Jamestown  (JPD)   On September 8, 2021 at 12:52-p.m., the Jamestown Police Department responded to a report of an attempted assault in the 1600 block of Business Loop East in Jamestown. The complainant reported being involved in a domestic violence altercation with someone known to her. The altercation continued and the victim reported the suspect attempted to drive over her with a vehicle, before fleeing the area.

Officers arrived and investigated the incident. During the investigation, it was reported the suspect became upset with the victim and she tried to run away from the suspect. The suspect allegedly proceeded to get in and use a vehicle to chase after the victim. It is alleged the suspect intentionally drove and made driving movements toward the victim, even after the victim ran onto the grass area of the boulevard, in an attempt to assault the victim and put her in fear for her safety. The actions of the suspect did place the victim in fear of her life and created a substantial risk of serious bodily injury or death, while attempting to cause substantial bodily injury to another with a dangerous weapon.

The Jamestown Police Department was able to determine a possible location for the suspect and coordinated with other law enforcement agencies to try to take the suspect into custody.

At approximately 4:52 -p.m., with the assistance of the North Dakota Highway Patrol and the Cass County Sheriff’s Office, the suspect was located on Interstate 94, near Mapleton, ND.
The suspect was identified as 71-year-old Floyd Gilmore Toney of Jamestown, ND. Toney was arrested on suspicion of Terrorizing, Reckless Endangerment, and Attempted Aggravated Assault.

He was transported to the Stutsman County Correctional Center, where he awaits formal charges.

The Jamestown Police Department would like to thank the North Dakota Highway Patrol, the Valley City Police Department, the Barnes County Sheriff’s Office, and the Cass County Sheriff’s Office for their assistance in this matter.
Several witnesses to this incident have been identified and interviewed by the Jamestown Police Department. If anyone has any further information or witnessed this incident, we ask them to contact the Jamestown Police Department at 701-252-1000. The incident remains under investigation.

Jamestown    (CVHD)   COVID-19 infection rates have been increasing in Stutsman County over the past week with 82 positives currently being report.  COVID infections in the community has included both the fully vaccinated and those who are unvaccinated.  The North Dakota Department of Health (NDDoH) has just recently began releasing “breakthrough cases,” which refers to a person who has been COVID vaccinated contracting the virus.  While the vaccine does not completely prevent a person from becoming infected with COVID, it significantly reduces the risk from becoming very ill.  In comparison 1 in 15 unvaccinated individuals have tested positive for COVID, while only 1 in 147 fully vaccinated individuals have tested positive, according to the NDDoH.

 

Healthcare professionals in Stutsman County are concerned about the recent increase in COVID-19 infections in the community.  Tania Nygaard, provider for Essentia Health of Jamestown, says, “We have seen a rise in COVID over the past few weeks. This week we tested 27 individuals, and of those, 4 came back positive.  All 4 were unvaccinated.”

Nygaard adds, Essentia Health is seeing increased cases in children this Fall.  Essentia Health is strongly encouraging all who are eligible to get vaccinated. She says, “The vaccine not only substantially reduces your chances of getting sick, but it also reduces the risk of spreading this disease to those whose immune systems are not strong enough to fight this – elderly, young children, babies, cancer patients, immunocompromised.

Tonie Lagodinski,  Ave Maria,  Administrator, says “We are also concerned about the rise in COVID-19 cases in Stutsman County.  We continue to follow the guidance from Centers for Disease Control, Center for Medicare and Medicaid Services and the ND Department of Health to ensure the safety of our residents and employees at Ave Maria Village.  This includes testing all residents and employees and reporting positive cases to the state Dept. of Health. Our staff and residents are following the recommended preventative actions.”  

 

Central Valley Health District Administrator, Robin Iszler says (CVHD) is seeing an increase in individuals interested in vaccination.   She adds, “Appointments at our vaccine clinics are full and more people are calling to make vaccine appointments.”

While increased vaccinations are encouraging, CVHD is also reporting increasing numbers of those seeking testing and increases in numbers testing positive.  This week [Tuesday and Wednesday], Central Valley Health has already tested nearly 200 individuals, resulting in 23 positive cases.

 

Robin Iszler points out,“We are seeing a rise in those needing to be tested and recently we are seeing more individuals who are experiencing symptoms and more children.”

Gov. Doug Burgum is pleading for citizens to get vaccinated against the coronavirus as North Dakota’s hospitals struggle with an influx of patients infected with the highly contagious delta variant.

North Dakota ranks 45th in the country in the percentage of residents who are fully vaccinated and officials say the numbers are particularly worrisome in the western part of the state. There are 22 counties, all in the eastern third of the state, with vaccination rates of at least one dose between 50% and 60%. Of the remaining 31 counties, only two have rates more than 50%, with many numbers much lower than that. That is quickly translating into higher incidents of COVID-19. Republican Gov. Doug Burgum says politicization of the virus has led to the “death of the expert” and people don’t know who to trust about vaccines. He suggests people talk with their doctors.

Jamestown  (CSi)  Frontier Village in Jamestown, along with the National Buffalo Museum have reported strong visitor numbers this year.

On Wednesday’ Wayne Byers Show on CSi Cable 2, Tourism Director, Searle Swedlund said the month of August this year ended with strong visitor counts overall a  double digit increase over the 2019 numbers.  In 2020 the numbers were significantly lower due to pandemic travel and other restrictions.  He said that vendors at Frontier Village were pleasantly surprised by the good sales this past summer.  He added that Frontier Village is open through September 19 this year with vendors open.  Otherwise the Village is open year ’round for visitors to drop by.

 

He also spoke about the recent Eide Bailey  report on the Bison World project.  He said when all the “passion,” about the project is set aside, the report said the project is doable, and the report is a prudent investment, to point out to the state of North Dakota, when local officials and developers visit Bismarck to request Legacy Fund dollars.

 

 

Bismarck (NDNG) — The North Dakota National Guard will conduct an observance ceremony on Saturday, September 11, at the Memorial to the Fallen in the Global War on Terrorism (GWOT), near the entrance to Fraine Barracks in Bismarck. The ceremony begins at 10 a.m. and is a solemn observance of the 20th anniversary of the terrorist attacks on the United States on September 11, 2001.

The public and media are invited. The local streets will be closed from 8 a.m. to 12:00 p.m. and parking is available at the Bank of North Dakota, 1200 Memorial Highway, Bismarck.

Due to limited seating, attendees are encouraged to bring lawn chairs. COVID-19 precautions to include masks and social distancing are recommended in accordance with the North Dakota Department of Health guidelines.

Governor Doug Burgum, commander-in-chief of the North Dakota National Guard, U.S. Senator John Hoeven, U.S. Senator Kevin Cramer, Maj. Gen. Al Dohrmann, N.D. National Guard adjutant general, and Command Sgt. Maj. Eric Binstock, senior enlisted leader for the N.D. National Guard are scheduled to render remarks. The emcee for the observance ceremony will be Mrs. Connie Sprynczynatyk.

The observance will be livestreamed at the North Dakota National Guard homepage.

Dedicated on Sept. 11, 2009, the Memorial to the Fallen in the Global War on Terrorism honors North Dakota military members who lost their lives in the GWOT. The memorial commemorates the sacrifice of 29 service members, 14 of whom are North Dakota National Guard Soldiers. It was established to provide a place where families, friends, and fellow citizens could reflect and remember the service and sacrifice of the fallen.

The memorial is a joint venture between the city of Bismarck and the North Dakota National Guard and was funded through private donations.

Bismarck  (NDHP)  The North Dakota Highway Patrol reports that on the evening of Tuesday, Sept. 7, at approximately 8:18 p.m., a North Dakota Highway Patrol trooper was assisting Morton County Sheriff’s Office deputies in a pursuit of a vehicle traveling east on Interstate 94 near mile marker 139 or approximately 13 miles west of Mandan. The pursuit originated from a reckless driver call. When the pursuit ended, the trooper fired his duty weapon resulting in the death of the vehicle’s lone occupant, a 45-year-old Billings, Montana, man. A firearm was recovered from the vehicle.

The incident is under investigation by the North Dakota Bureau of Criminal Investigation (BCI). The trooper has been placed on administrative leave pending the investigation by BCI and review by the Morton County State’s Attorney, which is standard practice and department policy following an officer involved shooting.

North Dakota Highway Patrol troopers train extensively for high-risk incidents. We value each individual and understand that the loss of life is a tragic event.

The North Dakota Highway Patrol has a robust program in place to assist our troopers and their families through these difficult times.

— Joe Ryan carried a perfect game into the seventh inning of his second big league appearance to lead the Twins to a 3-0 shutout of the Indians. Ryan retired his first 19 batters before Amed Rosario lined a single, Cleveland’s only hit of the night. Ryan struck out four over seven innings, throwing 61 strikes in 85 pitches.

 

UNDATED (AP) — The San Francisco Giants have increased their lead in the NL West to two games over the Los Angeles Dodgers.

The Giants are 40 games over .500 after putting together a four-run ninth in a 7-4 victory at Colorado. The Rockies led 4-3 until Lamonte Wade Jr. lined a two-run single and scored on Evan Longoria’s two-run double.

Brandon Crawford homered and Brandon Belt had three hits for the NL West leaders, who are the first major league team with 90 wins.

Tyler Rogers helped San Francisco get its fourth straight victory, working a scoreless eighth to move to 6-1.

The Cardinals did the Giants a favor by beating the Dodgers, 5-4. Yadier (YAH’-dee-ehr) Molina homered and winning pitcher Adam Wainwright came within two outs of a complete game.

Tyler O’Neill added a solo home run in the eighth inning as the Cardinals snapped a four-game losing streak.

Givoanny Gallegos (gy-AY’-gohs) recorded the final two outs in the ninth inning with the potential winning run at the plate for his fifth save.

— Juan Soto crushed a go-ahead homer in the seventh inning of the Nationals’ 4-2 decision over the Braves. Washington relied on its bullpen after Sean Nolin was ejected eight pitches into his start for throwing behind Freddie Freeman. Adam Duvall and Eddie Rosario hit solo homers for Atlanta, which continues to pace the NL East by 2 1/2 games over Philadelphia.

— Milwaukee leads the NL Central by 12 games after Eduardo Escobar hit a tiebreaking solo homer in the sixth inning to send the Brewers past the Phillies, 4-3. Milwaukee’s bullpen covered 5 1/3 scoreless innings in relief of Freddy Peralta. Bryce Harper homered for the Phillies, who dropped two of three in the series.

— The Red Sox knocked off the Rays, 2-1 as Hunter Renfroe belted a two-run homer in the eighth inning and threw out Joey Wendle trying for a triple from right field for the final out of the ninth. Boston avoided a three-game sweep in a game that was scoreless entering the eighth inning. Red Sox starter Nathan Eovaldi (eh-VAHL’-dee) struck out eight while limiting the AL East leaders to three hits over seven innings.

— The Blue Jays have a seven-game winning streak after Teoscar (tay-AHS’-kur) Hernández singled home the tiebreaking run in the seventh inning of Toronto’s 6-3 victory over the Yankees. Vladimir Guerrero Jr. capped the scoring for the Jays with his 41st home run, a ninth-inning solo shot off Aroldis Chapman. The Yankees fell a half-game behind Boston for the first AL wild card and are just 1 1/2 games ahead of the Blue Jays for the second slot.

— The Mariners avoided a three-game sweep by scoring four times in the ninth inning of an 8-5 win over the Astros. José Marmolejos (mahr-moh-LAY’-hohs) hit a tiebreaking, two-run single with two out in the ninth before J.P. Crawford slammed a two-run homer. The Mariners trailed most of the game before tying it at 4 on a two-run double by Jarred Kelenic with two out in the seventh.

— The Athletics’ 5-1 win over the White Sox puts Oakland within three games of the Yankees for the second AL wild card. Frankie Montas was sharp over seven innings as he limited the runaway AL Central leaders to six hits and a run while fanning seven over seven frames. Matt Chapman opened the scoring with a solo homer and Chad Pinder delivered an RBI triple as the A’s ended a four-game slide.

— The Tigers were 5-1 winners over the Pirates as Miguel Cabrera and Robbie Grossman each had four hits. Cabrera was 4 for 4 with a double and three RBIs to help Detroit avoid a sweep. Grossman was 4 for 5 and scored three runs.

— Jose Trevino drove in three runs and Nathaniel Lowe had three hits as the Rangers beat the Diamondbacks, 8-5. Arizona’s Luke Weaver retired his first nine batters before Texas broke through with three runs while sending nine to the plate in the fourth. The Rangers’ fourth straight win ties a season high.

— The Orioles erupted for nine runs in the eighth inning of a 9-8 stunner against the Royals. Ryan Mountcastle capped the fireworks with a two-run homer after two Kansas City outfielders collided on a ball hit by Cedric Mullins, allowing two runs to score. Salvador Pérez hit his 42nd homer for Kansas City and trails Shohei Ohtani (SHOH’-hay oph-TAH’-nee) by one for most in MLB.

Derek, Walker, Simmons, Miller inducted

UNDATED (AP) — Derek Jeter and the rest of the Baseball Hall of Fame’s Class of 2020 finally had their day at Cooperstown.

The former New York Yankees shortstop and captain received raucous applause from a crowd that included NBA luminaries Michael Jordan and Patrick Ewing, along with several of Jeter’s former teammates.

Larry Walker was the second Canadian to be inducted at Cooperstown, joining former pitcher Ferguson Jenkins. Walker was a slugger for the Expos, Rockies and Cardinals.

Former catcher Ted Simmons also was enshrined as was union boss Marvin Miller.

The 2020 Class had to wait an extra year for induction due to the pandemic.

— White Sox left fielder Eloy (EE’-loy) Jiménez is day to day with a severely bruised right knee. He was hit by a foul ball while sitting in the dugout during Tuesday’s game at Oakland.

Djokovic rallies past Berrettini

NEW YORK (AP) — Novak Djokovic (JOH’-koh-vihch) has pulled off his third straight comeback win to keep his calendar Grand Slam hopes alive.

The top-ranked player dropped the opening set and had to survive 17 aces by sixth seed Matteo Berrettini in a 5-7, 6-2, 6-2, 6-3 victory. Djokovic fired 12 aces and was broken just once the entire match, keeping him in line to become the first men’s player to complete a calendar Slam since Rod Laver in 1969.

Djokovic also is gunning for his 21st Grand Slam title, one more than Rafael Nadal and Roger Federer.

Meanwhile, Olympic gold medalist Alexander Zverev has made it back to the semifinals a year after finishing as the U.S. Open runner-up. The 24-year-old from Germany saved a set point in the opener and wound up beating unseeded Lloyd Harris 7-6, 6-3, 6-4. Zverev will take a 16-match winning streak into his contest against Djokovic.

On the women’s side, Emma Raducanu (rah-doo-KA’-noo) has become the second teenager in two days to reach the semifinals. The 18-year-old qualifier from Britain upset Olympic gold medalist Belinda Bencic (BEN’-chich) 6-3, 6-4. Raducanu joins Leylah Fernandez of Canada, who earned her semifinal spot a day after her 19th birthday.

Maria Sakkari has reached her second Grand Slam semifinal of the year by beating fourth-seeded Karolina Pliskova (PLIHSH’-koh-vah), 6-4, 6-4. Sakkari never faced a break point and wound up with nearly twice as many winners. The 17th-seeded Sakkari never made it past the fourth round in 20 appearances at major tournaments until getting to the final four at the French Open in June.

Vikings sign RT Brian O’Neill to contract extension

UNDATED (AP) — The Minnesota Vikings have signed right tackle Brian O’Neill to a contract extension, securing their most reliable blocker for the long term.

O’Neill was drafted in the second round out of Pittsburgh in 2018 and would have been eligible for free agency next year. He cracked the lineup as a rookie and has started 42 games in his first three seasons.

In other NFL news:

— Curtis Samuel’s chances of playing in Washington’s season opener took a hit Wednesday when the wide receiver appeared to tweak a groin injury that has been bothering him for months. Samuel was supposed to practice for the second time in three days after missing all of camp with the groin injury and a stint on the NFL’s COVID-19 list.

— The Ravens have signed Le’Veon (LEH’-vee-ahn) Bell to their practice squad, adding another backfield option in the aftermath of J.K. Dobbins’ season-ending injury. Bell was cut early last season by the New York Jets, then rushed for 328 yards in 11 games with Kansas City.

— The Texans will be without kicker Kaʻimi Fairbairn when they open the season against the Jaguars on Sunday. Fairbairn missed the final preseason game Aug. 28 against Tampa Bay with what the team called a minor pulled muscle in his leg.

Pens to open season without Crosby

UNDATED (AP) — The Pittsburgh Penguins will open the upcoming season without their captain.

Sidney Crosby has undergone surgery to address a lingering issue with one of his wrists. General manager Ron Hextall said Crosby would need a minimum of six weeks to recover, which would keep him out of the lineup until at least October 20.

— The Flames signed defenseman Connor Mackey and forward Brad Richardson. The 36-year-old Richardson has 107 goals and 139 assists in 825 regular-season games over 16 seasons with five teams, all in the Western Conference.

Stricker fills out US team with 4 more Ryder Cup rookies

UNDATED (AP) — Steve Stricker has filled out his U.S. Ryder Cup team with six captain’s picks.

The list does not include Patrick Reed, who has a 7-3-2 record.

Stricker added Tony Finau (FEE’-now), Xander Schauffele (ZAN’-dur SHOW’-flee), Jordan Spieth (speeth) and Harris English. That was expected. They were next in line in the standings.

He also added Daniel Berger and Scottie Scheffler. That gives the Americans six rookies, the most for a Ryder Cup since 2008.

— The British Open is heading back to Royal Portrush. The R&A says the world’s oldest major championship will return to the Northern Irish venue in 2025 after a successful staging of the British Open there in 2019.

TOKYO (AP) — Some of the world’s largest broadcasters, including NBC, are being asked by human rights groups to cancel plans to cover the upcoming Winter Olympics in Beijing.

The request comes in an open letter from rights groups representing minorities in China including Uyghurs (WEE’-gurz), Tibetans, Hong Kong residents and others.

NBC has paid $7.75 billion for the rights to the next six Olympics. Those payments are estimated to account for about 40% of the International Olympic Committee’s income.

VALDOSTA, Ga. (AP) — Rain is pouring down on southeast Georgia and coastal South Carolina as Mindy, now a tropical depression, makes its way across the state. The storm made landfall Wednesday night in St. Vincent Island, Florida. Mindy was expected to cause as much as 6 inches of rainfall across the Florida Panhandle and portions of southern Georgia and South Carolina through Thursday morning. The storm on Thursday morning was about 80 miles south southeast of Valdosta, Georgia, and moving northeast at 20 mph with maximum sustained winds of 35 mph. Mindy is the 13th-named storm of what has been another busy Atlantic hurricane season.

(AP)  Two Qatari officials say they expect 100 to 150 Americans to fly out from Kabul’s airport in the coming hours. If confirmed, this would mark the first large-scale evacuation of Americans from Afghanistan since the last U.S. forces left the country at the end of August. The officials say the Americans would leave later Thursday on a Qatari flight that had delivered humanitarian aid to Afghanistan earlier Thursday. They spoke on condition of anonymity because they were not authorized to brief the media. The departure of a large group of Americans would also signal that U.S. officials have come to an arrangement with the new Taliban rulers.

 

JAKARTA, Indonesia (AP) — The foreign minister of Indonesia, the world’s most populous Muslim country, is urging the Taliban to respect the rights of women and not allow Afghanistan to become a breeding ground for extremist activities. Retno Marsudi made the comments after meeting with Australia’s foreign and defense ministers, who are visiting Jakarta to bolster security ties. Indonesia has suffered a series of militant attacks since bombings on the tourist island of Bali in 2002 killed 202 people, mostly foreigners, including 88 Australians. Marsudi and her Australian counterpart, Marise Payne, urged the Taliban to respect and promote human rights, especially those of women and girls.

 

KUWAIT CITY (AP) — U.S. Defense Secretary Lloyd Austin says the al-Qaida extremist group that used Afghanistan as a staging base to attack United States 20 years ago may attempt to regenerate there following an American withdrawal that has left the Taliban in power. “That’s the nature of the organization,” he told a small group of reporters Thursday in Kuwait City at the conclusion of a four-day tour of Persian Gulf states. He said the United States is prepared to prevent an al-Qaida comeback that would threaten the United States.

BOSTON (AP) — Both of the hijacked jetliners that slammed into the World Trade Center towers flew out of Boston. But only subdued remembrances are planned at Boston’s Logan International Airport to mark the 20th anniversary of the 9/11 attacks. It underscores how Boston has never truly come to terms with its supporting role in the transcendent events of Sept. 11, 2001. At Logan, a large glass cube near Terminal A is etched with the names of the passengers and crew who perished aboard American Airlines Flight 11 and United Airlines Flight 175. Few visit the memorial.

 

(AP)  President Joe Biden is set to outline a six-pronged federal effort to boost COVID-19 vaccinations and curb the surging delta variant of the coronavirus that is killing thousands each week and jeopardizing the nation’s economic recovery. The White House says Biden’s afternoon speech Thursday will encourage vaccinations for those who haven’t had a shot and promote new ways to protect those who are vaccinated. He’ll also push efforts to safely keep schools open, as well as new ways to boost testing and promote mask requirements. And he’ll emphasize steps to boost the economic recovery and moves to improve treatment for those with COVID-19.White House press secretary Jen Psaki said Wednesday that Biden would encourage vaccine mandates for workforces and schools.

 

 

 

HONG KONG (AP) — A dozen Hong Kong pro-democracy activists have pleaded guilty to participating in an unauthorized candlelight vigil to mark Beijing’s bloody crackdown in Tiananmen Square. The 12 were charged with participating in the unauthorized assembly in Victoria Park on June 4 last year, when thousands of Hong Kongers turned up to light candles and sing songs despite police warnings that they may be breaking the law. Seven of the 12 were also charged with inciting others to take part in the assembly. Authorities have banned the vigils for the past two years, citing public health risks due to the pandemic, although critics believe the ban is part of an ongoing crackdown on dissent in the semiautonomous Chinese territory following months of anti-government protests in 2019.
