the city’s re-codification for consideration.
Police Chief Thompson said the clean up of the flood damaged basement of the Police Station’s evidence room is about completed.
City Auditor Avis Richter said the city budgeting will be occurring soon.
It was discussed the city’s blight ordinance will being viewed for updates, to address unslightly areas of Valley City, concerning trash and unkempt yards.
Commissioner Magnuson said he recently attended a state conference on recycling and landfill issues, and that he will be meeting with local recycles on information from the conference.
Commissioner Luke indicated a delay on installation of the automated meter systems, following a meeting with AMI and Cooper Power.
Mayor Werkhoven noted the fact that four physician have indicated that they are leaving Mercy Hospital, which he has concerns about, specifically with economic development issues, to attract new business and jobs to Valley City.

Jamestown, ND (KCSi-T.V. News Jul 15, 2013) — Authorities are investigating an accident on I-94 at Jamestown that occurred on Monday mid- morning eastbound near the Exit 260, on ramp.
The single vehicle accident involved a pickup truck.
VALLEY CITY, N.D. (AP Jul 15, 2o13) – Five people suffered minor injuries when a passenger bus went off the road in southeastern North Dakota, at about 5-a.m., Monday.
The North Dakota Highway Patrol report said the driver of the Jefferson Lines bus,
46 year old Stephen Arthur of Duluth, Minnesota was operating a motor coach bus as a commercial motor vehicle hauling 14 passengers that were en route to Minneapolis.
The bus had stopped in Bismarck, without any mechanical issues and proceeded to Valley City, which was their next scheduled stop.
Arthur stated that as he began to take the east bound off ramp at exit 292 in Valley City he tried slowing the bus with the foot brake but it had little or no effect.
The driver attempted to steer right onto a paved county road, however, the bus continued into the east ditch, impacted the embankment, and came to rest about 150 yards in a field southeast of the interchange without overturning.
Of the 14 passengers on the bus, 5 of them were transported to Mercy Hospital in Valley City by Barnes County Ambulance.
The Valley City Fire/Rescue and Valley City Police Department assisted with the collision, along with Barnes County Ambulance Service. The cause of the collision remains under investigation.
Company spokesman Kevin Pursey tells The Associated Press that the bus was recently inspected and it’s doubtful the brakes failed. He says the driver might have taken a corner too fast.
About two months ago, passengers on a Jefferson Lines bus escaped uninjured when the bus’s engine caught fire near Williston.

Jamestown, ND (KCSi-T.V. News) On Monday, July 22, 2013 construction on the Jamestown Sewer project will begin in the area of 3rd Avenue Northwest and 5th Street Northwest.
During this time, 3rd Avenue Northwest will be closed in the area of 5th Street Northwest.
There may be a partial lane closure on 5th Street Northwest. However 5th Street Northwest will remain open.
Also the west parking lot of the Jamestown Business Center is closed so crews can begin setting up equipment and preparing for excavation of the lift station.
The parking lot will be closed for the next several months. People are asked to use the south or east doors of the Jamestown Business Center.
The Jamestown Business Center is located at 300 2nd Avenue Northeast.

Bismarck, ND (KCSi-T.V. News Jul 15, 2013) — The North Dakota Aeronautics Commission reports that North Dakota airports recorded their highest June boardings ever, and the statewide trend is up 9% from last year’s record pace.
Jamestown boardings in June this year were up at 218 compared to 175 in June of 2012.
Dickinson initiated jet service to Denver and Minneapolis in June, and set an all-time monthly boarding record.
Noteworthy was Williston, with three times as many passengers compared to June of last year. The eastern airports also posted big numbers with Grand Forks having an increase of 1546 passengers and Fargo increasing by 3439 from last June.
North Dakota Aeronautics Director Larry Taborsky stated, “The airports are busy across the state, supporting lots of activities. Parking lots are full and rental car agencies are busy, indicating that passengers are travelling to whatever airport that can support their business and vacation travel plans.”

Jamestown, ND (KCSi-T.V. NewsJul 15, 2013) — Officals with the State Game and Fish Department report that a severe winter and not a virus is the cause for the carp die-off at the Jamestown Reservoir.
Dead carp on the reservoir shore began showing up this spring.
Dan Grove, wildlife veterinarian says winter stress added to the fish kill, pointing out there was a number of secondary gill infections and other diseases, adding, there was no sign of a virus being present during lab testing.
BISMARCK, N.D. (AP) – A North Dakota judge has ruled that a 2011 state law that seeks to limit the use of drugs to terminate pregnancies is unconstitutional.
East Central Judge Wickham Corwin said in April following a three-day trial that he would rule in favor of the state’s sole abortion clinic in its challenge of the state law. Corwin officially ruled on the case Monday.
Corwin had already granted an injunction preventing the law from taking effect. He has called that legislation “simply wrongheaded.”
Attorney General Wayne Stenehjem (STEN’-jihm) has said that the state will defend the law before the North Dakota Supreme Court.
FARGO, N.D. (AP) – A Fargo church is cleaning up after a burglary and vandalism.
Police say thieves late Sunday or early Monday broke several windows at the St. Anthony of Padua Catholic church, ripped cupboards from the walls and tried to break into a safe. They were unable to do so but did make off with a computer monitor.
Damage is estimated at more than $5,000.
RIVER FALLS, Wis. (AP) – The mother of three young girls killed by their father says she’s relieved he has been sentenced to spend the rest of his life in prison.
Jessica Schaffhausen says she feels safer and more confident now that her ex-husband, Aaron Schaffhausen, has been sentenced to prison with no chance of parole.
Aaron Schaffhausen admitted killing 11-year-old Amara, 8-year-old Sophie and 5-year-old Cecilia at their River Falls home in July 2012 to hurt his ex-wife, but argued he had a mental defect that kept him from knowing it was wrong. A jury found he was sane.
Jessica Schaffhausen says that now she can forget about her ex-husband and focus on living her life to honor her daughters.
BISMARCK, N.D. (AP) – A Lincoln man accused of stabbing his brother’s fiancee and holding her against her will during a domestic dispute that left his mother dead has pleaded not guilty to attempted murder and felonious restraint.
Thirty-six-year-old Christopher Vick could face up to 25 years in prison if convicted on both charges. He’s being held without bond.
Authorities say the dispute on May 30 left Vick’s mother, Alice Vick, dead, though no charges have been filed in her death. An autopsy concluded she died of blunt force trauma, and Burleigh County prosecutor Pam Nesvig says her death remains under investigation.
Authorities say the woman Vick allegedly stabbed, Erin Mees, needed several hours of surgery for stab wounds on her face, chest and shoulders.
FARGO, N.D. (AP) – A North Dakota woman has pleaded guilty to felony child abuse which led to the death of a toddler on the Spirit Lake Reservation.
Thirty-two-year-old Hope Louise Tomahawk Whiteshield, of St. Michael, pleaded guilty to child abuse and witness tampering in federal court on Monday.
Under the terms of the plea agreement, federal prosecutors will recommend a sentence of 30 years in prison for the two felony charges. Whiteshield has agreed not to seek a sentence of less than 25 years.
Tomahawk Whiteshield is accused of throwing a girl just shy of 3 years old down an embankment last month, then bathing and clothing the unresponsive child and putting her to bed. An autopsy concluded the girl died of a head injury.
A sentencing date has not been scheduled.
FARGO, N.D. (AP) – A man found guilty of murder in Fargo 22 years ago is seeking a new trial.
Reginald Tweed is serving a life sentence for killing 32-year-old Terry Dorff by hitting him five times in the head with a 17-pound rock, after Dorff allegedly made sexual advances while they were drinking in Dorff’s apartment.
Tweed’s attorney, Thomas Tuntland, said during a hearing Monday in East Central District Court that Tweed’s former attorney did not do a good job of representing him during earlier appeals. The earlier attorney, Brian Nelson, and Cass County prosecutors disputed that.
District Judge Frank Racek will rule later.
FARGO, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem (STEN’-jihm) says potential cuts from a federal drug prevention program to the state crime lab will not affect staffing at the facility.
The director of the Midwest High Intensity Drug Trafficking Area program warned nine crime labs in the region earlier this month that funding would likely be trimmed in the next fiscal year and possibly eliminated after that because of budget pressure.
The North Dakota lab is slated to receive about $78,000 this year.
Stenehjem, whose office runs the lab, says he never likes to see a reduction in funding for law enforcement. However, he says state lawmakers have “stepped up and filled in the gap.”
Stenehjem says some new equipment purchases may be put on hold, but there will be no job cuts.
FARGO, N.D. (AP) – Two Native American groups are promoting the director of North Dakota State University’s master of public health program to become the next U.S. surgeon general.
The National Indian Health Board and the National Congress of American Indians included Donald Warne as one of four nominees for the post. The list has been presented to President Barack Obama.
Warne helped establish the master of public health program at NDSU. He serves as a consultant for American Indian Health Management and Policy and adviser for Great Plains Tribal Chairmen’s Health Board.
A native of Kyle, S.D., Warne is a member of the Oglala Lakota Tribe, based on the Pine Ridge Reservation in South Dakota.
Warne earned his medical degree from Stanford and a master’s of public health from Harvard.

GRAND FORKS, N.D. (AP) – The University of North Dakota has extended the contract of men’s basketball coach Brian Jones through the 2016 through 2017 season. The Grand Forks Herald reports that Jones’ base salary will go from $86,334 to $100,000. UND Athletic Director Brian Faison says in a statement that Jones “has a clear blueprint for this program and the results are showing.”
BISMARCK, N.D. (AP) – North Dakota’s pronghorn population is growing again after five years of steady decline, but there still will not be a hunting season again this year.
The state Game and Fish Department says numbers are still below population objectives and not high enough to warrant a hunting season for the animals commonly referred to as antelope.
A recent survey indicates about 5,400 pronghorn in the state. That’s 49 percent higher than last year but still 62 percent below 2008, the last year a hunting season was held.
Big Game Supervisor Bruce Stillings says another mild winter this year should encourage future population growth, but challenges remain with the loss of pronghorn habitat in the west because of energy development and the conversion of grasslands for crops.

COLLEGE STATION, Texas (AP) – Texas A&M quarterback Johnny Manziel (man-ZEHL’) pleaded guilty to a misdemeanor stemming from a 2012 bar fight near campus, closing a case that had dogged his Heisman Trophy-winning season. As part of a plea deal, other charges against the 20-year-old Manziel, including disorderly conduct, were dismissed.

MINNEAPOLIS (AP) – The Iowa Energy will be the Minnesota Timberwolves’ NBA Developmental League affiliate for the 2013-14 season. The NBA announced the move yesterday. The Timberwolves had been paired with the Sioux Falls Skyforce for the past seven seasons.
NEW YORK (AP) – The New York Knicks have reached an agreement with forward and defensive specialist Metta World Peace, who was cut last week by the L.A. Lakers. The 6-foot-7 forward, who has averaged 14.1 points and 4.7 rebounds a game during his career, will still be paid the $7.7 million that was owed to him by the Lakers.
The Atlanta Hawks have signed free agent Elton Brand. The 34-year-old averaged 7.2 points and 6.0 rebounds per game last season in 72 games with the Dallas Mavericks
– The Memphis Grizzlies have come to terms on a four-year, $20 million contract with guard Tony Allen. He scored 10.3 points and had 6.1 rebounds with 2 steals in the playoffs as Memphis reached its first Western Conference final. NASCAR-COMPETITION…
COLUMBIA, S.C. (AP) – NASCAR plans to automate its rule book and revamp its appeals process in a wide-ranging effort to bring more clarity to race teams and fans.
The governing body outlined several initiatives it expects to implement in its three major series before the start of the 2015 racing season. Those included converting its rule book from a word document to computer automated-design drawings so race shops can see exactly what is allowed and what isn’t.
NASCAR also wants to upgrade what pit information is available to fans on race day.

MOSCOW (AP) – Russia’s state news agency RIA Novosti says American Edward Snowden is asking for temporary asylum in Russia. Snowden, who’s admitted disclosing U.S. government surveillance programs, has said he would seek Russian asylum temporarily, before going to Venezuela, Bolivia or Nicaragua, which have offered him asylum. Snowden is believed to have been in Moscow’s international airport since arriving June 23.
MIAMI (AP) – The one juror who is speaking out after finding George Zimmerman not guilty in the Trayvon Martin shooting says both Zimmerman and the 17-year-old black teen “could have walked away.” The juror, who remains anonymous, tells CNN’s Anderson Cooper, “I think both were responsible for the situation they had gotten themselves into.” She also says she wasn’t impressed and didn’t find credible witness Rachel Jeantel, who was on the phone with Martin before he was shot.
MEXICO CITY (AP) – He’s known as “Z-40,” the leader of Mexico’s notoriously brutal Zetas (ZAY’-tuhs) drug cartel. Authorities say Trevino Morales and his alleged accomplices are now in custody in Mexico City, where they’re expected to eventually be tried in a closed system. Trevino Morales was captured early Monday outside a border city which has long served as the Zetas’ base of operations.
PARIS (AP) – A leading international economic body says unemployment across the world’s advanced economies may fall next year despite further rises in a number of European countries. The Organization for Economic Cooperation and Development predicts that the jobless rate for the countries that use the euro will rise from 12.2 percent to 12.3 percent by the end of next year. For the 34-country OECD, unemployment is projected to fall slightly next year from 8 percent to 7.8 percent. And the U.S. and Germany are expected to see unemployment fall significantly.
PARIS (AP) – Authorities on the French island of Reunion in the Indian Ocean say a teenage girl was killed by a shark as she snorkeled just a few yards from the shore. The attack happened Monday in a cove with no lifeguard. Reunion is east of Madagascar off the East African coast. Authorities say the girl lived on the French mainland and was swimming with another girl who wasn’t harmed. Area shark attacks that close to shore are rare.
