The report says A pickup towing a two axle trailer was traveling from Fargo to Jamestown, operated by 20 year old Logan Trautman of Jamestown.

He fell asleep, and the unit entered the median striking a culvert hump.  He tried to steer out of the median and over corrected with the unit jack-knifing on top of the west bound roadway.

The vehicle and trailer became disabled, blocking the west bound traffic for about an hour, while the vehicles were removed.

A Bobcat skid steer on the trailer came off, and the trailer tipped onto its side.

Trautman and a passenger 28 year old Zachary Schultz of Jamestown were

transported to the hospital for treatment of  minor injuries and released.

Trautman was seat belted, Schultz was not.

Trautman was cited for Care Required.

The Barnes County Sheriff’s Office assisted the NDHP.

MINOT, N.D. (AP) – Authorities are searching for a man who apparently drowned in Lake Sakakawea in northwestern North Dakota.

The  man had been in a boat with family members Tuesday night when he reportedly went overboard.

The incident happened one mile north of the Four Bears Bridge, which is a half mile from the Fort Berthold Reservation line.

A spokeswoman with the Three Affiliated Tribes says state and tribal game and fish personnel and emergency responders were searching for the man.

OMAHA, Neb. (AP) – Conductors of a monthly survey of business leaders in nine Midwest and Plains states say the region’s economy will grow in the coming months, despite a fourth month of decline in the survey’s overall index.

The overall economic index for the region declined to 53.5 in July from June’s 55.6, but any score above 50 suggests growth.

Creighton University economist Ernie Goss oversees the survey. He says the regional economy will continue to add jobs, but at a slow pace.

The survey of business leaders and supply managers uses a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth, while a score below that suggests decline.

The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.

BISMARCK, N.D. (AP) – Acting North Dakota University System Chancellor Larry Skogen is among 15 people who have applied to fill the job on an interim basis.

Skogen is president of Bismarck State College. The Board of Higher Education in June tabbed him to fill the chancellor spot for about two months while it searches for a longer-term replacement for ousted chancellor Hamid Shirvani. The board bought out Shirvani’s contract after months of pressure from critics who questioned his leadership style.

The chancellor position is being filled only on an interim basis because North Dakotans will vote in November 2014 on a proposed constitutional amendment that would eliminate the board and chancellor’s office in favor of a three-member commission appointed by the governor.

The board hopes to hire an interim chancellor by late September.

BISMARCK, N.D. (AP) – The U.S. attorney from North Dakota says the new director of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives should help the state partly because of his familiarity with the area.

The Senate on Wednesday confirmed Todd Jones as head of ATF. Jones had been working double duty as acting ATF director and U.S. attorney for Minnesota.

The neighboring U.S. attorney, Timothy Purdon of North Dakota, says he has worked closely with Jones over the last three years and calls him a “dedicated public servant and a great leader.”

Purdon says ATF is an important partner in the effort to combat organized drug trafficking gangs in the oil patch and violent crime on American Indian reservations. He says having a director who understands those issues is a “big plus.”

BISMARCK, N.D. (AP) – The U.S. attorney’s office in North Dakota is holding a conference to discuss public safety on American Indian reservations.

It’s the third year for the event. U.S. Attorney Timothy Purdon says the meeting will bring together tribal and law enforcement leaders to discuss domestic violence, juvenile justice and other topics.

U.S. District Judge Ralph Erickson, chief federal judge in North Dakota, is slated to speak at the conference, which is scheduled from 9 a.m. to 2 p.m. Thursday at United Tribes Technical College in Bismarck.

North Dakota has four Indian reservations. One of them, the Standing Rock reservation, straddles the North and South Dakota border.

In sports….

MINNEAPOLIS (AP) – The Kansas City Royals won their ninth straight game, stretching their longest winning streak in more than a decade by beating Minnesota 7-2 Thursday behind Billy Butler’s hitting and Lorenzo Cain’s highlight reel catch in center field.

The Royals last won nine straight when they opened the 2003 season at 9-0. The last time Kansas City won more in a row was a 10-game string in 1994, STATS said.

Butler had two hits and drove in two runs.  Justin Maxwell had a hit and an RBI a day after being acquired in a trade with Houston.

James Shields (6-7) gave up two runs on five hits and five walks in six innings for the Royals, who swept the three-game series and are showing potential to be a factor late in the season.

MINNEAPOLIS (AP) – Minnesota Vikings stadium planners are identifying and starting to address environmental issues before construction begins.

The Minnesota Sports Facilities Authority on Thursday published hundreds of pages of data and analysis. The environmental impact statement notes soil contamination that will be studied further and mitigated as needed. The stadium will be built where the Metrodome now stands in an area that once housed significant industrial operations.

To deal with concerns that translucent elements of the stadium could cause risks to migrating birds, officials say they will turn off lighting in overnight hours in spring and fall.

The $975 million stadium should be more energy efficient than the 30-year-old Metrodome. For instance, annual water use in the Metrodome is 18 million gallons compared with an expected 10 million at the new facility.

In world and national news…

CLEVELAND (AP) – Ariel Castro insists he’s “not a monster.” Even as he apologized Thursday to the three women he held captive and repeatedly raped for a decade in his home in Cleveland, he claimed that most of the sex was consensual and that the women were never tortured. He blamed a sex addiction, his former wife, and even the FBI for not thoroughly investigating the abductions. But the judge dismissed Castro’s claim that the women lived a happy life with him. He sentenced Castro to life without parole plus 1,000 years. One of the women, Michelle Knight, told the judge that she had spent “11 years in hell.”

WASHINGTON (AP) – The White House is making it clear that US-Russian relations could suffer as a result of Moscow’s decision to grant temporary asylum to National Security Agency leaker Edward Snowden. He left Moscow’s airport Thursday, after being granted asylum for one year. There’s no word on where he went. A White House spokesman is suggesting that a planned summit with Russian President Vladimir Putin might not take place.

MADRID (AP) – The driver of the train that derailed in northwestern Spain last week, killing 79 people, has said he was traveling at twice the speed limit when he approached a dangerous turn. But sitting uneasily before a judge, the driver was at a loss to explain why he didn’t slow down. In a video released Thursday by a Spanish newspaper of a hearing that took place Sunday night, the train driver says the journey was “going fine” until the curve was upon him — and then he realized, “I won’t make it.”

BAGHDAD (AP) – The U.N. says more than 1,000 people were killed in Iraq in July — the highest monthly death toll in five years. The figure reflects the rapidly deteriorating security situation in Iraq, as sectarian tensions soar nearly two years after U.S. troops withdrew.

BOSTON (AP) – The issue of Rolling Stone magazine with Boston bombing suspect Dzhokhar Tsarnaev (joh-HAHR’ tsahr-NEYE’-ehv) on the cover has sold nearly twice as many copies as an average issue. That’s according to Adweek, which says people bought more than 13,000 copies of the issue at more than 1,400 retailers from July 19 to July 29. That’s more than double the magazine’s average sales for previous years. Some retailers had said they would not sell the issue after a public outcry over the cover, which critics said glamorized Tsarnaev.
