Bismarck  (CSi)  Friday, the Biden-Harris Administration provided $1,238,225 to support rural health clinics in North Dakota with vaccination efforts, particularly as many communities face increased challenges caused by the Delta variant. The funds will go to 25 Rural Health Clinics (RHCs) who will use these resources to combat COVID-19 misinformation by developing and implementing additional vaccine confidence and outreach efforts. The funding was made available by the American Rescue Plan and is being administered by the Health Resources and Services Administration (HRSA) through the Rural Health Clinic Vaccine Confidence (RHCVC) Program.
“Rural health clinics play a crucial role in supporting our national vaccination effort to defeat COVID-19,” said HHS Secretary Xavier Becerra. “This funding will give trusted messengers in rural communities the tools they need to counsel patients on how COVID-19 vaccines can help protect them and their loved ones.”

BISMARCK, N.D. (AP) — Federal regulators say they plan to fine the operator of the Dakota Access Pipeline $93,200 over pipeline safety violations. The Pipeline and Hazardous Materials Safety Administration say the violations pertain to physical aspects of the pipeline and monitoring systems. There is no indication any of the violations have resulted in oil leakage. Some of the violations cited by the agency include improper placement of valves for storm water drainage on tanks at six facilities in western North Dakota.

In world and national news…

BLY, Ore. (AP) — As fires in California threaten homes, crews in Oregon are making progress against the nation’s largest wildfire. The Bootleg Fire, which has scorched an area half the size of Rhode Island, is 40% surrounded after burning some 70 homes. Fire officials say they’ve surrounded much of the bottom half. An upper eastern edge is still advancing toward thousands of homes but authorities say the pace is slowing. In California, blowing embers from the Tamarack Fire south of Lake Tahoe ignited a fast-moving spot fire, prompting a new evacuation on the California-Nevada line. In the western Sierra, the Dixie Fire has ballooned to more than 223 square miles.

SACRAMENTO, Calif. (AP) — Firefighters are trying to become smarter in how they prepare for the drought- and wind-driven wildfires that have become more dangerous across the American West in recent years. They’re using new technology and better positioning of resources in a bid to keep small blazes from erupting into mega-fires like the nation’s biggest wildfire that has charred a section of Oregon half the size of Rhode Island. Catching fires more quickly gives firefighters a better chance of keeping them small. That includes using new fire behavior computer modeling that can help assess risks before fires start, then project their path and growth.

NEW YORK (AP) — Stocks rose on Wall Street Friday, putting the market on track for a strong finish in a week that opened with a stumble. The S&P 500 index rose 1% and is hovering just above the record high it set early last week. The major indexes are all on pace for gains this week, essentially brushing off a sharp sell-off on Monday. Investors are monitoring the latest round of corporate earnings for a clearer picture of how companies are faring as people try to get back to pre-pandemic activities. Robert Half International and Twitter rose after reporting solid financial results.

WASHINGTON (AP) — Treasury Secretary Janet Yellen has told Congress that she will start taking emergency measures next week to keep the government from an unprecedented default on the national debt. In a letter to House and Senate leaders, Yellen said that her actions would buy time until Congress can pass legislation to either raise the debt limit or suspend the limit again for a period of time. The debt limit has been suspended for the past two years but will go back into effect on July 31.

OVERTON, Nev. (AP) — Developers have decided to scrap plans to build the United States’ largest solar plant in the desert north of Las Vegas. The federal Bureau of Land Management says the application for the “Battle Born Solar Project” in the Moapa Valley was withdrawn this week. The proposed project would have spanned more than 14 square miles atop Mormon Mesa and added roughly one-tenth to Nevada’s total energy capacity. The stalled project presents a setback for the state, which aims to transition to 50% renewable energy by 2030. Nevada currently generates roughly a quarter of its utility-scale electricity from renewables.

LOS ANGELES (AP) — The chair of former President Donald Trump’s 2017 inaugural committee has been ordered released on $250 million bail on charges he secretly worked as an agent for the the United Arab Emirates to influence Trump’s foreign policy. Tom Barrack has been charged in New York federal court with using his friendship with Trump to benefit the UAE without disclosing his ties to the U.S. government. The 74-year-old Barrack was arrested in Los Angeles near his home Tuesday. A spokesperson for Barrack said he would plead not guilty. He is scheduled to be arraigned Monday in a Brooklyn, New York, court.

OKLAHOMA CITY (AP) — Oklahoma Gov. Kevin Stitt is appointing a Tulsa man to be the state’s next attorney general, despite his rating as ‘not qualified’ to serve as a federal judge. Stitt named 66-year-old John O’Connor to the post on Friday after a two-month search. O’Connor fills a vacancy left in May when former Attorney General Mike Hunter stepped down suddenly. The appointment gives Stitt an ally in his increasingly contentious relationship with some Native American tribes in the state. O’Connor was nominated for a federal judgeship in 2018 by former President Donald Trump. But he failed to advance after the American Bar Association determined he wasn’t qualified to serve.

NEW YORK (AP) — A judge ruled Friday that New York City Mayor Bill de Blasio won’t have to testify in a judicial inquiry into the 2014 police chokehold death of Eric Garner. The decision dashed a long-running quest by Garner’s relatives to have the mayor questioned under oath. Judge Erika Edwards also excused Police Commissioner Dermot Shea, the city’s chief medical examiner and other high-ranking current and former city officials from testifying, ruling that other witnesses have more direct knowledge of the case. Edwards ordered 13 witnesses to testify in the inquiry, scheduled to start Oct. 25, including the NYPD’s chief spokesperson, the head of its internal affairs unit and the president of the police officers union.
