Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session on Wednesday August 7, 2013 at 4-p.m., at City Hall.
The purpose of the meeting was to enter into Executive Session for the purpose of consulting with the City Attorney, concerning contract negotiation with a property developer.
Attending the meeting were: Mayor Katie Andersen, City Attorney Ken Dalsted, Assistant City Attorney, Mary Jensen, City Administrator Jeff Fuchs, City Council Members Kourajian, Brubakken and Buchanan, and Gumke.
Those individuals plus City Engineer Reed Schwartzkopf attended the reconvened open, Special Session.
Following the Executive Session, back in open Special Session, Council Member Buchanan moved to authorize the city enter into a binding agreement “with a developer,” with terms and conditions, which was unanimously approved by the City Council.
FARGO, N.D. (AP) – The state Board of Higher Education will increase salaries for college presidents between 3 and 5 percent based on a formula that considers performance and market comparisons.
Acting chancellor Larry Skogen met Wednesday in Valley City with board members Kari Reichert and Duaine Espegard to decide pay raises for the 10 presidents, on instructions from the full board.
The plan calls for 5 percent raises for Valley City State’s Steve Shirley and Mayville State’s Gary Hagen, and 4 percent raises for North Dakota State’s Dean Bresciani, Lake Region State’s Doug Darling and Williston State’s Raymond Nadolny.
Getting 3 percent raises are the University of North Dakota’s Robert Kelley, Minot State’s David Fuller, Dickinson State’s D.C. Costen, North Dakota State School of Science’s John Richman, and Skogen, the Bismarck State president.

BISMARCK, N.D. (AP) – A Mandan businessman convicted of conspiring to sell synthetic marijuana has pleaded guilty to another drug crime. Thirty-three-year-old William Nickel has been given a one-year suspended sentence and two years of probation for testing positive for methamphetamine, a misdemeanor.
BISMARCK, N.D. (AP) – A federal judge has dismissed the case of a man accused of accepting kickbacks for housing contracts on the Standing Rock Indian Reservation.
A jury in North Dakota last month found Michael Addington not guilty of accepting a bribe by an agent of an organization receiving federal funds. The panel could not reach a verdict on a conspiracy to commit fraud charge.
U.S. District Judge Patrick Conmy on Thursday agreed to dismiss the case without prejudice, which means it could be brought up later for further prosecution.
Addington was accused of using his position with the Standing Rock Housing Authority to help a construction company in Fort Pierre, S.D., receive new projects.
Prosecutors believe Addington gave information from sealed bids that allowed the company to underbid the competition.
BISMARCK, N.D. (AP) – A Job Service North Dakota survey says counties that produced oil last year held nine of the top 10 spots in average annual wages. Research analyst Michael Ziesch (zish) says North Dakota’s average annual wage increased 10 percent last year to nearly $46,000. Ziesch says the state’s average wage still lags behind the national average of about $49,200.
FARGO, N.D. (AP) – Home-building is on a brisk pace in the two largest cities in the Dakotas as the economy improves.
Home construction in Fargo, N.D., and neighboring Moorhead, Minn., is at its busiest since 2007. A report from the local Home Builders Association shows the total value of construction in the first six months of the year at more than $293 million, up $30 million over the year.
Association President Darrick Guthmillersays a strong economy has created a bigger need for housing.
In Sioux Falls, S.D., both housing and commercial projects are on a record pace. The city issued a record $376.6 million in permits through July.
BISMARCK, N.D. (AP) – North Dakota Agriculture Commissioner Doug Goehring has activated the state’s Harvest Hotline.
The hotline helps match up farmers and custom harvesters. The free service has been in use since 1992.
The hotline number is (701) 328-2391. Agriculture Department staff will answer calls weekdays from 7 a.m. to 4 p.m. Evening and weekend callers can leave a message.
BISMARCK, N.D. (AP) – An auction for the rights to drill for oil on North Dakota state lands has raised $4.8 million.
The state Department of Trust Lands auctioned exploration rights to more than 54,000 acres in 13 western North Dakota counties this week in Medora.
Parcels in Dunn, Golden Valley and Slope counties fetched a total of about $3.8 million. The remaining 10 counties got a total of about $1 million in bids.
The average payment ranged from $1.82 per acre in Mercer County to more than $1,000 per acre in McKenzie County.
The money goes into trust funds that benefit education in North Dakota.
BISMARCK, N.D. (AP) – The federal Interior Department says it’s a major player in North Dakota’s economy.
The department says energy development, tourism and outdoor recreation on land it oversees is a $6.9 billion industry in North Dakota and creates almost 35,000 jobs. The department’s agencies include the Bureau of Land Management and the National Park Service.
The department says people visit federal lands in North Dakota more than 1.4 million times a year.
The statistics are from an economic report for fiscal 2012 released this week. It comes as Interior Secretary Sally Jewell is touring western North Dakota’s oil patch and Theodore Roosevelt National Park.
Jewell says the state’s oil, coal, natural gas and wind energy development is “ground zero for an ‘all-of-the-above’ energy strategy.”‘

FARGO, N.D. (AP) – North Dakota State University football coach Craig Bohl has suspended senior defensive tackle Leevon Perry for the team’s season-opener at Kansas State.
Bohl says the three-year starter from Cottage Grove, Minn., will not contest a July 7 drunken driving arrest and will plead guilty to the charge. A telephone listing for Perry in Fargo could not immediately be found.
Bohl says senior Danny Luecke will start in Perry’s place against Kansas State.

KANSAS CITY, Mo. (AP) – The Minnesota Twins are expected to place catcher Ryan Doumit on the disabled list with a suspected concussion after last night’s loss to the Royals. Doumit wasn’t feeling right when the team flew to Kansas City earlier in the week but never told anybody about it. Doumit left yesterday’s game after complaining of nausea.

FLORHAM PARK, N.J. (AP) – Minnesota Timberwolves first-round draft Shabazz Muhammad has been sent home from the NBA’s rookie transition program due to a rules violation. He was dismissed after bringing a female visitor to his hotel room Tuesday night. Players are required to get approval for guests from program officials.

In a surprising announcement Wednesday, the U.S. Golf Association said it has signed a multimedia agreement with the Fox network and Fox Sports 1 as the domestic partner for the U.S. Open and the rest of the USGA championships.

DES MOINES, Iowa (AP) – There are three new Powerball millionaires this morning. Two tickets sold in New Jersey and another in Minnesota matched last night’s winning numbers. Their holders will split the lottery’s latest massive $448 million jackpot. The winning numbers are: 05, 25, 30, 58, 59 and Powerball 32.
BANNING, Calif. (AP) – A wildfire racing through Southern California’s inland mountains has burned homes, forced the evacuation of several small mountain communities and injured three people, including two firefighters. More than a dozen structures have been damaged or destroyed. The blaze has burned more than 9 square miles near Banning, Calif.
SANAA, Yemen (AP) – A suspected U.S. drone strike on a central province in Yemen has killed six more alleged al-Qaida militants. It’s the sixth U.S. drone strike in the past 10 days, bringing the total suspected militants killed to 29. Yemen is on a high state of alert after authorities revealed an al-Qaida plot to target foreign embassies and international shipping lanes in the Red Sea. The U.S. and British embassies have evacuated embassy staff over a threatened attack.
DALLAS (AP) – Shootings in the Dallas area have left four people dead and four more wounded overnight. Police have a suspect in custody. Investigators found four gunshot victims in one home late last night, two of them dead. The suspect fled to nearby DeSoto, where police say he was involved in the second shooting. Police found four more victims, two of them dying. Authorities arrested the gunman in that home early today.
PHILADELPHIA (AP) – Philadelphia International Airport had two troubled US Airways flights yesterday. Flight 742 was headed to Barcelona when it had to return. An unidentified drunken passenger caused a disruption and had to be restrained by others onboard. No one was injured and the plane resumed its trip. Earlier in the day officials investigated a bomb threat onboard Flight 777, which had arrived from Ireland. They found nothing suspicious.
